Article 22(1) of the Library Act, which was completely revised in December 2006, stipulated that regional representative libraries are statutory organizations, and Article 25(1) of the Library Act, which was revised again in late 2021, renamed them as metropolitan representative libraries and expanded their duties. The reason why cities and provinces are required to specify or establish and operate metropolitan representative libraries is that in addition to their role as public libraries for public information use, cultural activities, and lifelong learning as stipulated in Article 23 of the Act, they are also responsible for the legal works of metropolitan representative libraries as stipulated in Article 26, and lead the development of libraries and knowledge culture by serving as policy libraries, comprehensive knowledge information centers, support and cooperation centers, research centers, and joint preservation libraries for all public libraries in the city or province. Therefore, it is necessary to analyze and diagnose whether the metropolitan representative library has been faithfully fulfilling its legal works for the past 15 years(2009-2023), and whether it is properly providing the results of its statutory planning and implementation on its website to meet the digital and mobile era. Therefore, this study investigated and analyzed the performance of the metropolitan representative library for the last two years based on the current statutory tasks and evaluated the extent to which it provides them through its website, and suggested complementary measures to strengthen its web services. As a result, it was analyzed that the web services for legal works that the metropolitan representative library should perform are quite insufficient and inadequate, so it suggested complementary measures such as building a website for legal works on the homepage, enhancing accessibility and visibility through providing an independent website, providing various policy information and web services (portal search, inter-library loan, one-to-one consultation, joint DB construction, data transfer and preservation, etc.), and ensuring digital accessibility of knowledge information for the vulnerable.

This study analyzed the level of digital informatization and the level of human relationship satisfaction in the disabled group. The digital informatization level of the disabled refers to the level of smart access, smart capability, and smart utilization. For the sampling of persons with disabilities, the survey was conducted for persons aged 7 to 69 who were registered under the Welfare for Persons with Disabilities Act. Regression analysis utilized SAS 9.3.s through vitalization of local communities, and information education for the disabled is also important. The analysis results are as follows. First, the higher the digital access level of the disabled, the higher the level of interpersonal satisfaction. Second, the higher the digital information capability level of the disabled, the higher the level of interpersonal satisfaction. Third, the higher the level of digital information utilization of the disabled, the higher the level of interpersonal satisfaction. As a result, the higher the digital information level of the disabled, the higher the satisfaction level in the interpersonal relationship of the disabled. In addition, it was found that careful attention and policy review are needed to resolve the digital information gap of the government for the disabled who are marginalized groups. Therefore, it is necessary to provide the expansion of universal services of the marginalized groups including the disabled. In addition, it is important to form a culture in which the community embraces the marginalized class through vitalization of local communities, and information education for the disabled is also important.

As meters become digital and smart, energy data such as electricity, gas, heat, and water can be accurately and efficiently measured with a smart meter, providing consumers with data on energy used, so that real-time demand response and energy management services can be utilized. Although it is developing from a simple metering system to a smart metering industry to create a high value-added industry fused with ICT, illegal counterfeiting of electronic meters is causing problems in intelligent crimes such as manipulation and hacking of SW. The meter not only allows forgery of the meter data through arbitrary manipulation of the SW, but also leaves a fatal error in the metering performance, so that the OIML requires the validation of the SW from the authorized institution. In order to solve this problem, a quantitative confirmation device was developed in order to eradicate the act of cheating the fuel oil quantity through encoder pulse operation and program modulation, etc. In order to prevent the act of deceiving the lubricator, a device capable of checking pulse forgery was developed, manufactured, and verified. In addition, the performance of the device was verified by conducting an experiment on the meter being used in the actual field. It is judged that the developed quantitative confirmation device can be applied to other flow meters other than lubricators, and in this case, accurate measurement can be induced.

This study examined relevant literature to review the concept of low-income class, its criteria and types. Based on the cases surveyed, the service status of public libraries for low-income class in South Korea was determined. Based on the findings of this study, we proposed new library services necessary for low-income class, such as the implementation of relevant programs aimed at resolving the digital information divide of low-income class, the introduction of employment programs for the self-economic-support for low-income class adults, and the introduction of reading and counseling therapy services. In addition, this study proposed five policies for activating library services for the low-income class: (1) To revise the act on library law so as to clarify the concept of low-income class, its criteria and types, (2) to revise the master plan for library development so as to bolster the library services for low-income class, (3) to conduct a national-level survey of the low-income class status and of the library service status, (4) to determine the actual features of the low-income class and their information demands, and (5) to prepare library services tailored to the diverse types of low-income class.

