  • The purpose of this study is to develop the diagnostic indices system that can be applied to the evaluation of rural village level, because the indicators developed in many existing studies were mostly consisted of statistical data in higher level than rural villages as well as those were difficult to apply to rural village level empirically. In order to develop the empirical diagnostic indices system, which has 52 indices with 7 categories, this study not only classified the kind of rural village facility and the regional development project of government, but also surveyed the specialist opinion with Delphi method. Especially, this study standardized the all diagnostic indices with positive value to remove the indices with negative values. Finally, the results that the study applied the empirical diagnostic indices to the 15 sample villages of Jinan-gun and Cheongyang-gun showed that there was the applicability of the indices system in the village level.

  • The FIDIC Red Book is an international standard contract condition in which the Employer designs and the Contractor performs the construction. The Engineer of FIDIC Red Book shall agree or determine any matter or Claim in accordance with Sub-Clause 3.7 neutrally, not as an agent of the Employer. This study aimed to derive Key Risk Sub-Clauses out of 49 Sub-Clauses that the Engineer of FIDIC Red Book recently revised in 18 years shall agree or determine according to Sub-Clause 3.7 using the Delphi method. A panel of 35 experts with more than 10 years of experience and expertise in international construction contracts was formed, and through total three Delphi surveys, errors and biases were prevented in the judgment process to improve reliability. As for the research method, 49 Sub-Clauses that engineers shall agree on or determine according to Sub-Clause 3.7 of the FIDIC Red Book were investigated through the analysis of contract conditions. In order to evaluate the probability and impact of contractual risk for each 49 Sub-Clause, the Delphi survey conducted repeatedly a closed-type survey three times on a Likert 10-point scale. The results of the first Delphi survey were delivered during the second survey, and the results of the second survey were delivered to the third survey, which was re-evaluated in the direction of increasing the consensus of experts' opinions. The reliability of the Delphi 3rd survey results was verified with the COV value of the coefficient of variation. The PI Risk Matrix was applied to the average value of risk probability and impact of each of the 49 Sub-Clauses and finally, 9 Key Risk Sub-Clauses that fell within the extreme risk range were derived.

Fisheries experts have highly evaluated the achievements of fostering aquaculture industry, seafood export support measures, and natural disasters relief and recovery arrangements among the policies promoted as so far. And it was recognized that policies such as fishery resources management, creation and recovery of fishery resources, improvement hygiene and seafood safety, and provision young fishermen with training and capacity building will be important. Future megatrends, for example changes in food consumption pattern, climate change, and demographic structure changes are expected to have a significant impact on fisheries and fishing villages. The Delphi survey indicates that the most important policy objective is to secure a stable fisheries production. In other words, fisheries policy in the future should be aimed at suppling sustainable seafood for popular consumption. Finding strategies and action plans that can achieve this goal will be an important policy issue. In conclusion, it is necessary that a number of fundamental researches carry out in Korea, which can lead to finding out a multifunctionality of fisheries and fishing village. In addition, it is important to expand the scope of fisheries policy, which can consider not only the fisheries producers but also seafood consumer's and young fishermen perspectives. Furthermore, it recommends that fishery policy needs to include fishery related industry as well as application of 4th industrial revolution technology to fishery.

  • In general, it is known that the concrete ballast track is possible to reduce a cost of maintenance activities cause of maintenance free by restrictive maintenance in application of track ballast structures. However, if deteriorations and fracture mechanism of a material are considered, proper maintenance activities and repairing are continually required. For the problems, we evaluated an economical efficiency of the gravel ballast and the concrete ballast on a proper level of maintenance activities. As the method based on history path is difficult to obtain sufficient reliabilities cause of an absence of real data for maintenance activities, we chose the delphi survey method by professional group, and we obtained the appropriate index and profiles for maintenance activities. As a result, we founded that effects for cost reduction can be expected by preventive maintenance management, and we proposed economical restrictions and life cycle cost for track ballast structures in a life cycle.

  • The purpose of this study is to identify the design features appropriate for the altered physical characteristics of pregnant women and formulate the direction of future design and development of maternity wear. A Delphi research method based on a panel of experts and pregnant women was used and the survey was conducted to determine the suitability of maternity wear. The survey found that A-line silhouette outerwear with round necklines, with wide sleeves and snap-button fastening on the front with a formal and decent look was considered appropriate as maternity and postpartum wear. Shirts and blouses long enough to cover the hip area to complement women's curvy and full figures, especially around the bust, waist, and hip areas during the later stages of pregnancy were found to be appropriate. Calf-length pleated skirts were comfortable to wear during pregnancy due to the abundant freedom of movement and space offered by pleats. Ankle-length straight leg pants were rated appropriate in terms of comfort and style both during late stages of pregnancy and at work postpartum. Dresses decorated with pleats from the armholes all the way down to the knees were found to provide high levels of comfort at the abdomen, chest, and hips, and considered appropriate. Based on this study results, a follow-up study will be conducted to examine the design of maternity wear during pregnancy as well as at work after pregnancy.
