An Analysis on Convergence of Local Public Expenditures in Korea (우리나라 지방재정지출의 수렴 분석)

  • This paper analyzes whether local public expenditures have converged during the 1985-2011 periods in Korea, using the sixteen metropolitan and provincial governments data. We analyze the convergence of per capita real local public expenditures in terms of both static view and dynamic view of convergence. Furthermore, we derive the estimating equation for per capita real local government expenditure growth function from theoretical model based on Skidmore et al.(2004)[23]. The main results from empirical analyses are such that an increase in aged people helped local government expenditures increase. Also, we found that the convergence speed of economic expenditure is greater than that of social welfare expenditure. Similarly the convergence speed of public capital expenditure is greater than that of public consumption expenditure. In the future we had better examine the convergence of local public goods taking into account their congestion rates.

Asymmetric evaluation on domain of risk and return for counterfeit products under different self-construal (위험과 수익의 도메인에서 상이한 자아추론이 모조품의 비대칭적 평가에 미치는 영향)

  • The objective of this research is to investigate how consumers react differently to financial and social risk/return, referred to as an 'asymmetric effect'. A lab-based experiment using a counterfeit but real-branded product examined the robustness of the statement that priming the interdependent versus independent self can result in differences in financial and social risk taking behavior in the context of counterfeit product purchase choice. Three hundred fifty-eight participants took part in the experiment. They were primed with different self-construal and evaluated purchase intention to the counterfeit product. As predicted, when evaluate in the context of loss claim of counterfeit product, risks were more activated, however, there was an asymmetric effect that self-construal priming had on financial and social risks. Interdependence primed participants were more likely to take a financial risk thus perform more purchase intention of counterfeit product and less likely to take a social risk than their independence primed counterparts, which led to lower purchase intention. The results of this research shed light on the various directions of future studies on the responses toward counterfeit product.

A Comparative Study on the Innovation Strategy of User Experience and Life Satisfaction between Korea and China

  • The purpose of this paper is to study renovation plan of value chain from a user's viewpoint by making practical application of digital technology in Korea and China. And it is surely meaningful to investigate the important motivation factors of continuous using smart-phone in two countries, and to analyze the improving effect toward to the quality of life in continuous using smart-phone. By this study we can expect the value improving effect of user experience. The results of hypothesis testing can be summarized as follows: First, the hypothesis that positive affect has a plus effect on pragmatic value is accepted in Korea and China. Secondly, the hypothesis that positive affect has a plus effect on hedonic value is accepted in two countries. Thirdly, the hypothesis that negative affect has a minus effect on pragmatic value is accepted in Korea, but rejected in China. Fourthly, the hypothesis that negative affect has a minus effect on hedonic value is accepted in two countries. Fifthly, the hypothesis that pragmatic value has a plus effect on life satisfaction is rejected in two countries. Sixthly, the hypothesis that hedonic value has a plus effect on life satisfaction is accepted in Korea, but rejected in China. Seventhly, the hypothesis that there is a difference in positive affect, negative affect, pragmatic value, hedonic value and life satisfaction between Korea and China is rejected in positive affect and negative affect, but accepted in pragmatic value, hedonic value and life satisfaction. In the competition among enterprises, user experience instead of goods themselves became influential as a differential factor. And many advanced enterprises began taking a serious view of customer's happiness and user experience improvement.

The Evolution of Rate of Profit and Its Determinants in Korean Economy (한국경제에서의 이윤율 변화와 결정요인들)

  • With regard to conventional theory, the rate of profit is determined by the interaction between the rate of surplus value and the organic composition of capital. And it declines with the capitalistic development through intensifying the organic composition of capital. According to the empirical test, the rate of profit and the rate of surplus value have been decreased. On the contrary, the organic composition of capital have increased during the period under study. The empirical results of the rate of profit in Korean economy appears to hold the principle of the law of the tendency of the rate of profit to fall. But the trend of the determinants is distinct from the conventional theory. Despite the distinctive empirical results, the law of the tendency of the rate of profit to fall is realized in Korean economy in objective period of time.

A Study on Developing Assessment indicators for Cyber Resilience (사이버 레질리언스 평가지표 개발에 관한 연구)

  • Recently, cyber resilience has emerged as an important concept, recognizing that there is no perfect security. However, domestic researches on cyber resilience are insufficient. In this study, the 22 indicators for cyber resilience assessment were initially developed by the literature survey and discussions with security experts. The developed indicators are reviewed using the Focus Group Interview method in terms of materiality and feasibility of the indicators. This study derived meaningful and useful indicators for the assessment of cyber resilience, and it is expected to be used as a foundation for the future cyber resilience studies. In order to generalize and apply the results of this study in practice, it is necessary to carry out quantitative researches in the future.

