Afghanistan: Elite Tensions, Peace Negotiations, and the COVID Crisis

  • Afghanistan has experienced more than four decades of severe disruption, ever since the communist coup of April 1978 plunged the country into a state of disorder that was then severely aggravated by the Soviet invasion of Afghanistan in December 1979. Despite the high hopes that accompanied the overthrow of the Taliban regime in 2001, Afghanistan's path in the first two decades of the 21st century has proved to be anything but smooth, and this article highlights a confluence of challenges - political, diplomatic, and societal - that Afghanistan presently faces, challenges that in large measure account for the profound uncertainty that clouds its future. The article is divided into four sections. The first provides some context for the discussion of these three challenges. The remaining sections investigate the particular challenges - intra-elite rivalries, a fragile and defective peace process, and the underreported but grave threat to life and limb in Afghanistan resulting from the COVID-19 pandemic - in more detail. Together, these challenges highlight the dangers of wishful thinking about harsh realities.

Trick or Treat? Equity Concerns in the Preliminary Feasibility Study of the Republic of Korea

  • As a project appraisal tool, the preliminary feasibility study (PFS) has contributed to enhancing the efficiency of public investment decision-making in the Republic of Korea over the last two decades. To overcome the limitations of the efficiency-oriented cost-benefit analysis, the PFS accommodates equity concerns among regions, namely balanced regional development (BRD) analysis. This study attempts to gauge the contributions of BRD analysis to PFS results. Specifically, it addresses how effectively policy efforts to promote decision-making have been implemented in the PFS stage while also considering the balance between equity and efficiency in terms of the trade-off between them, the degree to which they influence the results, and whether the consideration of equity is in fact actually reflected in seriously underdeveloped regions as intended. The study finds that the PFS results over the last two decades have been largely in line with the background and policy objectives. Based on the findings of the study, needs for institutional improvement are suggested, including enhancements in the analysis of regional economic ripple effects and taking into account the psychological factors pertaining to the evaluators in the overall judgment.

Abolition or Maintenance? French and British Policies towards Vietnamese and Malay Traditional Education during the Last Decades of the Nineteenth Century

  • At different times in the 19th century, the Straits Settlements and Cochinchina were both colonies that the British and the French captured the earliest in their process of invasion of Malaya and Vietnam, respectively. This study examines the transitional stage from the traditional school system to colonial school system in the Straits Settlements and Cochinchina. This could also be considered an experimental stage for building later education systems in their expanded colonies, namely British Malaya and French Indochina, from the closing decades of the 19th century to the middle of the 20th century. This study, exploiting various sources and applying the comparative approach, identifies the factors that affected the different attitudes and choices of policy towards traditional education models of indigenous communities (the Malays and Vietnamese) pursued by the British in the Straits Settlements and the French in Cochinchina.

Literature Review: Pedagogical Content Knowledge as Specialized Knowledge for Teaching

  • During the last two decades, many researchers have attempted to understand pedagogical content knowledge (PCK). Now it is time to think about how to apply the theoretical aspects of PCK to practice. In an attempt to address this issue, it is indispensable to review the existing literature on teachers' knowledge bases and PCK. Therefore, the purposes of this paper are to look at how the concept of PCK has been developed and extended over the past two decades as well as to provide a shared understanding of PCK for the practical use of this concept in teacher education programs. The paper begins with a discussion of various models of teachers' knowledge as conceptualized by several renowned researchers, moves on to a review of existing research focusing on the knowledge of science teachers, then examines the literature on PCK as a critical part of teachers' professional knowledge, and finally concludes with an integrated operational definition of PCK that can be employed into designing teacher education programs.

A RADIOGRAPHIC STUDY OF SUPERNUMERARY TEETH (과잉치에 관한 X선학적 연구)

  • The purpose of this study was to evaluate the incidence and radiographic features of 1,300 cases of supernumerary teeth by means of the analysis of periapical radiograms and/or pantomograms in 69,442 persons visited the Department of Oral Radiology, School of Dentistry, Kyung Hee University during January 1980 to December 1989. This study of supernumerary teeth revealed the following features: 1. The incidence of supernumerary tooth was revealed to be 1.5% in total examined persons, and there was a higher incidence in males (74.0%) than in females (26.0%). 2. The supernumerary teeth were most frequently occurred in the 1 st decade (42.7%), followed by the 2nd decades (20.2%), the 3rd decades (14.1 %), and the 5th decades (7.2%). 3. There was a higher incidence in the maxilla (98.7%) than in the mandible (1.3%), and mesiodens (90.1 %) was the most frequently occurred. The maxillary lateral incisor region (3.1%) was next in order of frequency followed by maxillary distomolar (2.2%), and maxillary paramolar (1.5%). 4. There was a higher incidence of the impaction (82.7%) than that of the eruption (17.3%), and supernumerary tooth in lateral incisor region (87.8%) was the most frequently impacted one. 5. The inverted impaction was occurred in 63.1%, the vertical impaction in 18.1%, and the angulated impaction in 18.8%. In localization, a palatally (lingually) impacted supernumerary tooth was occurred in 85.0%, and middle impacted and buccally (labially) impacted supernumerary tooth showed the same incidence (7.5%). 6. A supplemental tooth was occurred in 3.2%, an accessory tooth in 96.8%, and a supplemental tooth was the most frequently occurred in maxillary lateral incisor and mandibular premolar region. 7. In effects of supernumerary tooth on adjacent tooth, crowding was occurred in 0.4%, diastema in 10.6%, rotation in 5.4%, eruption disturbance in 4.5%, root resorption in 2.5%, and dentigerous cyst in 2.2%.

