이 연구는 만화산업정책에 대한 사례분석을 토대로 문화다양성이념이 문화산업정책의 이념으로 갖고 있는 특성과 의미를 살펴보고, 문화다양성 이념을 달성하기 위한 정책방향과 과제를 모색하는데 초점을 두었다. 이를 위하여 문화다양성 개념을 문화국제화의 관점과 문화권의 관점에서 정의하고, 이에 관한 이론적 논의를 살펴보았다. 그리고 만화산업정책사례를 중심으로 만화산업정책의 정책목표와 이념을 분석하고, 문화권의 관점에서 문화다양성 이념이 실제 정책사업에 어떻게 연계되어 있는지를 고찰하였다. 분석결과, 문화다양성 이념이 공식적인 정책목표와 이념으로 정립되어 있지는 않았지만, 실제 정책사업의 목표에는 반영되어 있다는 점과 문화다양성 이념이 문화산업정책의 핵심이념으로 고려될 수 있음을 규명하였다. 이와 연관하여 만화산업정책에서 문화다양성 증진을 위한 정책방향과 과제를 문화권의 관점에서 모색하였다.

The purpose of this paper is to find an policy vision and action plans for the growth of the Korean cultural contents industry as a new growth power in the 21th century. For this purpose, I referred to sundry records to analyze the characteristics, industrial situation and the prospects of the cultural contents industry. I also made an analysis on the outcome of the cultural contents policy with the help of the official concerned in the Ministry of Culture and Tourism, which made it possible for me to draw a few urgent problems of Korean cultural contents industry. With these preceding analyses, I proposed the strategy and action plans of the government policy for the Korean cultural contents industry as follows : strengthening the creative power of the cultural contents industry, systemizing the healthy circulation of the cultural contents, and improvement of the cultural welfare on the basis of contents.

This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

본 연구는 콘텐츠산업정책을 포괄하는 문화정책에 대한 학술적 연구의 동향을 알고자 언어네트워크분석을 통해 국내의 가장 대표적인 문화정책 분야 전문학술지인 '문화정책논총'에 수록된 186편의 논문 주제어 832개를 대상으로 분석을 시도하였다. 시간적 범위는 한국연구재단 한국학술지인용색인 홈페이지(www.kci.go.kr)에 수록되어 있는 2008년 10월부터 2017년 1월까지로 하였다. 언어네트워크 분석은 주제어 빈도수, 밀도분석과 중심성을 지표로 분석하였으며, 이를 바탕으로 Netdraw 프로그램에 의한 시각화를 시도하였다. 언어네트워크분석 결과 가장 많은 빈도수를 기록한 주제어는 '문화'였고, '문화정책/행정', '문화산업/문화콘텐츠', '정책'이 최다의 빈도수를 기록한 그룹에 포함되었다. 빈도수가 높은 '문화정책/행정'과 '문화산업/문화콘텐츠'는 대부분의 중심성에서 우위를 차지했으나, 매개중심성은 낮아 다른 주제어들과의 중매 역할에는 한계를 드러냈다.

본 연구는 정책의제형성이 외부집단에 의해 형성된 정책이라기 보다는 정치의 흐름중에서 정부와 여당의 역할이 크게 기여했다는 점과 국내외의 국민을 대표하는 상징적인 정책이라는 점이다. 특히 이주노동자와 결혼이주여성 정책은 글로벌 시대에 해결해야할 중요한 정책이라는 점과 정부가 추진하는 '결혼이주여성 정책'의 결정과정을 살펴봄으로써 정책에 결정적으로 영향을 미친 요인을 확인하기 위한 좋은 사례이기 때문이다. 이러한 연구목적을 달성하기 위한 구체적인 방안은 다음과 같다. 한국 다문화정책에 대한 이론적 논의를 진행하고, 다문화 정책이 형성되는 과정을 논의한다. 진행 단계에서는 다문화담론의 형성과정과 다문화담론이 다양하게 이루어지는 분화과정, 그리고 부문별로 이루어지던 다문화담론의 정책화되는 과정이다.

We aimed to understand how English textbooks in Korea reflect English education policies for improving the English language learners' cultural ability. In order to achieve the purpose of this study, we used the method of analyzing English textbooks because English textbooks are an important tool that most specifically reflects the English policy of a country. This study analyzed middle school English textbooks currently used in Korea. We analyzed nouns/pronouns related to cultures presented in the reading section included in each unit, and compared cultural diversity and cultural identity included in English textbooks in Korea. As a result, it was found that Korea tried to introduce the diverse cultures from the world and promote Korean traditional cultures into the world. So the cultural policy of English education in Korea can be evaluated to be appropriate for cultivating Korea young learners with the cultural capabilities which are essential to be successful leaders in the globalized world.

