On an Improved Method for System Readiness Assesment to Meet Required Operational Capability in Weapon Systems Development (무기체계개발에서 작전운용성능을 만족시키기 위한 개선된 시스템성숙도 평가방법)

  • The risk of failure in the development of modern weapon systems has been increasing as the demand on the capability and the resulting complexity of the weapons on the war fields are increasing drastically. The analysis of failure has indicated that the main causes can be the following: one is attributed to the unsatisfaction of the system operation concept; and the other is the use of premature technology. As such, DAPA in Korea is urging that the weapons systems development should meet the required operational capability (ROC) as a critical performance requirement. On the other hand, an approach to risk management is to use the technology readiness level (TRL) assessed for each individual technology alone. However, the method of TRL cannot assess the effect of integration between technologies and cannot be performed at system level, which is crucial to systems development. In order to improve the shortfalls, a concept of system readiness level (SRL) has been studied by introducing the technologies integration and also some forms of analysis of advanced degree of difficulty studied separately, but no model considering both of two reported yet. In this paper, under the framework of meeting the ROC, an improved SRL assessment model is presented, which is also considering the advanced degree of difficulty simultaneously. The application of the improved assessment method is discussed in connection with the life cycle of the weapon systems development in conformance with the ROC of DAPA.

  • This paper analyzed the status of defense acquisition organizations, the defense acquisition system, and management strategies for each field in major developed countries. The current state of defense procurement organizations in major developed countries would be applied to identify the operational systems in domestic market. Effective management of defense commissioners on the management of each sector is being carried out by the government and company. We believe that it will be possible to establish transparency, credibility, and expertise from the perspective of third parties through securing the current pre - verification procedure. In conclusion, we believe that the operation of the Defense Business Supervisor enabled the establishment of a pre-supervision system for the entire defense business, and an environment to ensure maximum independence.

  • In this paper, we propose a documentation case(before DAPA establishment) for weapon system development that defines development phases, documents which must be produced as a result of development, and relationship between those documents. To develop the documentation system, US DOD Standard, US Military Standard, and instructions of ROK MND are presented and analyzed in the point of standardizing documents. As a result, development phases and document case which is related to those phases are presented for weapon system development.

  • This paper proposes a novel process which can develop the system requirements in defense R&D programs. As the weapon systems become more complicated, the success and effectiveness of R&D outcome heavily depend on the application and tailoring of systems engineering process and methods. And, the accuracy and quality of system requirements are essential prerequisite to leverage the systems engineering process. To produce the artifacts of systems engineering such as OCD, ORD, and the systems requirements, the system user can write out requirement document using the proposed implementation process and templates without expending heavy work loads.

  • The performance of weapon system, based on the acceleration of advanced scientific technology, has been reinforced to the state of precision, complexion and multi-function. People have given great interest for a long time on its development, acquisition cost and enormous expense of operation/support. Under this environmental situation, this research paper proposes two kinds of implementation that can improve the RAM(Reliability, Availability, Maintainability) on weapon system. The first section is to understand all of the actual states on its reliability, in the acquisition process and to make the improvement for RAM at the milestones on the acquisition steps. The next section is to establish a defense RAM center, which will be closely cooperated with acquisition organization such as Ministry of Defense, DAPA(Defense Acquisition Program Administration), DTaQ(Defense agency for Technology and Quality) and ADD(Agency for Defense Development), etc. and to conclusively improve the RAM of weapon system in South Korea.

  • Systematic and efficient Management of Development requirements will lead to success of project such as aircraft system development consisting of complex subsystem. For such reason, Requirements management tools have been used in most of project. In the case of FA-50 development project, requirements management tools have been used for systematic and efficient management of FA-50 Requirements. Especially FA-50 system was designed on the basis of the TA-50 configuration. Therefore, it needs traceability of requirements about functions, which have been already developed and will be newly developed. This paper was described about the implementation method of FA-50 development requirements traceability management.

  • In this paper, we have proposed Architecture Development methodology which can connect both operational view and system view. The Functional Architecture can connect both user and developer, and it is located between Activity analysis and System analysis. We suggest the new architecture methodology using the Functional Architecture and it provides effect to analyze the connection between user(military) and developer(enterprise) in Defence R&D and the new Architecture with the feedback analyze activity on a point of system view and the new architecture make the functional architecture.

  • Purpose: Although the price reduction policy is established for military supplies, it is more focused on general military items. Therefore, it is hard to apply the current price reduction policy directly to the major weapon system. The purpose of this study is to develop an evaluation model which generates appropriate outputs for price reduction of military supplies. Methods: To improve the current policy, we first analyze the relevant policies of price reduction of similar organizations. We gather the opinions of related organization through survey including DAPA, Logistics Command, DTaQ and Defense industry companies. Then, we develop a price reduction model based on the analytic hierarchical process(AHP) method to find out important factors for price reduction. Results: The results of AHP analysis show that the important factors when applying price reduction of military supplies. From the analysis, the proposed method effectively generates the amounts of price reduction for the nonconformance items. Conclusion: The results of this research will be used as guidelines to improve military supplies policy of price reduction.

  • Korean military uses 'Tactical information communication network' to exchange information between units. In this study, we developed a media processing board for multi-party voice and video telephony based on open source software. On the other hand, in order to apply open source software for weapon systems and parts that are mounted on weapon systems, appropriate review is required according to the weapon system software development and management manual of the Defense Acquisition Program Administration (DAPA). In this study, the analysis of the requirement items was performed and the appropriate countermeasures were proposed for the open software applied to the media processing board with respect to 'the guidelines for the application of weapon systems to open source software', an appendix to the DAPA's manual.

  • To Manage the Defense Acquisition Process more efficiently, DAPA has looked over the applying SE process to the Eagle Acquisition Program. Based on comparing 'Requirement' with 'items suggested in the proposal' in RFP and analyzing the result by using Cradle, those items have been discovered with IPT, actualized and corrected. In addition, the computerized data base system makes easier to trace all changed and more efficiency to manage programs. Therefore, this study using SE in other acquisition program.
