Allocation of Flowing Water between Upstream and Downstream Regions (유수자원(流水資源)의 지역간 배분 보상)

  • High population and economic growth leads to ever increasing demand for water resources, prompting many regional conflicts for the water. With the observation, this paper examines the allocation problem of flowing water between upstream and downstream regions, We offer a two- region model in which the downstream region pays a portion of product to the upstream region in order to induce the upstream region to share the water. Our model shows that the "side-payment" does not always work, because the ex post income of the downstream region could be lower than the income without the side-payment This happens when the externality the upstream region imposes on the downstream region is small. The paper derives the condition under which the incentive mechanism like side-payment is likely to fail (or work). The model also shows that the higher the degree of externality is, the less amount of side-payment should be. The results of the paper suggest that the incentive scheme can help the regional conflicts be solved if the externality effect generated by the water use of upstream region is big enough, which is in fact the case where the conflict is severe.

  • Many of the measures and policies advocated by supply-siders, such as lower taxation, less government intervention, more freedom from restrictive legislation and regulation, and the need for increased productivity can be found in writing the classical economist. Nor is supply-side economics a complete divorcement from Keynesian analysis. In both camps the objectives are the same-high level employment, stable prices and healthy economic growth, the means or suggestions for attaining the objectives, however, differ. Consequently, recommended economic policies and measures are different. keynesians rely primarily on the manipulation of effective demand to increase output and employment and to combat inflation. They assume ample resources to be available in order that supply will respond to demand. The supply-siders emphasize the need to increase savings, investment, productivity and output as a means of increasing income. Supply-siders assume that the increase in income will lead to an increase in effective demand. Keynesians suggest that savings, particularly those not invested, dampen economic activity. Supply-siders hold that savings, or at least an increase in after-tax income, stimulates work effort and provides funds for investment. Perhaps keynesians are guilty of assuming that most savings are not going to be invested, whereas supply-siders may erroneously assume that almost all savings will flow into investment and/ or stimulate work effort. In reality, a middle ground is possible. The supply-siders stress the need to increase supply, but Keynes did not preclude the possibility of increasing economic activity by working through the supply side. According to Keynes' aggregate demand-aggregate supply framework, a decrease in supply will increase output and employment. It must be remembered, however, that Keynes' aggregate supply is really a price. Lowering the price or cost of supply would there by result in higher profit and/ or higher output. This coincides with the viewpoint of supply-siders who want to lower the cost of production via various means for the purpose of increasing supply. Then, too, some of the means, such as tax cuts, tax credits and accelerated depreciation, recommended by suply-siders to increase productivity and output would be favored by Keynesians also as a means of increasing investment, curbing costs, and increasing effective demand. In fact, these very measures were used in the early 1960s in the United State during the years when nagging unemployment was plaguing the economy. Keynesians disagree with the supply-siders' proposals to reduce transfer payments and slow down the process of income redistribution, except in full employment inflationary periods. Keynesians likewise disagree with tax measures that favored business as opposed to individuals and the notion of shifting the base of personal taxation away from income and toward spending. A frequent criticism levied at supply-side economics is that it lacks adequate models and thus far has not been quantified to any great extent. But, it should be remembered that Keynesian economics originally was lacking in models and based on a number of unproved assumptions, such as, the stability of the consumption function with its declining marginal propensity to consume. Just as the economic catastrophe of the great depression of the 1930s paved the way for the application of Keynesian or demand-side policies, perhaps the frustrating and restless conditions of the 1970s and 1980s is an open invitation for the application of supply-side policies. If so, the 1980s and 1990s may prove to be the testing era for the supply-side theories. By the end of 1990s we should have better supply-side models and know much more about the effectiveness of supply-side policies. By that time, also, supply-side thinking may be more crystallized and we will learn whether it is something temporary that will fade away, be widely accepted as the new economics replacing Keynesian demand analysis, or something to be continued but melded or fused with demand management.

A Scoping Review of Components of Physician-induced Demand for Designing a Conceptual Framework

  • Objectives: The current study presents a new conceptual framework for physician-induced demand that comprises several influential components and their interactions. Methods: This framework was developed on the basis of the conceptual model proposed by Labelle. To identify the components that influenced induced demand and their interactions, a scoping review was conducted (from January 1980 to January 2017). Additionally, an expert panel was formed to formulate and expand the framework. Results: The developed framework comprises 2 main sets of components. First, the supply side includes 9 components: physicians' incentive for pecuniary profit or meeting their target income, physicians' current income, the physician/population ratio, service price (tariff), payment method, consultation time, type of employment of physicians, observable characteristics of the physician, and type and size of the hospital. Second, the demand side includes 3 components: patients' observable characteristics, patients' non-clinical characteristics, and insurance coverage. Conclusions: A conceptual framework that can clearly describe interactions between the components that influence induced demand is a critical step in providing a scientific basis for understanding physicians' behavior, particularly in the field of health economics.

