This research suggests the FD-AHP decision making model for Construction Projects which is composed of two main method to prevent a ranking invert situation ; First, to make the consensus of the experts consistent, we utilize Fuzzy-Delphi method to adjust the fuzzy rating of every expert to achive the consensus condition with the fuzzy linguistic presentation. Second, to handle vague linguistic presentation caused by expert's experiences and subjective judgement, we propose Fuzzy-AHP which is able to enhance precision of construction projects decision mating situation. Moreover, with the correlation analysis, we show that the validity of the FD-AHP model under a decision making task specially on where highly demanded expert's experiences and intuition.

The purpose of the study is to establish priorities in integrated medicine policy. Delphi method was used in conducting a survey on integrated medicine specialists regarding the policies of integrated medicine and actions. For specialists in integrated medicine, total 17 persons selected included scholars who performed minimum one study on integrated medicine, medical staff who performing integrated medical service at institutions that implemented integrated medical care or those who were involved in creating or implementing policies on integrated medicine. The first Delphi-method survey conducted from Apr. 14 through 18, while the second survey was carried out from Apr. 21 through 25. To prioritize the policies based on the results of the mini Delphi-method survey, Analytic Hierarchy Process(AHP) was performed for 15 persons answered to mini Delphi-method from May 2 through 16, 2014. From the Delphi-method survey, four policies and 16 actions were obtained. AHP showed the first priority placed on 'Building the Infrastructure of Industrialization in the Integrative medicine' of the 4 policies and 'Developing new diagnostic and treatment instruments' was given the highest priority of the 16 actions. For implementation of integrated medicine policy, the 4 policies and the 16 actions found in this research require government support and should be urgently implemented according to its priority.

청년창업의 중요성과 청년창업 지원은 지속적으로 증가하고 있다. 하지만 청년창업은 일반창업 보다 실패할 가능성이 높으며 이에 대한 원인 또한 미시적·거시적으로 다양하다. 이러한 상황에서 청년창업자가 창업을 성공하기 위해 어떻게 대처해야하는지 대안이 제시되지 않는 실정이다. 따라서 본 연구는 청년창업자에게 창업교육, 창업보육, 창업 멘토링·코칭을 수행하는 창업전문가를 대상으로 델파이 기법을 적용하여 청년창업 성공요인을 도출하였다. 이를 통해 기존 사례 연구에서 파악하지 못하였던 창업현장에서의 청년창업 성공요인을 파악하여 청년창업자에게 청년창업 성공요인에 대한 궁금증을 해소할 수 있도록 도움을 주고자 한다. 또한 청년창업자가 창업을 진행하면서 고려해야 하는 여러 요인 중 우선적으로 확보하거나 수행해야하는 요인을 파악하고 제한된 자원을 효율적이고 효과적으로 사용하여 창업성공을 할 수 있도록 기여하는 것을 목적으로 한다. 본 연구에서 델파이 조사는 총 2차에 걸쳐 진행하였다. 델파이 1차 조사는 구조화된 폐쇄형 문항(Closed-ended)을 사용한 수정 델파이 기법(Modified Delphi Method)을 활용하였으며, 수정 델파이 기법의 문제를 보완하기 위해 청년창업자 및 창업전문가를 대상으로 사전조사(Pilot Test)를 실시하였다. 델파이 1차 조사에서 IBM SPSS Statistics 22와 Microsoft Office Excel 2016을 활용하여 평균(Mean), 표준편차(Standard Deviation), 중위수(Median), 사분범위(Inter Quartile Range), 내용타당도 비율(Content Validity Ratio)을 산출하였으며, 델파이 2차 조사에서는 1차 조사에서의 동일한 통계적 수치와 추가적으로 크론바흐 알파(cronbach's α)를 산출하였다. 델파이 조사결과, 창업자특성, 창업준비, 창업전략, 창업환경의 4개 상위요인과 22개의 하위요인을 청년창업 성공요인으로 도출하였다.

기후변화로 인한 이상기후 현상 중 가뭄에 대한 취약성 지수를 자료의 경향성 분석과 Delphi 기법을 이용하여 개발하였다. 낙동강 유역 자료를 이용하여 수문학적, 강우 사상적, 인문학적 자료를 바탕으로 총 12개의 지표를 선정하였다. 선정된 지표를 Mann-Kendall trend test, Hotelling-Pabst trend test, Sen's trend test 등 3가지 경향성 검정을 통해 표준화하고, 델파이 기법을 통해 국내의 수자원 전문가들의 의견을 반영하여 각 지표에 가중치를 부여하였다. 최종적으로 산출된 가뭄에 대한 취약성 지수에서 낙동강 유역 중에서 합천 주변 지역이 가뭄에 가장 취약하다는 결과가 나왔다. 이 취약성 지수 개발을 통해 우리나라 전 지역에 적용하게 되면 향후 수자원 정책 수립에 있어서 많은 도움이 될 것이라 사료된다.

