US-China Hegemony Competition and Gray-Zone Conflict in the Post-Coronavirus Era: Response strategies of the Korean Navy and Coast Guard (포스트 코로나시대 미중 패권경쟁과 회색지대갈등: 한국 해군·해경의 대응전략)

  • While the United States and other Western states are in trouble with COVID-19 crisis, China is continuing its aggressive ocean expansion with its Gray-zone strategy. The Gray-zone strategy, which China uses around the South China Sea, refers to a strategy that promotes a change in international politics by creating an unclear state, neither war or peace. China, which is trying to expand its influence across East Asia, will also try to project a Gray zone strategy on the Korean Peninsula. The possible scenarios are as follows: 1) South Korea is accidentally involved in a dispute in the South China Sea, 2) Military conflicts between South Korea and China is caused by illegal fishing of Chinese boats in Yellow Sea, 3) China tries to interfere with Socotra Rock, 4) Unlikely, but possible in the future that China induce the military conflicts between Korea and Japan on the Dokdo issue. In order to cope with these scenarios, Korea should prepare the following measures from a long-term perspective: the creation of an Asian maritime safety fleet, the integ rated operation of the navy and the coast guard in the framework of the national fleet, and strengthening the conflict control system for China's provocations.

The effect of beauty salon service quality on behavioral intention through perceived value : Gender, Regularity control effect

  • Purpose: As the untact culture has spread due to the recent COVID-19, the service industry as well as the beauty salon is shrinking. In order to overcome such a crisis in beauty salons, the lower dimension of beauty salon service quality is divided into servicescape, technical service, and employee service, and actions are taken with the 'perceived value of the customer' as a parameter. In this study, S-O-R(Stimulus-Organism-Response) theory was applied for customer-centered analysis, and gender and regularity were selected as moderator variables to add practical implications. Research design, data, and methodology: All constructs were measured using items developed and used in the previous study. A total of 261 questionnaires were collected online using NaverForm. The data were analyzed using factor analysis, correlation analysis, and measurement model analysis with SPSS 22.0 and AMOS 22.0. After testing the research model and hypothesis for the entire group, a multi-group analysis was conducted by dividing into male and female groups, regular customers, and non-regular customers. Results: First, this study showed that the service environment of beauty salon customers had a negative (-) effect on perceived utilitarian value, and the technical service and perceived hedonic value had a positive (+) effect on the customer's behavioral intention. Technical service and employee service had a positive (+) effect on perceived hedonic value, but perceived hedonic value did not affect customer's behavioral intention. Second, there is no statistically significant difference in each path between male and female groups. Third, there was a statistically significant difference between regular customers and non-regular customers, only the path that the servicescape influences the perceived hedonic value. Conclusion: According to the results of this study, technical service and utilitarian value should be considered in order to induce behavioral intention of customers, and technical service quality should be considered first. Also, operating a beauty salon requires a differentiated approach to the salon servicescape according to the ratio of non-regular and regular customers. The beauty salon servicescape generally showed negative practical value for non-regular customers, but positive for the Hedinic value for servicescape such as comfortable service and clean interior for regular customers.

S. Korea's Approach Strategy through Policy Analysis of Major Countries to Promote the Use of Forest Biomass as Renewable Energy (재생에너지로서 산림바이오매스 활용 촉진을 위한 주요국의 정책분석을 통한 한국의 접근전략)

  • Forest biomass energy is based on scientific evidence in response to carbon neutrality and the climate crisis, international consensus, and environmental-geographic characteristics of each nation. In this study, the authors aimed to analyze macroscopic forest biomass energy policies for ten major countries. They categorized them into six detailed categories (Sustainable utilization, Cascading Uutilization, Replacement of fossil fuel/Carbon intensive products, Utilization of forest by-products/residues as the source of energy, Contribution to carbon-neutral/climate change, and Biomass combined with CCS/CCUS ). In addition, the surveyed nations have developed a policy consensus on the active use of forest biomass with sustainable forest management except for the cascading utilization category. Furthermore, the authors evaluated the mid to long-term plans of the Korean government for improvements in the policy and legal aspects. As a result, the authors derived four major directions that South Korea should approach strategically in the future (1) secure financial resources for sustainable forest management and stimulating investment in the timber industry, (2) promote unified policies to establish a bio-economy, (3) enhancement of the forest biomass energy system, and (4) reorganization and promotion of strategy centered on the opinions of field experts in internal and external instability.

