창정비 요소개발 비용산정 방안에 대한 연구 (A Study On The Cost Estimation Of The Depot Maintenance Elements Development Project)

  • As more advanced and complicated equipments are introduced, effective operation and maintenance, along with acquisition of the equipments, commands more significance lately. In order to perform effective depot maintenance, the Republic of Korea Army is continually developing the concept, cycle and method for operating the depot maintenance. Not only the high-cost testing and maintenance equipments but the highly developed maintenance technologies are required for the depot maintenance of the latest weapon system. In order to have the depot maintenance capability, this paper provides the standard and procedure for estimating the development cost of the depot maintenance elements to be utilized in the depot maintenance elements development project.

  • Duty cycle is determined as the ratio of operating time to total time. Duty cycle in reliability prediction is one of the significant factors to be considered. In duty cycle application, non-operating time failure rate has been easily ignored even though the failure rate in non-operating period has not been proved to be small enough. Ignorance of non-operating time failure rate can result in over-estimated system reliability calculation. Furthermore, utilization of duty cycle in reliability prediction has not been evaluated in its effectiveness. In order to address these problems, two reliability models, such as MIL-HDBK-217F and RIAC-HDBK-217Plus, were used to analyze non-operating time failure rate. This research has proved that applying duty cycle in 217F model is not reasonable by the quantitative comparison and analysis.

창정비의 실효성에 대한 고찰: K-1 전차의 2010년 이후 정비자료를 바탕으로 (A Study on the Effectiveness of the Depot Maintenance: Based on the Maintenance Data of K-1 Main Battle Tank Since 2010)

  • Purpose: This article provides the efficiency test results of conducting depot maintenance. Method: ANOVA (analysis of variance) and ANCOVA (analysis of covariance) tests are conducted using data obtained from Defense Logistics Integrated Information System (DELIIS). Results: The result shows that although the effect of the depot maintenance is significant, some parts do not follow the overall effect of the depot maintenance. In order to solve the problem we provide some suggestions to be improved. Conclusion: For improving the combat readiness condition of K-1 main battle tank, the maintenance policies and regulation must be revised for the parts of the weakness. In addition, the collection way of the operation and maintenance data must be redesigned.

창정비요소 개발 과정정립을 통한 창정비요소개발 발전을 위한 제언 (Mid-term Requirement of 'Elements of Depot Maintenance' draft)

  • 우리는 현존하는 북한의 위협과 미래에 예상되는 잠재적 위협에 대비해야 한다. 이를 위해 우리는 자원을 효율적으로 활용하여 전쟁에서 승리할 수 있는 군사력 건설에 노력하여야 한다. 무기체계는 획득단계에서 소요군에서 요구한 작전운용성능(ROC)의 지속성을 기본으로 전투준비태세를 유지하고 작전지속지원능력을 보장할 수 있어야 한다. 이를 달성하기 위해서는 무기체계 획득에서 경제적이고 효율적인 창정비를 수행할 수 있도록 소요제안에서부터 창정비요소를 개발하는 과정의 정립이 중요하다. 경제적이고 효율적인 창정비를 수행하기 위한 창정비 요소를 개발하는 과정은 첫째, 소요제안에서부터 창정비 필요성을 검토하여 개략적인 창정비요소가 포함되어야 한다. 소요제기서를 토대로 장기소요결정을 통하여 선행연구에서 창정비요소 개발개념을 발전시켜야 하겠다. 둘째, 체계개발 단계에서 창정비요소를 개발할 수 있는 최초의 문서인 창정비 개발계획안을 작성하여야 한다. 창정비개발계획안은 입증시험과 확증시험을 통한 검증이 필요하다. 셋째, 체계개발 이후 검증된 창정비개발계획안에 따라 적시에 각 군의 군수사령부에서는 창정비 방침(안)과 창정비 요소개발 중기 소요제기(안)을 작성하여 보고되어야 한다. 또한 체계개발 시 검증된 창정비개발계획안은 창정비요소가 개발완료 될 시점까지 구체화되고 최신화 되어져야 한다. 창정비요소를 개발하는 과정의 정립은 적의 위협이 존재하고 자원이 부족한 우리의 현실에서 경제적이고 효율적인 군사력을 건설하는데 기여할 것이다.

