A Study on the Subway Safety Evaluation using the AHP (계층분석적 의사결정(AHP) 수법을 이용한 지하철의 안전성의 평가)

  • In this research, we investigate the method to support decision making of researcher when they estimate the safety on the subway using AHP of Saaty. To apply this technique, we apply to subway system. The AHP suggested by Saaty in 1971 is a tool to support a decision-making including the personal opinion and intuition, and it is easier than other method. Then, it has an advantage that control the complex object having multiple criteria simply. And we suggest the eight stage of accident type and the five criteria that must meet. Based on AHP, we concluded a safety in subway is more important factor than any other factors including economic points of view.

The Analysis of Railroad Operating Costs in Korean Railroad Projects

  • Purpose: A railroad project is a complex system with large construction costs in the initial stage and ongoing operating costs over its lifecycle. Current railroad projects tend to be based on construction options, which leads to huge deficiencies in operating costs. This phenomenon results from a lack of appropriate tools to accurately estimate a railroad project's lifecycle costs. This study attempts to analyze the major components of railroad operating costs and to propose a decision-making system for analyzing the long-term lifecycle costs of railroad projects. Research design, data and methodology: We review the literature and analyze the current status of railroad operating costs in Korea and overseas. Based on previous projects, a framework for project options and operating costs is proposed. The framework is applied to actual railroad projects to demonstrate the validity of the model. Results: Case analysis shows that our framework is comprehensive in analyzing the primary aspects of railroad operating costs and plays an effective role in choosing various railroad project options. This study points out that the railway project operates inefficiently because estimating long-term costs without reflecting specific project options causes many errors. Conclusions: A major contribution of this study is the development of an improved framework for accurately estimating operating costs and providing policymakers and engineering firms with a holistic decision support system. Detailed components in estimating operating costs of the railroad business are discussed. And we present a decision-making tool that policymakers and private businesses can use in planning the railroad business.

Priority Decision Making on Healthcare Service Technology Standardization in the Home Network using AHP model (AHP모델을 이용한 홈 네트워크 헬스케어 서비스 기술표준화 우선순위 결정)

  • We derive priority decision making on healthcare service technology standardization in the home network through the decision support process with industry professionals. We configured a research group with 4 industrial areas including Industry, Academic, Research Institution and Medical Institution. And we also applied AHP methodology for the priority decision making. The research group decides an evaluation criteria which are consisted of marketability, technology, ripple effect, strategy for national policies in order to make a priority for healthcare service on a home network. And it is also decided 7 fields and 24 sub-fields, technically. In order to make a priority for the standardization, we use an AHP methodology, that is more objective and feasible, as a decision tool. After two-phase survey that consists of paper survey and face to face meeting, we get a conclusion that home healthcare content is at the top and then wireless home network follows it.

  • This study provides a thorough methodology for IT Investment evaluation. A software tool to support the evaluation process was introduced along with a case study. The software supports the methodology that consists of 7 phases : Target analysis, ldentifying IT measures, Measuring IT impact, Assessing business value, Analyzing the decree of realization, Cost-benefit analysis, and Reporting. The case study showed that the software (CAFA) was a very useful tool supporting both decision-making and post-implementation reviews of IT investment.

  • In empirical evaluations of public projects and public provided goods, MCDA(multicriteria decision-making analysis) has helped decision makers with an adequate policy decision-making tool since it allows taking into account a wide range of assessment criteria. As a tool for decision-making of conflict management, MCDA has demonstrated its usefulness in many public projects such as road, dam and harbor construction. In this study, to use this merit of MCDA, dam project assessment indicators from points of social, economic, environmental and practical views are developed based on sustainable development of water resources, and weighting factors are also estimated by means of questionnaire survey. In order to decide project investment rank, developed evaluation indicators are applied to 6 existing dams under investigation for a rehabilitation project. In addition to, it is recognized that the project practicability has become more important indicator as well as environmental and social issues. This is because cooperation and support from a local government and people are regarded as one of the most important problems in public projects recently.

