실적자료를 활용한 PRICE 모델의 보정방안 연구 (A Study on Calibration of PRICE Model Using Historical Cost Data)

  • In Korea weapon system acquisition processes, it's required a cost estimation report obtained from a commercial cost model. The PRICE model is generally used as a cost estimation model in Korea. However, the model uses American historical R&D data and it's output cost component is different from our cost component of defense accounting system. Also, we found that estimating results show about 10% of difference when we comparing with actual costs in 44 finished weapon acquisition projects. There are some limitations in calibration to increase an accuracy of the PRICE model because it's difficult obtain good real input data, detailed cost and technical data in low level WBS. So, only 8% of the defense R&D projects are calibrated and validation of calibration results is more difficult. Therefore, we studied the standard calibration process and performed the calibration about the MCPLXS/E parameters of the PRICE model based on actual cost data. In order to obtain a good calculation result, we collected the actual material costs from the defense industry companies. Our results can be used for an reference in similar weapon system R&D and production cost estimation cases.

회전안정탄약의 비행운동 모사장치에 대한 실험적·수치해석적 연구 (Experimental and Numerical Studies on a Test Equipment for the Replication of Flight Motions of Spin-Stabilized Ammunition)

  • A gas gun system to replicate the flight motions of large caliber spin-stabilized ammunition has been investigated experimentally and numerically. The system is specially designed to study aerodynamic characteristics and dynamics of a flight body ejected from a cargo shell or a subsonic projectile itself at up to 2,000 rpm and 100 m/s. Raynolds-averaged Navier-Stokes equations with a overset mesh technique and 6-DOF dynamics were solved to decide the chamber pressure according to the muzzle velocity input by users. The predicted velocity values show less than 6 % of discrepancies compared to experimental data. The system has successfully been tested for the simulation of deployment of a parafoil for a 155 mm gun-launched projectile.

Markov Chain of Active Tracking in a Radar System and Its Application to Quantitative Analysis on Track Formation Range

  • Markov chains for active tracking which assigns additional track illuminations evenly between search illuminations for a radar system are presented in this article. And some quantitative analyses on track formation range are discussed by using them. Compared with track-while-search (TWS) tracking that uses scan-to-scan correlation at search illuminations for tracking of a target, active tracking has shown the maximum improvement in track formation range of about 27.6%. It is also shown that the number and detection probability of additional track beams have impact on the track formation range. For the consideration of radar resource management at the preliminary radar system design stage, the presented analysis method can be used easily without the need of Monte Carlo simulation.

  • HF communications are used as a last means of long distance communications without any relay node in NLOS (Non Line-Of-Sight) environment. Conventional analog voice communication in the HF band is vulnerable to security as well as severe background noise. To overcome these shortcoming, digital voice was introduced into HF radios in the early 1980s. In this paper, we analyze avaliable digital voice communication ground wave range of HF radios that applied MELPe CODEC and MIL-STD-188-110B physical layer standard using GRWAVE program. And we evaluate usefulness of digital voice communication in HF band.

  • 동적 무기할당 문제는 전형적인 NP-완전 문제로써 위협하는 표적에 대해 아군의 무기를 적절히 할당하는 문제이다. 이는 매우 시간 제약적인 문제로써 가능한 단 시간 내에 적절한 무기할당 및 대응을 도출하여야 하지만 매우 유동적인 전장 환경에서 이는 쉽지 않다. 최근 이와 같이 높은 복잡성을 가진 빅데이터를 기반으로 하는 응용에서 분산 처리 시스템을 활용한 분석 및 처리에 대한 연구가 큰 주목을 받고 있고, 대표적인 프레임워크로써 맵리듀스가 활용되고 있다. 그러나 맵리듀스는 전체 데이터에 대한 일괄 처리 기능만을 제공하므로 동적 데이터에 대한 유전자 알고리즘의 수행이 쉽지 않고, 최종 결과 도출에 여전히 많은 시간을 필요로 한다. 본 논문에서는 맵리듀스 환경에서 유전자 알고리즘 기반의 동적 무기할당 알고리즘을 제안한다. 제안하는 기법에서는 맵리듀스 환경에서 유전자 알고리즘의 연속적인 데이터 처리의 지원을 위해 새롭게 추가 및 제거된 무기-표적 데이터만을 분석하고, 이를 기 분석 완료된 데이터와 결합하여 최종 결과를 도출한다. 이를 통해, 신속한 동적무기할당의 수행이 가능하다.