MIL-HDBK-217F의 환경인자 분석을 통한 환경변환계수 추정 (Method of Estimating Environment Conversion Factor Analyzing Environment Factors of MIL-HDBK-217F)

  • Environment Conversion Factors, which are stipulated in System Reliability Toolkit, have a lot of advantages once applied in a reliability data handbook such as NPRD-95, during the process of reliability prediction. However, the factors have a restriction in their applications because they don't deal with a few environments, e.g., Missile Launch (ML). In this study, environment factors of various components from MIL-HDBK-217F were analyzed to address this problem. Statistical computations showed that converting from Airborne Rotary Wing (ARW) to Missile Launch (ML) was the most coherent by comparing coefficient of determination. In addition, conversion factors from System Reliability Toolkit and those from the statistical calculations were evaluated in terms of their similarities.

상용 전기전자 부품의 품질등급 적용 방안에 관한 연구 (A Study on Method for Classifying Quality Levels of Commercial Electric & Electronic Parts)

  • The quality of a part has directly effect on part reliability. In the basis of MIL-HDBK-217F model, it is the determined rule that part's quality level should follow its nominal one written in its specification. If quality information is unknown, quality level of the part should be determined as 'Lower'. However, the prediction model is said to be short in reflecting parts applying 'state-of-the-art' technology and result in over-estimated failure rate by some reliability-related authorities or research institutes. In this study, the reliability prediction results by the model of MIL-HDBK-217F and Telcordia SR-332 are compared and analyzed to verify whether the statement is reasonable or not.

  • Even though K-series combat equipment's engine depot maintenance cycle of ROK army is 10years In average, that of the K-9 Self Propelled(SP) howitzer which has been fielded since 99 $3{\sim}4$years causing limitations to effective equipment operations and combat-readiness. Therefore, the current K-9 self-propelled howitzer engine operation period of 1,500 hours, which is greatly shorter than other equipments, had to be verified. In order to find the optimum depot maintenance cycle, related field operation conditions were verified and opinions were collected, and also the background on current depot maintenance cycle setting was studied.

  • In the statement of logistics reliability prediction methodology, all components should be managed as the analysis objectives. However, in some reliability prediction of weapon systems, fastening parts, e.g., screws, bolts and nuts, have been frequently ignored because some organizations related to weapon systems have emphasized that those parts are not significant in their failures rate and functions. In this paper, failure rates, modes, and distributions were presented to prove that fastening parts should be included in reliability prediction objectives. Also, failure rate prediction methods of fastening parts are presented and compared.

  • Recently the train indusrty come to the fore because of Punctual, eco-friendly transportation system and becoming the main transportation. The construction plans for the trian depot for train's maintenance and storage increase constantly. For past few years, there were many construction plans, Bubal train depot, Gwangju train depot, Duckha train depot. Proper track distribution plan is important to carry out the design of railway depot for efficient maintenance operation and train storage. Through the proper design of track distribution plan, we can shorten the moving time, train movement distance, waiting time in train depot. In this paper, the verification of the track distribution plan's efficiency and appropriateness for railway depot as Bubal train depot's plan is studied and analyzed with the train depot management simulation program-Posrail(v1.0).

지상 기동 및 고정 환경하 고장률 특성 분석 (Failure Rate Characteristics Analysis under Ground Mobile and Ground Fixed Environments)

  • Reliability Prediction using MIL-HDBK-217F has some restrictions due to its one modeling basis. One of the restrictions is caused by selecting one operating environment of a system, which is chosen regardless of its detailed conditions, e.g., external impact and vibration. Especially, an equipment, which is installed on a mobile vehicle though its movement is quasi-static, is controversial to designate its environment as ground mobile($G_M$), rather than ground fixed($G_F$). In this paper, failure rates were compared, which are computed using several moving time rates to total operating time. RiAC-HDBK-217Plus was used as the basic calculation model. In addition, $G_F$ conditioned failure rate was evaluated by comparing with that under $G_M$ environment but fixed state.
