본 논문은 국내 노후 항만 계류시설에 대한 유지보수수요가 급격히 증가함에 따라 한정된 예산을 적기에 투입함으로써 시설물의 상태를 관리수준 이상으로 유지하기 위한 기준을 수립하기 위한 연구이다. 한정된 예산을 적재적소에 투입하기 위하여 현장조사 상태평가 점수와 정량적 평가지표 및 관리주체의 의견을 수렴하는 전국단위의 네트워크 레벨 투자우선순위 결정 기준을 개발하였다. 또한, 개발된 기준의 타당성 및 적정성을 검증하기 위하여 항만 계류시설 유지보수 및 관련 전문가를 대상으로 2차에 걸친 델파이 기법(Delphi Method) 설문조사를 실시하였다. 설문결과를 분석하여 각 항목에 대한 합리적인 기준을 도출하였다. 평가기준의 객관성을 높이기 위하여 항만 계류시설의 물동량 데이터를 분석한 결과를 바탕으로 제안한 '연간물동량/연장'을 활용하여 항만 계류시설의 활용도를 평가하는 기준을 제시하였다. 본 논문에서 제시한 항만 계류시설 유지보수 투자우선순위 결정 기준은 향후 전국단위의 항만 계류시설 유지보수 예산계획에 적용하여 보다 효율적이고 합리적인 유지보수 예산분배에 활용될 것으로 기대된다.

정보통신윤리 교육의 방향은 청소년 스스로가 정보사회에서 윤리적인 것과 비윤리적인 것을 판단하고 올바른 행동을 하고자 하는 의식을 향상시킬 수 있도록 하여야 한다. 이를 위해서는 우선적으로 청소년의 정보통신윤리 의식 수준을 진단하고 파악할 수 있는 요인이 무엇인지 밝히는 과정이 필요하다. 이에 본 연구에서는 지난 5년간 발표된 국 내외 정보통신윤리 관련 연구들의 메타분석을 통해 정보통신윤리 의식을 구성하는 4가지 상위지표를 선정하여 전문가 검증을 받았고, 또한 이를 정보통신윤리 교육 관련 경험이 있는 현장교사들과 대학 교수들로 구성된 전문가 집단을 통해 객관화가 불가능한 요소나 정성적 요소들까지도 고려하여 분석할 수 있는 델파이(Delphi) 기법을 활용하여 청소년의 정보통신윤리 의식 수준을 평가할 수 있는 요인들을 분석하였다. 그 결과 4가지 상위지표와 45개 항목의 관련 요인들을 도출하였다.

5차 교육과정에서 2009 개정 교육과정에 이르기까지 교육의 주요 목표로 강조되고 있는 창의성 계발을 위한 교육과정과 내용, 교재, 교수 학습 방법 등을 개발하는 데에는 창의성의 개념과 구성 요인, 교육 방향에 대한 학문적 합의가 선행되어야 한다. 이에 본 연구에서는 학문 영역마다 고유의 창의성이 존재하며 다른 영역으로 전이되지 않는다는 영역특수성과 일반적인 창의적 사고 기술에 더불어 영역 특수적 기술, 환경의 촉진이나 방해 등이 창의성 발현에 모두 요구된다는 합류 이론에 기반하여 정보과학 교과에 적합한 창의성의 구성 요소를 델파이 방법으로 탐색해 보았다. 개방형 문항으로 구성된 1차 델파이 조사 결과를 내용 분석하여 항목화한 2차 델파이 조사에서는 항목의 중요도를 리커트 5점 척도로 표시하도록 하였다. 3차 델파이 조사 결과 정보과학 창의성의 인지적, 정의적, 환경적 영역에서 전체 32개의 중요 항목들이 선정되었다.

A dredging on erosion control dam has been enforced without evaluation the factors that affect the dredging. In addition, there is the negative effect much more than positive effect by dredging on erosion control dam. Therefore, this study was carried out to develop evaluation indicators and to suggest fieldbook in order to determine whether sand deposits at erosion control dam should be dredged up or not. The most important six evaluation indicators that can decide to dredge up at erosion control dam were obtained from three round delphi technique and were selected in the following order: the current sand deposit ratio(0.339), existence of cultivated land and house downstream(0.276), the slope of streambed(0.162), the amount of movable soil and gravel(0.118), the history of any disasters(0.063), the basin area(0.043). The weighted score for each evaluation indicator were acquired from AHP analysis with respect to the degree of importance and then the modified weighted score for actual measurements were classified as three categories: large(2.53), medium(1.60) and small(1.01). Based on delphi technique, erosion control dam dredging evaluation fieldbook introduced the four evaluation indicators out of the total six evaluation indicators and two low effected evaluation indicators were excluded. This results showed that the values for reliability analysis and consistency ratio were acceptable.