A Scoping Review on the Expected Role of Community Pharmacists in the Era of COVID-19 Pandemic Crisis Across OECD Countries (OECD 회원국에서 COVID-19 팬더믹 위기시대 지역약사의 확장된 역할에 대한 주제범위 문헌고찰)

  • Objective: Community pharmacists are frontline health care providers, but have been considered as underutilized professionals on a daily basis. The purpose of this scoping review was to identify information about the impact of the COVID-19 pandemic on community pharmacy services and to evaluate new services that could be applicable. Methods: We searched MEDLINE and EMBASE for studies published up to January 10, 2020. Search terms consisted of keywords relevant to this review, including "COVID-19", "community pharmacy", and "community pharmacist". This review targeted studies of pharmacist services provided by community pharmacies in OECD member countries during the COVID-19 pandemic period. Results: Twenty-seven studies were included in this review. Changes in community pharmacist services due to the COVID-19 pandemic were broadly classified into four categories. First, as the face-to-face services became challenging, various non-face-to-face services were being tried. Second, community pharmacists directly participated in the services to prevent the spread of COVID-19. Third, community pharmacists made efforts to support continuity of care for patients who experienced difficulties due to the reduced professional care as health and medical resources are concentrated in response to COVID-19. Fourth, community pharmacist services were emerging, targeting patients suffering from greater health inequality during the pandemic. Patients expressed high demand and satisfaction for the service of the community pharmacist, and pharmacists reported self-efficacy and professional pride. Conclusion: This study demonstrated that in the era of the COVID-19 pandemic, various community pharmacist services have been tried and received positive evaluations from patients in several OECD countries.

A Study on Distributed Collective Energy Policy Changes: Focusing on the National Heat Map Project Based on Energy Data (분산형 집단에너지 정책변동 연구: 에너지 데이터 기반의 국가 열지도 사업을 중심으로)

  • As the global energy and climate crisis has complicated interests of each country, the agenda that requires a global response has recently been revived. In particular, Korea is highly dependent on energy imports and continues to have high energy consumption, low efficiency of energy consumption, and high greenhouse gas emissions, so innovative and effective energy policies are urgently needed to achieve energy efficiency and carbon neutrality. In this study, among the changes in distributed district energy policy after the integrated energy method was introduced in Korea in the mid-1980's, the case of the "National Heat Map Project" policy implementation is analyzed with a modified multi-flow model. The 10 years of the Lee Myung-bak and Park Geun-hye administrations, the period of study, was a period in which the main paradigm of energy policy shifted to a "distributed energy platform" and policy transitions such as policy agenda setting, policy drift, and policy revision were made. A study on the process would be meaningful.

War and Women's Human Rights Museum: Archives are Key (아카이브 중심의 전쟁과여성인권박물관)

  • This article introduces the case of archival management of the War and Women's Human Rights Museum. The War and Women's Human Rights is a nongovernment organization (NGO) focusing on the welfare of the Korean women who survived the Japanese military sexual slavery and is operated by a small museum. On the surface, the institution is registered and operated as a museum; however, as the parent institution's actual work and collection records were transferred and managed, archival management functions account for a large portion of the museum's work. In this study, the museum archivist and the collection archives' characteristics and roles were introduced. As the differences and specialization between general museums and records management institutions are seen through the collection types, the advantages of a museum for archive management were discussed, and a system for records management institutions to move toward cultural institutions was proposed. Furthermore, the record management problems and their impacts on record management in response to the organization's recent crisis, and its future vision and plans were introduced.

