The Economic Value for the Post-use of the 2018 Pyeongchang Winter Olympics Facilities: Case of Alpine Stadium in Jeongseon (2018평창동계올림픽 시설 사후활용에 대한 경제적 가치: 정선군 알파인 경기장을 사례로)

  • Purpose - This study estimated the value of the post-use of Alpine stadium in Jeongseon as a tourist attraction, which is one of the 2018 Pyeongchang Winter Olympics facilities, and identified determinant factors on the willingness to pay (WTP). Design/methodology/approach - A dichotomous-choice model of contingent valuation method (CVM) that is known for an effective tool was used to calculate the value. The questionnaire was conducted on 650 visitors to major tourist destinations in Jeongseon and 629 copies of the valid samples were analyzed. Findings - The results shows that determinate factors on the WTP are; suggestion cost, need (application of Ecotourism Program to the Restoration Process), agree(agree to Ecotourism Program in the Restoration Process) and age. Also, the WTP on the facility is 16,296 won per person. Research implications or Originality - This study estimates the value of the post-utilization of Alpine Stadium of the 2018 Pyeongchang Winter Olympics facilities, which have been experiencing conflict in recent years. For this reason, the findings of the paper will provide meaningful information for tourism development and management policies of the region.

Estimating the Use and Preservation Values of Jirisan National Park Using a Dichotomous Contingent Valuation

  • This research was conducted to estimate the use and preservation values of Jirisan national park, using a dichotomous choice contingent valuation. Jirisan national park was estimated to have the use value of 6,377 won per visitor. In terms of preservation value was estimated 13,030 won per housed per year. The results of this research show that Jirisan national park generated considerable use and preservation values, exceeding far greater than current admission fees. The findings also indicate that the estimated economic value provides enough justification for the national park service to increase admission fees in order to maintain the quality of the natural environment. This result may contribute to guidance on the pricing policy of national park managers and practitioners, although public policy may be made in the political arena.

  • This paper considers option and non-use values of rail services. The total economic value of a given transport service can be classified into use, option and non-use values, other grouping rules can be applied though. The use value is the consumer's surplus from the actual rides of a specific mode. The option value, on the other hand, can be defined as a traveler's willingness to pay for reserving a travel mode, which is not his or her main choice, as a standby alternative. Finally, the non-use value represents benefits that are not attributable to the actual use or option use, but to the vicarious, altruistic, functional and existing worth of a transport service. A stated preference survey based on a double-bounded dichotomous choice is conducted. A survival model is applied to the data collected. Calculations of trip makers' willingness to pay for option and non-use values are based on the parameters of the estimated survival model. Some suggestions for transport appraisal are also presented.

Estimating the non-use values of Gum river estuary using contingent valuation method - by Turnbull nonparametric estimation method (조건부가치측정법을 이용한 금강 하구의 비사용가치 추정 - Turnbull 비모수적 추정 방법을 적용하여)

  • This study estimated the non-use values of the Gum river estuary which are not related to the direct or indirect use of the Gum river estuary using the contingent valuation method (CVM). The non-use values of the Gum river estuary were explained and asked to be evaluated in the CVM questionnaire and estimates of the WTPs(willingness-to-pay) were elicited using the Turnbull nonparametric estimation methods on the dichotomous choice CV data. Results found the Turnbull lower bounded mean WTP per year for non-use value of the Gum river estuary was estimated at 5,822 won (95% C.I. 5,295 ~ 6,349 won) from single dichotomous CV data, and 6,205 won (95% C.I. 5,701 ~ 6,710 won) from double dichotomous CV data. The mean of two WTP estimates, 6,014 won (95% C.I. 5,498 ~ 6,529 won), was used to calculate the annual total non-use value of the Gum river estuary. Therefore, the non-use value of the Gum river estuary was estimated at 220.3 billion won (95% C.I. 201.4 - 239.2 billion won) annually. This non-use value of the Gum river estuary was composed of the bequest value totaling 68.3 billion won (95% C.I. 62.5 - 74.2 billion won), the existence value of 58.0 billion won (95% C.I. 53.0 - 63.0 billion won), the option value of 57.7 billion won (95% C.I. 52.7 - 62.6 billion won), and the vicarious consumption value totaling 36.3 billion won (95% C.I. 33.1 - 39.4 billion won).

