The Nexus between International Trade, FDI and Income Inequality

  • Purpose - This paper investigated the effect of international trade affects income inequality. It also compares the different effects between developing and developed countries over the period from 2005 to 2014 for 58 countries. Design/methodology - The econometric estimation was used to identify the relationship between export, import, FDI, GDP, unemployment and income inequality. In this empirical analysis, we utilized a Vector Error Correction (VEC) model using panel data. Findings - The findings show that there is a close correlated between trade and income inequality. The higher export ratio of GDP tends to have a 1.79 times more income inequality in developing countries than in developed countries. The higher import ratio of GDP tends to have a 2.44 times higher income inequality in developing countries than in developed countries. Further, Increasing FDI tend to have an approximately 1.43 times higher income inequality in developing countries than in developed countries. Korea is in the middle of developed and developing countries' result. Originality/value - To correct the global income inequality regarding trade, developed countries' proactive trade policies, such as granting preferential tariff benefits to developing countries, are likely to be needed and Income Safety Net in international trade must be taken into account.

Relative Effectiveness of Various Development Finance Flows: A Comparative Study

  • This paper aims to identify the most effective mode of development finance flows for the economic growth of middle-income developing and least developed countries, separately. It also attempts to confirm whether governance has any significant role in the causal relationship between development finance flows and economic growth. Policymakers in each developing country should select the most effective modality of development finance inflows among the different modalities (such as Official Development Assistance (ODA) grants, Official Development Assistance (ODA) loans, FDI, and international personal remittances) and expand it for their economic growth. Dynamic panel regression models were used on 48 least developed countries and 89 middle-income developing countries, respectively, during the Millennium Development Era: 2000-2015. The empirical analysis results show that ODA grants and remittances were most effective in promoting economic growth for least developed countries, while FDI was most effective for middle-income developing countries. These findings were not affected by the status of governance of the individual country.

선진국의 보완대체의료 정책의 함의 (The Implication of the Policy on Traditional and Complementary and Alternative Medicine in Developed Countries)

  • Traditional, complementary, and alternative medicine(CAM) constitutes a major source of health care in developing countries. Its therapies, products and practices are increasing used in industrialized countries, typically by around 50% of the population. However, controls on the provider of CAM services and supply and promotion of complementary medicines are weak in these countries. These trends evoke important public health questions relating to benefits and detriments, safety and quality from medical, financial, and social perspectives. In the western counties, investment in research is increasing, and some guideline is now available for ensuring their quality, efficacy, and safety according to the criteria of evidence-based medicine as legally demanded. National policies and legislation are being developed in many countries and often include partnerships between biomedical and traditional health practitioners. The purposes of the study were to review the policies on CAM, to examine the responses of the government to cope with use of CAM in industrialized countries. Lastly, some implications and recommendation are suggested.

Rethinking the Innovation Approach in Developing Countries

  • As reflected in the title, the main objective of the paper is to explore an appropriate approach to promote technological innovation for developing countries. Aiming to this goal, the paper studies three main innovation system approaches, whose implantation is being attempted in developing countries: first, national innovation systems (NIS), which was developed in OECD countries; second, the system of innovation for development (SID), which is a concept that tries to adapt NIS to developing countries; and third, inclusive innovation which is a pro-poor innovation system. Based on the strengths and the weaknesses of each concept and their potential adaptation in developing countries, the paper proposes an integrated approach of innovation system for developing countries. Compared to developed countries, the concept of innovation system in developing countries should be more complex because it involves not only the formal sector such as enterprises, universities, research institutes, government, and financial system but it also involves NGOs, informal companies, grassroots inventors, local and indigenous knowledge, etc. The last part of the paper discusses the ideas that innovation stakeholders in developing countries can use to promote their proper innovation system.