본 연구에서는 베트남 '사회화' 문화정책의 사례를 통해서 베트남의 고유한 정치 문화 배경 속에서 형성된 문화정책의 복합적인 성격을 분석하였다. 사회화 문화정책은 문화예술 창작·공급·배급 활동에 모든 가능한 가용자원을 총동원한다는 의미로서 추진된 정책이다. 사회화 문화정책의 추진과정과 주요 성과에서 강력한 국가 주도로 이루어지는 문화정책의 연속성과 점진적인 성격 변화를 찾아볼 수 있다. 그 결과, 재원 확충, 민영화 개혁, 분권화 강화, 민간 투자 활성화 등을 통해서 과거에 비해 문화 서비스 향상과 같은 성과들이 나타나고 있는 반면, 사회화 정책 개념의 모호성과 불충분한 제도화, 과도한 행정절차에 따른 비효율성, 국가주도성에 대한 비판 등 긴장관계도 형성되고 있다. 한국의 지역문화정책 관점에서 보면 사회화 문화정책을 통해서 지역 자체의 자원 동원과 시민 참여를 이끌어내는 성과를 주목할 만하다. 본 논문은 한국에서의 사회주의 개혁개방 이후 문화정책에 대한 이해를 제고하고, 이를 토대로 양국 쌍방향 교류 증진에 기여하고자 한다.

본 연구는 제한된 합리성 하에서 다문화정책의 상대적 중요도와 우선순위를 도출하기 위해 AHP모델을 작성하여 전문가 평가를 실시하였다. 연구결과는 다음과 같다. 첫째, 측정영역에서는 안정된 사회정착지원정책(1순위), 다문화 가족 2세들의 사회적 역량개발 정책(2순위), 사회 경제활동 지원정책(3순위), 협력적 거버넌스(4순위)의 순으로 정책 우선순위가 평가되었다. 둘째, 측정요소의 우선순위이다. 안정된 사회정착 지원정책에서는 사회정착 서비스 대상 확대정책, 다문화 가족 2세들의 사회적 역량개발 정책에서는 사회적 진출지원 정책이 가장 중요하게 평가되었다. 사회 경제활동지원 정책에서는 적극적 경제활동 지원정책, 협력적 거버넌스 정책 추진에서는 정책실천주체들의 협력시스템 구축이 가장 중요한 정책 우선순위로 평가되었다. 이런 연구결과는 다문화정책을 현실적 차원에서 설명하는데 기여할 것으로 판단된다.

본 연구는 문화복지의 불명료성 속에서 전개되고 있는 정책적 현실에 기초하여 실천가들은 문화복지의 제도정착과정에 어떠한 인식을 보이고 있는가를 심층적으로 분석하였다. 실천가들이 인식하고 있는 문화복지의 제도적 정착과정에는 네 가지 요소가 발견되었다. 즉 가치 요소(통합적 인간추구), 실천적 요소(운영과정), 외적 영향요소(정책의 정착과정) 및 내적 영향요소(실천가 역량강화 과정) 등이다. 이는 제도정착을 위해서는 좁은 의미의 정책 정착과정 뿐만 아니라 가치 및 실천, 그리고 보다 양질의 서비스를 제공하기 위한 실천가 역량강화를 고려해야 함을 의미한다. 문화복지 실천가들의 제도정착과정에 대한 인식을 분석한 본 연구는 향후 문화복지정책을 정착화 해나가기 위한 기초자료를 제공하고 있다는 점에서 의의가 있다.

The aim of this study is to understand how English textbooks in Korea and Japan reflect English education policies for improving the English language learners' cultural ability. In order to achieve the purpose of this study, the method of analyzing English textbooks was used because English textbooks are an important tool that most specifically reflects the English policy of a country. This study analyzed a total of six English textbooks, three middle school English textbooks currently used in Korea and three in Japan. We analyzed nouns/pronouns related to culture presented in the reading section included in each unit, and compared cultural diversity and cultural identity included in English textbooks in Korea and Japan. As a result, it was found that both countries experienced cultural diversity through English education and introduced their cultural pride to Western culture to realize the goal of strengthening global capabilities. This textbook analysis results show that English textbooks of Korea and Japan depend on American/British cultures and norms. The cultural contents of English textbooks in Korea and Japan tend to focus on geography, food and drink, festivals and activities, family and education systems, etc. And English textbooks in Korea and Japan include the cultural sections in each lesson, but they don't suggest how to relate these cultural sections into the learners' real experiences. These results can be utilized as the motives from which both countries develop English education policy and textbooks in the future.