A policy study for the voice recognition technology based on elderly health care (음성인식기술의 노인간병 적용을 위한 정책연구)

  • The purpose of this study is to find out how voice recognition technology can be utilized to solve the elderly problem rapidly aging in Korea. Public support services and civilian nursing services for the elderly are expected to expand in Korea. In this case, voice recognition technology can be used variously for the elderly who are not familiar with the media interface. To this end, our researchers visited Japan and examined the achievements obtained by voice recognition technology in the elderly care. Especially, when caregivers write reports, they have greatly reduced their working hours by replacing the handwritten reports with ones using voice recognition technology. This method can be easily implemented in Korea. In addition, the social cost of the elderly support can be gradually reduced through the development of a robot equipped with voice recognition technology. Consequently, we realize that when voice recognition technology is combined with artificial intelligence programs of various emotion recognition functions and various policy possibilities as well.

  • According to recent statistics on new consumer market trends, 'alone consumption' is at the center. This study focuses on the social big data that attracts the public's opinions in that it is important for a certain social trend to comprehensively understand the various fields such as society, locality, culture, marketing, economics, and psychology that form the background for it. Therefore, we set up the linkage of 'solo consumption' and conducted research on new consumer market trends using Opinion Analisys. As a result of this trend analysis, representative keywords such as 'honbab', 'honsul' and 'honyoeng' were derived and analyzed the trend of new consumer market using this data. Alone consumption is an inevitable new consumption trend caused by demographic change after the global economic crisis. The importance as a trend reflecting this will be further strengthened. Trend analysis by social big data will help scientific and systematic business distribution strategies and planning to help make new and valuable decisions and decisions about new consumer markets.

  • Using GIS, this study constructs and evaluates a bank marketing system. The study collects a marketing GIS database case from the Daegu Bank, which is one of the leading local banks in Korea. The database includes spatial data such as digital road map, internal and external attribute data which are combined for the construction of bank marketing database. Based on these data, the study developed an interface which enables searching and analysing functions of bank GIS marketing system. For the development of the interface, this study examined the basic concepts of area marketing and its development and utilized Map/Info as a basic GIS software package and Delphi as computer language. Finally, the study makes a comprehensive evaluation of various problems of spatial and attribute data which occurred in the process of constructing the bank marketing database.

  • There has been rapid diffusion of digital innovation technology(DIT) such as 3 D CAD, CAE, simulation software which enable firms to see the future results of intended product designs through 3 D diagram and simulated results. This technology helps firms to reduce trial and error process by solving later stage problems in earlier stages. The DIT being the technology reflecting the real world, as a tool representing the simplified form of the real world, the degree of reflecting the real world(fidelity) is important in utilizing the DIT. This study is an exploratory research examining the process of reviewing the fidelity of the DITs and developing the complementary process necessary for utilizing the DIT with 'not good enough' fidelity. This study could draw out, from its case study, an exploratory hypothesis about the process of developing the complementary process. In the process, there is an analysis of the corresponding relationship between the actual data and the output data of the DIT, e.g. simulated result. Then the input data or output data are adjusted on the basis of the analysis of the corresponding relationship so that the discrepancy between the actual data and the expected interpretation of the output data, through the adjustment, of the DIT, can be reduced. This process is sometimes accompanied by the process of generating experimental data, which reflect the unique situation of the product development process of a company, to be put to the data base of DIT. The complementary process is the process requiring knowledge sharing and adjustment activities across different divisions. This study draw outs implications for effective management of the fidelity of DIT tools.

A Method for Structuring Digital Video

  • For the efficient searching and browsing of digital video, it is essential to extract the internal structure of the video contents. As an example, a news video consists of several sections such as politics, economics, sports and others, and also each section consists of individual topics. With this information in hand, users can ore easily access the required video frames. This paper addresses the problem of automatic shot boundary detection and selection of representative frames (R-frames), which are the essential step in recognizing the internal structure of video contents. In the shot boundary detection, a new algorithm that have dual detectors which are designed specifically for the abrupt boundaries (cuts) and gradually changing bounaries respectively is proposed. Compared to the existing 미algorithms that mostly have tried to detect both types by a single mechanism, the proposed algorithm is proved to be more robust and accurate. Also in the problem of R-frame selection, simple mechanical approaches such as selecting one frame every other second have been adopted. However this approach often selects too many R-frames in static short, while drops important frames in dynamic shots. To improve the selection mechanism, a new R-frame selection algorithm that uses motion information extracted from pixel difference is proposed.