We provide a set of information on technologies in the area of mechanical engineering to draw meaningful action plans for the internationalization of National R&D activities. In this study, we employed a modified Delphi method to evaluate levels of our technoligical capabilities and developed countries' as well. We investigate technology acquistion methodologies, technology charcteristics and various aspects of interna- tional cooperation in terms of technology. Then, we analyzed final responses of participants(i.e., the third round results of Delphi method) to see the correlation among various factors in developing mechanical engineeing technologies through international cooperation. The technology classification used in this research was devel- oped by STEPI(Science and Technology Policy Institute). In conclusion, our mechanical engineering technology is investigated to be below the middle level stage of technology(i.e., the stage of digesting acquired technologies) except the shipbuilding equipments technology which is evaluated to be on the top level stage of technology.

This study is focused to find the ways to improve the effective BIM introduction plan on school building construction by Delphi Technique. For this, the questionnaire is made by in-depth interviews of 10 BIM specialists, the survey of other 30 experts was carried out. The results of 30 experts Delphi survey are as followed. (1) The haptic effect of BIM introduction is very rare as lack of awareness and information on BIM. (2) Problems are arising from deficiency of training and experience on BIM. (3) Practical utilizations of BIM are very useful. (4) Barriers of the spread of BIM are high cost and insufficient environments. (5) The development potential of BIM is high. In order to activate the BIM market, the introduction of an accurate evaluation criteria and rational cost calculation standard are needed.

Purpose: To find out whether the self-care ability measurement used for visiting health care provide an appropriate standard to select service methods using a Delphi survey and to offer basic data that can improve the measurement. Method: A Delphi survey was done with 39 people consisting of theoretical professionals, field managers, and practitioners engaged in visiting health care. Result: It was found that items and weighted points in the currently used self-care ability measurement needed adjustment. Therefore, a modified evaluation standard was presented by domains, items and detailed items. Finally, the self-care ability measurement is composed of 4 domains, 11 items and 19 detailed items. Conclusion: This study is significant in that it presented an evaluation standard applicable directly to business practice by supplementing problems in the existing self-care ability measurement. This study suggests the need to develop various measurements for elderly households based on community.

본 연구는 우리나라의 조림성공 이후 산림자원의 증가에 따른 국산재 공급 확대를 위한 정책방안을 제시하기 위하여 수행하였다. 국산재 공급 확대를 위한 효과적인 정책을 도출하기 위하여 델파이 기법과 AHP 분석을 수행하였다. 델파이 기법 분석결과 제시된 정책에 대해 AHP 분석을 수행하여 우선순위를 도출하였다. 설문조사에서는 국산재의 생산, 유통 그리고 소비 부분으로 구분하여 설문하였다. 분석결과, 목재생산을 위한 임도 및 고성능임업기계 도입 등의 목재생산 인프라 구축(.239), 권역별 목재 수집 단지 조성 및 활성화 정책(.202) 그리고 공공건축물에 대한 국산재 의무사용 등의 소비촉진 정책(.126)이 우선순위가 높은 정책으로 도출되었다.

본 연구는 지속적으로 증가하고 있는 학교안전사고를 저감시키기 위한 방안으로 델파이 기법을 활용하여 학교안전사고 예방정책을 제시하는데 목적이 있다. 델파이 조사결과 분야별 학교안전사고 예방정책 개선 방안은 다음과 같다. 첫째, 학교시설을 기획, 설계 및 시공, 유지관리, 평가 등 4단계로 구분하여 체계적인 안전정책을 수립할 필요가 있다. 둘째, 학교안전정책이 학교현장에서 유용한 대책으로 활용되기 위해서는 시설안전 담당자들이 부담으로 느끼는 책무성과 예산상 한계를 극복할 수 있는 연구가 필요하다. 셋째, 예방대책이 지속적으로 안전정책에 반영되기 위해서는 각 분야별 관련부서의 검토를 통하여 해당 법령이 개정되도록 노력할 필요가 있다.
