A Study on the Development & Evaluation of Defense Quality Maturity Index (국방품질성숙도지수의 개발 및 평가에 관한 연구)

  • Purpose: The purpose of this research is to develop defense quality evaluation model in order to improve the problem of private sector quality evaluation model and propose the total integrated defense quality management model which enables to evaluate not only large defense industry, but also small-medium industry. Methods: This paper consider the characteristics on ISO 9001 Quality Management System, single PPM, PASS and defense quality and develop defense quality maturity model and index which enables to measure the current quality management level and characteristics and to evaluate operational characteristics in each maturity level for domestic defense industry. Results: From 176 DQMS certified defense industry, the defense quality maturity level is 68,2, C grade. The large defense industry shows, 80.9, A grade; medium industry 69.7, C grade; small-medium industry shows 54.1, D grade. Through the classified types of industries, the current level of quality management of defense industries was diagnosed and the areas to be supplemented for the total quality management were identified. Conclusion: Developed DQMI can be used as the basic information for spreading quality management activities in the defense industry by diagnosing the overall quality management of existing defense industries and quantifying the ambiguity of non-metric measurements and measurement standard that were presented as the threshold of the defense quality management system certification process.

  • The purpose of Defense Acquisition Project is that the superior weapons validated needs and performance are supplied to military user with limited financial resources and time. The Warship Acquisition Project is not only like this, But also has special characteristics of long project period and first-constructed ship's operation employment. So, The Warship Acquisition Project need systematic and efficient procedure & management. And this paper researches System engineering application of imaginary WIG(Wing-In-Ground Effect) ship acquisition project based Systems Engineering Handbook ver.3.1 published by INCOSE, the lead of field. The Imaginary WIG(Wing-In-Ground Effect) ship acquisition project applied the four processes(technical project, Enterprise & Agreement, Enabling Systems), the basis of INCOSE Engineering Handbook ver.3.1, and the each process output compared with DAPA(Defense Acquisition Program Administration)'s warship acquisition procedure.

A Plan for Building up the Rational Defense Acquisition System (합리적 국방획득체계 구축을 위한 방안)

  • This paper examines several inefficient problems generated from a management process of defense acquisition system, and suggests several alternatives to remedy the current acquisition-related problems. This might help MND to reform the current DAPA's acquisition system. The offered elements are to, first, redefine function of mid-term plan & budget allocation between MND and DAPA, second, devise economic acquisition management and force development to build integrated management system of requirement-acquisition-operation & maintenance, third, build Workforce Management Act(WMA) and Professional Education System(PES) for strengthening expertise and institutionalizing manpower rotation of requirements & acquisition-related fields, fourth, implement weapon systems' Total Life Cycle Systems Management(TLCSM) and improve developmental & operational test and evaluation. These are essential elements in minimizing confusion & conflict emanating from surrounding acquisition program among MND-DAPA-Each Services.

  • Purpose: Technology readiness assessment(TRA) used as a standard readiness assessment tool in the acquisition program of weapon system has some limitations in the comprehensive understanding of the complex system. Therefore, this research is intended to suggest a holistic maturity assessment method for the acquisition of high quality weapon system. Methods: Technology readiness level(TRL), manufacturing readiness level(MRL), integration readiness level(IRL) and system readiness level(SRL) developed to assess system maturities in the various aspects are compared and analyzed to draw an improvement avenue for the current readiness assessment method. Results: TRL, MRL, IRL and SRL have large differences in their maturity targets during the acquisition life cycle: technological performance, manufacturing capability, interface between components and total system, respectively. They complement one another's shortcomings Conclusion: To achieve a successful acquisition of high quality weapon system, multi-dimensional readiness assessment is required. Therefore, comprehensive readiness assessment using TRL, MRL, IRL and SRL will contribute to the acquisition of high quality weapon system through the accurate maturity information of overall system.

  • The SBA Integrated Information system is constructed and operated for scientific and systematic management of Defense information utilizing whole process of weapon system acquisition from requirement institution to operation maintenance. In order to utilize m&s resources actively and effectively in the life cycle of weapon system acquisition, efficient management plans of the SBA integrated Information system is required. As a result of identifying usage on SBA Information system and performance of operation performance measurement, it was defined that establishment of the SBA Integrated Information system process and provision of detailed system are mandatory for activating m&s resource and supporting process of acquisitions. In this study, Defense m&s information system is analyzed and improvement plans of SBA Integrated Information system is provided for efficient operation of SBA integrated Information system.

  • The System Engineering(SE) and the Earned Value Management System(EVMS), as parts of the scientific project management methodology, have been applied to Surion Helicopter R&D Program. The concept and application process of SE methodology, requirements management and applications output by DOORS program are described in this study. The concept and application process of EVMS, analysis results of schedule/cost variance for Surion RF equipment are also discussed in this study. Though the Surion R&D program is still on-going, it is found that the measures of effectiveness of SE and EVMS applications are verified.

  • Navy ship acquisition management business contributed to the korean Navy and defense exports with government suppliers in Korea for over 40 years. But due to advanced technology, development trend of Navy ship and defense export requirements, it enable to make a contribution to a better system improvement are being demanded. In this paper, an adjective Navy ship acquisition process is presented in order to improve the acquisition process takes the first step for acquisition planning process to enhance the efficiency and rationality that is based on consensus of Navy ship expert and experienced. In addition, systems engineering (SE) and quality control (QC) techniques based on Modeling and Simulation are investigated to carry out efficient project management and scientific quality control system in Navy ship acquisition process. Finally, it is suggested to apply SE/QC based on M&S for Navy ship acquisition process using civilian infrastructure and organizations in order to take advantage of the world's leading domestic industry based on considering the difficult conditions of Navy ship suppliers.

  • The long-term purpose of Military Acquisition Program Management (MAPM) is to fulfill requested performance, budget, and timing of military capability building. The Defense Acquisition Program Administration was established in 2006 and it adopted Integrated Control System. Moreover, there have no much studies done to examine the condition of Defense Capability Improvement Project in Korea through an empirical research although there are sixty one organizations are operating currently under Defense Capability Improvement Project. The objective of this study is to recognize Military Acquisition Program Management as a single project and to critically review relationship between Critical Success Factors (CSF) and Military Acquisition Program Management. Accordingly, three determinants to lead to successful Military Acquisition Program Management are "Communication" "User Participation" and "User Requirement." This study also demonstrates that Critical Success Factors have distinctive influences on successful Military Acquisition Program Management based on characteristic, size and phase of project. In retrospect, it is meaningful that Integrated Project Team (IPT) could classify priority of management according to characteristic, size and phase of project in the course of implementation.

  • This paper analyzed the status of defense acquisition organizations, the defense acquisition system, and management strategies for each field in major developed countries. The current state of defense procurement organizations in major developed countries would be applied to identify the operational systems in domestic market. Effective management of defense commissioners on the management of each sector is being carried out by the government and company. We believe that it will be possible to establish transparency, credibility, and expertise from the perspective of third parties through securing the current pre - verification procedure. In conclusion, we believe that the operation of the Defense Business Supervisor enabled the establishment of a pre-supervision system for the entire defense business, and an environment to ensure maximum independence.

  • The contractor management for the effective defense project is essential factor in the modern defense acquisition task. The occurrence of unlawful company causes hastiness for project manager and setback to the deployment of defense weapon system. In this paper, we develop a prediction model for the effective defense project by using the discriminant analysis and analyse the variables that discriminate the unlawful company in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable defense manufacturer.
