  • This paper introduces the applications of Taiwan Earthquake Loss Estimation System (TELES), which is developed by the National Center for Research on Earthquake Engineering (NCREE). Seismic disaster simulation technology (SDST) integrates geographical information system to assess the distribution of ground shaking intensity, ground failure probability, building damages, casualties, post-quake fires, debris, lifeline interruptions, economic losses, etc. given any set of seismic source parameters. The SDST may integrate with Taiwan Rapid Earthquake Information Release System (TREIRS) developed by Central Weather Bureau (CWB) to obtain valuable information soon after large earthquakes and to assist in decision-making processes to dispatch rescue and medical resources more efficiently. The SDST may also integrate with probabilistic seismic source model to evaluate various kinds of risk estimates, such as average annual loss, probable maximum loss in one event, and exceeding probability curves of various kinds of losses, to help proposing feasible countermeasures and risk management strategies.

  • This paper presents a fire detection algorithm with a minimal false detection rate, intended for a thermal imaging surveillance environment, whose properties vary depending on temporal conditions of day or night and environmental changes. This algorithm was designed to minimize the false detection alarm rate while ensuring a high detection rate, as required in fire detection applications. It was necessary to reduce false fire detections due to non-flame elements occurring when existing fixed threshold-based fire detection methods were applied. To this end, adaptive flame thresholds that varied depending on the characteristics of input images, as well as the center of gravity of the heat-source and hot-source regions, were analyzed in an attempt to minimize such non-flame elements in the phase of selecting flame candidate blocks. Also, to remove any false detection elements caused by camera shaking, one of the most frequently raised issues at outdoor sites, preliminary decision thresholds were adaptively set to the motion pixel ratio of input images to maximize the accuracy of the preliminary decision. Finally, in addition to the preliminary decision results, the texture correlation and intensity of the flame candidate blocks were averaged for a specific period of time and tested for their conformity with the fire decision conditions before making the final decision. To verify the fire detection performance of the proposed algorithm, a total of ten test videos were subjected to computer simulation. As a result, the fire detection accuracy of the proposed algorithm was determined to be 94.24%, with minimum false detection, demonstrating its improved performance and practicality compared to previous fixed threshold-based algorithms.

  • The objective of this paper is to apply Extended AND-OR Graph (EAOG)-related techniques to extract knowledge from a specific problem-domain and perform analysis in complicated decision making area. Expert systems use expertise about a specific domain as their primary source of solving problems belonging to that domain. However, such expertise is complicated as well as uncertain, because most knowledge is expressed in causal relationships between concepts or variables. Therefore, if expert systems can be used effectively to provide more intelligent support for decision making in complicated specific problems, it should be equipped with real-time inference mechanism. We develop two kinds of EAOG-driven inference mechanisms(1) EAOG-based forward chaining and (2) EAOG-based backward chaining. and The EAOG method processes the following three characteristics. 1. Real-time inference : The EAOG inference mechanism is suitable for the real-time inference because its computational mechanism is based on matrix computation. 2. Matrix operation : All the subjective knowledge is delineated in a matrix form, so that inference process can proceed based on the matrix operation which is computationally efficient. 3. Bi-directional inference : Traditional inference method of expert systems is based on either forward chaining or backward chaining which is mutually exclusive in terms of logical process and computational efficiency. However, the proposed EAOG inference mechanism is generically bi-directional without loss of both speed and efficiency.

  • This study explores the role of relationship banking for the exports of SMEs (small and medium sized enterprises) in Korea. Using a sample of SMEs listed on the Korean stock markets between 2004 and 2018, I find that relationship banking has a positive impact on exporting behaviors of SMEs. This result indicates that relationship banking is suitable for SMEs to raise their funds in the export decision-making since the incentive for banks to obtain soft information enhances SMEs' access to external finance. In particular, through further analysis considering financial constraints, I find that the positive impact of relationship banking on exports is amplified for financially constrained SMEs. In addition, the positive impact on exports is also amplified for export starters. Finally, relationship banking provides benefits for SMEs' export decision-making regardless of the financial crisis. To sum up, relationship banking may be useful means of financing for Korean SMEs whose creditworthiness cannot be assessed only by hard information. As the role of finance in international trade has recently been highlighted, this study provides insightful evidence that relationship banking may enhance exports of SMEs as a source of trade finance.

  • Purpose - It is chaotic when doing a business without legal patterns and rules; individuals who make legal decisions without legal consideration are often protecting their interests and forgetting others. This study aims to suggest key solutions how companies can make better decision based on legal considerations through investigation comprehensive literature analysis. Research design, Data, and methodology - This research conducted qualitative textual method and a technique called 'Qualitative Comparative Analysis' (QCA) can be used to understand better why certain things change while others do not. In tough situations, QCA is a strategy for comparing several occurrences. Result - Total six considerations were founded by the QCA for better corporate decision. Based on these considerations, all stakeholders, shareholders, and every employee should nominate and vote on one person to be their leader in the organization; fair practices in choosing the governor of the organization through legal binding will bring peace and order to the company. Conclusion - It was time consuming to go through every detailed material that entails legal consideration in making corporate decision. The concept of same profile in the research is critical whereby many authors are using same concept to write their articles and books. Using pure concept from one source limits the research and gives inadequate information.

