The design and implementation of the so-called Mexican Fourth Transformation(Cuarta Transformacion, 4T), as an alternative form of government, faces daily the attack and violence of conservatism through a permanent campaign that seeks to instill fear in society, based on a web of lies that tries to create the image of a situation of political ungovernance in the public opinion. This work is a documentary analysis that accounts for the types of harassment of the conservative elite against the 4T; the objective is to show the forms of violence that threaten democracy. In conclusion, this study attempts to argue that the violence that conservative neoliberals caused against the 4T has its origin in that they feel threatened, because the reform policy of AMLO goes against their class interests.

This paper addresses the democracy-oriented regulatory and legal requirements that e-democracy impacts. It demonstrates that the structure of the political system also plays a significant role in the decision to develop an e-voting application. The short term perspective of the questions put before the electorate obliterate the long term perspective in which many policy problems have to be seen. A well-designed e-voting system should produce an audit trail that is even stronger than that of conventional systems (including paper-based systems). Remote Internet voting systems pose significant risk to the integrity of the voting process, and should not be fielded for use in public elections until substantial technical and social science issues are addressed. Conclusively the paper focuses on the specific attributes an electronic voting (polling place) system should respect and ensure such as transparency, verifiability, accountability, security and accuracy in relation to the constitutional requirements such as General, Free. Equal, Secret, Direct and Democratic.

이 글은 최근 주목받고 있는 온라인 청원과 공공문제 해결을 위한 크라우드 소싱 등 디지털 사회혁신(Digital Social Innovation) 사례를 분석하여 시민의 정책 관여가 민주주의에 기여하고 있음을 논증한다. 디지털 사회혁신은 크라우드 소싱이나 온라인 청원과 같은 디지털 기술을 활용하여 정책 수립과 집행 과정에 시민의 참여를 보장하기 위해 노력하는 것이다. 시민의 적극적인 정책 개입을 통해 정책 수립 과정은 물론 정책 자체의 민주성을 강화하는 일련의 과정은 개입 정당성(Throughput Legitimacy)이 강화되는 효과를 가진다. 시민의 동의와 협의 과정은 정책의 투명성, 효과성을 강화함으로써 정책 거버넌스의 질과 효능감을 향상시킬 수 있는 것이다. 이 글에서는 개입 정당성이 민주주의의 발전에 기여할 수 있다는 점을 경험 연구로 증명하기 위해 디지털 사회혁신의 다양한 사례들을 분석하였다. 이를 통해 그 동안 산발적이고 다양하게 시도되었던 디지털 사회혁신이 민주주의의 발전적 요소를 가지고 있고, 다양한 가치를 내재하고 있는 현대 사회의 시민의 참여 효능감을 높이는데 일조하고 있다고 평가하였다. 마지막으로 민주주의의 발전을 위한 개입정당성을 확보하기 위한 노력의 일환으로 디지털사회혁신이 가지는 함의에 대해 제시하였다.

Mobile voting can reduce the costs spent in elections, and it can encourage people to participate in the elections more actively because it allows them to vote anytime at anywhere. The trial of mobile voting in 2012 by Democratic United Party in Korea, showed the possibilities of mobile democracy but it also showed very critical problems such as illegal voting by proxy, source code open, open to nationwide for local parliamentary candidate ballot, privacy and hacking. In this paper, we analyze the result of the mobile ballot trial, and introduce the problems that has been revealed. After that we propose some system requirements for the new mobile voting system to prevent the problems according to the stages of voting: system development, voting stage, and counting and validating stage. At each stage, there are several requirements to be met for reliable mobile voting. Our research contribute to mobile democracy and implementation of mobile voting systems in that we analyzed the real case and raised issues for the real problems.

본 연구는 민주시민교육에 대한 시대적 요구와 함께 학교 교육과정에서 인권교육이 나아가야 할 방향성을 제시하는데 목적이 있다. 이를 위해 2022 개정 교육과정 총론(시안)에 나타난 민주시민교육 내용과 OECD Education 2030 프로젝트에 제시된 역량교육을 토대로 분석 및 제시하였다. 연구의 결과 첫째, 2022 개정 교육과정 내용 중 범교과 학습을 통한 인권교육 강조 및 인권 교과 교육과정을 보다 상세화, 체계화할 필요가 있음을 확인하였다. 둘째, 학생의 인권 의식 함양과 인권보장을 위한 다양한 범교과 학습, 창의적 체험활동의 지속적인 인권교육의 실시과정이 제공되어야 한다. 셋째, 교사의 인권 기반 관점과 역량 함양을 위한 지속적인 노력과 함께 인권 친화적 학교 문화를 조성할 필요가 있다. 끝으로 2022 개정 교육과정 개정을 앞둔 시점에서 학교 인권교육을 선도할 수 있는 토대의 마련과 가능성을 확인하였다.

