The building design codes and standards in many countries usually are either fully or partially adopted from the international codes. However, regional conditions like the quality of construction industry and different statistical parameters of load and resistance have essential roles in the code calibration of building design codes. This paper presents a probabilistic approach to assess the reliability level of adopted national building codes by simulating design situations and considering all load combinations. The impact of the uncertainty of wind and earthquake loads, which are entirely regional condition dependent and have a high degree of uncertainty, are quantified. In this study, the design situation is modeled by generating thousands of numbers for load effect ratios, and the reliability level of steel elements for all load combinations and different load ratios is established and compared to the target reliability. This approach is applied to the Iranian structural steel code as a case study. The results indicate that the Iranian structural steel code lacks safety in some load combinations, such as gravity and earthquake load combinations, and is conservative for other load combinations. The present procedure can be applied to the assessment of the reliability level of other national codes.
In the design of concrete columns, it is important to provide some nominal flexural ductility even for structures not subjected to earthquake attack. Currently, the nominal flexural ductility is provided by imposing empirical deemed-to-satisfy rules, which limit the minimum size and maximum spacing of the confining reinforcement. However, these existing empirical rules have the major shortcoming that the actual level of flexural ductility provided is not consistent, being generally lower at higher concrete strength or higher axial load level. Hence, for high-strength concrete columns subjected to high axial loads, these existing rules are unsafe. Herein, the combined effects of concrete strength, axial load level, confining pressure and longitudinal steel ratio on the flexural ductility are evaluated using nonlinear moment-curvature analysis. Based on the numerical results, a new design method that provides a consistent level of nominal flexural ductility by imposing an upper limit to the axial load level or a lower limit to the confining pressure is developed. Lastly, two formulas and one design chart for direct evaluation of the maximum axial load level and minimum confining pressure are produced.

Strength design wind loads for the wind resistance design of structures shall be evaluated by the product of wind loads calculated based on the basic wind speed with 100 years return period and the wind load factor 1.3 specified in the provisions of load combinations in Korean Building Code (KBC) 2016. It may be sure that the wind load factor 1.3 in KBC(2016) had not been determined by probabilistic method or empirical method using meteorological wind speed data in Korea. In this paper, wind load factors were evaluated by probabilistic method and empirical method. The annual maximum 10 minutes mean wind speed data at 69 meteorological stations during past 40 years from 1973 to 2012 were selected for this evaluation. From the comparison of the results of those two method, it can be found that the mean values of wind load factors calculated both probability based method and empirical based method were similar at all meteorological stations. When target level of reliability index is set up 2.5, the mean value of wind load factors for all regions should be presented about 1.35. When target level of reliability index is set up 3.0, wind load factor should be presented about 1.46. By using the relationship between importance factor(conversion factor for return period) and wind load factor, the return periods for strength design were estimated and expected wind speeds of all regions accounting for strength design were proposed. It can be found that return period to estimate wind loads for strength design should be 500 years and 800 years in according to target level of reliability index 2.5 and 3.0, respectively. The 500 years basic wind speed map for strength design was suggested and it can be used with a wind load factor 1.0.
The load sharing ratio (${\alpha}_{pr}$) of piles is one of the most common problems in the preliminary design of piled raft foundations. A series of 3D numerical analysis are conducted so that special attentions are given to load sharing characteristics under varying conditions, such as pile configuration, pile diameter, pile length, raft thickness, and settlement level. Based on the 3D FE analysis, influencing factors on load sharing behavior of piled raft are investigated. As a result, it is shown that the load sharing ratio of piled raft decreases with increasing settlement level. The load sharing ratio is not only highly dependent on the system geometries of the foundation but also on the settlement level. Based on the results of parametric studies, the load sharing ratio is proposed as a function of the various influencing factors. In addition, the parametric analyses suggest that the load sharing ratios to minimize the differential settlement of piled raft are ranging from 15 to 48% for friction pile and from 15 to 54% for end-bearing pile. The recommendations can provide a basis for an optimum design that would be applicable to piled rafts taking into account the load sharing characteristics.

