The active rule system is a key element of the rule-based mobile agent middleware system for activeness and autonomy of the sensor network. The rule manager, which is the main components of active rule based mobile agent framework and active rule system, performs the control and management of the rule-related processes. In this paper, we design and implement the roles and functions of the rule manager in detail. The proposed rule manager plays an important role in the sensor network environment. The sensor data server loads the active rule on the mobile agent by the rule manager according to the situations, and the mobile agent migrates to the destination node and performs the designated action. This active rule-based mobile agent middleware system presents the usefulness for the various sensor network applications. Through the rule execution experiment using the rule-based mobile agent, we show the adaptability and applicability of rule-based mobile agent middleware system to the dynamic environmental changes in sensor networks.

Vehicle and marine navigation which are currently being commercialized provide route guidance service by specifying a fixed position as a destination. In the route guidance service of existing navigation, if the destination has to be changed in the middle, a new destination must be designated again to obtain the navigation service. However, if the destination can't be designated, it is difficult to clearly use it. In this paper, in order to overcome the difficulties of directions in the existing navigation, a new navigation specifying moving targets as the destination has been developed to get the directions. A proposed system is that a group is made and a group manager is appointed as a destination and then a user can get the route guidance based on location of the group manager. In the service way, relationship between the group manager and user is one-to-many and relationship between the user and group manager is one-to-one. The proposed technology is able to provide services that the user can easily find the moving targets such as the positioning surrogate drivers, tracking routes and location among travelers and finding children.
In general, Introducing of the Designated Manager System (DMS) of public facilities has been promoted as part of administrative reforms for planning improvement of service for customers by a private and budget cuts of operations management. DMS has begun to be introduced to the public marina facilities in earnest in 2006, it is evaluated positive about efficiency in terms of business(budget cuts). However, there is no discussion about efficiency (likes service satisfaction of client-side) from the marina whose major job is service. The primary purpose of this study is to clarify the benefits and challenges as a result of the Designated Manager System (DMS) launch implemented by local governments, following the relevant amendments to the Local Government Law. The second purpose is to clarify, from the viewpoint of users, what changes have taken place after the DMS launch, focusing on public marinas operated under the DMS. As for the primary purpose, the study is intended to clarify the economic benefits of the DMS and the significance of the DMS launch at a prefectural government level. This will help us assess whether it would be worthwhile to encourage private companies or non-profit organizations (NPO) to participate in the management and operation of public facilities under the DMS scheme. Most of the studies to date have examined the benefits of the DMS launch, focusing on the economic benefits for local governments. This study is intended to clarify the benefits and disadvantages to users of the DMS launch from the viewpoint of users.
Occupational health services in Korea have been operated as dual types: one is operated by occupational health care manager and the other is health care agency without their own personnel. The performance of occupational health service should be different due to the variety of characteristics of health care manager and workplace, qualification of health care manager. This study is to analyze performance of occupational health care services with a particular consideration of job, based on comparing those two types of health care management to show on the basic data for the settlement of more qualitative. health care management system at workplace. For this study, total 391 places in Seoul and Inchon city area: 154 places (39.4%) managed by designated. health care manager and 237 places (60.6%) by the agency with their commission are selected as research samples. Tools for data collection are questionnares have been investigated during the period of 20 September 1993-20 December 1993. Those data are compared with percentiles, mean, standard deviation due to the characterstics of each variable and analyzed for impacting factors with relation to the using multiple regression analysis using SPSS PC program, especially using t -test method in order to compare each type of health care management. Conclusions observed from the tests and each comparison could be summerized as follows : 1. Occupational health care have been accomplished at workplaces with designated people than with agencies people, and coverage rate of the occupational health care services has differences, due to management types. The reason of these results is due to visit only one or two times monthly by the agencies, while their own health care manager obsess, at the workplaces all the times. 2. The common sickness management is the most accomplished item in health care area of occupational health care services, while the preventive care and control for the workers who have serious health problems are insufficient in workers health care area. 3. An insufficient accomplishment of overall health education has been shown because it is difficult to perform health education due to almost no chance of the direct introduction at workplaces. Therefore a strong support system for making and supplying the media is necessary in order to activate indirect health education by means of media. 4. Because health care managers and the agencies managers where take the workplaces for this study are almost nurses who have been comparatively high work site rounding rate about an environmental management at the workplaces, that non-profession can also do it, the activities about the professional area not enough. Therefore, an appropriate referral system should be established in order to complement professional area. 5. Two factors which have an effect on the coverage rate of occupational health care services are : one is those from the workplaces such as type of services, the number of workers, the number of harzadous factors and safety & health committee, the other from health care organization about whether there is its own manager or not.

