이 리뷰논문에서는 디지털경제 시대의 플랫폼 기업과 플랫폼 비즈니스의 유형, 속성에 대해 알아보고 정부규제의 정책수단과의 정합성에 대해 현황, 쟁점, 전망을 정리하였다. 디지털경제의 등장과 더불어 플랫폼 기업들의 파급력, 규제 및 갈등 관련 이슈, 신산업과 구산업의 갈등, 플랫폼 노동문제 등의 쟁점이 논의되었다. 우리나라 정부의 민간플랫폼 자율기구 발족·운영지원, 범부처 플랫폼 정책협의체 운영, 자율규제 근거 법제화 추진 등의 노력이 진행되는 현황도 확인하였다. 책임소재에 대한 갈등의 감지된 편익과 비용이 분산된 사례는 명확한 행위자가 보이지 않아 사회 전체적으로는 혼동이 가중될 것이며, 둘 다 집중된 경우는 반대로 명확한 행위자끼리의 갈등이 가중될 것이라는 예상을 제시하였다. 그리고 혼돈과 갈등의 해소를 위해서는 이해관계자를 적극 참여시키는 형식을 도입하는 규제 거버넌스 개선과 갈등관리 역량 강화를 제시하는 기존 연구들을 종합·정리하였다.

After COVID-19, the percentage of digital consumption has soared. Meanwhile, as the online platform market grows in size and digital commerce is activated, controversy over the "dark pattern" that induces consumers to do unintended things online continues. Dark patterns are deceptive design patterns that cause consumer rights and financial damage and can result in damaging fair market competition. As a result, the need to regulate dark patterns is raised not only by overseas regulators but also in Korea, and there are growing calls for strengthening consumer protection against dark patterns, with amendments to related laws being proposed by the National Assembly. On the other hand, there is no agreed definition of dark pattern from a normative point of view, and there is a concern that even legitimate advertising marketing activities of companies may be regulated, so a review of dark pattern regulatory measures is required. In this study, dark patterns were reviewed from a normative point of view and appropriate regulatory measures were analyzed. In particular, the problem of the dark pattern can be applied in a way that the market regulates and controls itself in consideration of the characteristics of the online platform. This study reviewed the possibility of self-regulation for dart patterns and proposed the role of each subject.

독과점적 지위의 온라인플랫폼 기업이 컨텐츠 공급업체들에 대해 지대추구행위를 행하는 것은 수입국 정부가 불완전 경쟁시장의 수출기업들이 취득하는 독점지대를 최적관세를 통해 가로채는 과정과 매우 유사하다. 소위 전략적 무역정책이라고 일컬어지는 이와 같은 수입국의 최적관세 부과 메커니즘을 온라인플랫폼 기업의 지대추구행동에 적용할 경우, 이를 방지하기 위한 규제개혁 논의에 있어 중요한 통찰을 제공받을 수 있을 것이다. 즉 온라인플랫폼 기업이 R&D투자를 통해 컨텐츠 차별화를 추구하는 독점적 경쟁시장의 컨텐츠 공급업체들에 대해 차별적인 수수료를 부과할 경우, 컨텐츠 공급업체들의 R&D투자를 억제시킴으로써 기업들의 혁신투자를 감소시키게 될 것이다. 그럼에도 불구하고 이윤극대화를 추구하는 온라인플랫폼 기업들은 결코 자발적으로 차별적인 수수료 부과체계를 포기하지는 않을 것이다. 따라서 본 연구에서는 컨텐츠기업들에 대한 동등한 수수료 부과 체계의 도입을 강제할 수 있는 규정의 개정을 제안하고자 한다.

본 연구는 '온라인 플랫폼 공정화법(안)'(이하 '온플법(안)')이 디지털 플랫폼 기업들의 시장 가치에 미친 영향을 네이버의 사례를 통해 계량 분석한다. 우리는 Abadie & Gardeazabal(2003)의 통제집단합성법(synthetic control method)을 사용하여 '온플법(안)' 규제를 받지 않는 가상의 네이버의 기업가치를 추정하여 실제 네이버의 기업가치와 비교하였다. '온플법(안)' 입법예고 직전 기간 '온플법(안)' 적용대상인 실제 네이버와 '온플법(안)' 규제를 받지 않는 가상의 네이버의 주가 움직임을 일치시켜 다양한 복합 효과(compounding effects)를 통제했다. 연구 결과 '온플법(안)' 입법예고 기간 (2020년 9월 28일 ~ 2020년 11월 9일) 전후로 네이버는 '온플법(안)' 규제 전 시가 총액의 16.18%인 약 8조 5천억 원에 달하는 기업 가치를 상실한 것으로 나타났다. 지금까지 규제의 경제적 비용편익분석을 할 때 간접비용 부분은 정량화된 분석이 용이하지 못하다는 이유로 간과되는 것이 사실이다. 우리는 향후 다양한 규제에 대한 사회적/경제적 비용편익분석에서 참조할 수 있도록, 자본시장 정보를 통해 특정 규제가 기업의 경제적 가치에 미치는 영향을 엄밀하게 추정할 수 있는 방법론과 실제 사례를 제시했다. 분석 방법과 기간에 따라 경제적 비용은 달라지겠지만, 본 연구의 결과는 디지털 플랫폼에 대한 규제 영향 분석의 방향을 제시하는데 효시가 될 수 있다.

