Considerations for Applying Korean Natural Language Processing Technology in Records Management (기록관리 분야에서 한국어 자연어 처리 기술을 적용하기 위한 고려사항)

  • Records have temporal characteristics, including the past and present; linguistic characteristics not limited to a specific language; and various types categorized in a complex way. Processing records such as text, video, and audio in the life cycle of records' creation, preservation, and utilization entails exhaustive effort and cost. Primary natural language processing (NLP) technologies, such as machine translation, document summarization, named-entity recognition, and image recognition, can be widely applied to electronic records and analog digitization. In particular, Korean deep learning-based NLP technologies effectively recognize various record types and generate record management metadata. This paper provides an overview of Korean NLP technologies and discusses considerations for applying NLP technology in records management. The process of using NLP technologies, such as machine translation and optical character recognition for digital conversion of records, is introduced as an example implemented in the Python environment. In contrast, a plan to improve environmental factors and record digitization guidelines for applying NLP technology in the records management field is proposed for utilizing NLP technology.

  • In order to transform the traditional aquaculture industry, which is dependent on experience, labor-intensive and natural environment, into future intelligent smart aquaculture, digital aquaculture improves aquaculture reproducibility and efficiency of production process through digitization of the aquaculture industry based on ICT equipments, Data analysis and utilization for promoted to increase the acceptability of aquaculturist. Europe's advanced fisheries countries have achieved rapid growth not only in aquaculture technology but also in the aquaculture equipment industry through digitization that combines information and communication technology with aquaculture farms. However, it is not possible to collect aquacultural data in Korea because it has not secured a Korean aquaculture industry for multi-variety, small-scale production and aquaculturists' refusal of reception for digital transformation. Therefore, this study intends to suggest the development direction of digital aquaculture to convert to intelligent smart aquaculture in the future by analyzing trends and critical technology.

  • Recently, with the activation of eBook services, books are being published simultaneously as physical books and digitized eBooks. Paper books are more expensive than e-books due to printing and distribution costs, so demand for relatively inexpensive e-books is increasing. There are cases where previously published physical books cannot be digitized due to the circumstances of the publisher or author, so there is a movement among individual users to digitize books that have been published for a long time. However, existing research has only studied the advancement of the pre-processing process that can improve text recognition before applying OCR technology, and there are limitations to digitization depending on the condition of the book. Therefore, support for book digitization services depending on the condition of the physical book is needed. need. In this paper, we propose a method to support digitalization services according to the status of physical books held by book owners. Create images by scanning books and extract text information from the images through OCR. We propose a method to recover text that cannot be extracted depending on the state of the book using BERT, a natural language processing deep learning model. As a result, it was confirmed that the recovery method using BERT is superior when compared to RNN, which is widely used in recommendation technology.

  • A high-speed DCO is proposed that uses the negative-skewed delay scheme. The DCO consists of a ring of inverters with each PMOS transistor driven from the output of 3 earlier stage through a set of minimum-sized pass-transistors. The digitization of negative-skewed delay is achieved by selecting pass-transistors turned on and digitizing the gate voltages of the selected pass-transistors. The proposed 7-stage DCO has been simulated using 1.8V, $0.18\;{\mu}m$ TSMC CMOS process to obtain a resolution of 3ps and an operation range of 2.88-5.03GHz.

Digital Collection and Development Initiatives in Engineering College Libraries: An Analytical Survey

  • The purpose of this paper is to study the initiatives on digital collection and development in engineering college libraries in the Rayalaseema Region of Andhra Pradesh. Eighty-one engineering college libraries in Rayalaseema Region have been surveyed to assess the initiatives taken on digital collection and development. This paper highlights opinions of librarians on most preferred digital materials and various digital resources acquainted with their library. The digital library initiatives cover a variety of activities starting from the digital collection building, digitization, digital collection, maintenance, and digital preservation. It is found that 34.57% of libraries are in the process of building digital collections, which is an encouraging trend among Engineering Educational Institutions in Rayalaseema Region.

  • The article clarifies the definition and components of the ICT competence of future teachers, justifies the introduction of a motivational-value component. ICT competence of future teachers has a four-component structure: motivational-value, general-use, general pedagogical, subject-pedagogical components. The levels (reproductive, productive, creative), criteria and indicators of the formation of ICT-competence of students of a pedagogical college are determined, the content of these levels (reproductive, productive, creative) is disclosed, respectively.

  • In this paper, we introduce knowledge sharing platform for production technology. Surface mount technology (SMT) is one of the important production technologies to fabricate electronic devices. The production technology of the SMT, however, has been propagated from an experienced worker to an inexperienced worker in a manufacturing field. The objective of the knowledge sharing platform is to convert the production experiences like a solder printing knowhow into quantitative values, to construct the database of the process technologies, and to share the technologies systematically via web portal service. In addition, the knowledge sharing platform contains the total production process of mobile products, the information of experts and facilities, and recent R&D output. In this manner, the knowledge sharing platform for production technology could strengthen the technological competitiveness of small and medium manufacturing companies in Korea.

  • In this paper, a university curriculum of Automation Robotics Process(RPA) among several goals for digital transformation of companies was developed. In the process of the development of ICT technology and the 4th industrial revolution, the existing analog information has changed through the stages of digitization, digitalization, and digital transformation. Recently, digital transformation has been cited as an essential survival strategy following a disruptive revolution that changes the paradigm of existing industrial systems and business. It is defined as a continuous process by which a company adapts to or promotes disruptive changes in customers and markets by using digital capabilities to create new business models, products and services. To this end, process automation in companies or organizations is an important factor. Accordingly, the need for a curriculum of robotics processes automation in universities has been raised according to these changes, and the related education contents, which have been centered on companies, have been redesigned to introduce the curriculum for universities. Education contents are composed to help students to attain certificates of essential or advanced of AA.

Road Centerline Tracking From High Resolution Satellite Imagery By Least Squares Templates Matching

  • Road information is very important for topographic mapping, transportation application, urban planning and other related application fields. Therefore, automatic detection of road networks from spatial imagery, such as aerial photos and satellite imagery can play a central role in road information acquisition. In this paper, we use least squares correlation matching alone for road center tracking and show that it works. We assumed that (bright) road centerlines would be visible in the image. We further assumed that within a same road segment, there would be only small differences in brightness values. This algorithm works by defining a template around a user-given input point, which shall lie on a road centerline, and then by matching the template against the image along the orientation of the road under consideration. Once matching succeeds, new match proceeds by shifting a matched target window further along road orientation at the target window. By repeating the process above, we obtain a series of points, which lie on a road centerline successively. A 1m resolution IKONOS images over Seoul and Daejeon were used for tests. The results showed that this algorithm could extract road centerlines in any orientation and help in fast and exact he ad-up digitization/vectorization of cartographic images.

Public Interest Test of Broadcasting Services in Korea : Focused on US and UK (한국의 방송서비스 공익성심사에 관한 고찰 : 미국 및 영국의 사례를 중심으로)

  • Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.