국제환경법상 우리나라의 법적 지위 - 선진국과 개도국의 구분을 중심으로 - (Legal Status of Korea in International Environmental Law - Mainly focused on the Classification of Developed and Developing Countries -)

  • 한 국가의 환경오염이 정치적 경계선에 불과한 국경에 한정되지 않고 인접국 또는 지구의 환경에 직 간접적인 영향을 미치기 때문에, 역으로 지구환경보호에 관한 국제적 논의결과는 곧바로 국내 환경법과 환경정책에 영향을 미치게 된다. 국제환경법은 '차별적 공동책임'이라는 원칙하에 선진국과 개발도상국 간의 차별적인 의무체계를 형성하고 있다. 차별적 공동책임은 모든 국가에게 공동의 환경보호책임을 확인하면서도 지구환경문제에 대한 선진국과 개발도상국 간의 역사적 책임의 차이와 환경문제를 다룰 수 있는 경제적 기술적 능력의 차이를 인정하여 국제의무를 차별화한다는 것이다. 그 예로써 선진국의 개발도상국에 대한 환경기술이전과 재정 지원 등이 논의되어 왔다. 문제는 우리나라의 지위이다. 선진국과 개발도상국의 지위에 따른 국제환경의무의 차이만큼이나 우리나라의 국제적 환경정책 또한 달라질 것이기 때문이다. 그 어느 국제법도 선진국과 개발도상국의 구분 기준을 명확히 확립하지 못하였다. WTO는 개발도상국 지위결정을 자기선택에 맡기고 있으며, 국제환경법에서는 협상능력에 따라 그 지위가 좌우되곤 한다. 결국 일반국제법 차원에서 우리나라의 지위가 고정될 수 없으며 정부는 선진국 또는 개발도상국의 지위를 전략적 차원에서 선택할 수 있다. 우리나라가 스스로 개발도상국임을 주장하여 국제의무의 부담을 줄이는 것도 좋은 선택일 수 있겠지만, 각종 경제지표 및 환경오염지표에서 10위권을 유지하고 있는 우리나라의 규모에 비추어볼 때 우리나라의 현실은 선진국에 가깝다고 보여진다. 친환경기술 및 상품의 개발이라는 적극적 정책이 개도국 주장이라는 방어적 정책보다 우선이다.

해외 송금 결정 요인: 개도국과 선진국의 비교 분석 (A Comparison of Determinants of International Remittance in Developed and Developing Countries)

  • International remittances play a crucial role in the economic management of each country, especially in developing countries. Its functions are diverse, including procurement of foreign currency, serving as a cushion for the balance of payments and foreign exchange reserves by reducing the adverse external shocks, driving economic growth, easing the gap between the rich and the poor, and maintaining macroeconomic stability. However, previous studies on remittances have mainly focused on macro-and micro-economic aspects to analyze the determinants. Therefore, this study attempts to identify the determinants of remittances in 122 countries over the past 25 years from macroeconomic and educational aspects as well as institutional qualities. In addition, given the fact that almost all of the world's top 10 recipient countries in terms of GDP and total remittance size are developing countries, developed and developing countries are separated and analyzed for comparison, assuming that there may be a difference between the two groups. Results show that the coefficients of developed and developing countries are different in four areas: Control of Corruption (CC), Rule of Law (RL), Voice and Accountability (VA), and Regulatory Quality (RQ) among the six institutional variables of interest in this study. These results implicate that even the same institutions and policies should be applied and implemented differently depending on the circumstances of each country. In addition, as suggested by the World Bank, policymakers in all countries should double their policy efforts to lower the costs of remittance and improve access to the financial system for immigrants or dispatched workers to ensure a steady inflow of remittances.

