  • It is the actual condition that the increasing traffic delay and accident caused by inefficient management on various construction by occupying the roadways. Since almost roadway improvements are for the public convenient, negative effects by them are ignored. But now due to the increase of traffics demand and limitation of road supply, the positive management scheme and treatment plan on the constructions must be considered. Thus, to the extent of this study divides uninterrupted flow into freeways and the Highway, yielding the time spread between under construction and not, that is delay time, we build capacity and delay model in the change of traffic volume and occupying length.

  • Delays in completing construction projects have significant financial and social impact to all parties involved in the construction process and in particular in developing countries. This is very evident in most construction projects in Libya and in both public and private sectors. The research study was initiated by Libyan Government and the main aim of the project is to develop a new strategy in reducing the impact of delay factors. In order to achieve this, a number of objectives have been set-to conduct a comprehensive literature survey, to conduct a comparative study of the delay factors in project completion in both Libya and UK using semi structured questionnaire and finally, to identify and analyse the causes of delay and ranked them using frequency of occurrence and severity. The critical causes of delay for construction projects were quite different between Libya and UK. For the former, the most critical causes of delay in Libyan construction industry were low skills of manpower, changes in the scope of the project, slowness in giving instruction and poor qualification of consultant, while for the latter they were financial problems, bad weather conditions on the job site and change in the scope of project. Statistical experiments including Paired Samples T-Test, was run to test the significance of the survey data in both countries Libya and UK. The statistical results confirmed the collected data from the survey were significant.

Causes of Construction Delays of Apartment Construction Projects: Comparative Analysis between Vietnam and Korea

  • Construction delay caused considerable losses to project parties. Avoiding construction delays is important to save costs for project stakeholders. The main objective of this paper is to identify major causes of construction delays of apartment construction projects in Vietnam. Sixteen causes of delay were identified through a questionnaire survey of 166 professionals. Factor analysis was employed to categorize these causes. The results of the survey revealed the main causes of delay of apartment projects in Vietnam are: (1) owner's and contractor'S financial difficulties; (2) lack of experienced contractors; (3) late delivery of materials; (4) late construction site handover; (5) owner's late payments for completed works; (6) low bid prices; (7) inappropriate construction method; and (8) defective works and unnecessary reworks. Factor analysis uncovered that causes of delay can be grouped under five categories labeled the five INs: incompetence, ineffectiveness, inadequateness, inapplicableness and inconceivableness. Comparative analysis between the Vietnam construction industry (VCI) and the Korea construction industry (KCI) has been performed to infer valuable lessons for researchers and practitioners in the VCI and the KCI. Comparative analysis indicated that main causes of delay in the VCI somewhat differ from main causes of delay in the KCI. However, "contractor'S financial difficulties", "late construction site handover", "unnecessary rework", "incapable designers", "site clearance difficulties" are common causes of delay in the VCI as well as the KCI. The findings of this research can be used as a guideline to overcome problems in the VCI as well as in other construction industries. Since Korea has emerged as the first largest foreign investor in Vietnam, the results of this study may be useful not only to practitioners and researchers in Vietnam but also to participants in Korea.

  • Cases of the time extension have continuously transpired in the public construction projects. The potential of economical loss and claims is increased because the concerned parties such as an owner or a contractor have not properly performed their own responsibility for the time extension. Therefore, this paper aimed to improvement of apportioning responsibility for the time extension in construction projects.

  • Construction project is a competitive business with high risk especially in developing countries like Iran which faces with many problems such as delay and time and costs increases. Thus, the first priority here is to determine the causes of prolongation of construction projects and to evaluate their importance. Khuzestan Steel Company (KSC) has made important contribution to the projects in Iran and in turn is required to finish them on time. In this study, an attempt was made to investigate the causes of delay in implementation of construction projects held by this company. Data was collected through questionnaire distributed among the sample including 10 owners, 10 consultants and 15 con-tractors. Accordingly, participants rated the causes in the questionnaire so the most important priorities of each area were specified using TOPSIS method. The results showed that according to the employers, consultants and contractors' viewpoints, the most important reason for delays in construction projects of KSC is related to the financial matters. Hence, according to the results obtained, causes for delays in the company's projects are largely related to the drilling permits and long administrative cycle to renew them. Besides, continuous production of steel in this company is another reason to delays of construction projects.

