Policy Suggestions for Soil Contamination Prevention and Management of Inactive or Abandoned Metal Mines (휴.폐금속광산지역의 토양오염관리정책의 평가)

  • Attempts were made to analyze the national policy of soil contamination prevention and management of inactive or abandoned metal (IAM) mines in Korea. This approach focused on legal systems and legislation, remediation technology development, and the arrangement or distribution of budgets pertaining to national policy since the mid 1990's. Prevention of Mining Damage and Recovery Act enacted. Defines the roles, responsibility and budget of the government when recovering mine damages. However, in 2005 there still remains to improve the national policy of soil contamination prevention and management of IAM mines. Analysis of national and industrialized foreign countries including the United States, the United Kingdom, and the Netherlands suggest the following improvements: i) arranging distinct regulations between strict and non-strict liability criteria for potentially responsible parties; limiting innocent and non-strict liability depending on the period of incurred mining activity, ii) enhancing participation of local communities by enforcing law and legislation, iii) establishing a national database system of (potentially) IAM contaminated sites based on the Website-Geographic Information System, iv) carrying out site-specific risk assessments and remediation of IAM contaminated sites, v) preparation and distribution of clean-up fund at mine sites adequately, and vi) technology development for the cleaning of IAM contaminated sites; awarding positive incentives of a legal nature for participants applying newly developed technology in IAM mines.

Power Generation Cost Comparison of Nuclear and Coal Power Plants in Year 2001 under Future Korean Environmental Regulations -Sensitivity and Uncertainty Analysis- (미래의 한국의 환경규제여건에 따른 2001년도의 원자력과 석탄화력 발전단가비교 -민감도와 불확실도 분석-)

  • To analyze the impact of air pollution control on electricity generation cost, a computer program was developed. POGEN calculates levelized discounted power generation cost including additional air pollution control cost for coal power plant. Pollution subprogram calculates total capital and variable costs using governing equations for flue gas control. The costs are used as additional input for levelized discounted power generation cost subprogram. Pollution output for Rue Gas Desulphurization direct cost was verified using published cost data of well experienced industrialized countries. The power generation costs for the year 2001 were estimated by POGEN for three different regulatory scenarios imposed on coal power plant, and by levelized discounted power generation cost subprogram for nuclear power. Because of uncertainty expected in input variables for future plants, sensitivity and uncertainty analysis were made to check the importance and uncertainty propagation of the input variables using Latin Hypercube Sampling and Multiple Least Square method. Most sensitive parameter for levelized discounted power generation cost is discount rate for both nuclear and coal. The control cost for flue gas alone reaches additional 9-11 mills/kWh with standard deviation less than 1.3 mills/kWh. This cost will be nearly 20% of power generation cost and 40% of one GW capacity coal power plant investment cost. With 90% confidence, the generation cost of nuclear power plant will be 32.6-51.9 mills/kWh, and for the coal power plant it will be 45.5-50.5 mills/kWh. Nuclear is favorable with 95% confidence under stringent future regulatory requirement in Korea.

Analysis of the Entry Capacity of Roundabouts (Roundabout의 용량분석)

  • Signalized intersections are widely used in urban street network. However, it was reported that a roundabout is better than a signalized intersection in terms of delay when the approaching traffic volume for each bound is low. The objective of this study is to develop entry capacity models of roundabout and establish the warrant for signalized intersection based on the delay. The entry capacity of a roundabout is determined by the circulating traffic volume and the geometric design of the roundabout such as the diameter of central island, entry lane widths, and the circulating roadway width. The traffic and geometric characteristics of four roundabouts were collected and analyzed. The study reveals that; i)among the geometric features, the diameter of central island and the circulating roadway width influence the entry capacity, and ii)even though it is difficult to compare the models of each country due to different geometric features considered in the models, the models developed in this study show higher capacity than the models from Israel or Germany. These seem to be attributed to the facts that; i)the outside diameters of the roundabouts selected in this study are larger than in the other studies, and ii)the acceptable gap in Korea is smaller than that in the other countries. In order to compare the performances of round- about and signalized intersection, the performance of roundabouts was evaluated with the SIDRA. The simulation was conducted only for the roundabouts composed of single lane. According to the result of the analysis, it may be concluded that when the approaching traffic volume for each bound is lower than 600pcph, a roundabout is better than a signalized intersection in terms of its operational performance.