As the Internet Protocol TV (IPTV) service enters the broadcasting market, the competition intensifies. This paper explains the factors influencing new media subscription and their influential differences on IPTV and digital cable TV (DCTV). We use the information systems success model and gratification opportunity theory to develop our research model. We sample 621 people and collect their responses through web-based measuring software. Structural model analysis shows that the willingness to subscribe to a new broadcasting medium is influenced by three characteristics of the medium: media richness, interactivity, and video quality. Multigroup analysis reveals that motivation to use a medium partially differs between IPTV and DCTV. This research concludes that the IPTV service is not attractive enough to act as a substitute for the already existing DCTV. In addition, for the IPTV service to proliferate, its business model should be promoted with new and differentiated revenue structures and services. The managerial implications in this study help new media businesses set business goals and product functionality, and allocate resources for the continued diffusion of IPTV.

The field of a planning and a design for a museum should be recognized like professional design industry.n Korea, the government has various laws and systems to support the design promotion policy but it is not sufficient. If you plan to extend the scope of the maintenance of law and institutions As today 'Exhibition Industry Development Act, which is responsible for maintenance, including a permanent exhibition area in the exhibition industry facilities will be efficient alternative. And also, it would like to analyze states of the orders in the exhibition design industry for past five years (2010 ~ 2014) and show the problems and alternatives. Exhibition business-related orders investigation into the recent five years to analyze and suggest improvements. In the delivery method it was found three types of goods, the services, the delivery method through the analysis of the enforcement order to the Corporation and that are mixed.If these alternatives has been reviewed and used for basic data to promote professional companies and designers for museums, it must be expected to be well worth a careful study.

Although the business model(BM) patents act as a creative bridge between technology and the marketplace, limited scholarly attention has been paid to the content analysis of BM patents. This study aims to contextualize converging BM patents by employing topic modeling technique and clustering highly marketable topics, which are expressed through a topic-market impact matrix. We relied on BM patent data filed between 2010 and 2022 to derive empirical insights into the commercial potential of emerging business models. Subsequently, nine topics were identified, including but not limited to "Data Analytics and Predictive Modeling" and "Mobile-Based Digital Services and Advertising." The 2x2 matrix allows to position topics based on the variables of topic growth rate and market impact, which is useful for prioritizing areas that require attention or are promising. This study differentiates itself by going beyond simple topic classification based on topic modeling, reorganizing the findings into a matrix format. T he results of this study are expected to serve as a valuable reference for companies seeking to innovate their business models and enhance their competitive positioning.

To provide medical services to patients who have a terminal illness, recent hospital patients to monitor the state of the device attached to the body, the body insertion device is. U-Healthcare Environment and hospital officials indiscriminately exploited by the patient's vital information, however, could threaten the patient's life problems are appearing. In this paper, depending on the level of authority, hospital officials, Union of ID-based authentication model is proposed to use a patient's vital information. Union proposed model identify different authentication system is used in hospitals that exist in various forms in a number of ID information, health / medical information sharing between hospitals without exposure to unnecessary personal information, you can be assured of the anonymity. In particular, with easy access to patient information, hospital officials about the malicious act to protect patient information to access level for the rights granted by third parties to prevent easy access.

Global commerce is apparently here to bind Korean firms as well as Koreans. The advertising, buying and selling of goods and services recognizes no borders. As a result, enforcing territorially based trademark rights has become ever more challenging. Remote trademark owners who peacefully coexisted in a time before the internet and increasing globalism are now bumping heads. The internet also has made it easier for unscrupulous operators to deceive consumers and divert customers from established businesses by misappropriating trademarks on web-sites and in domain names. U.S. federal courts have been willing to help American businesses halt trademark infringements that reaches outside the United States. This is particularly true for e-business, via the internet, and the trend toward enforcement seems to be in favor of the trademark owner. This article discusses this trend as well as the extraterritorial enforcement of trademark rights by U.S. courts under the Lanham Act. It also offers suggestions for protecting valuable trademark rights worldwide. This paper will contribute to global Korean firms and Koreans who carefully read arguments in this valuable literature.

Recently, public certificates issued by nationally-recognized certification bodies have been abolished, and internet companies have issued their own common certificates as certification authority. The Electronic Signature Act was amended in a way to assign responsibility to Internet companies. As the use of a joint certificate issued by Internet companies as a certification authority is allowed, it is expected that the fraud damage caused by the theft of public key certificates will increase. We propose an authentication model that can be used in a security gateway that combines PKI with a blockchain with integrity and security. and to evaluate its practicality, we evaluated the security of the authentication model using Sugeno's hierarchical fuzzy integral, an evaluation method that excludes human subjectivity and importance degree using Delphi method by expert group. The blockchain-based joint certificate is expected to be used as a base technology for services that prevent reckless issuance and misuse of public certificates, and secure security and convenience.