  • For systematic and effective achievement of Military R&D(Research and Development) processes and activities, information system which supports the concept of Systems Engineering is necessary. WISEMAN(Weapon System Information Integration for System Engineering and Management) is an information integration system, which can provide various kinds of interrelated application functions and assist the collaboration and concurrent engineering activities for weapon system R&D processes and activities. WISEMAN can manage the design information and configuration data of the target development products. It takes charge of the processes and histories about the product data, makes to share all the design information, and provides important application functions for R&D processes such as requirement management, product structure management, parts Management, documents and CAD drawing management, design change management, TDP(Technical Data Package) management etc., and in conjunction with these functions WISEMAN controls various effectivities of system configurations based on baselines and model information. WISEMAN has been used by ADD and Rotem Co. since developed.

Efficient Re-degaussing Technique for a Naval Ship Undergoing a Breakdown in Degaussing Coils

  • A naval ship equipped with a degaussing system may undergo a breakdown in degaussing coils at sea. In the case, underwater magnetic field around the ship abruptly grows up and it can make the ship be easily exposed to fatal hazards such as magnetic mines or torpedoes. This paper proposes an efficient and practical re-degaussing technique for a ship where a part of degaussing coils is out of order. To achieve this, an analytical design sensitivity formula and approximated degaussing coil field are exploited, and then new optimum currents of available coils are reassessed. To validate the proposed method, a muck-up ship equipped with 14 degaussing coils is tested in scale-down magnetic treatment facilities under three faulty coil conditions.

  • 본 논문에서는 기뢰 소해함에 요구되는 실시간 소자전류 제어를 위한 효율적인 폐회로 소자 기법을 제안하였다. 이를 위해 새로운 형태의 소자전류 제어 원리 및 알고리즘을 제시하고 이를 기존 방식과 비교/분석하였다. 제안된 기법의 타당성을 검증하기 위해서 축소 함정과 정밀 수치모사 기법을 활용하여 침로각 변화에 대한 소자성능 유지여부를 확인하였다.

수중환경용 가압형 메탄올 연료프로세서의 최적운전 연구 (Optimal Operation Condition of Pressurized Methanol Fuel Processor for Underwater Environment)

  • Recently submarine and unmanned underwater vehicle (UUV) are equipped with a fuel cell system as an air independent propulsion system. Methanol fuel processor can efficiently supply the hydrogen to the fuel cell system to improve the ability to dive. This study investigated the optimal conditions of the methanol fuel processor that may be used in the closed environment. For this purpose, the numerical model based on Gibbs minimization equation was established for steam reformer and three exhaust gas burners. After simulating the characteristics of steam reformer according to the steam-to-carbon ratio (SCR) and the pressure change, the SCR condition was able to narrow down to 1.1 to 1.5. Considering water consumption and the amount of heat recovered from three burners, the optimum condition of the SCR can be determined to be 1.5. Nevertheless, the additional heat supply is required to satisfy the heat balance of the methanol fuel processor in the SCR=1.5. In other to obtain additional amount of heat, the combustion of methanol is better than the increased of SCR in terms of system design.

국방연구개발 투자우선순위 도출 프레임워크 - TRA 방법론에 기반한 DEA 중심으로 - (A Framework for Deriving Investment Priority in National Defense R&D - Using DEA based on TRA -)

  • The purpose of this study is to evaluate the future potential value of CTE(Critical Technology Element)s that are evaluated to be low in TRA(Technology Readiness Assesment) and to present investment prioritization technologies in defense R&D(Research and Development) based on them. To do this, we used the DEA(Data Envelopment Analysis) method, which is useful in evaluating the efficiency of the organization. Specifically, we suggest a systematic framework to evaluate the future value of CTEs by setting the CTEs derived from the TRA process to DMU(Decision Making Unit)s, the cost and time required to develop each CTE as the input factor of the DEA and the effects of the development of each CTE as the output factor of the DEA respectively. We also conducted an illustrative case study on radar technologies to demonstrate the usefulness of the proposed approach.
