Research on Developing a Model for Defense Supply Chain Quality Management (국방 공급망 품질경영 수준 측정을 위한 모형 개발 연구)

  • Purpose: This paper treats a defense-supply chain quality management model for analyzing the Korea defense industry. Methods: Various literature, the quality collaboration index for supply chain management model proposed by Korean Standards Association and shared growth index presented by Korea Commission for Corporate Partnership are reviewed to develop the defense supply chain quality management index and model based on the method presented by Hafeez et al.(2006). In addition, based on the proposed model, we survey the supply chain quality management efficiency including focused group interviews in the defense industry. Results: We propose a defense-supply chain quality management index and model for analyzing the quality level between the parent companies and its partners. In addition, the results of applying the model are proposed to improve the quality of military items. Conclusion: A model is developed for improving the quality of military items. This proposed model will be adopted to enhance the quality of military items.

The Effect of SCQM Activities on the Business Performance of the Defense SMEs -Focused on the Moderating Effects of the Performance Sharing- (공급망 품질경영 활동이 방산중소기업의 경영성과에 미치는 영향에 관한 연구 - 성과공유의 조절효과를 중심으로 -)

  • Purpose: This study suggests a SCQM model for the national Defense field based on earlier studies on the Quality Management of supply chain and to identify critical activities factors of supply chain that makes effect on the business results. Also, this study analyzed moderating effects of performance sharing between businesses which is becoming the big issues with regard to the supply chain cooperation. Methods: A causality of qm activities factor of SCQM model affecting benefit sharing and business performance was analyzed by using structural equation model. A company used in analysis performed a survey by targeting 297 Defense SMEs(weapon-system/non-weapon system). Results: As a result of analyzing the influence relationship between key activity of SCQM on finance performance, it was identified that Management Infra(MI), Process Management(PM), Human Resource Management(HRM), Performance Sharing activity(PS) made significant effect on Financial Performance, and Human Resource Management(HRM) and Performance Sharing(PS) activity made effect on non-financial Performance. Conclusion: The four variables(MI, PM, HRM, PS) of Defense SCQM were significantly effecting Financial performance and two variables(HRM, PS) were significant effected non-Financial performance. We also proved the moderating effect of performance sharing.

An Efficiency Analysis of Supply Chain Quality Management Using the Multi-stage DEA Model: Focused on the Domestic Defense Industry Companies (다단계 DEA 모형을 활용한 공급망 품질경영 효율성 분석: 국내 방산업체를 대상으로)

  • Purpose: The purpose of this study was to present a methodology for assessing the efficiency of supply chain quality management considering characteristics of defense industries to provide academic and policy implications for strengthening quality competitiveness of military supplies. Methods: Using the defense industry's empirical data, conduct an efficiency evaluation by utilizing a multi-stage DEA/Entropy Model for defense industries subject to the quality level survey of military goods manufacturers in 2017. Results: The results of this study are as follows; the first step of the multi-stage DEA model, Quality Management Performance Efficiency Analysis, shows that the CCR model and the BCC model are more efficient than the parent company. the second stage of the multi-stage DEA model showed that the CCR model was slightly more efficient than the parent company and the BCC model was more efficient than the parent.the overall efficiency value of the multistage DEA model, calculated by multipointing the efficiency value of the first stage by the second stage, was more efficient than the parent. Conclusion: The results of this study show that the efficiency of supply chian quality management performance and profitability in the defense industry can be analyzed for the first time using the multistage DEA/Entropy model to identify specific inefficiencies and support objective decision making.

A Survey and Analysis of Defense Industry Quality Management Level for Advancement of Defense Quality Policy (국방분야 품질정책 고도화를 위한 군수품 생산업체 품질경영수준 조사 및 분석)

  • Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

A Study on the Impact of Continuous Improvement Activities of Defense SMEs on the SCQM and Business Performance (방산 중소기업의 지속적 개선활동이 공급망 품질경영활동과 기업성과에 미치는 영향에 관한 연구)

  • Purpose: This study analyzes the characteristics of the Quality Management performed by SMEs in the Defense Industry in supply chains and analyzes the effect of the continuous improvement activities based on cooperation. Especially, for Military Supplies, the suitability of products is usually decided by judging their conformity to the specification, and from this structural characteristic, this study would analyze the structural relationship of systematic improvement activities with Supply Chain Quality Management(SCQM) and Business Performance(BP). Methods: Continuous improvement activities(CI) have significance as the driver force for the promotion of Quality Management. Thus, this study analyzed the causal relationships from the perspective of the process among CI, SCQM and BP. For an analysis of the structural characteristics and causal relationships among the constituents, AMOS was used, and 297 companies in the Defense Industry were utilized as samples. Results: It turned out that CI had significant impacts on Management Infra(MGT_Infra), Process Management(PM), Human Resources Management(HRM) and Communication(COMU) and had an indirect impact on the enterprises' financial performance through the parameters of HRM and Communication. Meanwhile, it turned out that between CI and non-financial performance, there was a direct effect, and there was also an indirect effect through the variables of the Management Infra and Communication. Conclusion: It turned out that CI had a positive effect on SCQM as a proactive driver and that they had significant relationships with BP(financial, Non-financial), both financial performance and non-financial performance. However, PM did not have a significant relationship of effect with BP because of the character appearing by the evaluation method of military supplies for the conformity to the specifications.