Technical Efficiency of Medical Resource Supply and Demand (의료자원 공급, 수요의 성과 효율성에 대한 실증분석)

  • The objective of this study is to observe the efficiency of clinical performance on the supply and demand of medical resources in Korea. For the empirical analysis, we constructed the dataset on age standardized mortality rate, the number of physician, specialist, surgery, medical institution, ratio of general hospitals of 16 provinces in Korea from 2006 to 2013. The panel probability frontier model is employed as an analysis method and considered heteroscedasticity and autocorrelation of the error in panel data. In addition, the demographic and socioeconomic characteristics of the 16 provinces, unemployment rate, elderly population ratio, GRDP per capita, and ratio of hospitals in comparison to the general hospitals are used to find the effect on the technical efficiency of clinical performance on supply and demand of medical resources. The results are as follows. First, for the clinical performance, the supply side of human resources such as doctors and specialists and the demand side factors such as chronic illness clinic per unit population have a significant influence, respectively. Second, the technical efficiency of clinical performance on the supply and demand of medical resources of each input component was 59-70% in terms of clinical efficiency in each region. Third. estimates of technical efficiency of inputs that affect clinical performance showed a slight increase in all regions during the analysis period, but the increase trend decreased slightly. Fourth, the ratio of the elderly population and GRDP per capita have a positive influence on the technical efficiency of clinical performance on the supply and demand of medical resources. The difference of each efficiency by region is due to the regional differences of the input medical resources and the combination of them and the demographic and socioeconomic characteristics of the region. It is understood that the differences in technological efficiency due to the complexity of supply and demand of medical resources, demographic structure and economic difference affecting clinical performance by region are different.

  • A virtual power plant (VPP) technology is a cluster of distributed generation installations. VPP system is that integrates several types of distributed generation sources, so as to give a reliable overall power supply. Virtual power plant systems play a key role in the smart grids concept and the move towards alternative sources of energy. They ensure improved integration of the renewable energy generation into the grids and the electricity market. VPPs not only deal with the supply side, but also help manage demand and ensure reliability of grid functions through demand response (DR) and other load shifting approaches in real time. In this paper, utilizing a variety of distributed generation resources(such as emergency generator, commercial generator, energy storage device), activation scheme of the virtual power plant technology. In addition, through the analysis of the domestic electricity market, it describes a scheme that can be a virtual power plant to participate in electricity market. It attempts to derive the policy support recommendation in order to obtain the basics to the prepared in position of power generation companies for the commercialization of virtual power plant.

Comparative Analysis of Optimization Algorithms and the Effects of Coupling Hedging Rules in Reservoir Operations

  • The necessity for appropriate management of water resources infrastructures such as reservoirs, levees, and dikes is increasing due to unexpected hydro-climate irregularities and rising water demands. To meet this need, past studies have focused on advancing theoretical optimization algorithms such as nonlinear programming, dynamic programming (DP), and genetic programming. Yet, the optimally derived theoretical solutions are limited to be directly implemented in making release decisions in the real-world systems for a variety of reasons. This study first aims to comparatively analyze the two prominent optimization methods, DP and evolutionary multi-objective direct policy search (EMODPS), under historical inflow series using K-fold cross validation. A total of six optimization models are formed each with a specific formulation. Then, one of the optimization models was coupled with the actual zone-based hedging rule that has been adopted in practice. The proposed methodology was applied to Boryeong Dam located in South Korea with conflicting objectives between supply and demand. As a result, the EMODPS models demonstrated a better performance than the DP models in terms of proximity to the ideal. Moreover, the incorporation of the real-world policy with the optimal solutions improved in all indices in terms of the supply side, while widening the range of the trade-off between frequency and magnitude measured in the sides of demand. The results from this study once again highlight the necessity of closing the gap between the theoretical solutions with the real-world implementable policies.

Development of BEMS linked Demand Response System for Building Energy Demand Management (건물 에너지 수요관리를 위한 BEMS 연계형 수요반응 시스템 개발)

  • In order to take advantage of the building as an energy demand resources, it requires automated systems that can respond to the demand response event. Load aggregator has been started business in Korea, research and development of building energy management and demand response systems that can support them has been active recently. However, the ratio of introducing automated real-time demand response systems is insufficient and the cost is also high. In this research, we developed a building energy management system and OpenADR protocol to participate in a demand response and then evaluated them in real building. OpenADR is a standard protocol for automated system through the event and reporting between load aggregator and demand-side. In addition, we also developed a web-based building control system to embrace different control systems and to reduce the peak load during demand response event. We verified that the result systems are working in a building and the reduced load is measured to confirm the demand response.

  • 전력수급에 있어서 공급측 자원을 대체하는 자원으로써 수요측 자원을 주목하는 가운데 그 활용분야로 수요측 자원을 예비력자원으로의 활용이 것이 연구되고 있다. 본 논문에서는 캘리포니아의 최대부하관리를 위한 에어컨 순환운전 프로그램을 수정하여 예비력자원으로 사용하려는 시도에 대해서 소개한다. 시연결과 부하측 자원은 반응속도와 신뢰성에 있어서 장점이 있지만 실제로 활용되기 위해서는 제도적인 뒷받침과 실제 운영 경험이 필요하다.

  • Since the natural gas air-conditioning not only increases the base load of the gas company but also decreases the summer peak load of the electricity company, it is considerded as an efficient demand-side management program. This paper suggests the economic evaluation method of the gas air-conditioning program from the perspectives of the participants, the pipeline gas company, the local distribution company, the electricity company, and the total resources. The absorption type gas air-conditioning/space-heating is selected as a case study to illustrate the economic analysis of the natural gas air-conditioning.

  • This paper proposed a new diffusion model considering DSM rebate program's support conditions. The proposed method used some aspects of the rebate program such as support qualifications, annual support volume, and support level per appliance as following : The support qualifications were limited as the consumer which can get the rebate program's benefit, the annual support volume was constrained as the fixing budget and the support level per appliance was considered by high-efficient appliance actuality price. This paper also proposed a new method that used neural network as its parameter estimation moth[,4 for the diffusion model. The diffusion model and its parameter estimation method are expected to be able to analyze the diffusion characteristics of high-efficient appliance through the rebate program and the effects of rebate program's support conditions. Also, these will be able to evaluate the impacts and to analyze the cost-effectiveness of Energy Efficiency Demand-Side Management(EEDSM) resources. The case study is performed on the high-efficient lighting appliance rebate program of Korea by using the suggested diffusion model and estimation method and thus verified its validity.