WTO/SPS 통보문 분석 연구 - 식품안전조치를 중심으로 - (Study on the Notifications of WTO/SPS - Focused on Food Safety Measures -)

  • According to Article 7 and Annex B of the World Trade Organization(WTO) Agreement on the Application of Sanitary and Phytosanitary(SPS) Measures, WTO members are required to notify their newly established or amended SPS measures that might affect international trade. This study analyzed SPS notifications from 1995 to 2008 to identify international trends for food safety measures. The notifications were collected from the SPS information management system and the official document distribution system of WTO. The 153 WTO members represented 37 developed countries, 84 developing countries and 32 least developed countries. The number of overall notifications was 9,820. The annual notifications increased from 198 in 1995 to 1,264 in 2008. The monthly average notifications were from 44.8 in December to 69.5 in June; however, there were no statistical differences among them. The six leading Members in terms of notification submissions were United States(U.S.), Brazil, New Zealand, Canada, European Community and Korea. Among the regular and emergency notifications, 62.7% notifications were concerned with food safety, followed by animal and plant protections. Among animal protection notifications, 54.8% were emergency situations. Of the 4,821 food safety notifications, 60.4% were from developed countries, and 39.3% were from developing countries. Measures concerning pesticide residues and risk assessments were mainly from developed countries. In contrast, 77.5% of the measures concerning zoonoses were from developing countries. However considering the numbers of developing and developed countries, the average number of measures for each country was similar. Food safety measures were mainly involved pesticide residues followed by food additives, zoonoses, new regulations, labeling. As the overall notifications, zoonosis measures were mainly emergency notifications. Measures concerning pesticide residues, food additives, zoonoses, new regulations, veterinary drugs, and labeling were submitted most often by the U.S., Korea, Albania, U.S., Australia, and U.S., respectively. Identifying the exact trends of food safety measures was complicated by a number of factors. However, WTO notifications might be useful tool in providing a general view of international trends.

A Review on the Atmospheric Concentrations of Polycyclic Aromatic Hydrocarbons (PAHs) in Asia Since 2000 - Part I: Data from Developed Countries

  • Among all hazardous air pollutants, polycyclic aromatic hydrocarbons (PAHs) are more significant owing to their carcinogenic, mutagenic and teratogenic properties. Many researchers worldwide have focused on determining the concentrations of PAHs in ambient air. However, the literature survey reveals that the seriousness of air pollution in Asia in terms of PAHs, compared to the rest of the world. Owing to the importance of PAHs in Asia, this paper reviews the concentrations of PAHs in Asia in recent years. For convenience, this paper describes the concentrations of PAHs in developed Asian countries reported during 2000-2011 as Part-I and in developing Asian countries as Part-II. The first section of this review provides a brief description of the properties, sources of PAHs and the health effects caused by their presence in the atmosphere. The ambient air PAH concentrations in both particle and vapor phases in developed Asian countries are then discussed. This study finds the ambient air concentrations of PAHs in developed Asian countries was higher than the Western countries but was lower than the developing Asian countries. The present review predicts the accurate toxicity due to the presence of PAHs in the atmosphere by calculating the Risk Weighted Concentration (RWC), regardless of the total amount of PAHs. The total data obtained during the literature survey is tabulated and presented as supplementary information to the readers.

  • As international commerce pattern changes toward the system of developed countries market competition, developing countries experience difficulties in international commerce market. Developed countries request their trading counterparts to obtain environment restriction. We also endure the environmental pollution due to industrialization. These environmental problems force Western Europe countries to install Environment Management System. This article presents description of development processes of ISO 14000 draft, compares ISO 9000 with 7750 requirements, and describes the common points and differences between ISO 9000 and 14000 draft.

국가종합과학기술지수의 도출과 적용: 종합지수를 통한 주요 선진국과의 국가과학기술활동 비교 (A Study on the Development of National Composite S&T Indices and Their Application)

  • We attempt to make three composite Science and Technology (S&T) indices for overall understanding of national S&T by aggregation of various S&T indicators using fuzzy set theory and then use these Indices to compare the S&T activities of Korea with those of five developed countries (France, Germany, Japan, the U.K., the U.S.). The overall results suggest that although the S&T indices of Korea still lag behind those of developed countries, they have grown rapidly and continuously and, as a result, the S&T gaps between Korea and developed countries have narrowed. However, the capability of Korea to transform its R&D input into final economic output has not yet matched that of developed countries.