본 연구에서는 우리나라의 정보화 및 전자정부의 연구 동향을 살펴보기 위해 한국행정학보, 한국정책학회보, 정보화정책 등 이상의 3개의 학회지에 게재된 학술논문과 학술대회 발표논문을 대상으로 문헌 연구와 메타 분석 방법을 활용하여 각각의 연구에서 나타나는 연구내용과 연구방법의 두 가지 측면으로 나누어 분석하였다. 연구결과 첫째, 연구방법적인 측면에서 볼 때 정보화 및 전자정부에 대한 연구는 새로운 개념이나 이슈 등을 서술하고 분류하는 탐색적 연구에서 점차 새로운 모형 혹은 프레임워크를 이용하거나 개발하는 경험적 연구방법으로 변화하고 있으며, 양적 연구방법 보다는 사례연구 등의 질적 연구가 많은 비중을 차지하고 있다. 둘째, 연구내용적인 측면에서 볼 때 2000년도 초반에는 정보화 시스템과 거버넌스 관련한 연구가 주를 이루었던 반면, 2000년도 후반으로 갈수록 정보화 서비스, 전자 민주주의, 시민참여, 정보격차, 후기 정보화 연구 등 학문의 독자성 추구 및 일반화에 관한 연구가 증가하였다. 향후 이론개발, 담론형성, 융합학문 등 새로운 패러다임을 주도할 학계의 노력이 필요하며, 정부3.0에 대한 명확한 개념정의와 이론적 토대를 제시할 시점이다.

본고에서는 지식정보화의 발전에 따라 전개되는 새로운 현상과 변화들을 살펴보고 전통 행정과 뉴거버넌스의 비교를 통하여 전자정부의 의의를 도출하고, 전자정부의 모델을 제시하고 결론으로 차기 전자정부의 방향을 제시하였다. 새로운 현상과 변화로서는 제품과 서비스의 수렴형 모델로 변화, 사이버 주권의 딜레마 및 프라이버시와 정보보안의 위협 등을 들 수 있다. 한편 정부 주도적인 정부운영에서 NGO의 역할이 강화되는 뉴거버넌스로의 전환이 이루어지고 있으며 전자정부도 뉴거버넌스의 이념을 실현할 수 있도록 기여해야 한다. 이에 새로운 전자정부는 정부와 국민이 함께 구축 운영하는 체제로 전환되어야 한다. 이를 위해 공개키기반구조(PKI: Public Key Infrastructure)를 확산하고 전자민주주의(e-Democracy)의 활성화 및 국민이 용이하게 사용할 수 있는 사용자 인터페이스의 향상에 주력해야 한다.

Currently, Information and communication devices can be use criminal investigation, including search and seizure confirmed the fact communication of the communication restriction information storage medium for the common purpose of providing material system, the system provides data and communications. This paper focused on Privacy and open of information data by the Prosecutor and Police in korea. Privacy rights include that transparency information, communication, and protections for the rights of the individuals. It is necessary to be lawfulness of processing, individuals consent while Prosecutors investigations. especially we need explicit condition and National agency need to obtain in order to legitimize their processing of personal information data. The author emphasize are as follows: first, to examine Privacy rights information' necessity and problem, second, to understand Privacy rights and limits, third, to suggest improvements for the purpose of Transparency, codes of conduct and Democracy of information.

좋은 정부가 되기 위해선 국민들이 현실을 제대로 이해할 수 있도록 정확한 정보를 공급하고 국민과 함께 정보를 공유해야 한다. 이를 위해 정부는 정보공개를 활성화하고 국민의 알권리 충족을 도모함으로서 정부와 국민간의 정보의 비대칭을 통한 편향적 관계를 개선하고, 정보공개제도의 활성화로 행정의 투명성을 제고하는 굿 거버넌스를 실천해야 한다. 이 글은 정보공개의 굿 거버넌스 사례를 소개하고 제도적 의미를 고찰한다.
