An Application of Data Envelopment Analysis in Measuring the Efficiency of Local Governments in Korea (DEA를 이용한 지방자치자체의 성과평가)

  • There is an increasing interest in measuring and comparing the efficiency of organization units whose operations are functionally similar and autonomous. Data Envelopment Analysis(DEA) has been extensively used to evaluate the efficiency of non-profit organizations as a whole. This study applies a modified DEA model (Input-oriented BCC model with Nondiscretionary variables) to identify the performance of local government in Korea. It is found that utilizing DEA as a mean of evaluating the performance of local governments yields useful information to decision makers trying to maintain more efficient practices.

Efficiency Analysis for Korean Trucking Companies based on the Data Envelopment Ananlysis(DEA) (DEA 모형을 이용한 국내 화물자동차운송업체의 상대적 효율성 분석)

  • Logistic system and methods of the transportation have been changed rapidly by the variety of the logistics environment. It is necessary to analyze the efficiency of Korean trucking companies for enhancing the competitive power and operating. This paper will describe the analysis of the efficiency of the trucking companies with DEA models. By the CCR and the BCC models, which are in parts of DEA model, the efficiency and RTS(Return To Scale) of forty two selected trucking companies were studied. It was also analyzed how the study the input-output variables were effected. And then, some of the forty two trucking companies were shown as the benchmark. As the result of analysis on the two models, seven companies won the score '1' on CCR model and seventeen companies on BCC model. Moreover, this study showed that reducing the total asset out of input variables, and raising the sales profit out of the output variables played a main role to increase the efficiency of the trucking companies highly.

  • The purpose of this paper is to identify whether the national baseball squad made up of the best players may get the outstanding results in the international competitions or not. Using Data Envelopment Analysis, the relative efficiency of players in Korean Baseball Organization is estimated as performance measure, and compared with the efficiency scores of national squad members. The paper focuses on the proper choice of DEA model in a baseball setting, thereby selecting the BCC model with non-discretionary variable. Two input variables(plate appearances and stolen bases to enforce) and three output variables(runs, on-base plus slugging and stolen base percentage) are used to evaluate the efficiency of the baseball players. Results showed that 22 players among 97 players were classified as efficient and 8 players among 12 national squad members were as efficient. These findings indicate a potential for DEA to be a major part of the analytical approaches in evaluating the relative efficiency of players.

A Study on the Economic Efficiency of Tourism Industry in China's Bohai Rim Region Using DEA Model (DEA 모델을 이용한 중국 환 발해만 지역 관광산업의 경제효율성에 관한 연구)

  • Based on the tourism input-output data of five provinces and cities in China's Bohai Rim region from 2015~2021, this study analyzes the efficiency of regional tourism using DEA-BCC and DEA-Malmquist index, as well as its contribution to regional economic efficiency, and identifies factors influencing the comprehensive efficiency. The research results indicate that the comprehensive efficiency of the tourism industry in the China Bohai Sea region has reached an optimal level of 88.9%, but there is still room for improvement, with overall fluctuations. The overall productivity of the tourism industry exhibits a "U"-shaped fluctuating pattern, with growth mainly driven by technological advancements. Due to the impact of the COVID-19 pandemic, the region experienced a nearly 50% decrease in total factor productivity in 2019~2020. However, in 2021, with the implementation of various government stimulus policies, the tourism efficiency rapidly recovered to 80% of pre-pandemic levels. In terms of the impact of the tourism industry on the regional economy in the China Bohai Sea region, Hebei Province stands out as a significant contributor. Based on the aforementioned research findings, the following recommendations are proposed in three aspects: optimizing the supply structure, increasing innovation investment, and strengthening internal collaboration. These recommendations provide valuable insights for enhancing regional tourism efficiency and promoting regional synergy.

  • The defense industry is a future-oriented industry, in which high-tech technologies are concentrated. In addition, it is a key industry for maintaining national security, and the R&D of the defense industry is very important. With the introduction of a competitive system by defense industry companies, the necessity of improving the efficiency and productivity of defense industry companies is emerging. In this study, the efficiency of the defense industry was measured using the CCR and BCC model. In addition, super efficiency was derived using the Super-SBM model. For this study, the 2019 defense industry management analysis data of the Korea Defense Industry Association (KDIA) was used, and the analysis was performed by setting the number of researchers and investments of domestic defense industry companies as the input variables and sales as the output variables. Through this study, it is expected that the defense industry's R&D efficiency will be grasped, which will help establish a policy for fostering the defense industry in the future.

