용담댐 관리계획이 대청댐 저수량에 미치는 영향 (Impacts of Yongdam dam managment Plan on Daechung dam Storage)

  • yongdam multipurpose is under construction to divert a part fo Geum riverlfow to Mankyung watershed and to supply the domestic water to the Chunju region and produce the hydro-electricity. Generally construction of dam by the method of inther-region water transfer affects the quantity and quality of water inthe down streams and reservoirs. The impact of operation plan of Yondgam dam on the quantity and quality of water in the Guem river and Daechung dam was investigated .It was recommended that the discharge of water transfer from one watershed to another should be minimized as much as possible.

신경망을 이용한 낙동강 유역 홍수기 댐유입량 예측 (Dam Inflow Forecasting for Short Term Flood Based on Neural Networks in Nakdong River Basin)

  • 본 연구에서는 홍수시 다목적댐의 효율적 운영을 위하여 상류로부터 유입되는 홍수유입량을 실시간으로 예측하기 위해 역전파 신경망 모형을 사용하여 댐유입량 예측모형(Neural Dam Inflow Forecasting Model; NDIFM)을 개발하였다. NDIFM은 다목적댐에 의한 하류의 홍수조절 비중이 큰 낙동강의 남강댐 유역에 적용하였으며, 입력자료로는 댐유역 평균강우량, 실측 댐유입량, 예측 댐유입량 통을 사용하여 실시간 댐유입량 예측의 가능성을 검토하였다. 실측치와 예측치를 비교ㆍ검토한 결과 제시한 세 가지 모형 중 NDIFM-I이 가장 우수한 결과를 나타내었으며, NDIFM-II 및 NDIFM-III 또한 다양한 예측가능성을 보여주었다. 따라서, 강우-유출의 비선형시스템 모의를 위하여 물리적 매개변수가 복잡한 개념적 모형보다는 양질의 수문관측 자료만 축적된다면 블랙박스 모형인 신경망 모형이 실시간 홍수예측에 효율적으로 활용될 수 있을 것이다.

물 부족량 공급 운영 방식에 의한 다목적댐 물 공급의 안정성 평가 (Performance Evaluation of Water Supply for a Multi-purpose Dam by Deficit-Supply Operation)

  • 본 연구에서는 물 부족량 공급 운영 방식(deficit-supply)에 의해 다목적댐을 모의 운영하고 그 결과 얻어진 저수량을 기반으로 댐별 물공급의 안정성을 평가할 수있는 방법을 제시하였다. 본 연구에서 제안한 방법을 16개 다목적댐에 적용하였으며, 그 결과를 통해 댐별 물 공급 안정성을 평가하였다. 평가 결과, 소양강댐, 충주댐, 횡성댐, 안동댐, 임하댐 및 합천댐의 안정성이 가장 높은 것으로 나타났으며, 섬진강댐과 부안댐의 안정성이 상대적으로 낮은 것으로 평가되었다. 특히 부안댐은 신뢰도, 회복도, 취약도에 있어 가장 낮은 수준의 평가 결과를 나타내고 있어 물 공급 안정성을 향상시키기 위한 대책이 필요한 것으로 나타났다.

Effect of the Peace-Dam Construction on the Flood Discharge and the Flood Stage of the Hwachun-Dam

  • Because of the Keumkangsan-Dam and the Peace-Dam constructed in recent years, it is expected that the peak flood discharge and the peak flood stage at the Hwachun-Dam site have been changed. In this study, two methods were used to simulate and compare the effects of the upstream dam construction on the change of the discharge and the stage. One is the storage function method widely used for the hydrological routing in the country. The other is the DWOPER(Dynamic Wave Operational Model) package conducted on four different scenarios: (1) before the construction of the Keumkangsan-Dam and the Peace-Dam; (2) the exclusion of the Keumkangsan-Dam watershed (before the construction of the Peace-Dam); (3) the exclusion of the Keumkangsan-Dam watershed (after the construction of the Peace-Dam) ; (4) the exclusion of the Peace-Dam watershed. The results of the four test cases from the two methods show that the peak flood discharge and the peak flood stage at the Hwachun-Dam site are reduced due to the construction of the Peace-Dam. From these findings, it is suggested that the operational criteria for the optimal dam-operation of the Hwachun-Dam need to be modified.

용담댐 운영 시나리오에 따른 대청댐 저수량 변화에 관한 연구 (A Study on Daily Water Storage Simulation of the Daecheong Dam by Operation Scenario of the Yongdam Dam)

  • In order to analyze the water storage of the Daecheong dam after constructing the Yongdam dam situated in upstream, a daily cascaded simulation model for analyzing water storages in the Yongdam-Daecheong dams was developed. Operation scenarios of the Yongdam dam were selected to 8 cases with the combinations of downstream outflows and water supplies to the Jeonju region. Daily water storages in the Daecheong dam was analyzed daily by simulating from 1983 to 2004. The results are summarized as follows. Firstly, water supplies from the Daecheong dam were analyzed to amount $1,964.2Mm^3$ on a yearly average in case without the Yongdam dam. In case with the Yongdam dam, water supplies from the Daecheong dam were analyzed to amount $1,858.7\~1,927.3Mm^3$ in case with downstream outflow of $5\;m^3$ is, and were analyzed to amount $1,994.9\~2,017.8Mm^3$ in case with downstream outflow of $10\;m^3/s $. These values are compared to $1,649Mm^3$ applied in design. Secondly, reservoir use rate which was defined rate of water supply to effective water storage reached $241.3\% in case without the Yongdam dam. In case with the Yongdam dam, reservoir use rate reached $228.3\~236.8\% In case with downstream outflow of $5\;m^3/s$, and reached $245.1\~247.9\% in case with downstream outflow of $10\;m^3/s$. Thirdly, runoff rate which is defined rate of dam inflow to areal rainfall reached $57.3\% in case without the Yongdam dam. In case with the Yongdam dam, reservoir use rate reached $62.0\~68.4\% in case with downstream outflow of $5\;m^3/s$, and reached $64.1\~68.5\% in case with downstream outflow of $10\;m^3/s$. Fourth, in case with downstream outflow of $10\;m^3/s$ is from the Yongdam dam, appropriate water supply amounts to the Jeonju region were analyzed to only $0.50Mm^3/day$ from the daily simulation of water storages in the Yongdam dam. Comprehensively, water supply capacity of the Daecheong dam was analyzed to affect in small amounts in spite of the construction of the Yonsdam dam. It is effected to achieve the effective water management of the Yongdam dam and the Daecheong dam by using the developed cascaded model.

