Methods: To achieve the purpose of this study, a panel of 20 experts in child-care policy was selected, and a Delphi survey was conducted over three sessions. Data collected through the Delphi survey underwent analysis, including frequency analysis, descriptive statistics, content validity ratio, coefficient of variation, agreement, and convergence. Data processing was carried out using Excel 2016 and SPSS 26.0. Results: As a result of the study, a child-care support policy strategy addressing the decrease in the population of children aged 0-5 years was developed, comprising three policy areas, nine policy tasks, and 38 detailed policy tasks. Conclusion/Implications: Based on these results, it is anticipated that the study will not only enable the preparation of a strategy for child-care support policy to address the decrease in the population of children aged 0-5 years but also offer significant implications for shaping the direction of child-care support policy in alignment with the common good.

Methods: The Delphi method was used to validate the contents of the program. Two rounds of Delphi surveys and one individual interview were conducted on four subjects and 16 categories with nine experts. Content validity was calculated using the content validity ratio (CVR) and coefficient of variation (CV). Results: This study verified the content validity of the existing program components, such as respiratory infection prevention characteristics, cough etiquette, correct hand washing, oral hygiene, correct tooth brushing, and exercise by walking. The study comprised 28 categories covering seven subjects, including the provision of knowledge and information about COVID-19, environmental management for respiratory infection prevention, and exercise training for immunity enhancement. Conclusion: This Delphi study examined the respiratory infection prevention program that was redesigned for the post-COVID-19 era and confirmed the validity of the educational contents. The findings of this study suggest that the program can be used practically for the prevention of respiratory infection among the rural elderly.

  • A vulnerability index was developed for drought by using trend analysis and Delphi method. Twelve indicators were selected based on three groups, i.e., hydrological, meteorological, and humanistic groups. Data were collected from Nakdong river watershed. Three trend tests, i.e., Mann-Kendall, Hotelling-Pabst, and Sen's trend tests, were performed for standardizing the indicators and Delphi method was used to estimate the weights for individual indicators. The drought vulnerability index was calculated for seven regions in the Nakdong watershed and Hapcheon turned out to be the most vulnerable region among the study regions. The drought vulnerability index developed in this study can be applied to other regions in Korea for establishing national water resources management plan.

  • The purpose of this study was to develop and validate a competency tool for new nurses and to pilot-test it with new nurses. A Delphi survey was conducted to develop a competency tool, and a self-evaluation was conducted among new nurses who pilot-tested the finally derived competencies. The Delphi survey panel consisted of 18 people, including adjunct professors at the College of Nursing, nursing managers, and nurses with master's degrees. The Delphi survey asked about the validity of the competencies constructed in two rounds. After analyzing the Delphi results with mean, standard deviation, content validity ratio, degrees of convergence, and degrees of consensus, 12 core competencies and 36 enabling competencies were finally derived. The competencies consisted of clinical judgment and management (nine items), task competence (four items), patient orientation (five items), moral value orientation (three items), cooperation (two items), supply management (two items), professional development (three items), confidence (one item), self-control (two items), flexibility (two items), influence (one item), and nurturing others (two items). The finally derived competencies were pilot-tested with 229 new nurses who had worked for 2-12 months. The self-evaluation scores of new nurses were distributed differently according to their working period. In this study, the competencies required for new nurses were identified and the corresponding enabling competencies were identified. In the future, it is expected that a competency-based education program will be prepared based on these findings, and furthermore, it will be possible to provide high-quality medical and nursing services that meet patients' needs by improving the competency of new nurses and lowering the turnover rate.

  • The objective of this study is to develop NCS-based vocational curriculum procedures developing models recognized by experts in the National Skill Standards and to verify them. As for a research method for efficiently achieving this study, Delphi research has been conducted three times based on the result of preliminary Delphi investigation, contents of in-depth interview (review and advice), and consideration of previous studies and literature research related to NCS in Korea and abroad. Major results of study in regard of validation of NCS-based vocational curriculum procedures developing models recognized by experts of National Skill Standards are as follows. First, validity of conceptual model(plan) of NCS-based vocational curriculum developing procedures was verified. According to the result of implementing it on 10 members of verification for Delphi preliminary investigation tools, the average was higher than 4.70, and validity of contents was turned out to be outstanding in 1.00. Secondly, validity of conceptual model(plan) of NCS-based vocational curriculum developing procedures was verified by using Delphi preliminary investigation tools. According to the result of verifying it in order on 10 members of verification for Delphi preliminary investigation tools, validity of contents on questions in each area from the development procedures model(plan) was all 1.00, and appropriateness of contents on the components was turned out to be outstanding in 1.00. In addition, validity of contents on interrelation and comprehensiveness of components in the development procedures model(plan) was all turned out to be very satisfying in 1.00. Third, Delphi investigation was implemented in three rounds on 26 Delphi panel members for the verification. As a result consistency rate of interrelation and comprehensiveness among questions in each area of development procedures model(plan), components on the contents, and elements was turned out to be outstanding in .75 from all of three rounds. Here, consistency rate from all three rounds was turned out to be 1.00, and convergence rate was shown to be .00 that very well satisfied the conditions(except for 1 question out of 29). Therefore, it was confirmed that opinion from Delphi panel members was completely consistent in the third round of Delphi investigation research. Such a result in the study was from how Delphi selection criteria were strictly reinforced, and, at the same time, implies how will of participation of Delphi panel members was important.