  • There are many institutions, organizations, and sites related to responding to infectious diseases, but as the pandemic situation such as COVID-19 continues for years, there are many changes in the initial and current aspects, and accordingly, policies and response systems are evolving. As a result, regional gaps arise, and various problems are scattered due to trust, distrust, and implementation of policies. Therefore, in the process of analyzing social data including information transmission, Twitter data, one of the major social media platforms containing inaccurate information from unknown sources, was developed to prevent facts in advance. Based on social data, which is unstructured data, an algorithm that can automatically detect infectious disease threats is developed to create an objective basis for responding to the infectious disease crisis to solidify international competitiveness in related fields.

High school teachers' knowledge and misconception on youth suicide (청소년 자살에 대한 고등학교 교사의 지식과 오해)

  • The goal of this study was to find out how prepared Korean high school teachers are to identify suicidal students and connect them to appropriate resources. This study surveyed 390 high school teachers in terms of their level of knowledge on youth suicide and their misconception on suicide. In addition, this study examined what kind of actions they usually take once they identify suicidal students. Results indicated that high school teachers in Korea did not have sufficient knowledge to identify suicidal students and they did not think they are capable of identifying those students. Although their misconception on youth suicide was not as pervasive as expected, some of the misconception were still problematic in relation to suicide intervention. Furthermore, their intervention strategies for suicidal students were quite limited, focusing on isolated individual efforts. It is critical to develop and implement teacher training programs for youth suicide prevention which address suicide risk factors, warning signs, crisis response, and referral procedures.

A Response to a Shift toward "Assertive" Global Trade Environment: Focusing on EU's Proposed Anti-Coercion Instrument ('공세적' 국제통상환경으로의 변화와 그 대응 : EU의 경제적 위협 대응조치 규칙안을 중심으로)

  • The increase in assertive and unilateral measures represents a key feature of the recent global trade environment. Against this backdrop, the EU is pushing to introduce the so-called "anti-coercion instrument(the instrument)," which aims to allow unilateral countermeasures in the event of economic coercion or threats from third countries. This paper examines the recent assertive trade environment and the legislative background of the instrument. It evaluated the necessity of and concerns arising from the instrument by comparing the existing EU trade policy, i.e., Trade Barrier Regulation (TBR). In addition, the paper aims to analyze the permissibility of the instrument under the WTO system, especially in the context of the principle of "strengthening of the multilateral system." Finally, the paper draws implications of the instrument in terms of our domestic policies that can effectively address economic threats or trade friction in the growing geopolitical crisis.

Analysis of Topics Related to Population Aging Using Natural Language Processing Techniques (자연어 처리 기술을 활용한 인구 고령화 관련 토픽 분석)

  • Korea, which is expected to enter a super-aged society in 2025, is facing the most worrisome crisis worldwide. Efforts are urgently required to examine problems and countermeasures from various angles and to improve the shortcomings. In this regard, from a new viewpoint, we intend to derive useful implications by applying the recent natural language processing techniques to online articles. More specifically, we derive three research questions: First, what topics are being reported in the online media and what is the public's response to them? Second, what is the relationship between these aging-related topics and individual happiness factors? Third, what are the strategic directions and implications for benchmarking discussed to solve the problem of population aging? To find answers to these, we collect Naver portal articles related to population aging and their classification categories, comments, and number of comments, including other numerical data. From the data, we firstly derive 33 topics with a semi-supervised BERTopic by reflecting article classification information that was not used in previous studies, conducting sentiment analysis of comments on them with a current open-source large language model. We also examine the relationship between the derived topics and personal happiness factors extended to Alderfer's ERG dimension, carrying out additional 3~4-gram keyword frequency analysis, trend analysis, text network analysis based on 3~4-gram keywords, etc. Through this multifaceted approach, we present diverse fresh insights from practical and theoretical perspectives.