Development of a Decision Support System for Turbid Water Management through Joint Dam Operation

  • In this study we developed a turbidity management system to support the operation for effective turbid water management. The decision-making system includes various models for prediction of turbid water inflow, effective reservoir operation using the selective withdrawal facility, analysis of turbid water discharge in the downstream. The system is supported by the intensive monitoring devices installed in the upstream rivers, reservoirs, and downstream rivers. SWAT and HSPF models were constructed to predict turbid water flows in the Imha and Andong catchments. CE-QUAL-W2 models were constructed for turbid water behavior prediction, and various analyses were conducted to examine the effects of the selective withdrawal operation for efficient high turbid water discharge, turbid water distribution under differing amount and locations of turbid water discharge. A 1-dimensional dynamic water quality model was built using Ko-Riv1 for simulation of turbidity propagation in the downstream of the reservoirs, and 2-dimensional models were developed to investigate the mixing phenomena of two waters discharged from the Andong and Imha reservoirs with different temperature and turbidity conditions during joint dam operation for reducing the impacts of turbid water.

  • Recently, the probable maximum precipitation (PMP) of dam sites has been greatly increased, compared to that in design, due to a rise in precipitation by abnormal weather, which led to an increase in National interest for dam safety. Therefore, the purpose of this study is to develop a management system of dam safety. The main contents of the first stage($'03{\sim}'04$) of the project consisted of determining the object of management system of dam safety through researched present situation of dam safety management in domestic and reviewing operation for management system of dam safety in abroad. In the second stage($'05{\sim}'06$), the study pursues constructing a basis process of synthetic safety management system through dam safety program and developing a system that can judge dam safety with an improve in reliability of measurement data.

  • Instrumentation system in Concrete Face Rockfill Dam(CFRD) can give special attention to the deformation characteristics of the rockfill and behavior of the concrete membrane during construction, reservoir filling and subsequent phase of operation. It also contains data about vertical and transversal compressibility moduli of the rockfill, deflections in the concrete slab, and draws comparisons with other concrete face rockfill dams of recent construction. In this paper, the internal deformation data from D dam monitored by means of hydrostatic settlements cells are analyzed. Observations cover the construction stage, reservoir filling and up to March 1991. The above method can be concluded D dam was well constructed and maintained.

Blue dam을 활용한 기존 댐 시설물 상수도 원수 추가 확보 방안 (The method of securing water supply resources of existing dam by using Blue dam)

  • To improve stability of the water resources that were seriously affected by climate change and various environmental effects and to supply the clean water always, continuous efforts are essential. Provision of measures with respect of hardware is basically essential to improve the water resources stability due to the topographic characteristic in Korea. However, building a new dam becomes gradually very difficult because of a hardship in selecting right places, opposition forces such as environment and local residents, negative publicity for large civil engineering projects, and so on. The present study, therefore, proposes the Blue dam as an alternative for securing the water resources of a new concept considering domestic conditions. To evaluate the effect of the Blue dam, the Hec-ResSim model is used and the probabilistic discharge flow rate is applied. As a result, when Dam Yeongcheon is applied as a study area, securing water resources of 14 million tons are predicted be secured and the flood control of 15.4 million tons is expected, in comparison with operation of the existing dam only. Consequently, Blue dams are supposed to carry out the function of securing water resources, controling flood, maintaining eco-environmental instream flow, generating hydroelectric power, and providing spaces for recreational activities.

EVALUATION OF THE WATER RESOURCES ASPECT OF THE OPERATING RESULTS OF THE DAECHEONG MULTIPURPOSE DAM

  • This paper evaluated the water resources aspect of the operating results of the Daecheong Multipurpose Dam for the last 21 years. The elements that were evaluated included the amount of water supply from the dam. volume of outflow from the regulating dam, changes in the runoff volume at the dam site and downstream, and variations in the water supply capacity of the Daecheong Multipurpose Dam and the Geum River Barrage Dam situated in the estuary. The rainfall-runoff model was used to evaluate the changes in the runoff volume, and the water balance analysis system was used to evaluate the variations in the dams'water supply capacities. The volume of domestic and industrial water supply from the Daecheong Multipurpose Dam increased to 6.1 times for the last 21 years from 61${\times}$$10^6$$m^3$ in 1981 to 375${\times}$$10^6$$m^3$in 2001. The rate of outflow to inflow of the Daecheong Dam was analyzed 1.30 times in dry season, 1.12 times in semi-dry season, and 0.90 times in rainy season. The volume of inflow to the Geum River Barrage Dam down- stream after the dam's construction increased to 1.25 times in dry season and 1.02 times in semi-dry season and decreased to 0.94 times in rainy season. The water supply capacity of the estuary barrage dam almost did not change in cases with or without the Daecheong Multipurpose Dam, but storages were largely affected by the outflows of the Daecheong Multipurpose Dam.