  • Image-based traffic information collection systems have entered widespread adoption and use in many countries since these systems are not only capable of replacing existing loop-based detectors which have limitations in management and administration, but are also capable of providing and managing a wide variety of traffic related information. In addition, these systems are expanding rapidly in terms of purpose and scope of use. Currently, the utilization of image processing technology in the field of traffic accident management is limited to installing surveillance cameras on locations where traffic accidents are expected to occur and digitalizing of recorded data. Accurately recording the sequence of situations around a traffic accident in a signal intersection and then objectively and clearly analyzing how such accident occurred is more urgent and important than anything else in resolving a traffic accident. Therefore, in this research, we intend to present a technology capable of overcoming problems in which advanced existing technologies exhibited limitations in handling real-time due to large data capacity such as object separation of vehicles and tracking, which pose difficulties due to environmental diversities and changes at a signal intersection with complex traffic situations, as pointed out by many past researches while presenting and implementing an active and environmentally adaptive methodology capable of effectively reducing false detection situations which frequently occur even with the Gaussian complex model analytical method which has been considered the best among well-known environmental obstacle reduction methods. To prove that the technology developed by this research has performance advantage over existing automatic traffic accident recording systems, a test was performed by entering image data from an actually operating crossroad online in real-time. The test results were compared with the performance of other existing technologies.

A Study for cost of road traffic accident taken offender's PTSD in consideration (교통사고 가해자의 외상 후 스트레스 장애를 고려한 도로교통사고 비용 연구)

  • The main objective of this study is to consider the necessity of introducing owner expenses in estimating the cost of traffic accidents, as is done in some advanced countries. It is known as "owner cost" in the U.S, "enterprise project price" in Japan, and "human cost" in the U.K. To achieve this, the seriousness and present state of post-traumatic stress disorder (PTSD) of traffic accident offenders, which is generally not observed when traffic accidents occur, are evaluated; countermeasures reflecting personal characteristics are prepared according to degree of affliction. The results could be summarized as follows. First, the present condition and seriousness of PTSD from traffic accidents that has been estimated only within the accidents offenders are evaluated through a survey. Second, a distinction analysis model is developed. 'Insomnia caused by accidents' and 'mental daunting in accident situations or similar ones during driving' are chosen as the variables of the discriminant. Third, as a result of the construction of an Ordered Probit Model to comprehend the seriousness of PTSD, the variables turns out in the order of 'seriousness of the most damaged victim, 'nightmare about the accident', 'insomnia experience', 'mental daunting during driving', 'gender', and 'major driving area'. Finally, the cures reflecting characteristics of gender and region are suggested, which are preferred for degree of seriousness of PTSD. The analysis shows that the method to minimize the damage, such as decline of work efficiency, by moving ahead the rehabilitation of the offenders would be suggested and this could minimize the direct and indirect damages that could happen to business owners for whom the drivers work.

  • Recently, the flood damages including losses of human lifes and property have been rapidly increased according to extreme floods. And we know that the flood control project is needed for diminishing flood damages. However, we have had the lacks in a reasonable methodology for the economic analysis of food control project. This study aims to improve the existing economic analysis method for flood control project. So, first of all, we understand the problems of existing economic analysis and investigate the methodologies of foreign countries. Based on that, the Multi-Dimensional Flood Damage Analysis(MD-FDA) is developed in this study. The survey of properties on the floodplain is conducted, then the damage rate obtained by evaluating the monetary values of surveyed property is applied, and the expected flood damage is calculated. Also by considering damage area in the floodplain as well as spatial distribution of inundated depth using GIS, the flood damages are evaluated more accurately than existing method. From the study, we know that the MD-FDA can improve the problems of existing method and evaluate the reasonable flood damages by using updated nation리 statistics.