Value Analysis of Barrier-free Facilities at Subway Stations Using CVM with a Double Bounded Dichotomous Choice Question (이중양분선택형 질문법을 이용한 CVM에 의한 지하철 역사 Barrier-free 시설의 가치분석)

  • As the aged and physically disabled people are expected to increase in the next several years, traffic demand especially for the 'mobility handicapped people' will be stronger. According to this trend, our society needs the improvement of social overhead capital for the aged and the disabled. First of all, Barrier-free of public transport facilities is urgent case. The purpose of this study is to estimate value of the Barrier-free facilities at subway stations by using Contingent Valuation Method(CVM) with Double Bounded Dichotomous Choice Question and to analyze the factor which affects the WTP(Willingness To Pay) of subway users by using Survival Analysis. As a result of this study, 'Elevators' and 'Escalators' are higher than 'Handicapped Gate Machines' and 'Ramps for Wheelchair' in the aspect of the average willingness to pay. Therefore the government is recommended to install the Barrier-free facilities for going up and down such as 'Elevators' and 'Escalators', and then supply others for just using subway, and passing such as 'Handicapped Gate Machines' and 'Ramps for Wheelchair'. Also, the average willingness to pay of 'mobility handicapped people' is higher than that of 'normal people'. It indicates that 'mobility handicapped people' value each Barrier-free facility high compared to 'normal people'.

  • The National Land Census Project aims to survey the national land regularly to resolve the land category disagreement and reflect the actual land use. The objective of this study is to investigate whether not only the National Land Census Project but also related land and housing surveys bring about the improvement of social welfare in light of the invested budget, and to measure the project feasibility. The potential benefit after the National Land Census Project is not traded in the market. To determine the economic value of this potential benefit, the Contingent Valuation Method was used. This study utilized the single-bounded and double-bounded dichotomous choice models simultaneously to estimate the project feasibility of the cadastral system improvement. According to this study, cost-benefit ratio of the project was estimated larger than 1, which means that social benefits are larger than social costs.

The Measurement of Social Carrying Capacity on the Total Amount of Vehicles for Estimation of the Appropriate Number of Vehicles in U-do Island (적정입도차량대수 산정을 위한 자동차 총량제에 대한 사회적 수용력 측정)

  • The either satisfaction levels or limits of tolerance levels felt by the users in the certain space/region should be examined for measuring social capacity on the total amount of vehicles. The reliability of measuring social carrying capacity depends primarily on decreasing the strategic responding biases. To induce the honest responses to preferences, Dichotomous Choice which is specifically known as the Double-Bounded Dichotomous Choice was adopted in this research to suggest the measurement methodology of social carrying capacity on the total amount of vehicles in U-do island. The empirical test was carried out the U-do island, an administrative district of Jeju Special Self-Governing Province. The number of vehicles satisfied by the 10% of residents was 390 and the satisfactory vehicle number was decreased to 132 extended to 90% of residents. This research, based on the political decision making criteria, set up the social carrying capacity in U-do island. The vehicle number satisfied by 50% of residents was 227, which meant the same number of residents turn to be supporter in case of political actions.

  • The purposes of this study are to estimate mean willingness to pay (WTP) for preventing forest fires by contingent valuation method (CVM), and to calibrate the variables affecting WTP. The forest fire prevention fund was utilized as a payment vehicle to elicit respondents' willingness to pay (WTP). A total of 500 adults who reside in Seoul Metropolitan area were selected by two-stage cluster sampling and conducted the face-to-face interview. The scenario was designed to meet the requirements for double-bounded dichotomous choice CVM. More than half of the respondents (64.6%) have a willing to pay for the fund. The mean WTP was \4,532. Therefore a total WTP for the population was \34,165,758,000. The calibration of Weibull proportional hazard model showed that education level, environmental conservation intention and negative consciousness about the effect of forest fire were independent variables strongly influencing the WTP.

Estimating the benefit of constructing the international horse riding arena at Sangju (상주국제승마경기장 사업의 경제적 편익)

  • This study evaluates the economic benefit of the project constructing the international riding arena having been built at Sangju in Gyeongsangbuk-Do by the willingness to pay (WTP) of residents in the province. As the evaluation method, the dichotomous choice contingent valuation method (CVM) is adopted with the additional questions of whether his/her WTP is zero, to improve the statistical accuracy of evaluation results. Considering the arena's administrative location, the population of the surveys for analysis is confined to residents of Daegu and Gyeongsangbuk-do. The survey is conducted through personal interviews. It turns out that the WTP per household per year is evaluated as 1,847 won and the total yearly benefit of the Sangju international horse riding arena is estimated as 3.56 billion won.

Consumer's Demand and Willingness to Pay for Horse Meat (말고기에 대한 소비자 수요와 지불의사)

  • This study aims at estimating the consumer's demand and willingness to pay(WTP) for horse meat in Korea. Three econometric models are employed to examine the multiple layers of the demand, including the current demand, the potential demand and latent demand. Findings indicate a substantial demand for horse meat. Dichotomous choice contingent valuation method is used to elicit the WTP. We assess the mean WTP for horse meat using a double-bounded logistic model. As a result, consumers are willing to pay at 67.8 percent of the beef prices of the third quality grade to purchase horse meat. And, for the factors that influence on WTP, only sex, age and recognition of horse meat are statistically significant.