Epidemiological Typing and Characterization of dfr Genes of Shigella sonnei Isolates in Korea During the Last Two Decades

  • One-hundred and twenty-four trimethoprim-resistant Shigella sonnei isolates extracted in Korea during the last two decades were investigated for their epidemiological relationship and mechanisms of resistance to trimethoprim. The S. sonnei isolates were distributed into two groups by three different epidemiological tools: biotyping, antibiogram, and pulsed-field gel electrophoresis. One group contained the isolates from the 1980s and the other group included the isolates from the 1990s. The geometric mean MICs of trimethoprim in S. sonnei isolates from the 1980s and 1990s were found to be $672.9{\mu}g/ml\;and\;>2,048{\mu}g/ml$, respectively. Trimethoprim resistance was associated with dfrA5, dfrA12, and dfrA13 genes in the isolates from the 1980s, dfrA1, dfrA5, and dfrA12 in the isolates from 1991, and dfrA1 and dfrA12 in the isolates from 1992 to 1999. The dfrA1 gene was located downstream of the intI2 gene in Tn7, which was located on chromosome. Some dfrA12 genes were found as gene cassettes in the class 1 integron. The dfrA5 and dfrA13 genes were located on conjugative plasmids. These results suggested that a clonal change occurred in S. sonnei isolates in Korea during the last two decades and that dfr genes located on different transposable genetic elements had gradually changed.

Statistical Study on the Results of Daehan Life's Mediscreen(Human-dock) (당사(當社) 종합건강진단(綜合健康診斷)센터에서 실시(實施)한 수진자(受診者)의 통계학적관찰(統計學的觀察))

  • During the period from september, 1985 to september, 1986, 1,005 cases(475cases in male, 529 cases in female) of employees and family member were observed for the general physical examination(Human-dock) in Medical Department of Daehan Life Insurance Co. Ltd. The results were as follows. 1) The occurrence of obesity cases were observed as 130 cases(12.9%), and among the 130 cases, 34 cases(26.2%) were male and 96 cases(73.8%) were female. 2) Diabetes mellitus patients were detected as 93 cases(9.3%), and 53 cases(57.1%) were male and 40 cases(43.0%) were female. The most frequent age groups were demonstrated in age of 5th and 6th decades. 3) Hypertension patients were 85 cases(8.5%), and among the 85 cases, 42 cases (49.4%) were male and 43 cases(50.6%) were female. The most frequent age groups were 5th and 6th decades, and complication of hypertensive retinopathy revealed 54 cases(63.5%). 4) Hyperlipidemia cases were observed as 71(7.1%), and 42 cases(59.2%) were male and 29 cases(40.8%) were female. The most frequent age groups were 5th and 6th decades. 5) 69 cases(6.9%) of positive reaction of HBs Ag and 46 cases(4.6%) of abnormal erectrocardiography were detected in the total examination cases. 6) Abnormalities of liver function were observed as 58 cases(5.8%), and 46 cases(79.3%) were male and 12 cases(20.7%) were female. In ultrasonographic study, 25 cases of fatty liver were obtained in the abnormality cases of liver function. 7) Cholelithiasis and gastroduodenal ulcer patients were detected as 2 cases(2.0%) respectively. 8) In the total examination cases, pulmonary tuberculosis, positive reaction of syphilis and renal cysts(ultrasonography) were obtained as 9 cases(0.9%), 7 cases(0.7%) and 4 cases(0.4%) respectively. 9) In the total examination cases, gastric cancer and liver cancer patients were detected as 2 cases(0.2%) respectively.

Data-Driven Modeling of Freshwater Aquatic Systems: Status and Prospects (자료기반 물환경 모델의 현황 및 발전 방향)

  • Although process-based models have been a preferred approach for modeling freshwater aquatic systems over extended time intervals, the increasing utility of data-driven models in a big data environment has made the data-driven models increasingly popular in recent decades. In this study, international peer-reviewed journals for the relevant fields were searched in the Web of Science Core Collection, and an extensive literature review, which included total 2,984 articles published during the last two decades (2000-2020), was performed. The review results indicated that the rate of increase in the number of published studies using data-driven models exceeded those using process-based models since 2010. The increase in the use of data-driven models was partly attributable to the increasing availability of data from new data sources, e.g., remotely sensed hyperspectral or multispectral data. Consistently throughout the past two decades, South Korea has been one of the top ten countries in which the greatest number of studies using the data-driven models were published. Among the major data-driven approaches, i.e., artificial neural network, decision tree, and Bayesian model, were illustrated with case studies. Based on the review, this study aimed to inform the current state of knowledge regarding the biogeochemical water quality and ecological models using data-driven approaches, and provide the remaining challenges and future prospects.
