Exploring Direction of Lifelong Education in Age of Science and Technology (과학 기술 시대 평생교육 방향 탐색)

  • With the introduction of lifelong education as a component of national educational policies, public support for it has been expanding more than ever before. The purpose of this study is to explore the direction of lifelong education in the era of science and technology. While various factors need to be considered in determining the orientation of lifelong education in the science and technology era, this study primarily focuses on presenting the directions that are aligned with this era. Firstly, lifelong education is necessary as vocational education. Secondly, lifelong education is needed for digital literacy enhancement. Thirdly, lifelong education is crucial from an ecological transition perspective. It is hoped that these three perspectives will be considered significant in shaping the direction of lifelong education in the era of science and technology, and subsequent discussions will delve into how lifelong education can contribute concretely to these aspects.

A Study on the Refarming Plan of the Low Frequency Bands according to the Transition from Analogue to Digital TV (디지털TV 전환에 따른 저대역 주파수 회수/재배치 방안 연구)

  • A demand for spectrum resources, especially in the low frequency bands, is ever increasing with the development of mobile telecommunications and so is their economic value as other national resources. Also, development in mobile broadband require more bandwidth with excellent propagation characteristics, such as those frequencies in the 700/800/900 MHz bands. As a way to enhance the economic efficiency of using spectrum resources, many countries including the U.S., the U.K. and Japan, have recently focused on the refarming plan of the low frequency bands according to the transition from analogue to digital TV. By the way, as a result of WRC-07, those parts of the band $698{\sim}960\;MHz$ in Region 2 and the band $790{\sim}960\;MHz$ in Regions 1 and 3 which are allocated to the mobile service on a primary basis are identified for use by administrations wishing to implement International Mobile Telecommunications (IMT). Therefore, after analogue to digital television switchover, some administrations may decide to use all or parts of the band $698{\sim}806/862\;MHz$ for other services to which the band is allocated on a primary basis, in particular the mobile service for the implementation of IMT, while in other countries the broadcasting service will continue to operate in that band. And to conclude, bands already identified for IMT-2000 will also be able to be used for IMT. This work will help establish a policy direction for spectrum refarming in the low frequency bands in Korea(Rep. of).

The Study on the digital conversion present situation and consideration regarding an issue of analogue cable broadcast (아날로그 케이블 방송의 디지털 전환 현황과 쟁점에 관한 고찰)

  • The digital signal is terminated on Dec.31, 2012. But most of the analog cable subscribers are faced with the difficult reception of the digital because the government has defined the terrestrial broadcast as digital transition obligation operators. It is estimated that half analog of the total pay-TV subscriber that is approximately 10million households that are directly receiving terrestrial signal must hold the digital TV or DtoA convertor to transit digital. But cable system subscriber should buy Set-top box that are expensive and pay the expensive rates. The cast of analog cable subscribers has been classified as a group that can cause the most damage after digital switch. This study investigate the problem, and cause, solution of the analog cable subscribers that are placed in the blind spots of the digital switch.

  • Due to a long-term pandemic of COVID-19 since 2019, our society finally goes into 'un-tact (non-contact) era' in earnest by increasing an importance of non-contacted activities which are able to live without contacts among people. Un-tact era has influenced to generate a huge structural change with digitalization in our daily life as well as industrial society based on digital twin as an essential technology. As a technology representing real world in virtual digital world by integrating various technologies applied to 4th industrial revolution, digital twin leads an innovation in industrial society with diverse industrial processes. But this technique isn't actively used across all industries due to structural limitations and environmental restrictions of digital twin. Especially, the field of construction and facility is necessary to use digital twin because it requires periodic managements of buildings in daily life and is directly connected with casualties in cases of disaster. But issues faced in reality are acting as an obstacle for applying digital twin. Therefore, this study suggests the necessity applying digital twin in facility safety response based on these issues and emphasizes active applications of digital twin by describing the expected effects being created. Furthermore, it connects to create demands of digital twin by overcoming current issues and suggesting high sustainable development.

Reconstruction of internal structures and numerical simulation for concrete composites at mesoscale

  • At mesoscale, concrete is considered as a three-phase composite material consisting of the aggregate particles, the cement matrix and the interfacial transition zone (ITZ). The reconstruction of the internal structures for concrete composites requires the identification of the boundary of the aggregate particles and the cement matrix using digital imaging technology followed by post-processing through MATLAB. A parameter study covers the subsection transformation, median filter, and open and close operation of the digital image sample to obtain the optimal parameter for performing the image processing technology. The subsection transformation is performed using a grey histogram of the digital image samples with a threshold value of [120, 210] followed by median filtering with a $16{\times}16$ square module based on the dimensions of the aggregate particles and their internal impurity. We then select a "disk" tectonic structure with a specific radius, which performs open and close operations on the images. The edges of the aggregate particles (similar to the original digital images) are obtained using the canny edge detection method. The finite element model at mesoscale can be established using the proposed image processing technology. The location of the crack determined through the numerical method is identical to the experimental result, and the load-displacement curve determined through the numerical method is in close agreement with the experimental results. Comparisons of the numerical and experimental results show that the proposed image processing technology is highly effective in reconstructing the internal structures of concrete composites.