The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.
This study is on management present and improvements on National Records Designation System. National Records Designation System is a system that supports management and preservation of changes of records designated by the government through consideration that such records are worth preserving permanently nationally among records acquired by individual or organization. This system is meaningful in a way that it established systematic foundation to hand down by informatizing historic private records which are in danger to be lost or damaged due to lack of proper care. However, compared to the number of designated records, the information that could be practically drawn from such records are limited. This triggered this study to be launched. National Archive sometimes promotes designation and management of National Designated records. Yet archival information service offering access of user to national designated records are very rare. I conducted survey and interview of managers, field research, and documentary research of 10 records holding institution that keeps national designated records currently. I considered that current management status of National Records Designation System can be figured out minutely through these research. As a result of such research, most of the records holding institutions offered display as their least archival information service. The objective of records informatization was to utilize the records. Also further plans on information service related to records and various utilization were suggested. records holding institution manager did not give positive answer on effect of designating national designated records and cooperation between National Archive. Support to National Archive only focused on preservation. For national designated records holding institution designated after 2011 were not getting proper support. In addition, National Archive's support rarely met records holding institution's need. In such circumstances, things to consider for improvements of National Records Designation System is as following. First, designation of national designated records should be based on the utilization of the record. Each records holding institution's willingness to utilize corresponding records and National Archive's ability to draw the willingness out should be considered. Also, it shouldn't be left as mere complementary policy of National Archive's selecting policy. Second, for National Records Designation System to be managed permanently, it should be changed as the system that supports enhancement of private records management. The aim should point to the direction where private can manage and preserve the records on their own. Third, There needs to be changes on the subject and process of national designated records designation. National designated record is the record that was considered valuable by the government among private records. Thus, such records should be the best one to show private field. Accordingly, records that represent contemporary society and include various states and contents should be chosen to be designated. Moreover, public discussion be formed by citizens and related professionals in order to properly select the record.

Introduction: Preplacement health examination (PHE) is performed when a worker starts a certain work task which is designated as having occupational risks by the Ministry of Employment and Labor (MOEL). All data related to health examination except PHE are reported to the MOEL by the law. This study has been performed to understand the status of PHE at certain workplaces. Methods: PHE data gathered in a university hospital were analyzed and they were followed with results of the special health examination (SHE) in 2019 and 2020. Those who were evaluated as unfit to work as it was, were interviewed directly or indirectly through an occupational health manager to follow up the management status of their recognized health problems. Results: The unfit to work (unFTW) rate of PHE was 2.8%, and was not different according to the size of workplace or having occupational health service. The major cause of unfit to work was the uncontrolled life-style diseases such as hypertension and diabetes. The rate of SHE followed by PHE was 31.1%. It was not different by the unFTW rates, however, they were different according to having a full time in-house occupational health manager. Thirty-one among 71 examinees who were evaluated as unFTW underwent SHE after controlling their health condition and were finally evaluated as fit to work. Nineteen among 31 started to take medicine and eight have been placed in the work without designated risks. Conclusion: PHE can be used for new workers, who may have unknown or uncontrolled life-style diseases, to be asked to manage life-style diseases as well as work-related risks such as shift work. In order to have a better tracking system for work-related risks, the information of PHE should be analyzed together with other data from health examination.

Most of the expense for environmental control of all health care services expenditures shows that there is almost no fundamental improvement because more expenses are needed for procuring personal protective equipment and measuring work environment instead of environmental improvement. 3. It is investigated how much the cost of occupational health care services needs per worker, and calculated how much the cost needs per service hour per worker. The results from this show that the cost of occupational health services at workplaces with their own managers used less than the cost of health care agencies, eventually the former gives better services with less cost than the latter. 4. Benefit/Cost ratio is also produced by total benefit/total cost. The result from the above way reads 4.57 as a whole, while their own manager having workplaces reads 4.82 and the agencies do l.56. Even if their own manager performing workplaces spent more cost, this system produces more benefit than the agencies management. 5. The B/C ratio for medical organization such as local clinic, health care center and pharmacy shows more than or equal to at the workplaces controlled by the agencies. It is inferred that benefit would be much less than the cost used, with so being inefficient. 6. It is assumed that the efficiency ratio of health education is equal to reduction rate of workers medical organization visit. Estimated reduction rate 5%, 10%, 15%, show that the efficiency ratio of health education have an effect on producing benefits. It is estimated that more benefit can be produced if more qualitative education will be provided for enhancing health care efficiency. 7. Results of this study cannot be generalized because there are large scale of deviation in case of workplaces with less than 300 full time workers, but B/C ratio reads 2.69 as a whole and 3.25 at workplaces with their own health care manager are higher than 1.63 at the workplaces manged by the agencies. Finally, all the benefit concerning health care services could not be quantified, measured and shown on the value of money. This is a reason that a considerable part of benefits are so underestimated. This is also thought that measurement tools should be developed for measuring benefits of health care services with a comprehensive quantification. in the future. It is also expected that efficiency of occupational health care services should be investigated using cost-effectiveness analysis.
This study is to investigate the related materials such as domestic law regulation, research paper, research report, and the other material, and to suggest suitable counter measures, to find out hazard degree for its works of workers and work place through direct survey, in order to determine risk score of each hazardous work which is designated by the Government, without consideration of labour's consciousness against risk level at a site. Therefore, a new questionnaire survey related to the decision of risk level are made and distributed to find out what risk level each worker recognizes. Also, the authors tried to approach reasonable conclusions after discussing reasonability of qualification standard and improving ideas of worker at hazardous work places with worker, faculty member, H&S manager, labour union. And the results show hazard degrees by each work kind of the above: 3.75 for working with machinery, 3.7 for steel structure, 3.5 for operation of tower crane, 3.51 for retaining wall, 3.85 for form work, 3.46 for scaffolding are obtained. This quantified risk can be applied to establishing a reasonable system to keep safe against hazardous works.

To establish an effective security strategy, business enterprises need a security benchmarking tool. The strategy helps to lessen an impact and a damage in any threat. This study analyses many aspects of information security management and suggests a way to deal with security investments by considering important factors that affect security manager's decision. To address the different threats resulting from a major cause of accidents inside an enterprise, we investigate an approach that followed ISO17799. We unfold a criminology theory that has designated many measures against the threat as suggested by General Deterrence Theory. The study proposes a coherent model of the theory to improve the security measures especially in handling and protecting company assets and human lives as well.