본 논문은 최근 급성장하고 있는 공유경제플랫폼에 대한 바람직한 규제 방안을 논하고 있다. 디지털 기술의 발전과 혁신은 새로운 서비스, 새로운 경제, 산업 가치의 창출이라는 기대도 큰 반면, 기존 산업과의 이해 충돌에서 발생하는 사회적 신뢰 문제에 대한 우려와 도전, 과제들을 야기한다. 공유경제 역시 새로운 수요와 공급을 창출하고 혁신적인 거래방식으로 전 세계적으로 빠른 성장을 하고 있지만, 아직도 주요 도시에서는 기존 산업 가치와의 충돌이 야기하는 문제에 대해 제도적 측면에서의 한계점이 노출되고 있다. 본 연구는 이러한 문제점을 최소화하기 위해 일정 수준의 규제가 필요함을 전제로 규제과정에서 수반되는 사회적 비용 최소화를 위해서 공유경제 특성을 고려한 공동규제(Co-regulation) 접근방안이 바람직함을 제안하고 있다.

온라인플랫폼들의 영향력은 더할 나위 없이 커지며 이들의 막강해진 시장지배력에 대한 규제가 필요하다는 목소리가 높아지고 있다. 국내에서도 플랫폼의 시장지배적 지위 남용과 관련된 다양한 이슈들이 논의되고 있으며 현재 온라인플랫폼 공정화법이 국무회의를 통과한 상황이다. 이에 본 연구에서는 온라인플랫폼 규제를 다양한 이해관계자의 관점으로 바라보고 정책적 방향성을 짚어보고자 한다. 먼저 플랫폼기업이 채택하고 있는 경쟁전략들과 기업결합으로 야기될 수 있는 문제들을 살펴본 후, 온라인플랫폼에 대한 규제가 이해관계자에게 미치는 영향을 플랫폼사업자, 입점업체, 소비자의 관점에서 분석하였다. 본 연구는 온라인플랫폼 규제를 제정함에 있어서 자국플랫폼을 통한 국가경쟁력 향상이라는 경쟁적 이점이 고려되어야함을 강조하고 입점업체 및 소비자 보호를 대변하고자 하는 현재의 온라인플랫폼규제를 보다 균형잡힌 시각으로 바라볼 기회를 제공하고자 한다.

Networks, services and industries have been converging with the advent of digital convergence by technology advancements of digitalization, broadband and interactivity in the areas of information-communication and broadcasting technologies. Especially, this convergence of technology and market has been blurring the boundary of telecommunication and broadcasting sectors, and the severe competition seems to be inevitable due to the lack of the differentiation in broadcasting media and contents. In this study, we regard the competition phenomenon in the digital convergence between telecommunication and broadcasting as the platform competition in two-sided markets which have been actively studied since 2000, and analyzed it using modified Hotelling's location model. According to the analysis of platform competition on the effects of the differentiation of platform (t) , killer component $(\mu)$ and component compatibility $(\theta)$ , it is shown that two differentiated platforms are simultaneously used in case of the decrease of substitution effects, and the profit of platform with killer contents is increased, but the profit of platforms with higher compatibility is decreased. The policy implication is that it is especially necessary to modify the policy and regulation on media contents considering the growing competition in media. On the other hand, differentiated and reasonable policy is required to make fair competition and active market environment.

In this study, delivery workers were regarded as workers and industrial accident and serious accident prevention were studied. As a result of the study, first, it was confirmed that awareness of safety guidelines has an effect on disaster prevention and is related to reducing serious accidents. Second, among the forms of organizational culture, rational culture was shown to have a positive impact on serious accidents. Third, the moderating effect of organizational culture Rational culture, a sub-concept, was found to have a moderating effect on serious accidents. Fourth, according to the opinions of workers for disaster prevention of delivery workers, it was classified into policy part, environmental part, and worker's duty part, and the necessity of strengthening safety education and strong regulation was suggested in the policy part.

This paper presents an intuitive and powerful way to study and design motor drive control. The control of induction motors, as most widely used machines, is discussed. Thanks to ultra low latency and high fidelity Hardware-in-the-Loop systems, different aspects of up-to-date drive regulation are examined. A power stage, comprised of a grid voltage source, a rectifier, a VSC inverter and an induction motor, is emulated on the HIL platform in real time. A digital signal controller is plugged into the interface board and connected to the HIL emulation platform, without any hardware modifications. For motor control and power electronics applications, a dedicated Texas Instruments TMS320F2808 DSP is chosen. The same controller can drive an emulation platform and a real device with no modifications. Current and speed control loop test results are presented and discussed.

본 논문에서는 온디맨드 비디오 스트리밍 플랫폼에 대한 콘텐츠 쿼터제 적용의 실효성 확보 방안에 관하여 분석하였다. 특히 넷플릭스(Netflix)의 EU시장 진출에 대한 공동체의 대응을 중심으로 단일시장 내 저작권 보호 및 문화산업 보호에 관한 OTT 규제의 효과성을 분석하였다. 온디맨드 비디오 스트리밍 서비스와 넷플릭스의 성장 그리고 넷플릭스의 EU 시장 진출에 대해 고찰하고 있다. 다음으로 EU 내 온디맨드 비디오 스트리밍 서비스 현황을 분석한다. 온디맨드 비디오 스트리밍 서비스 시장 대응에 관한 EU의 정책은 디지털 단일 시장 내 '이동성(portability)' 그리고 저작권 보호를 위한 콘텐츠 쿼터제 등으로 구성되며, OTT 규제의 세부지침의 고찰을 통해 시장보호 그리고 온라인 스트리밍 서비스업의 경쟁력 제고 방안 측면을 분석하였다. EU는 유럽 방송사업자에게만 적용되어 온 콘텐츠 쿼터제를 OTT 사업에 적용, 규제함으로써 역내 문화산업 보호 및 저작권 보호 강화를 도모하고 있다.
