  • Self-Clocked Fair Queueing (SCFQ) algorithm has been considered as an attractive packet scheduling algorithm because of its implementation simplicity, but it has unbounded delay property in some input traffic conditions. In this paper, we propose a Rate Proportional SCFQ (RP-SCFQ) algorithm which is a rate proportional version of SCFQ. If any fair queueing algorithm can be categorized into the rate proportional class and input is constrained by a leaky bucket, its delay is bounded and the same as that of Weighted Fair Queueing (WFQ) which is known as an optimal fair queueing algorithm. RP-SCFQ calculates the timestamps of packets arriving during the transmission of a packet using the current value of system potential updated at every packet departing instant and uses a starting potential when it updates the system potential. By doing so, RP-SCFQ can have the rate proportional property. RP-SCFQ is appropriate for high-speed packet-switched networks since its implementation complexity is low while it guarantees the bounded delay even in the worst-case input traffic conditions.

  • The transponder simulator designed to simulate the transponder of military satellite communication systems in the geostationary orbit is required to have time delay function, because of 250 ms delay time, when a radio wave transmits the distance of 36,000 km in free space. But, it is very difficult to develop 250 ms time delay device in the transponder simulator of 100 MHz bandwidth, due to unstable operation of FPGA, loss of memory data for the high speed rate signal processing. Up to date, bandwidth of the time delay device is limited to 45 MHz bandwidth. To solve this problem, we propose the new time delay techniques up to 100 MHz bandwidth without data loss. Proposed techniques are the low speed down scaling and high speed up scaling methods to read and write the external memory, and the matrix structure design of FPGA memory to treat data as high speed rate. We developed the satellite link simulator in 100 MHz bandwidth using the proposed new time delay techniques, implemented to the transponder simulator and verified the function of 265 ms time delay device in 100 MHz bandwidth.

  • Real-time application programs have constraints which need to be met between media-data. These constraints represents the delay time ad quality of service between media-data to be presented. In order to efficiently describe the delay time and quality of service, a new synchronization mechanism is needed. Proposed paper is a dynamic synchronization that minimized the effects of adaptive transmission delay time. That is, the method meets the requirements of synchronization between media-dat by handling dynamically the adaptive waiting time resulted from variations of delay time. In addition, the mechanism has interval adjustment using maximum delay jitter time. This paper decreases the data loss resulted from variation of delay time and from loss time of media-data by means of applying delay jitter in order to deal with synchronization interval adjustment. Plus, the mechanism adaptively manages the waiting time of smoothing buffer, which leads to minimize the gap from the variation of delay time. The proposed paper is suitable to the system which requires the guarantee of high quality of service and mechanism improves quality of services such as decrease of loss rate, increase of playout rate.

  • A Large Eddy Simulation (LES) of the flow in an inducer is carried out under flow rate oscillations. The present study focuses on the dynamic response of the backflow and the unsteady pressure performance to the flow rate fluctuations under non-cavitation conditions. The amplitude of angular momentum fluctuation evaluated by LES is larger than that evaluated by RANS. However, the phase delay of backflow is nearly the same as RANS calculation. The pressure performance curve exhibits a closed curve caused by the inertia effect associated with the flow rate fluctuations. Compared with simplified one dimensional evaluation of the inertia component, the component obtained by LES is smaller. The negative slope of averaged performance curve becomes larger under unsteady conditions. From the conservations of angular momentum and energy, an expression useful for the evaluation of unsteady pressure rise was obtained. The examination of each term of this expression show that the apparent decrease of inertia effects is caused by the response delay of Euler's head and that the increase of negative slope is caused by the delay of inertial term associated with the delay of backflow response. These results are qualitatively confirmed by experiments.

  • This paper deals with the delay-dependent and rate-independent stabilization of systems with multiple unknown time-varying delays and time-varying structured uncertainties. All the linear matrix inequalities based conditions are derived by employing free-weighting matrices to express the relationships between the terms in the Leibniz-Newton formula. The criteria do not require any tuning parameters. Numerical examples demonstrate the validity of the method.

  • In this paper, we used Helmholtz solver based on 3D finite element method to quantitatively analyze the effects of change of gain, time delay and time delay spread, which are the main variables of flame transfer function, on combustion instability in gas turbine combustor. The effects of the variable of flame transfer function on the frequency and growth rate, which are the main results of combustion instability, were analyzed by applying the conventional heat release fluctuation model and modified one considering the time spread. The analysis results showed that the change of gain and time delay in the same resonance mode affected the frequency of the given resonance modes as well as growth rate of the feedback instability, however, the effect of time delay spread was not relatively remarkable, compared with the dominant effect of time delay.

  • Sensor networks and car networks that have different structure from that of conventional TCP/IP network require extreme network environment due to frequent change of connectivity. Because such extreme network environment has characteristics like unreliable link connectivity, long delay time, asymmetrical data transfer rate, and high error rate, etc., it is difficult to perform normally with the conventional TCP/P-based routing. DTNs (delay and disruption tolerant network) was designed to support data transfer in extreme network environment with long delay time and no guarantee for continuous connectivity between terminals. This study suggests an algorithm that limits the maximum number of copying transferred message to L by improving the spray and wait routing protocol, which is one of the conventional DTNs routing protocols, and using the azimuth and density data of the mobile nods. The suggested algorithm was examined by using ONE, a DTNs simulator. As a result, it could reduce the delay time and overhead of unnecessary packets compared to the conventional spray and wait routing protocol.

  • Because the quality of a radio link in real environment is generally varied with time, there is a difference between the delay in the real environment and one obtained from the analytic model where a time-varying link model is not used as a link model for a Bluetooth. This paper analyzes the transmission delay of a message in the time-varying radio link model for the Bluetooth. The time-varying radio link is modeled with a two-state Markov model. The mean transmission delay of the message is analytically obtained in terms of the arrival rate of the message, the state transition probability in the Markov model, and the packet error rate.

  • In this paper, a novel rate control scheme for low delay video coding of High Efficiency Video Coding (HEVC) is proposed. The proposed scheme is developed by considering a new temporal prediction structure of HEVC. In the proposed scheme, the relationship between bit rate and quantization step is exploited firstly to formulate an accurate quadratic rate-quantization (R-Q) model. Secondly, a method of determining the quantization parameters (QPs) for the first frames within a group of pictures is proposed. Thirdly, an accurate frame-level bit allocation method is proposed for HEVC. Finally, based on the proposed R-Q model and the target bit allocated for the frame, the QPs are predicted for coding tree units by using rate-distortion (R-D) optimization. We compare our scheme against that of three other state-of-the-art rate control schemes. Experimental results show that the proposed rate control scheme can increase the Bjøntegaard delta peak signal-to-noise ratio by 0.65 dB and 0.09 dB on average compared with the JCTVC-I0094 and JCTVC-M0036 schemes, respectively, both of which have been implemented in an HEVC test model encoder; furthermore, the proposed scheme achieves a similar R-D performance to Wang's scheme, as well as obtaining the smallest bit rate mismatch error of all the schemes.