  • This study analyzed the degree of demand for genetically modified organisms(GMOs) to provide the basic information for consumers' reasonable purchase decision making and their right to know about GMOs. Based on the (Ed-there are no study results above) study results, the following suggestion were made. First, throughout the survey, it was found that those consumers who participated had a high level of perception on the harm of GMOs. Therefore, reliable organizations such as government agencies are required to present the results of safety tests and formulate plans related to the safety of GMOs. Second, the average score on consumers' level of consumer knowledge on GMOs was very low, being 1.68 out of a possible 8 points. Third, since women and housewives engaged in dietary habits and food had high demand for information on GMOs, it is necessary to provide women with information on GMOs. Fourth, since it is difficult to confirm the presence or absence of GMOs. in rapidly increasing demand for fast-food, it is necessary that consumers be provided with relevant information and make a reasonable judgement in purchasing food. Fifth, it is necessary to provide detailed regulations and measures for concrete contents and directions of information on GMOs. Sixth, it is necessary to provid information on GMOs from the commercial sources of information that are most preferred by consumers.

  • SOLAP system integrates and complements the functions of both OLAP and GIS systems. This enables users not only to easily access geospatial data but also to analyze and extract information for decision making. In this study a SOLAP system was designed and implemented to provide urban planners with GIS information when making urban planning decisions. Rapid urbanization in Korea has brought about ill-balanced urban structure as the result of development without detailed analysis of urban plans. Systematic urban planning procedures and automated systems are crucial for detail analysis of future development plans. Data regarding the development regulations and current status of land use need to be assessed precisely and instantly. Multi-dimensional aspects of a suggested plan must be formulated instantly and examined thoroughly using 'what if' scenarios to come up with a best possible plan. The SOLAP system presented in this study designed the dimension tables and the fact tables for supplying timely geospatial information to the planners when making decisions regarding urban planning. The database was implemented using open source DBMS and was populated with necessary attribute data which was freely available from the Statistics Korea bureau homepage. It is anticipated the SOLAP system presented in this study will contribute to better urban planning decisions in Korea through more timely and accurate provision of geospatial information.

  • In conjunction with the rapid progress of IT(information technology) an increasing amount of data are being generated. The amount of new data is so big and the type of new data generated from clients or sensor devices needed to be in ubiquitous environment is so various that it is hard to manage and control them. Especially data to be occurred in ubiquitous environment are generated through PDA(personal digital assistant) smart phone, mobile device or sensor units etc. Therefore, to manage and control them generated from ubiquitous devices for decision making, we can use data warehouse as an integrated storage. A data warehouse integrates and aggregates data of several different DBMS into one DBMS. Also the updated data from source data have to be effectively propagated to the data warehouse. Therefore, in this paper, we proposed a mode) for an exact and efficient data management methodology in new IT paradigm environment, ubiquitous computing environment, to apply updated data on the warehouse to make decision. We also show brief result compared to conventional methodology.

  • This research is intended for 418 elderly women who reside in Seoul and the National Capital region. the survey and analysis are on the practical behavior related to purchasing decision making of brassieres for elderly women. The purpose of the survey and analysis is to induce contented and rational purchase activity for elderly women; also, to supply the fundamental sources which can support accomplishing scientific and systematic marketing activity to foundation manufacturing business. The main results of this study are as follows; 1. The elderly women tend to decide on purchase of the brassiere subjectively alone than rely on the informants and to listen to sales women's advice more. The younger, more educated and higher income of family, the elderly women tend more to depend on their own subjective sense than others' recommendations and rely on such mass media as TV and magazines for information source. 2) The elderly women tend to purchase their brassieres personally. In particular, the younger, more educated and higher income they tend more to choose their brassieres alone rather than with others. 3) The companions for elderly women's purchase were their daughter, daughter-in-law and friends. The younger, more educated and higher income, they tend more to accompany friends. The older, less educated and lower income, they tend more to be accompanied by their daughter or daughter-in-lay. 4) The elderly women are aware of the trademarks for brassieres. Although most of them know about their brassiere size, the majority of them tend to purchase their brassieres without trying on them. the older, less educated and lower income, they are less aware of trademarks and their brassiere size, and thus are less influential in their purchasing decision making. 5) The places of purchasing on which elderly women rely most for their brassiere are department stores, agent and markets. Other places are private haberdashery's, discount and pension shop. The department stores are most used by the less younger, more educated and higher income, while the markets are most often visited by those older, less educated and lower income, while the markets are most often visited by those older, less educated and lower income. The agent are favored by the medium class old people between two extremes.

  • There are a lot of uncertainties in the severe accident phenomena and scenarios in nuclear power plants (NPPs) and one of the major issues for severe accident management is the reduction of these uncertainties. The severe accident management aid system using Probabilistic Safety Assessments (PSA) technology is developed for the management staff in order to reduce the uncertainties. The developed system includes the graphical display for plant and equipment status, previous research results by a knowledge-base technique, and the expected plant behavior using PSA. The plant model used in this paper is oriented to identify plant response and vulnerabilities via analyzing the quantified results, and to set up a framework for an accident management program based on these analysis results. Therefore the developed system may playa central role of information source for decision-making for severe accident management, and will be used as a training tool for severe accident management.