Development of Assessment Index for Water Resources Sustainability and Weights Evaluation of It's Components (수자원의 지속가능성 평가 지수 개발과 구성 요소의 중요도 평가)

  • To assess the water resources sustainability, many indicators and methodologies have been suggested by international organizations and developed in other countries. However, in the previous studies, some of indicators were unsuitable for assessing the sustainability of water use and management in Korea. Thus, in this study nSl(Water Resources Sustainability Index), a multi-variable index, was created by consideration of environmental, social, and economical criteria. Relative weights for components, indicators and sub-indexes, were determined by employing the Analytic Hierarchy Process. In order to extract the indicators related with water resources sustainability, the data related with water resources and indicators suggested in various field were compared and thoroughly reviewed. These indicators were classified into four groups; Economic Efficiency Index, Social Equity Index, Environmental Conservation Index, and Maintenance Capability Index. The weight of each component were decided by the survey of 127 specialists in water resources and sustainability. The result of survey represented that efficiency and equity of water use and water quality for river restoration are major issues in enhancing the water resources sustainability In addition, it was found that investment and public participation should be considered for sustainable water use.

Water Quality Analysis and Evaluation of Management Strategies and Policies in Laguna Lake, Philippines (필리핀 라구나호수의 수질분석 및 관리 정책 평가)

  • Laguna Lake is the largest inland fresh water body in the Philippines. It primarily serves as a site for aquaculture, hydropower, transportation, and water supply industries. Due to Laguna Lake's diverse functionalities, competition among water users became prominent. Water quality began to deteriorate due to various pollutant contributions in this process, thereby affecting the soundness of the aquatic ecosystem. This study was conducted to evaluate the current water quality management policy from the viewpoint of ecological environment through the evaluation of the water quality of Laguna Lake. Concentrations of water pollutants such as ammonia ($NH_3$), biochemical oxygen demand (BOD), chloride ($Cl^-$), pH, and total suspended solids (TSS) exceeded the water quality standards of the Philippines' Department of Environment and Natural Resources (DENR). The water quality of the lake was also affected by the pollutant load due to agriculture and urban stormwater runoff in the watershed. The salinity and contaminated water from Pasig River also affected the water quality of Laguna Lake. Long-term water quality analysis showed that the water quality of Laguna Lake is also influenced by rainfall-related seasonal variations. The results of the water quality analysis of Laguna Lake indicated that the environmental management techniques of the Philippines should be changed from the conventional water management into an integrated watershed management scheme in the future. It is therefore necessary to study and introduce advanced watershed management measures in the Philippines based from the policies of other developed countries.

  • Bovine tuberculosis (bTB), caused primarily by Mycobacterium bovis, continues to exert an economic loss, even in countries with active control measures, and is one of zoonotic diseases enable to be transmitted to human. The control and eradication of bTB are mainly based on a test and slaughter policy and/or abattoir surveillance. Various factors including limitation of diagnostic tests have been considered as major constraints to eradication. Single intradermal test (SIT) is the official diagnostic test. New diagnostic methods are needed to be developed, because of limitations of the test. In the present study SIT was compared with single intradermal comparative cervical test (SICCT) and interferon (IFN)-${\gamma}$ assay. There was very low correlation between SIT and SICCT. However, high correlation was shown between SIT and IFN-${\gamma}$ assay while no correlation was observed between SICCT and IFN-${\gamma}$ assay. Therefore, our results suggest the possibility of replacement of SIT with IFN-${\gamma}$ assay for the diagnosis of bovine tuberculosis.

Current Status and Perspectives of Weed Science in the World (세계 잡초연구 동향 및 전망)

  • This paper provides the current status of weed science and prospects for the development of weed science based on the research trends presented at the 7th International Weed Science Conference in 2016. Approximately 520 researchers from 59 countries, including Korea, participated in the conference and presented 625 papers in nine research areas. Major research topics were herbicide resistance, weed ecology, weed management in agricultural and non-agricultural lands, herbicide spray technology, and non-chemical weed control. Studies on herbicide resistance presented more than 30% of all papers presented. Particularly, resistance to non-selective herbicides, such as glyphosate and glufosinate-ammonium, and non-target sites of resistance mechanisms were the main subjects of the herbicide resistance research area. Moreover, the conference focused on research concerning herbicide resistant weeds of staple crops of the world (corn, wheat, and rice). Arylex was introduced as a new compound which has a mode of herbicidal action similar to synthetic auxin. Three compounds being developed as HPPD inhibitors were studied for ways to reduce their toxicity and tested as mixed with safeners. Additionally, parasitic weeds, which are not native to Korea, are an expanding research subject in the world. Although 45 years have passed since the first report of herbicide resistance in 1970, herbicide resistance remains a serious problem in most intensive cropping systems of the world and will continue to be a major area of study in the future.