Recently, conservation and utilization of cultural heritage has been regarded as importance. So, various research papers about maintenance of the remains have been presented in many conferences. But most of researches have focused on introduction about maintenance methods and explanation about maintenance concepts of remains. And even in case of a few papers treated post-evaluation about maintenance of the remains the criteria of the evaluation has tended to somewhat subjective. So, the purpose of this study is to show the objective post-evaluation indexes which was developed by Delphi AHP methods. This research was proceeded in two stages. First, we arranged the evaluation index in a hierarchy to be made through the analyses about references and researches about maintenance of remains. 304 evaluation articles were elicited through the process. And then, elicited evaluation articles were classified with 'conservation' and 'utilization'. Second step was to figure out importance and validity of hierarchical evaluation articles with twice questionnaire surveys. This research used interval scale to comprehend validity and AHP method to evaluate relative importance of each other articles.

Recently, the frequency and intensity of localized heavy rain and typhoon due to the abnormal climate has increased, and especially the damage by an avalanche of earth and rocks similar to the landslide of Umyeon Mountain has become a social issue. However, the standardized damage investigation method doesn't yet exist, so the systematic analysis of the data has not been carried out. In this regard, this study developed assessment items to conduct standardized damage investigation of debris flow. To achieve this, preliminary assessment items were derived from analysis of literature review and the Delphi technique of 12 experts who are engaged in research facility, academia and industry was conducted. As a result, 29 assessment items which can be classified into 6 groups were determined. Surveying the relevant hand-on workers, details assessment items in each group were determined by exploratory factor analysis and reliability analysis.

본 연구는 국내 LBS 기술발전 현황을 기반으로 향후 어떤 LBS 서비스와 광고마케팅 활용이 필요하고 가능성이 높은지를 LBS 관련 전문가 대상 델파이 조사를 통해 파악하고자 하였다. 델파이 조사 대상으로 선정된 LBS 관련 전문가 50명을 대상으로 1차 개방형 설문지를 제시하여 LBS 서비스와 광고마케팅 활용 방안 중 필요하고 가능성이 있는 것을 자유롭게 서술하게 하였다. 1차 설문 응답을 분석한 결과 6가지 카테고리로 LBS 서비스가 분류될 수 있었고 각 카테고리별로 전문가 관점에서 향후 필요하고 활용 가능성이 있는 서비스 항목이 도출 되었다. 2차와 3차 델파이 조사를 통해 스마트모바일의 확산으로 점차 서비스 인프라가 확대되고 있는 상황에서 LBS산업의 활성화를 위해 어떤 LBS 서비스와 LBS 광고마케팅이 개발되고 제공되어야 하는지를 알게 되었다.

The rapid increase in PET devices and its utilization in Korea necessitates relevant health insurance policies based on scientific evidence, including economic evaluation of PET in clinical conditions. However, there is very little amount of evidence regarding PET, and the first step would be to establish research priorities to give a momentum for research and assure efficient use of research capacities. To this end, we conducted a two-round Delphi study, which produced stable consensus on about top 10 oncology indications for research, which included lymphoma staging, colorectal cancer recurrence/restaging, lung cancer staging, and other conditions. The results were largely consistent with current U.S. Medicare reimbursement indications and are expected to lead to relevant researches and evidence-based health policies on PET reimbursement and regulation.

Objectives : The purpose of this study was to investigate the oral health center operation and to activate the program development of public oral health center. Methods : Delphi analyses were utilized by the recruited expert panel from August to September in 2012. Results : The difficulty in operation of the oral health centers is the human resources management. In order to solve the human resources operation, utilization of the local human resources is the best choice of the solution. The next choice was the designation of the oral health expert in Ministry of Health and Welfare. So the expert can activate the public oral health care system for the disabled and the underprivileged classes in the long term. Conclusions : In order to activate the oral health centers, Ministry of Health and Welfare should promote the public health center function connected with the cooperation of the Association of dental hygienists.

2종 시설물에 해당하는 국도 내 암반비탈면의 평가체계를 보완, 수정하기 위해 문헌자료를 바탕으로 평가항목 후보를 도출하고, 전문가를 대상으로 델파이 설문을 실시하여 암반비탈면의 최종 평가항목을 선정하였다. 단계별 다중회귀분석을 통해 평가 항목의 유의성을 검토한 결과 도출된 항목은 모두 유의확률 0.05이하로 유의미한 것으로 나타났고, 비교적 유사한 수준의 가중치를 나타내어 평가항목이 타당하게 선정되었다는 것을 확인하였다. 제안된 평가항목과 기존 평가항목에 대하여 내용타당도(CVR)와 신뢰도를 검토를 통해 기존 평가체계에서 제외될 수 있는 항목을 선정하고 기존 평가체계를 보완할 수 있는 항목을 추가하여 최종적으로 18개의 암반비탈면 평가항목을 도출하였다.