An Extended AND-OR Graph-Based Expert System in Electronic Commerce

  • The objective of this paper is to propose a brand new interface mechanism to provide more intelligent decision making support for EC problems. Its main virtue is based on a numerical process mechanism by using an Extended AND-OR Graph (EAOG)-based logic algebra. Using this mechanism, decision makers engaged in electronic commerce (EC) can effectively deal with complicated decision making problems. In the field of traditional expert systems research, AND-OR Graph approach has been suggested as a useful tool for representing the logic flowchart of the forward and/or backward chaining inference methods. However, the AND-OR Graph approach cannot be effectively used in the EC problems in which real-time problem-solving property should be highly required. In this sense, we propose the EAOG inference mechanism for EC problem-solving in which heurisric knowledge necessary for intelligent EC problem-solving can be represented in a form of matrix. Finally, we have proved the validity of our approach with several propositions and an illustrative EC example

  • This paper attempts to propose the decision support model, which can be employed for 22 mail centers to improve their operational efficiency and competitive. This model deals with both DEA method and system dynamics model. DEA is a management tool aimed to determine relative efficiency of independent decision making unit. We measured the relative efficiency between mail centers using CCR model and tried to find the reason for inefficiency mail centers. Also, we introduced the system dynamics model to present the strategic policy for mail center to strengthen their efficiency.

  • The purpose of this study is to provide a decision support to select an appropriate layered manufacturing(LM) machine that suits the application of a part. Selection factors include concept model, form/fit/functional model, pattern model far molding, material property, build time and part cost that greatly affect the performance of LM machines. However, the selection of a LM is not an easy decision because they are uncertain and vague. For this reason, the aim of this research is to propose hybrid multiple attribute decision making approaches to effectively evaluate LM machines. In addition, because subjective considerations are relevant to selection decision, a fuzzy logic approach is adopted. The proposed selection procedure consists of several steps. First, we identify LM machines that the users consider After constructing the evaluation criteria, we calculate the weights of the criteria by applying the fuzzy Analytic Hierarchy Process(AHP) method. Finally, we construct the fuzzy Technique of Order Preference by Similarity to Ideal Solution(TOPSIS) method to achieve the ranking order of all machines providing the decision information for the selection of LM machines.

A Development Plan for Integrated Inventory Management System to Support Decision Making for Disaster Response (재난대응 의사결정 지원을 위한 인벤토리 통합 관리 시스템 구축 방안)

  • Social overhead capital (SOC) facilities are being threatened continuously by abnormal climate events that are increasing globally. For disaster response, rapid decision making on evacuation routes and other matters is critical. For this purpose, spatiotemporal information that combine data on disasters and SOC facilities needs to be utilized. This information is separately collected by government agencies and public organizations, and is not managed in an integrated manner. For rapid disaster response, an integrated management of separately collected disaster data and the creation of such information as the safety and damages on SOC facilities are required. To achieve this goal, it is essential to build inventories that integrate all the related information to support decision making indispensable for disaster response. In this study, a development plan for an integrated inventory management system based on the management and connection of inventories to support rapid decision making for disaster response is proposed. This system can collect and standardize data related to disasters and SOC facilities that are being managed separately and provide integrated information in line with the needs of users. The proposed system can be used as a decision making tool for proactive disaster response.

The Study of MP-MAS Utilization to Support Decision-Making for Climate-Smart Agriculture in Rice Farming (벼농사의 기후스마트농업을 위한 의사결정지원시스템 MP-MAS 활용 연구)

  • International societies are currently working together to achieve the Climate-Smart Agriculture (CSA) initiative which aims the triple wins: (1) sustainably increasing agricultural productivity and incomes; (2) adapting and building resilience to climate change; and (3) mitigating greenhouse gases emissions. In terms of its scope and context, CSA follows the '3Nong (三農)' vision cast about 200 years ago by Dasan Jeong Yak-Yong who emphasized the triad of governance, management and monitoring towards comfortable, profitable and noble agriculture. Yet, the CSA provides the practical aims that facilitate the development of holistic indicators for quantitative evaluation and monitoring, on which decision-making support system is based. In this study, we introduce an agent-based model, i.e. Mathematical Programming Multi-Agent Systems (MP-MAS), as a tool for supporting the decision-making toward CSA. We have established the initial version of MP-MAS adapted for domestic use and present the preliminary results from an application to the rice farming case in Haenam, Korea. MP-MAS can support both farmers and policy-makers to consider diverse management options from multiple perspectives. When the modules for system resilience and carbon footprint are added, MP-MAS will serve as a robust tool that fulfills not only CSA but also Dasan's '3Nong' vision of sustainable agricultural-societal systems.
