  • This study is a case study for in-house developed Record Maintenance and Management (RMMS) which is a digital data storage/retrieval system in a GIS-enabled solution. RMMS is designed for reorganizing submitted architectural drawings associated with scanned drawings files & geodatabase, managing metadata/table and geometric features in ArcSDE/Enterprise geodatabase format. The birth of the RMMS was borne out of a necessity for a modernized approach in digital file basis to provide improved customer services for various architectural drawings and associated with geo-spatial and its attribute information. Through a case study for building permit & review practice implemented on an internet-based Electronic Architectural administration Information System (EAIS) at the local governments in Korea, this study is able to derive differences between GIS-enabled RMMS system implemented in the Richmond City and internet-based EAIS system implemented in the local government in Korea. In an effort to be the most effective, it presents meaningful ways of maximizing efficiency in record maintenance & management system derived from the case studies that looked into in ways of a method in RMMS' operation, implementation on GIS platform, mutual interface among various programs with various digital files and finally technical supports and system development /upgrade.

  • The main objective of this study is to simulate design flood discharge of the Sungjoo basin. GIS and HEC-HMS were used in this study. GIS technique can extract various hydrological factors from D.E.M(Digital Elevation Model) and the parameters extracted from each watershed were applied to the HEC-HMS. As a result of this study, GIS technique is useful to tile extraction of watershed characteristics factors and HEC-HMS is successful in tile simulation of design flood discharge.

  • In recent years, the importance of geospatial data have been emphasized not only for the national GIS programs and but also in the value added commercial and industry markets. There is no doubt that GIS, GPS, aerial and satellite imagery data were provided powerful tools to support national information infrastructure for geospatial database. While great emphasis has been laid on the geospatial data, there has been little analysis or evaluation of how to maximize the benefits of using these information sources. Also, with the proliferation of geographic data and information sources such as satellite imagery, digital aerial photograph, digital topographic and vector data, there is a great need to inform professionals from all disciplines as to the benefits of these information sources and how to best put them to use within any given application. From the first publication of KSGPC(Korean Society of Geodesy, Photogrammetry and Cartography) papers in 1981, our objective was, and is, to help develop the wider spectrum of GIS in the academy and industry by exposing new users to the benefits of GIS, remote sensing, mapping, GPS and photogrammetry. In this presentation, we will introduce KSGPC works and will evaluate GIS-related governmental policies and programs in Korea for the past and the future to present different status between Korea and Russia. It is now important to investigate lessons learnt from two countries' experiences and developed an empirical framework to combine outcome from GIS-related researches in Korea and Russia. This may enable GIS professionals to gain a wider range of experiences in the international context, and consequently, help them to develop new markets for GIS. Therefore, we arranged the possible action items and interesting points to corporate and to promote the academic growth in the practice of GIS.

  • In the process of GIS implementation, various unexpected problems could be uncovered. If neglected, these problems would make GIS implementation much more difficult. In order to improve GIS implementation along with alleviating these problems, the following are recommended. First, in establishing GIS master plans the Korean government has to have a better understanding not only on financial and technological feasibilities, but also on organizational culture, employees' experience and perception on new technology, etc. Second, to avoid overlapping investments and technical problems such as discrepancies between digital maps drawn by different agencies and between traditional parcel maps and digital maps, a unified and/or coordinated GIS map-making system and departmental coordination are required.

  • Shaded relief is used in the analysis of digital terrain model, but accurate shadow zone has not been affirmed on account of idea only shadow of terrain that would be in shadow are shaded. This study is to analyze each display difference of a digital terrain model by grasping the shadow characteristics of terrain and comparing shaded relief function used terrain display of GIS with a rendering technique. After terrain with road in subject area is selected and created to digital terrain model of TIN, shaded relief and rendering according to altitude and azimuth of the sun at 9:00 am and 3:00 pm is applied. As the results, only backward portions of the terrain that is in shadow from the sunlight are shaded in case of shaded relief. The rendering created the shadow, which is cast by terrain features. By these mutual comparison, this study represented data for understanding of shaded relief. And it is expected that the rendering method could be used to analyze sunshine influence.

  • Nowadays, GIS, as multi-discipline information system, is closely linked with GPS application in conjunction with GIS-T or Logistics GIS. With this R&D trend. CPS/GIS application system for AVL is newly developed in this study. This AVL is designed and implemented by using pure Java computing technology towards com ing Car-equipped wireless Internet PC age, and main features of Java are included at this system: Platform independence, Multi-thread processing, and Object-oriented paradigm. While, because core modules of this AVL are based on GIS spatial engine, unlike other commercial AVLs, large spatial database problem handling digital image/spatial information and attribute information and direct access problem of GIS data is easily dealt with. this system can directly access external database by using JDBC: MS Access for desktop version and Oracle for W/S version. Finally, it is thought that Java-based AVL, one of CPS/CIS applications, can be easily extended into other prospective GIS applications: Land surveyor supporting system, Flight tracking system, 3D facility management system with CPS, and so forth.

  • The horizontal alignment of road is deeply related with the stability of the road and traffic capacity. It is necessary to analyze horizontal alignment of road accurately for efficient maintenance of the road and relevance judgment about the standard. Recently the study on horizontal alignment of road using Lidar data and GPS was concluded, but they were many problem analyzing horizontal alignment radius of curvature in wide area. In this study, the tool which the radius of curvature can evaluate the suitability about "Rules about the Road Structure & Facilities Standards" by using center lines of the road of the digital map tries to implement on GIS. The interface was designed and implemented which can automatically estimate the Road Centerline Horizontal Alignment by using $ESRI^{(R)}$ $ArcObject^{TM}$.

  • The combined method utilizing airborne LiDAR and GIS data is suggested to extract 3-dimensional hybrid city model including roads and buildings. Combining the two types of data is more efficient to estimate the elevations of various types of roads and buildings than using either LiDAR or GIS data only. This method is particularly useful to model the overlapped roads around the so called spaghetti junction. The preliminary model is constructed from the LiDAR data, which can give wrong information around the overlapped parts. And then, the erratic vertex points are detected by imposing maximum vertical grade allowable on the elevated roads. For the purpose of efficiency, the erratic vertex points are corrected through linear interpolation method. To avoid the erratic treatment of the LiDAR data on the facades of buildings 2 meter inner-buffer zone is proposed to efficiently estimate the height of a building. It is validated by the mean value (=5.1%) of differences between estimated elevations on 2 m inner buffer zone and randomly observed building elevations.
