As cyber-attacks become more intelligent and sophisticated, the importance of Security Operations Center(SOC) has increased and the number of SOC has been increasing. In order to cope with cyber threats, institutions and organizations use a variety of cyber security standards to create business procedures. However, SOC often need to be improved in accordance with the SOC environment because they collaborate with managed security service specialists rather than their own personnel. The NIST cyber security framework, information security management system, and managed security service companies were compared and analyzed. As a result, it was found that the NIST CSF is a framework that is easy to apply to managed security service, The content was judged to be insufficient. Therefore, in this study, NIST CSF was used as a reference model to derive the management items required for SOC environment, and the necessity, importance and ease of each item were confirmed through an Delphi technique and an improved cyber security framework was proposed.

This paper proposed needs of cyber legal system by analyzing proposed cyber related code on Korean National Assembly, issue on Cyber Control Tower, National Cyber Security Industry and Human resource.
Recently, the Ministry of National Defense has included embedded software for weapon systems as targets for the Defense cyber security. The Concept has been extended and evolved from the cyber security area that was previously limited to the information domain. The software is becoming increasingly important in weapon systems, and it is clear that they are subject to cyber threats. Therefore, We would like to suggest a improvement direction by diagnosing problems in terms of cyber security of the weapon systems for the life cycle. In order to improve cyber security of weapon systems, comprehensive policy including the weapon embedded software management should be established and the involved stakeholder should be participated in the activities.
Instrumentation and Control (I&C) systems of nuclear power plants (NPPs) have been continuously digitalized. These systems have a critical role in the operation of nuclear facilities by functioning as the brain of NPPs. In recent years, as cyber security threats to NPP systems have increased, regulatory and policy-related organizations around the world, including the International Atomic Energy Agency (IAEA), Nuclear Regulatory Commission (NRC) and Korea Institute of Nuclear Nonproliferation and Control (KINAC), have emphasized the importance of nuclear cyber security by publishing cyber security guidelines and recommending cyber security requirements for NPP facilities. As described in NRC Regulatory Guide (Reg) 5.71 and KINAC RS015, challenge response authentication should be applied to the critical digital I&C system of NPPs to satisfy the cyber security requirements. There have been no cases in which the most robust response authentication technology like challenge response has been developed and applied to nuclear I&C systems. This paper presents a challenge response authentication mechanism for a Programmable Logic Controller (PLC) system used as a control system in the safety system of the Advanced Power Reactor (APR) 1400 NPP.

In 2017, the International Maritime Organization (IMO) adopted MSC.428 (98), which recommends establishing a cyber-risk management system in Ship Safety Management Systems (SMSs) from January 2021. The 27th International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) also discussed prioritizing cyber-security (cyber-risk management) in developing systems to support Maritime Autonomous Surface Ship (MASS) operations (IALA guideline on developments in maritime autonomous surface ships). In response to these international discussions, Korea initiated the Korea Autonomous Surface Ship technology development project (KASS project) in 2020. Korea has been carrying out detailed tasks for cybersecurity technology development since 2021. This paper outlines the basic concept of ship network security equipment for supporting MASS ship operation in detailed task of cybersecurity technology development and defines ship network security equipment interface for MASS ship applications.

With the recent phenomenon of the Intelligence Information Society, the cyber security paradigm has begun to change. In particular, the increase of the interconnectedness of the hyperlinked society has extended the scope of damage that can be caused by cyber threats to the real world. In addition to that, it can also be a risk to any given individual who could accompany a crisis that has to do with public safety or national security. Adolescents who are digital natives are more likely to be exposed to cyber threats, which is mainly due to the fact that they are significantly more involved in cyber activities and they also possess insufficient security comprehension and safety awareness. Therefore, it is necessary to strengthen cyber security capabilities of every young individual, so that they can effectively protect themselves against cyber threats and better manage their cyber activities. It examines the changes of the security paradigm and the necessity for cyber security education, which is in direct accordance to the characteristics of a connected society that further suggests directions and a basic system of cyber security education, through a detailed analysis of the current state of Domestic and Overseas Cyber Security Education. The purpose of this study was to define cybersecurity competencies that are necessary within an intelligent information society, and to propose a regular curriculum for strengthening cybersecurity competencies, through the comparison and meticulous analysis of both domestic and overseas educational systems that are pertinent to cybersecurity competencies. Accordingly, a cybersecurity competency system was constructed, by reflecting C3-Matrix, which is a cyber competency system model of digital citizens. The cybersecurity competency system consists of cyber ethics awareness, cyber ethics behavior, cyber security and cyber safety. In addition to this, based on the basic framework of the cybersecurity competency system, the relevant education that is currently being implemented in the United States, Australia, Japan and Korea were all compared and analyzed. From the insight gained through the analysis, the domestic curriculum was finally presented. The main objective of this new unified understanding, was to create a comprehensive and effective cyber security competency curriculum.

Nuclear Power Plant Instrumentation and Control System(NPP I&C) which is used to operate safely is changing from analog technology to digital technology. Ever since NPP Centrifuge of Iran Bushehr was shut down by Stuxnet attack in 2010, the possibility of cyber attacks against the NPP has been increasing. However, the domestic and international regulatory guidelines that was published to strengthen the cyber security of the NPP I&C describes security requirements and method s to establish policies and procedures. These guidelines are not appropriate for the development of real applicable cyber security technology. Therefore, specialized cyber security technologies for the NPP I&C need to be developed to enhance the security of nuclear power plants. This paper proposes a cyber security technology development system which is exclusively for the development of nuclear technology. Furthermore, this method has been applied to the ESF-CCS developed by The KINCS R&D project.
Cyber terror and cyberwarfare are no longer virtual, but real, and as an actual security situation, it is necessary to have new understanding through expanding the concept of war to neutralize not only the other country's military command system, but also the country's main functions such as telecommunications, energy, finance, and transport systems, and it also needs to establish the future development strategy of cyber terror response at the national level. Through analysis of cyberwarfare trends in each country and current status of cyberwarfare in Korea, it will systematically explore the demand of new policy based on laws and systems, including the strategies of cyber security technology development, industry promotion, and manpower training and existing information protection policies. through this, it effectively manages a sustainable national crisis, and it suggests to establish a future strategy for the medium and long term cyber security that can effectively and actively respond to cyberwarfare.

Recent DDoS attacks and private informations leaked show that everyday life is interwoven with cyberspace and we are becoming more vulnerable to cyber attacks. Therefore, a systematic understanding of cyber damage structure is very important and damage loss estimation method should be developed to establish solid cyber security protection system. In this study, economic loss caused by cyber attacks are surveyed based on the analysis of existing studies and try to develop a reasonable methods to estimate economic effects of cyber security protection in Korea. Potential economic loss of Korea by cyber attacks may be situated between 10 billion and 40 billion dollars. But more sophisticated system should be established to estimate economic effects of cyber protection for proper policy decision making.
