공공도서관의 효율성 비교 분석 -서울시 및 6대 광역시의 102개 공공도서관을 대상으로 - (Comparing the Efficiency of Public Libraries)

  • 이 연구는 비영리 조직의 상대적 효율성을 측정하는 평가모형으로 관심을 모으고 있는 자료포락분석(Data Envelopment Analysis, DEA)을 활용하여 서울 및 6대 광역시의 102개 공공도서관의 효율성을 비교 분석하는데 목적이 있다. 이를 위해서 4개의 투입변수와 4개의 산출변수를 선정하였으며 산출극대화 모형을 분석에 이용하였다. 서울시 및 6대 광역시의 102개 공공도서관을 대상으로 DEA의 효율치를 산출하였을 뿐만아니라 도서관별 준거집단 분석을 통하여 비효율적인 도서관의 잠재적인 개선가능치를 제시하였으며, 비효율요인을 분석하였다. 분석결과 도서관별로 효율치에 상당한 차이를 보였으며, 지역별 그리고 운영주체별 효율치 비교에서 효율치의 최고 격차는 각각 10.2%와 18.2%로 나타났다.

  • 본 연구는 정보기술환경의 변화에 따라 대학의 정보관리조직구조를 CIO 조직체제로 변모해 온 과정과 새로운 CIO 조직구조 속에서 대학도서관과 컴퓨터센터의 상호협력관계를 구명하여 이를 국내대학에 적용시킬 수 있는 방안을 제시하였다. 주로 미국대학에서 활용하고 있는 다양한 CIO 조직 모형들의 특성과 이 모형에서 도서관과 컴퓨터센터와의 상호협력관계에 관한 실증적 분석이 이루어졌다.

  • Purpose: Relocation stress is a common phenomenon in patients discharged from an intensive care unit(ICU) to a ward. Therefore, nurses need to be aware of the problems that can arise during the transfer process. The aim of this study was to identify nurses' experiences in transferring critically ill patients from the ICU to a ward. Method: Focus group interviews were done with 13 nurses from wards and ICU, which participated in receiving and sending of ICU patients. The debriefing notes and field notes were analyzed using the consistent comparative data analysis method. Result: Seven major categories were identified in the analysis of the data. These were 'mixed feeling about transfer', 'lack of transfer readiness', 'increase in family burden', 'uncertainty with unfamiliar environment', 'difficulty in decision making', 'difference of perception of the relationships between patients and health care providers', 'need for continuity of nursing care'. Conclusion: Transferring out of the critical care area should be presented to the patient and family as a positive step in the recovery process. However, a more universal method of passing information from nurse to nurse is needed to assist in a smooth transition.

Efficiency Analysis of Spanish Container Ports Using Undesirable Variables and the Malmquist Index

  • Spain is Europe's second-largest country with total throughput reaching 16.7 million twenty-foot equivalent units (TEU) by 2020. The purpose of this study was to measure and compare the efficiency of 17 container terminals. As a study method, the DEA-CCR model, undesirable variable, and Malmquist Index (MI) were used for data envelopment analysis (DEA). The study results are as follow: (1) DEA-CCR is used to evaluate basic efficiency. The most efficient terminals are decision-making units DMU 1 (APM Terminals (Algeciras Port)), DMU 2 (Total Terminal International Algeciras (Algeciras Port)) and DMU 5 (Barcelona Europe South Terminal (Barcelona Port)). (2) Undesirable DEA was conducted to suggest inefficiency from the undesirable output. Overall, the efficiency scores were reduced. However, DMU 1, DMU 2, and DMU 5 maintained efficiency scores regardless of the finish factor. (3) Malmquist Index was used to observe technology and efficiency changes dynamically. The changes in TCI affected Spanish container terminals more than the Technical Efficiency Change Index (TECI) in 2018-2019. However, in 2019-2020, the TECI was 2.706, higher than the TCI value, indicating that the change in TECI had more influence on the increase in productivity. This study offers a broader understanding of Spanish container terminals.

An Integrated AHP-VIKOR Methodology for Facility Layout Design

  • A facility layout design (FLD) problem can be generally introduced as assignment of facilities (departments) to a site such that a set of criteria are satisfied or some objectives are minimized (maximized). Hence, it can be considered as a multi-criteria problem due to the presence of qualitative criteria such as maintenance or flexibility and quantitative criteria such as the total cost of handling material. The VIKOR method was developed to solve multiple criteria decision making problems with conflicting and non-commensurable (different units) criteria, assuming that compromising is acceptable for conflict resolution, the decision maker wants a solution that is the closest to the ideal, and the alternatives are evaluated according to all established criteria. This paper proposes a hierarchical analytic hierarchy process (AHP) and VIKOR approach to solve the FLD problem. A computer-aided layout-planning tool is adopted to generate the facility layout problems, as well as their quantitative data. The qualitative performance measures are weighted by AHP. VIKOR is then used to solve the FLD problem. Finally, the proposed integrated procedure is applied to three real-time examples.

