A Study on the Introduction of Advanced Technology in the Realm of Defense (민간 신기술의 국방 분야 도입방안에 대한 연구)

  • It is expected that the technology of the fourth industrial revolution will increase the productivity and efficiency of the industrial world. Many countries are providing political and financial supports to make big advances in the technology. Especially, developed countries, such as USA, Germany and Japan, are trying to use the technology for manufacturing and finance industry, and to increase the opportunity of test-bed environment. However, many restrictions hinder adopting non-governmental technology in defense due to various limitations such as national security and protection of technology. In this study, we propose methods to adopt new and non-governmental technology in defense through by investigating internal and external policies related to technology and case studies. First, it is necessary to expand opportunities to let small and medium sized companies participate in defense R&D projects. Second, it is important to improve R&D systems for introducing new and non-governmental technology on the defense industry. Third, it is needed to increase test-bed environments for experimenting and evaluating new technologies in the defense industry. Thus, we expect that the proposed methods will help form strategies for small and medium sized companies, and analyze trends for introducing new technologies in the defense industry.

The Selection of the Export Market of Defense Industrial Products: Based on K9 Self-propelled howitzers (방산물자 수출시장 선정 연구 : K9 자주포 사례)

  • As exporting countries are limited compared to the export market of civilian industries, an approach should be preceded by a comprehensive evaluation of the purchasing availability of exportable markets and the status of potential competitive markets, as well as an analysis of the technology related to weapons systems. Based on the case of K9 self-propelled howitzers, a leading overseas export weapons system, this research was conducted to clarify the process of selecting the export market for Korean defense products and to verify it using a survey of weapons systems experts. In particular, this study specifically suggested the methodology needed to select the final exportable market through the analysis procedures such as competition and similar weapons systems, key performance identification, and identification of export-oriented markets, while considering the characteristics of the Defense Industrial Products. Based on these analysis results, the government proposed a method of selecting a major export market to enhance the possibility of weapons exports by domestic defense companies. Therefore, the study results can be used as a basis for objectively assessing the priorities for exportable markets, considering the possibility of exporting weapons systems that are under research and development or will be improved in the future.

A Survey and Analysis of Defense Industry Quality Management Level for Advancement of Defense Quality Policy (국방분야 품질정책 고도화를 위한 군수품 생산업체 품질경영수준 조사 및 분석)

  • Defense industries which require high reliability need an optimized quality management system with well-planned implementation. And the government should examine the overall status of defense industries, then establish practical policies with a proper support plan in required areas to upgrade the quality management level of manufacturers. Thus, DTaQ developed the model for 2 years from 2014, which specialized in quality management level analysis for defense industries. And a survey has been undertaken with that model by DTaQ and Korea Research Center in 2016. The surveyed companies randomly sampled among those which have more than 30 employees and delivery history over past 3 years, and finally 106 defense industries were selected. This paper present survey method and indexes for survey of defense industry quality management level. The survey was conducted in the order of planning, data collection and data processing, and the validity and reliability of the data were verified to increase objectivity of survey results. The survey contents mainly consist of system quality and management quality. System quality includes Product Development Management, Production Operation Management, supply chain quality management, Safety & Environment Management and Reliability Management, on the other hand, management quality includes Strategic Leadership, Human Resource Management, Customer Market Management and Information & Knowledge Management. Thus this proposes the current overall quality management status of the 106 defense industries and shows level differences by company sizes and manufacturing sectors based on the result of survey. Specifically, this paper enables to track the areas which need prompt government support with the policy directions to make quality management level higher. Therefore, it is expected that this can be used as reference data in establishing quality policies for military supplies in the future.

A study on the strategy of entering into the global value chain for defense SMEs (방산 중소기업의 글로벌 부품공급망 진입전략 연구)

  • Defense exports have overgrown in a short period, and items have been diversified with advanced high-end equipment, but exports have been stagnant due to the global economic recession and fierce competition. Weapons importers in the global market are diversified, volatility is higher, and global defense companies are also expanding their global value chain (GVC) By participating in the GVC of a global defense company, the defense SME can grow into a competitive company with specialized technology, rather than participating as a partner of a domestic system company. It is time to prepare an export promotion support plan. In this study, we selected five global companies with high value for the implementation of offset and general considerations on domestic SMEs' entry into the international parts supply chain and related cases, and investigated GVC entry requirements, the current status of cooperation partners, and the perceptions of GVC entry, through local surveys in Korea and overseas. Also, by considering the export target comprehensively, GVC stage, and the level of export competitiveness of domestic SMEs, strategies for promoting GVC participation of defense SMEs and improvements in government policies were derived and presented.

