Priority Decision based on Users' Requirements for the Development of Military Vehicles (군용차량 개발시 고려요소 우선순위 설정 연구)

  • The military vehicles are necessary to perform various war battle missions but in reality they are not as convenient as the civil vehicles. Thus, it is problematic regarding the satisfaction about convenience, operation, and performances of military vehicles. Since most of military vehicles used in Korea were made by bench-marking the models of United States developed in the latter half of 1970's. It is question whether the current military vehicles can provide the functions and expected performance fully or not if we do not study what the user friendly military vehicles are. This article report soldiers' user satisfaction survey on military vehicles and provide arguments on the priority decision based on users' requirements. Future direction for the development of military vehicles is discussed.

A Study on Evaluation of Development Priority Order & Scheme for Redevelopment Target Area in Pusan Port (부산항 재개발 대상지의 개발우선순위 평가 및 개발방안에 관한 연구)

  • Korea has designated 28 trade ports and 22 coastal ports under the Ports Act. If fishery ports and small inlets are counted, the number amounts to hundreds of ports. However, untimely and inefficient maintenance and repair works face Korean ports with functional loss, decreasing efficiency, and even catastrophe. Thus, further examinations on the maintenance or redevelopment of forts in Korea are urgent. Since the Korean War and the higher economic growth period in the 1970s, Busan Port has developed in a variety of ways, according to the necessity of social conditions at any given time, without any development Philosophy or systematic long-term master plan. As a result, ports and coastal industrial facilities have rushed to gather around the present North Busan Port, which has taken on mixed functions between ports and cities, adversely affecting several of their interactions. To resolve these circumstances, several redevelopment schemes were suggested for centering the old zone in the Busan Port interim. However, comprehensive evaluation and redevelopment schemes combining functions of both ports and cities, and effectively utilizing coastal zones have never been presented. In this respect, this study sets the priority order of the extracted unit project. This study analyzes the existing functions and facilities of Busan Port, extracting facility zones through redevelopment which is certain to fail or to decrease in efficiency. furthermore, this study presents status and development directions of specified redevelopment unit projects of higher priority order, and pursues the integrated plan of efficiency for Busan Port.

  • Command and control (C2) information is exploding as sensor and network technologies development. In the C2 are a, processing information on time is very important. If it is not possible to process all information on time because of resource limitation, higher priority information should be processed first. For this, recommendation system is available. Because it can select and present information suitable for each user among tons of information in the order of priority. This study extends the triple-metric priority criterion, which is widely used to implement military communication networks, to the quadruple-metric priority criterion, and proposes a C2 information recommendation system based on it, and shows it's feasibility through experiments.

  • The aim of this study was to investigate the priority partner countries for technical vocational education and training (TVET), using the cluster analysis. The partner countries were prioritized for finance supports and knowledge sharing. We had also redesigned the TVET assistance process as well as reflected the needs of recipient countries for TVET. Especially, by redesigning the methodological support process, we also increased the effectiveness and efficiency of TVET official development assistance. In research method, potential 24 priority partner countries have been designated by the international development cooperation committee and selection criteria of international cooperation agencies and banks. Then, we conducted the cluster analysis, using three main variables: economic factor, labor market factor, education factor. In results, we clustered four and three types of the priority partner countries for TVET. In future, we suggested the new approach for selecting the priority partner countries in terms of employment and labor as well as non-designated partner countries, which will need to cooperate for TVET.

  • Recently, in the context of increased interest for marine tourism, Jeju region of South Korea has attractive waterfront space and also has potential requirements for development. The objective of this paper was to analyze the priority for resource development of waterfront in Jeju region. In order to calculate the importance of factors related to the development of waterfront in Jeju area, this study conducted exploratory factor analysis to extract the factors and established the AHP model based on the factors name focusing on a total of 198 tourists. In this study, in accordance with the procedures of AHP analysis, pairwise comparisons were conducted focusing on a total of 15 experts. Especially, difference test between groups (academics and bureaucratic) was conducted. In the 1st criterion for evaluation, 'exploring experience' factor is most important thing and 'facilities & infrastructure' factors were in the following order. In the secondary criterion, AHP analysis showed that experience facilities, environmental management, and absence of residents consciousness were the important factors. In the future time, the results of this research can be utilized as basic data in the aspects of tourism development in Jeju waterfront region.

  • With the limited amount of budget and time, it is required to determine the priority of investment when there are a large number of hazardous slopes. In this paper, the Rock Slope Risk Rating System is developed based on the combination of the hazard of failure and the damage potential. By applying the proposed rating system to 253 rock slopes in Korean National Highway, it was possible to determine the priority of investment on road cut slopes.

  • This study is to develop a Priority Decision System for Redevelopment (PDSR) which is able to decide the priority for redevelopment of agricultural reservoirs. The major scopes of this research are to make the related GIS data like hydrologic unit map and other thematic maps to determine the suggested priority index (PI), and to develop the PDSR handling the GIS data and calculating weighing factors for the PI. In order to make the weighing factor decision module, the AHP technique was adopted. The result of the weighing factor calculation was showed PC (Possibility Criteria) and RC (Restriction Criteria) were 76% and 24% respectively. Which means that most of the specialist selected PC category prior to RC because of whom to mostly of major technique. So, in order to make more objective result, the selection of specialists is important like environmental activists or local residents and so on. The product from this research can provide more scientific support to decide the priority decision.

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

  • In responding to climate change in the agricultural sector, Climate Smart Agriculture (CSA) is an approach to establish a sustainable agricultural system through comprehensive management of technology, policy, and investment. The international community is continually expanding CSA implementation, and it became more important to understand the status of the domestic agriculture system and practices that are relevant to CSA. This study explored the available CSA in domestic agricultural systems and presented the order of relative importance of CSA technology. AHP analysis is employed for the evaluation with the following criteria: productivity, marketability, adaptability, and mitigation. The relative importance is evaluated with six agricultural technologies (soil, crop management, water, energy efficiency, alternative energy, and precision agriculture) in 28 agricultural technology sectors. The results of the AHP analysis showed that 'alternative energy' was found to be a top priority among the agricultural technology sectors, and 'shallow depth drain in rice paddy' was a top priority for agricultural technology. Also, the 'marketability' in soil and water sectors, 'mitigation' in crop management, and 'adaptability' in energy efficiency and alternative energy were given higher priority. The results of this study can be used as a good source for strategic CSA preparation and application.