The State of Schedule Management and the Recognition of Duration Shortening (공정관리의 실태 및 공기 단축에 대한 인식정도)

  • Construction projects are based on the actual field, so if the construction schedule that is established in the construction plan is delayed or extended for various reasons, construction companies are vulnerable to claims, and thus strive to complete a building within the planned timeline by shortening the construction time. Therefore, this study surveyed technicians in apartment construction in Gwangju, and studied their perceptions of the actual conditions of process control, construction time needs, goals, and methods. The results showed that the organization of the process control department and professional employees was lacking compared to other regions. The need for construction time was perceived as high, while the reduction of the construction cost was perceived as low. Regarding the reduction goal, they perceived highly the preparation for the delay of construction time and various claims, and for the reduction method, they mentioned the extension of working hours and the increase in employees. Based on the results of this study, technicians should consider that a reduction of construction time not only can make up for a delay in construction, but is also closely related to improvements in production through reduction of cost, and increased international competitiveness.

  • The ultimate goal of construction is to complete the given work in the most economical and safest way within the required construction period while meeting the quality standards specified in the design drawing. There are a few characteristics of finish work. First, executed in subdivided processes, finish work involves a very diverse and complex structure. Second, there are no criteria for each segmented process with regard to the appropriate time of input. Third, it is not very necessary to set priorities for lead and lag works. This study intends to provide information on the completion of a project in accordance with the required duration by setting priorities in the delay of each detailed process of finish work to minimize delay in finish work. In this study, finish work is divided into wet work and other types of finish work, and the importance of each process is classified based on the given details of each process. In addition, the study employs a survey to analyze delay factors of a designer, a constructor, and a supplier. Using the survey results, the study sets priorities in delay of final work to provide information on the completion of an apartment project within the planned construction period.

  • Construction delays are a common occurrence of most construction projects and difficult to analyze. there are some techniques to analyze delays, such as using CPM, Bar Chart but they are not enough to analyze concurrent and productivity lost delays. Productivity lost delays are different to interruption delays in computing the number of delays and analyzing concurrent delay. This paper describes the delay analysis method considering productivity including concurrent delay analysis.

  • This paper presents incentive application strategies and delay prevention strategies as schematic approaches to improve time performance of highway construction contracts. This research recognizes the importance of improving time performance during highway construction. Strategic solutions of the most core issues on time performance incentive contracting are identified. The suggested incentive application strategies develop criteria for applying time classification to projects, for assigning project time classifications to contractors and designers, and for determining appropriate incentive values in A (cost) + B (time cost) and other performance incentive contracts. The suggested delay prevention strategies develop criteria for determining the appropriate subsurface utility engineering (SUE) level and to develop best practices for avoiding utility relocation delays. A schematic approach for each strategy is developed. This paper also introduces current incentive contracting practices in Florida. The researchers obtained the information from experienced persons in the highway construction industry, including key highway contractors, designers, and Department of Transportation (DOT) and Federal Highway Administration (FHWA) personnel. The major focus of this research is to develop strategies and suggest approaches to improve time performance of highway construction contracts. For future study, practical tools to facilitate implementation of the suggested strategies should be developed, so that the criteria, implementation processes, and best practices developed may contribute to the current industry-wide effort to improve time performance.

  • Recently there are many contract claims, which are caused by duration delay, in construction industry. Many kinds of research for solving such duration delay problem are being progressed and an effective computerized system needs to improve it. This study suggests an improved methodology and necessary functions to make a time impact analysis system. This results will be useful for quantifying responsible number of days caused by duration delay.