A Research on RC3(RMF-CMMC Common Compliance) meta-model development in preparation for Defense Cybersecurity (국방 사이버보안을 위한 RMF-CMMC 공통규정준수 메타모델 개발방안 연구)

  • The U.S. Department of Defense, leading global cybersecurity policies, has two main cybersecurity frameworks: the Cybersecurity Maturity Model Certification (CMMC) for external defense industry certification, and the Risk Management Framework (RMF) for internal organizational security assessments. For Republic of Korea military, starting from 2026, the Korean version of RMF (K-RMF) will be fully implemented. Domestic defense industry companies participating in projects commissioned by the U.S. Department of Defense must obtain CMMC certification by October 2025. In this paper, a new standard compliance meta-model (R3C) development methodology that can simultaneously support CMMC and RMF security audit readiness tasks is introduced, along with the implementation results of a compliance solution based on the R3C meta-model. This research is based on practical experience with the U.S. Department of Defense's cybersecurity regulations gained during the joint project by the South Korean and U.S. defense ministries' joint chiefs of staff since 2022. The developed compliance solution functions are being utilized in joint South Korean-U.S. military exercises. The compliance solution developed through this research is expected to be available for sale in the private sector and is anticipated to be highly valuable for domestic defense industry companies that need immediate CMMC certification.

  • This study compares the main features of the Act of National Contract with the Act of Defense Aquisition Program, which is the only one in Korea for long-term contracts. When applying the progress payments system to the defense R&D project, We can prevent disputes between parties and create a stable development environment through smooth partnerships. Smaller, direct and indirect losses can be alleviated, such as the waste of administrative power required to deal with disputes due to the payment of delayed prizes and restrictions on business activities due to the difficulty of forecasting the results of companies. In large measure, we will be able to procure a high-quality weapon system in a timely manner to support the security of the nation as well as international competitiveness through the growth of our defense industry.

  • The outflow of defense technology can cause serious damage not only in terms of business losses, but also in terms of national security and national interests. Recently, the government has enacted the Defense Technology Security Act, recognizing the importance of technology in the defense industry, and prepared guidelines for the defense technology security accordingly. According to the law, institutions and companies with defense technologies should establish a defense technology protection system, and the government should implement various technology protection policies to improve their level of technology protection. In this study, the implications were derived by comparing existing technology protection guidelines and priority analysis was performed on the protection system details through AHP for self-diagnosis items in the defense technology security guidelines. As a result, it is expected that it will enable efficient diagnosis of the level of protection and policy support for the systematic establishment of the protection system for the target institutions.

  • The national defense electronic procurement system is an information system supporting DAPA, services (Army, Navy and Air Force), and the procurement companies in the electronic bidding. It has contributed greatly to improving the efficiency of the national defense electronic procurement process by providing various information services based on inter-operation among the related parties. However the national defense electronic procurement system is expected to be upgraded to the next version in accord with rapidly evolving infrastructure based on high technology and increasing various communication channels. This paper investigates the satisfaction level of the system users and proposes directions for the next-generation procurement portal.

A Study on Application of Learning Loss at Labor Cost Calculation in Case of Production Break Occurrence (방산원가 노무비 산정시 생산중단에 의한 학습손실 적용방안 연구)

  • Learning rate is generally applied to estimate an appropriate production labor cost. Learning effect is obtained from repetitive work during the production period under 3 assumptions ; homogeneous production, same producer, quantity measure in continuous unit. However, production breaks occur frequently in Korean defense industry environment because of budget constraint and annual requirements. In this case previous learning effect can not be applied due to learning loss. This paper proposed the application of learning rate when a production break occurs in Korea defense industry. To obtain a learning loss, we surveyed various learning loss factors for different production breaks(6, 12, 18 months) from 4 defense industry companies. Then, we estimate the first unit labor hours in re-production phase after production break using Anderlohr method and Retrograde method with the result of the survey. This work is the first attempt to show a method which defines and evaluates the learning loss factors in Korean defense industry environment.

  • As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.
