Recently, our electric industry confronts a structural change and high competiveness environment in the course of deregulation. Rapid growth in electricity demand, financial need for new power plant construction, and envionmental problems have led to search for more efficient energy production and energy conservation techmologies. Especially, residential and commercial buildings consumes 40% of electricity demands and building energies are increasing more and more in Korea. The purpose of this paper is to analyze the electricity use of commercial buildings by end-use. Also, we will use it as a basic informations of DSM potential evaluation and evaluation process based on different approach by sector and type of potential.

It is obvious that electrical safety cannot be secured soley by the efforts from public sector including government. With the global trend of deregulation as WTO/TBT agreement comes into effect, foreign countries strive to minimize unnecessary and inefficient regulations in every field by sharing responsibilities with the privae sector to secure international competency in trade. To this same end, in this paper 2 level approach plan is suggested to pave the way to the self-security system in electrical field by introducing self-reliance safety system by stage for pre-service inspection on the electrical installations for private use based on product requirements in terms of performance.

본 연구에서는 우리나라 교육의 근본적인 문제를 학교교육의 저효율과 시험 위주의 교육왜곡이라는 두 가지 문제로 파악하는 한편, 과열된 과외, 치열한 입시경쟁, 미흡한 교육투자 등을 핵심문제로 보는 기존의 시각을 비판하였다. 또한 우리는 학교교육의 저효율과 시험 위주의 교육왜곡이 '교육실패'라고 부를 수 있을 정도로 매우 심각한 수준에 도달하였다는 것을 실증적 근거를 통하여 보여주고자 하였다. 본고에서는 우리의 교육실패에 대한 원인으로서 중앙정부의 교육부와 지방교육자치단체인 교육청이 우리 교육의 거의 모든 과정을 일일이 규제하고 통제함으로써 교육주체들의 유인(incentive)을 빼앗아가고 있는 점에 주목하였다. 우리의 교육실패는 교육부문에서의 정부실패라는 점을 강조하였다. 이러한 시각에서, 1980년의 교육개혁은 정부규제를 오히려 강화하여 문제를 해결하고자 하였다는 측면에서 실패한 개혁이며, 1995년의 개혁은 방향 설정은 제대로 되었으나 실행과정에서 많은 문제가 있었음을 지적하였다. 또한 향후 교육개혁의 방향으로 보다 과감한 규제완화(deregulation)와 분권화(decentralization)를 제시하였다. 구체적인 정책 대안으로는, 대학의 학생선발의 완전한 자유화, 시 도 교육청의 시 도청 관할로의 통폐합, 자립형 사립중고등학교 및 탈규제학교제도의 도입, 교원인사제도의 개혁, 과외에 대한 정부규제의 철폐 등을 건의하였다.

With the deregulation of the power industries in many countries, the trend is towards accommodating more freedom and choice to the market participants and encouraging competition as much as possible in the power market. In this regards, the necessity of market simulation is increasing in order to guarantee a secure and reliable operation of an electricity market. This paper presents the technique of market simulation considering constraints such as energy resource and transmission interface using commercial market simulator.

The epidermal growth factor receptor(EGFR) protein kinase signaling is an important pathway in cancer development and recently reported that EGFR and its kinase domain molecules are mutated in various of cancers including head and neck cancer. Functional deregulation of EGFR due to mutations in coding exons and copy number amplification is the most common event in cancers, especially among receptor tyrosine kinases(TK). We have analyzed Korean oral squamous cell carcinomas (OSCC) cell lines for mutations in EGFRTK. Exons encoding the hot-spot regions in the TK domain of EGFR (exons 17 to 23) were amplified by using polymerase chain reaction(PCR) and sequenced directly. EGFR expression was also analyzed in 8 OSCC cell lines using western blotting. Data analysis of the EGFR exons 17 to 23 coding sequences did not show any mutations in the 8 OSCC cell lines that were analyzed. The absence of mutations indicate that protein overexpression might be responsible for activation rather than mutation.

Recently, regulatory bodies quite often encourage to adopt risk-based inspection (RBI) and management programs because they can enhance safety simultaneously with deregulation in Korea. RBI is an integrated methodology that factors risk into inspection and maintenance decision making. This paper describes an example of how to use known risk assessment codes (API 580, API 581 BRD) to address such safety analysis requirements for risk management in the refining industry. Specifically, this paper reports the methodology and the results of implementation to the Crude Distillation Unit(CDU) plant of refinery units using the $KGS-RBI^{TM}$ program, developed by the Korea Gas Safety Corporation in reference of API Codes and ASME PC (Post Construction) with a suitable consideration of Korean situation. The results of the risk and reliability assessment using $KGS-RBI^{TM}$ program are useful in determining whether the detected defects are tolerable or required to be repaired. The subsequent decisions are to manage the future inspection, repair and maintenance planning in the risk reduction control.

The biological significance and deregulation of the Hippo pathway during organ growth and tumorigenesis have received a surge of interest in the past decade. The Hippo pathway core kinases, MST1/2 and LATS1/2, are tumor suppressors that inhibit the oncogenic nuclear function of YAP/TAZ and TEAD. In addition to earlier studies that highlight the role of Hippo pathway in organ size control, cell proliferation, and tumor development, recent evidence demonstrates its critical role in cancer stem cell biology, including EMT, drug resistance, and self-renewal. Here we provide a brief overview of the regulatory mechanisms of the Hippo pathway, its role in cancer stem cell biology, and promising therapeutic interventions.

As deregulation evolves, pricing electricity becomes a major issue in the electric power industry. Participants in the competitive marketplace are able to improve their profits substantially by effectively pricing the electricity. In this paper, game theory is applied to analyze price-clearing in the generation bidding competition with the competition modeled as the non-cooperative and complete information game. The result of this analysis can be useful in understanding spot price-clearing of electricity as well as GENCOs' strategic behavior in the competitive electricity market.

One of the major challenges confronting a multiservice electric utility is the establishment of the right prices for its services. The key objectives of particular pricing schemes are reasonableness of company earnings, economic efficiency, the responsiveness of supply and of the allocation of sources to the desires of consumers, and maintenance of some degree of competition. This paper proposes a value-based pricing mechanism amenable to the current deregulation situation in electricity market allowing service differentiation. The proposed pricing mechanism can be implemented in a nodal auction model, and can also be applied to direct load control.

The devolution of central government's affairs to local governments for several occupational safety and health(OHS) administration affairs was tried by Lee Myungbak's government in 2010. It seems that the trial was eventually failed since only trivial 3 items among 25 trials were made for the devolution. It was found that there was a procedural fault since stake-holders and experts were excluded during preparing the plan. Therefore validity and problems were not properly reviewed. It was also found that the devolution of the OHS administration affairs from the central government to local governments has several disadvantages such as high possibility of deregulation. The devolution of the OHS affairs to local governments is contradictory to uniform principle of safety standards and principle of coincidence of empowerment and responsibility. Therefore it is concluded that the devolution of the OHS affairs to local governments is inappropriate.