Product development for Digital Video Recorder Design Analysis (영상저장장치(DVR)디자인 개발을 위한 제품 분석)

  • This study is a research development case study on the free-standing Network based camera video recording DVR. The DVR devices till now have recorded data by converting and compressing analogue video to digital, but in the future, digital videos will be recorded directly through the network camera. Also, digital compressing methods are progressing from MPEG-4, MJPEG, to H.264 method, with products considering high definition compression efficiency, minimized data size, network compatibility, and fast pending time. According to this, in 2012, it is predicted that network camera and video devices throughout the world will outrun the current analogue devices. With this transition of technological environment and fast product pending speed, a new, quality focused design is required for product development including technical realization, reliability, high-definition, compression technology, will be essential. Manufacturers are researching a new direction for the product appearance. This study considers the actual end-users as the design target and through consumer survey on preferences, design needs and required elements necessary in the design development process are extracted. Furthermore, usability and preferred images were explored through literature study and market research. Through this research process, appropriate forms for the network based DVR were analyzed, and applied into the design development process. This product will take into consideration its competitiveness and the significance of USP(Unique Selling Proposition) which is the design supremacy and professional technical skills.

  • In this era that technology is replacing human labor is coming. Like the introduction of Factory Automation and Smart Factory to enhance the productivity in manufacturing works in companies, RPA (Robotic Process Automation) is being applied to strengthen the competiveness in service & office work of companies. But, RPA itself is not mature enough to be the specific technology or solution, but burgeoning as the conceptual technology alternatives to automate the business process harnessed with the concept of software robots, artificial intelligence etc. The biggest difference that the introduction of RPA can make is the transition of the work based on 'human labor', to the 'digital labor' that could result in the replacement of human labor itself with that. Considering this kind of impact to change the concept of labor, the discussion for the future policy for this is inevitable. In this paper, beginning from the overview of RPA, relevant concerns & consideration for the application of RPA will be described based on the understanding of industrial & technology trends and expected future of RPA.

Digital Technologies in the Innovative and Structural Transformation of Low- and Middle-Income Economies

  • While in high-income countries the development of digital technology began in the 1970s, in low- and middle-income countries it began in the 1990s and even after 2005, due to the political regime that constrained economic development and innovation. At the same time, there are no studies of the relationship between technological development and structural changes through innovation in low- and middle-income countries. The article aims to quantify the relationship of the introduction of digital technologies on innovation, structural transformation of low- and middle-income economies. The industrial-agrarian economy of Uzbekistan with an authoritarian regime is in a state of transition to a market economy, while in Ukraine, there are active processes of Europeanization and integration into the EU. Ukraine's economy is commodity-based (the export of raw materials of industries and the agricultural sector in developed countries predominates) and industrial-agrarian. Digital technologies and the service sector are little developed in Uzbekistan. On the other hand, Ukraine has a more developed ICT sector. Uzbekistan is gradually undergoing an innovative and structural transformation of the economy: the productivity of the agricultural, industrial, and service sectors is growing, but the ICT sector is virtually undeveloped. In comparison, in Ukraine, there are no significant structural transformations due to a significant drop in productivity of the industrial sector, with stable growth of productivity of the agricultural sector due to technology and a slight increase in productivity of the service sector. It is revealed that Ukraine and Uzbekistan have undergone structural transformations of the economy in favor of the service sector, while the agricultural and industrial sectors produce less and less. If Uzbekistan remains the industrial-agrarian country with an aggregate share of the added value of these sectors 59% in 2019, Ukraine transits to the post-industrial type of economy where the added value of the service sector in GDP grows (55% compared to agrarian and industrial sectors at 42%).

  • This study examines the effects of CBDC(Central Bank Digital Currency) on the Korean economy in the digital currency era and discusses the response strategies for CBDC. With the review of the definition and the development status of digital currency, we explore the characteristics and current status of CBDC in Korea as well as the possibility for internationalization of CBDC. The result shows that CBDC can reduce credit risk, improve transaction transparency compared to cash, and increases monetary policy capacity. Meanwhile, the credit and intermediary function of financial institutions may be weakened, and side effects such as financial alienation may occur. Nevertheless, as the issuance of CBDC is an important opportunity to enhance the possibility of internationalization of Korean Won, preemptive measures are required to keep pace with the competition and cooperation with each country toward the digital key currency. We need to accelerate the digital financial environment through Korea's comparative advantage, and develop a strategy to achieve the internationalization of the financial industry and the Korean Won through CBDC issuance. From the early stage of CBDC designing, it is necessary to achieve international agreements through cooperation with other central banks and to develop policies suitable for the transition to digital currency.

A state transition based situation modeling and its application to design of SAC(Situation-Action Converter) for situation-aware control for embedded systems (임베디드 시스템에서의 상황인식 제어를 위한 상태전이 기반 상황 모델링과 이를 응용한 상황-동작 변환기 (SAC)의 설계)

  • In order to recognize a situation from a environment which provides an intelligent service, we propose state-transition based situation modeling which is suitable for a low computing power and restricted resources like embedded systems, and we designed its application to a situation-action converter(SAC)which is consist of two parts; situation detector recognized wanted situations and action generator generated various control actions. Then, we implemented a situation manager for smart scheduler service by using a SAC which is installed to a ARM processor based embedded Linux evaluation board.