An autonomous control framework for advanced reactors

  • Several Generation IV nuclear reactor concepts have goals for optimizing investment recovery through phased introduction of multiple units on a common site with shared facilities and/or reconfigurable energy conversion systems. Additionally, small modular reactors are suitable for remote deployment to support highly localized microgrids in isolated, underdeveloped regions. The long-term economic viability of these advanced reactor plants depends on significant reductions in plant operations and maintenance costs. To accomplish these goals, intelligent control and diagnostic capabilities are needed to provide nearly autonomous operations with anticipatory maintenance. A nearly autonomous control system should enable automatic operation of a nuclear power plant while adapting to equipment faults and other upsets. It needs to have many intelligent capabilities, such as diagnosis, simulation, analysis, planning, reconfigurability, self-validation, and decision. These capabilities have been the subject of research for many years, but an autonomous control system for nuclear power generation remains as-yet an unrealized goal. This article describes a functional framework for intelligent, autonomous control that can facilitate the integration of control, diagnostic, and decision-making capabilities to satisfy the operational and performance goals of power plants based on multimodular advanced reactors.

공공부문 정보보호 담당 조직의 운영 효율성 평가 -자료포락분석 기법을 중심으로 (Evaluating the Efficiency of Information Security Organizations in Public Sector Using DEA Models)

  • 공공부문 성과평가는 조직의 효율성 증진을 중요한 목적으로 삼고 있다. '투입 대비 산출'로 정의되는 효율성을 평가함으로써 향후 조직의 개선방향을 설정할 수 있다. 공공부문 효율성 평가에 유용한 자료포락분석(DEA) 기법을 적용하여 중앙부처 정보보호 담당 조직 21개 의사결정단위(DMU)에 대한 효율성 평가를 수행하였다. 본 연구 결과에 의하면, 평가대상 21 개 DMU의 효율성점수 평균이 50%를 약간 상회하고 있어 효율성이 매우 낮은 것으로 나타났으며, 21개 DMU를 '부'와 '청 및 위원회'로 구분 비교하였을 경우에도 비슷하게 나타나고 있어 비효율의 개선이 요구된다.

  • 본 연구의 목적은 미래 기술예측에 사용되는 TFDEA(Technological Forecasting with Data Envelopment Analysis)의 문제점을 살펴보고 이의 개선방향을 찾아 주력전차의 기술예측 문제에 적용해 보는 것이다. 기존의 TFDEA는 복수의 DMU(Decison Making Unit)를 효율적 DMU로 판정하는 DEA(Data Envelopment Analysis)의 특성상 실제로는 그다지 효율적이지 않은 DMU까지 포함해서 기슬예측을 수행함으로써 예측 결과의 정확도가 저하될 수 있다. 본 연구에서는 DEA의 확장된 개념을 적용하여 평가 대상 DMU에 대한 순위를 산정한 후 이를 토대로 기술 예측을 시행하는 방법을 검토해 보았다. 이를 위해 일반적인 DEA기반의 순위선정 방법 중 대표적인 Super-efficiency, Cross-efficiency, CCCA(Constrained Canonical Correlation Analysis)을 TFDEA에 결합 적용하고 이들을 비교해 보았다. 제시된 방법을 주력 전차의 미래 기술 예측 문제에 적용한 결과 CCCA를 이용한 순위선정방법이 실제 실현된 기술 수준과 비교했을 때 통계적으로 가장 작은 오차율을 보였다.

정부출연연구기관의 산학연 공동연구 성과 평가 (Performance Evaluation of Collaborative Research in Government Research Institutes)

  • Research collaboration is regarded as core source to lead various innovations in all countries. This paper compares and analyzes the performance of Industry-University-Government Research Institutes (GRI) collaboration based on the four types of research collaborations; GRI-GRI, Industry-GRI, University-GRI and Industry-University-GRI. So this paper will show which collaboration type has the best work on each R&D step. We use four R&D steps; research, development, commercialization and overall. We also evaluate the performance of research collaboration of GRIs based on the collaboration types. In order to evaluate the performance of research collaboration, Data Envelopment Analysis (DEA) is employed for measuring the efficiency of GRIs in this paper. DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs. The empirical results represent that the performance of collaboration with industry is generally superior to other collaboration types. These findings from this paper are expected to provide basic information for national collaboration strategy making.

An Exploratory Content Analysis of a Saudi Women's Beauty Products' Discussion Forum

  • Online communities are an important source of electronic word-of-mouth (e-WOM). However, few studies have examined the use of such messages within the Middle Eastern context. This study focuses on Saudi women as members of an online beauty forum. Previous work suggested a mediating effect of gender, with women being more likely to trust word-of-mouth and follow it up with a purchase. A conceptual model with a theoretical underpinning from existing contributions in literature provides the basis of a coding framework for the message characteristics that influence members' e-WOM adoption. A total of 310 threads and 2200 messages coded into 5725 units were content analyzed to demonstrate cases where e-WOM was adopted and indicate further continuance intention with members returning to the forum. A new category of 'community bonding' was created from the content analysis given the prevalence of emotional aspects in messages. Emotion expressed in messages, often expressed in religious terms, is as influential and important as the cognitive aspects of community bonding.