In this paper, the evaluation procedure applying the limit state design method is studied to be consistent with the newly issued bridge design code in Korea. The live load factor for evaluation is proposed by calibrating for the target reliability index through reliability analysis. Using the actual bridge information collected for the representative bridge types in Korea, the load effects of the design live loads for the previous and current design codes are calculated and compared. The live load factor is calibrated through reliability analysis using the minimum required strength which equals to the load effect obtained for the example bridge. Bridge evaluation is performed by applying the live load factors for the evaluation level as well as design level. The load rating result is generally increased by applying the limit state design method compared to the previous design method and applying the proposed load factor for lowered target reliability index further increased the rating result.

Load resistance factors for the limit state design of vertical caisson breakwaters are presented. Reliability analysis of 16 breakwaters in nationwide ports was conducted to calculate the partial safety factors and they were converted into load and resistance factors. The final load resistance factor was calibrated by applying the optimization technique to the individually calculated load resistance factors. Finally, the breakwater was redesigned using the optimal load resistance factor and verified whether the target level was met. The load resistance factor according to the change of the target reliability level is presented to facilitate the limit state design of breakwater.

The objectives of this study are to investigate seismic performance of spirally reinforced bridge columns and to provide test result for developing improved seismic design criteria. Quasi-static test was conducted for 12 columns of which variables were transverse reinforcement ratio and spacing, longitudinal reinforcement ratio, and axial load level. Sufficient seismic performance was observed from the test for the columns with greater confinement steel amount than the requirement of the Korean Bridge Design Specification. The columns with 0.84% of the confinement steel requirement provided adequate performance under less than 0.2 of axial load level, but showed lower ductility under 0.3 of axial load level. The current provision for the region of confinement steel distribution may be non-conservative under high axial load level, therefore a modified provision is proposed.
The paper describes the work of the IAWE Working Group WBG - Reliability and Code Level, one of the International Codification Working Groups set up at ICWE10 in Copenhagen. The following topics are covered: sources of uncertainties in the design wind load, appropriate design target values for the exceedance probability of the design wind load for different structural classes with different consequences of a failure, yearly exceedance probability of the design wind speed and specification of the design aerodynamic coefficient for different design purposes. The recommendations from the working group are summarized at the end of the paper.

A pile is compressed with settlements when loading and bearing capacity is altered along relative displacement of pile/soil on settlement and compression. Settlements of pile displaying limit skin friction is different from displaying tip resistance. Therefore, it is an error in traditional method that bearing capacity of pile is estimated from the sum of limit skin fraction and tip resistance. Accordingly, development of design method considering behavior of load-settlement is needed. In this study, we would like to establish the base for development of design method considering bearing capacity altering along displacement on settlement and compression. For this, we established system and substance of design method. And in order to establish relationship of load-settlement of pile on the type of soil, we analyzed and arranged existing database and pile loading test. On design method, settlement is assumed gradually on each capacity level being assumed gradually. Bearing capacity developing on the pile is obtained on each settlement level. Until the obtained bearing capacity will be equal to assumed capacity, this process is continued with increasing settlement. Load-settlement curve for soil classification is sketched in the process computing settlement on assumed capacity. This design method will be materialized by computation program.
Probability-based design codes have been developed to sufficiently confirm the safety level of structures. One of the most acceptable probability-based approaches is Load Resistance Factor Design (LRFD), which measures the safety level of the structures in terms of the reliability index. The main contribution of this paper is to calibrate the load and resistance factors of the design code for tunnels. The load and resistance factors are calculated using the available statistical models and probability-based procedures. The major steps include selection of representative structures, consideration of the limit state functions, calculation of reliability for the selected structures, selection of the target reliability index and calculation of load factors and resistance factors. The load and resistance models are reviewed. Statistical models of resistance (load carrying capacity) are summarized for strength limit state in bending, shear and compression. The reliability indices are calculated for several segments of a selected circular tunnel designed according to the tunnel manual report (Tunnel Manual). The novelty of this paper is the selection of the target reliability. In doing so, the uniform spectrum of reliability indices is proposed based on the probability paper. The final recommendation is proposed based on the closeness to the target reliability index.
