  • Defense analysis & evaluation includes menace analysis, validation analysis, problem analysis, scientific technical analysis, technical trade-off analysis, alternative analysis, cost analysis, etc. Reliable related data is required to perform these analysis activities efficiently. but in case of these defense analysis & evaluation data acquisition system, the data is insufficient and scattered about each organization. The data of database system is also not utilized sufficiently. Abroad technical data is also low level data such as catalog or military officer's collection. Therefore, this paper propose defense analysis & evaluation data acquisition system by systems engineering process. we also propose construction method of data acquisition system.

  • The purpose of Defense Acquisition Project is that the superior weapons validated needs and performance are supplied to military user with limited financial resources and time. The Warship Acquisition Project is not only like this, But also has special characteristics of long project period and first-constructed ship's operation employment. So, The Warship Acquisition Project need systematic and efficient procedure & management. And this paper researches System engineering application of imaginary WIG(Wing-In-Ground Effect) ship acquisition project based Systems Engineering Handbook ver.3.1 published by INCOSE, the lead of field. The Imaginary WIG(Wing-In-Ground Effect) ship acquisition project applied the four processes(technical project, Enterprise & Agreement, Enabling Systems), the basis of INCOSE Engineering Handbook ver.3.1, and the each process output compared with DAPA(Defense Acquisition Program Administration)'s warship acquisition procedure.

  • The purposes of this paper are applying the IDEF(Integrated DEFinition), which was selected for standard methodology of CALS(Computer-aided Acquisition and Logistic Support) process modeling, to the acquisition process of the weapon system to activate DEfense CALS of the acquisition and management business of weapon system on Defense Planning and Management System and developing a AS-IS model which is usable and that the analysis of process problems results in. On this paper, We diagrammed the function of the acquisition and management of weapon system by using IDEF0 and presented AS-IS model. This paper focused on the development of AS-IS model which can put to practical use to find the problems of current acquisition and management process of weapon system and the embodiment of national defense CALS system. So more detailed analysis of current system and additional studies about TO-BE model would be the future research area.

  • Technology transition from defense technology to weapon system is an important process for defense acquisition program. Many countries such as USA, UK, Australia and Republic of Korea use technology readiness level (TRL) as a tool for technology transition by identifying critical technology elements (CTEs) and assessing the technology maturity. In this paper we review a transition process for the defense acquisition. Then we suggest a method to evaluate system's TRL using each component TRL and integration readiness level (IRL) between each technologies. We apply the method to an ACTD project. A result show that technology maturity is influenced by integration between technologies.

고품질 무기체계 획득을 위한 성숙도평가 방안 소개 (A Study on Readiness Assessment for The Acquisition of High Quality Weapon System)

  • Purpose: Technology readiness assessment(TRA) used as a standard readiness assessment tool in the acquisition program of weapon system has some limitations in the comprehensive understanding of the complex system. Therefore, this research is intended to suggest a holistic maturity assessment method for the acquisition of high quality weapon system. Methods: Technology readiness level(TRL), manufacturing readiness level(MRL), integration readiness level(IRL) and system readiness level(SRL) developed to assess system maturities in the various aspects are compared and analyzed to draw an improvement avenue for the current readiness assessment method. Results: TRL, MRL, IRL and SRL have large differences in their maturity targets during the acquisition life cycle: technological performance, manufacturing capability, interface between components and total system, respectively. They complement one another's shortcomings Conclusion: To achieve a successful acquisition of high quality weapon system, multi-dimensional readiness assessment is required. Therefore, comprehensive readiness assessment using TRL, MRL, IRL and SRL will contribute to the acquisition of high quality weapon system through the accurate maturity information of overall system.

  • Exploiting models and simulations are encouraged among the defense acquisition society, as now enforced by the Defense Aquisition Program Administration's regulations. They are useful and, sometimes, inevitable especially in an earlier phase of system development. Computer-simulation-based experimentation technique for the system operational performance analysis for a torpedo defense system is introduced in this paper. Problem definition for the torpedo defense system analysis and engineering efforts for models and simulations development are presented here, including defining measures of performance and effectiveness for the torpedo defense system, conceptual modeling for torpedo engagement and defense simulation, design of experimentation, design of simulator and experimentor, and hardware and software implementation of an analysis support tool - a system operations demonstration and experimentation simulator.

Statistical Approach for the Prediction of Improper Businessman in Defense Procurement

  • The contractor management for the effective defense project is essential factor in the modern defense acquisition project. The occurrence of Improper Businessman causes the reason in which defense acquisition project is unable to be reasonably fulfilled and setback to the deployment of defense weapon system. In this paper, we develop a prediction model for the effective defense project by using the Discriminant Analysis, the Logistic Regression & Artificial Neural Network and analyse the core variables that determine the Improper Businessman in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

유도무기 획득단가 추정 모델 개발에 관한 연구 (A Study on Developing the Acquisition Unit Cost Estimating Model of the Guided Weapon System)

  • Cost estimates are necessary for government acquisition program to support decisions about funding, to develop annual budget requests and to validate resource requirements at key decision points. Many researches have been done about cost estimating technique recently. Parametric cost estimating models based on CERs(Cost Estimating Relationships) have been mainly used using regression method with historical data. However, there are many restrictions in developing Korean version CERs because the number of data points are too small. Specially, data collection and data management system are unstable in Korean defense environment, when developing CERs. In this research, we analyzed the historical data, and found some cost drivers in guided weapon system area. We developed the Acquisition Unit Cost CER using the regression to remove multicollinearity in the historical data. So we could overcome the restriction of the insufficient sample number. This research as a first attempt is meaningful in terms of obtaining our own Acquisition Unit Cost CER using historical cost and physical characteristic in Korean development environment.

  • 무기체계 소요제기부터 연구개발, 시험평가, 운영유지까지 국방 무기체계 획득 전 과정에서 활용하고 있는 국방M&S(Modeling & Simulation)정보를 과학적이고 체계적으로 관리하기 위해 SBA(Simulation Based Acquisition)통합정보체계가 구축·운영되고 있다. 국방 무기체계 획득 전 수명주기에 M&S자원을 적극적이고 효과적으로 활용하기 위해서는 SBA통합정보체계의 효율적인 운영방안이 필요하다. 이를 위해 SBA통합정보체계의 이용현황을 식별하고 운영성과측정을 수행한 결과, M&S자원 활성화와 획득업무 지원을 위해서는 SBA통합정보체계 운영 절차 수립과 더불어 세부적인 제도 마련이 필수적인 것으로 판단하였다. 본 논문에서는 SBA통합정보체계의 효율적인 운영을 위해 국방 M&S 정보관리 현황을 분석하고 국방 M&S 활성화와 체계적인 운영을 위한 정보체계의 개선방안을 제시한다.

A Study on the AoA Based Defense Decision Making

  • This work describes a study on the Analysis of Alternatives (AoA) based defense decision making. Future battle-space is transformed into a System of Systems (SoS) concept which is accomplished missions and their functions through network based battle management systems under forming their grids of various sensors and shooters in a single theater. The acquisition process is, therefore, changing over from single system requirements to capabilities based acquisition of SoS. AoA help to justify the need for starting, stopping, or continuing an acquisition program. AoA identify potentially viable solutions and provide comparative cost, effectiveness, and risk assessments of each solution to a baseline. The decision making must consider not only cost-effectiveness, risk, and military worth, but also domestic policy, foreign policy, technological maturity of the solution, the environment, the budget, treaties, and a host of additional factors. In this point of view, this paper analyzes AoA template which are critical elements of the defense decision making. From results of this analysis of AoA template for Korean acquisition environment are presented.