Equity Analysis of Feeder Bus Routes in Seoul using DEA(Data Envelopment Analysis) Model (DEA(Data Envelopment Analysis) 모형을 이용한 서울시 지선버스노선의 형평성 분석)

  • This study discusses an equity analysis performed to supplement the existing bus service evaluation system. The equity of 179 feeder bus routes in the city of Seoul(Year 2009) is analyzed by employing the modified BCC model along with the desirable inputs such as a number of bus stops and a frequency of operations. In the analysis, each DMU (Decision Making Unit) is assumed to use the desirable inputs, and produces both the index of equity and the index of accessibility. We apply an input-oriented modified BCC model to analyze the equity of the DMUs. The computational result indicates that only 9% of the feeder bus routes are equitable among the total DMUs and the average equity estimate is 0.702. It is also suggested that on average approximately 60% increases of desirable inputs (i.e., a number of bus stops and a frequency of operations) are needed in order to improve equity of DMU in the city of Seoul. The result of the tobit regression analysis on the determinant factors affecting the equity of DMUs shows that all the independent variables (i.e., a number of bus stops and a frequency of operations) are statistically significant at 5% significance level, and the number of bus stops is found to be the most influential factor.

A Study on Evaluating the Efficiency of the Photonics Industry in Gwangju Using a DEA Model (DEA 모형을 활용한 광주 광산업체 효율성 평가에 관한 연구)

  • In this study, we try to evaluate the efficiency of the photonics industry using a data envelopment analysis(DEA) model. We first develope four stage procedures for selecting proper input and output variables which consist of selecting the first candidate variables from literature survey, selecting the second candidate variables through experts' discussion, measuring the partial efficiency of the selected variables based on Tofallis' profiling, and clustering some variables through the rank correlation analysis of partial efficiency proposed by Min and Kim(l998). With this procedure, we select 4 input variables(capital, number of employee, R&D cost, operating cost) and 2 output variables(sales, growth of sales) and then utilize CCR and BCC model to measure efficiencies of 26 photonics companies in Gwangju. Moreover, we perform the reference group analysis to figure out what causes inefficiencies and to provide the desirable values for input and output variables at which inefficient photonics companies become efficient. Finally, we classify 26 photonics companies into three groups such as optical communications, optical applications, and optical sources, and perform the Kruskal-Wallis test to check if there exist some differences between efficiencies of three groups.

Efficiency Analysis of Construction Firms Using a Combined AHP and DEA Model (AHP와 DEA 결합모델을 이용한 상장 건설기업의 효율성 분석)

  • Recently, many construction firms fall on hard times because construction business continues to stagnate. In this paper, we analyze the efficiency of the listed construction firms using a combined AHP and DEA model. In order to determine the input and output factors of DEA, the AHP model is applied to evaluate the importance of input and output factors. The benchmarking companies and efficiency value for the construction firms with inefficiency are also provided to improve the their efficiency. We analyzed the 57 listed companies consisted of 36 listed on KOSPI and 21 listed on KOSDAQ at the end of 2009. The analysis results show that eleven companies whose values of CCR are 1, and fourteen enterprises whose values of BCC efficiency are 1. In additions, the eleven firms have the scalability efficiency. Finally, we test the correlation between efficiency and the stock price and the correlation coefficient of efficiency group is 0.7 in the CCR model.

A Comparative Study of the Efficiency among Korea, Chinese, and Japanese Ports (한·중·일 항만효율성 비교연구)

  • The aim of this study is to analyze the efficiency of major ports in Northeast Asia such as Korea, China and Japan. For the empirical analysis, we tried to apply the data envelopment analysis (DEA), which is an efficiency evaluation model based on mathematical programming theory, and we also established a model to Northeast Asian ports. In our opinion, DEA analysis which involves multiple inputs as well as multiple outputs in its efficiency valuation makes analysis more suitable for port efficiency measurement because ports produce a number of different outputs. In this paper, we attempted to analyze the relative efficiency of 27 ports (5 Korean ports, 13 Chinese ports, 9 Japanese ports) through DEA-CCR, DEA-BCC models. According to the result, Chinese ports are relatively efficient than Korean and Japanese ports. The result of the analysis shows that 7 Chinese ports are efficient in DEA-CCR model in 2009, but in DEA-BCC model 8 Chinese ports and 1 Koran port are efficient. Most of inefficient ports have a value closed to 1 in efficiency for scale, it means that the reason of inefficiency is caused from the technical aspect. Furthermore, we also verified that there exists excess of input in Korean and Japanese ports than Chinese ports.

Improving Outcome of Mass Media (매스미디어 운영에 따른 성과제고에 관한 연구 -국내 신문산업을 중심으로-)

  • Recently, management of Newspaper developmet of the internet news, broadcasting and free newspapers escalated competition between newspaper companies and other media companies as well as competition among newapaper companies. This paper analyzes the efficiency of Korean Newapaper using DEA model. We evaluate the CCR-O, BCC-O efficiency, SE and RTS of 30 Newspaper. We also suggest the Newpaper which can be benchmarked based on analyzed information. The result shows that ten Nespaper whose values of CCR-O efficiency are 1, and Fourteen Nespaper whose values of BCC efficiency are 1. RTS indicates IRS of 1 firms, DRS of 16 firms and CRS of 13 firms. To variables on the effectiveness of newspaper publishing companies for the understanding and performance analysis.
