This paper's objective is to draw a decision guideline to continue research and development (R&D) investments in biotech start-ups facing the "Valley of Death" syndrome - a long negative profit period during a financial crisis. The data include financial indices as Net income, Revenues, Total stockholders' equity, Cash & equivalents, and R&D expenses of 18 major biotech companies (nine in negative profit and nine positive, in FY2008) and 15 major pharmaceutical corporations as benchmarks both in FY2008 and in FY2016 derived from the US SEC Database, EDGAR. A first methodology dealing with real options analysis assumes Total stockholders' equity as a growth option. And a second methodology, Bayesian Markov chain Monte Carlo (MCMC) analysis, is applied to test the probability relationship between the Total stockholders' equity and the R&D expenses in these three groups. This study confirms that Total stockholders' equity can play the role of a call option to support continuing R&D investments even in negative profits.
This is a summary of a comparative study of the national policies to foster the agri-food industry implemented by the leading countries of the industry before and after the COVID-19-induced global economic crisis. By comparing the policies of each country, we discovered that key leading countries of the agri-food industry had given up or suspended one-on-one, face-to-face support programs that they had maintained for years, and have started providing financial assistance to companies or self-employed people in relative industries. Korea should implement such decisive policies for the Korean agri-food industry to tackle this unprecedented economic shrink and maintain the competitiveness of the industry. Considering the scale and speed of the spreading of the pandemic, the new policies should be implemented swiftly and boldly. This study can be used as a base material for developing new policies to minimize damage to the agri-food industry and national economy caused by COVID-19.

This paper investigates how does cash holdings have effect on investment-cash flow sensitivity in korea firms over the period 1981-2009. According to $\"{O}$.Arslan et al.(2006), I expect that financially constrained firms have more cash holdings. and financially constrained cash-rich firms are likely to have less investment-cash flow sensitivity especially in the financial crisis period. Using financial constraint classification variables(firm size, dividend, cash holdings), we divide whole sample firms into financially constrained firms and financially unconstrained firms, and then I compare investment-cash flow sensitivity in pre-financial crisis(1981-1996), financial crisis(1997-1998) and after-financial crisis(1999-2009) period. This paper's findings are as follows: First, under no financial constraint classification conditions, cash-poor firms exhibit greater investment-cash flow sensitivity than cash-rich firms do during 1981-2009 period except financial crisis period. These findings support the hypothesis that firms have more cash holdings less investment-cash flow sensitivity except in financial crisis period. In financial crisis period, cash holdings have no effect on investment-cash flow sensitivity. Second, this paper findings are somewhat different as $\"{O}$.Arslan et al.(2006)'s. Under the financial constraint classification conditions, financially unconstrained firms have more investment-cash flow sensitivity rather than constrained firms have. The reason is that both dividend and firm size are not a complete classification criteria variables. And there exists other possible determinants of investment-cash flow sensitivity. Finally, this paper find that there are common determinants of corporate cash holdings in all periods. This paper suggests that cash flow and market to book ratio are positive determinants of corporate cash holdings but short-term debt, investment and firm size are negative determinants of corporate cash holdings.

Macao, a special administrative region of China, has been able to maintain the records of zero deaths and keep confirmed cases under 50 since the outbreak of COVID-19 for more than half a year as of July 2020, despite being the world's most densely populated city. The current paper utilizes the dialogic public relations theory to analyze the situation using both literature review on how the various government actions and strategies during the pandemic were corresponding to the theory, and a quantitative random digital dialing (RDD) telephone survey, with a sample of 502 Macao residents aged 18 or above, to study the public reactions towards the government pandemic prevention actions. Survey results show a high level of public satisfaction towards epidemic prevention performance, as well as some forms of collaborative information redissemination behavior in social media platforms. Literature review and analysis from dialogic theory found that spirit of mutual equality, collaboration with local community, immediacy of presence in crisis time, engagements with stakeholders through maximum media channels and networks, supportiveness to public with both useful information and practical social support like subsidy program, as well as commitment to transparent and genuine communication, are all the dialogic communications strategies that describe what the Macao government has done in the crisis of COVID-19. The dialogic strategies that could be learned from the Macao government may be used as a reference for similar urbanized and densely populated cities in other territories.
As a result of the policy for enforcing the information technology led by government and the effort of companies to get over economic crisis through the reformation of business process, the ERP market is being active. However, because imported ERP products that are supplied currently are designed for standard and rationality, they have a limit to support custom processes of domestic companies in South Korea. On the contrary, ERP products by domestic companies in South Korea are unable to support a consistent methodology of constructing ERP system. This is main reason why much time and costs are consumed than that of an original plan. To succeed in ERP construction, the purpose of ERP setup must be defined. To accomplish this end, it is required to analysis business process completely and to make a plan in detail. For ERP providers, they must support a characterized ERP construction methodology and lower the construction cost by improving an ERP package easy to customize[5].

Therefore, it was found that the juveniles who suffer from stress have a lot of suicide thinking. Second, juvenile's depression gave a significant effect to suicide thinking. There was a significant positive correlation between juvenile's depression and suicide thinking. it was proved that the juveniles who suffer from depression have a lot of suicide thinking. Third, There was a significant negative correlation between social support and suicide thinking. The more the juveniles get social support, the less they have suicide thinking. The study results above reveal that juvenile's suicide shall be approached from the preventive aspect, for preventing juvenile's suicide, social support which mitigates suicide thinking factors is very important. Therefore this study proposed social attention on the juvenile's suicide thinking, and formation social support system that reinforce social support. Moreover, for preventing the factors reinforcing suicide thinking, preventive approach, alternative program such as case management and group program, and integrated management inined with juvenile related organizations and specialists are required. At the same time school environment shall be improved and changed.
This paper examines how Korean economy has been asymmetrically changed after economics crises. The three crises during the last three decades, covid19, global financial crisis, and currency crisis, have deteriorated the economic inequalities of Korea in various ways. First, manufacture industry has been affected larger by economic crises, but recovered fast. The shocks in service sector were small but persist longer or were permanent. Second, although the covid19 spreaded out more to the capital area, the negative economic shock was greater in the non-capital region. That is, the crisis in the capital region transferred or amplified to the other region. Third, the inequality between permanent and temporary workers became worse after crises. Fourth, the sluggish small business growth problem became more serious during the covid19. In order to overcome the industrial and labor inequality, it is desirable to government strategy for economic development from focusing on high value-added industry to a balanced growth for all industry and region. To this end, governemt support should be asymmetric. That is, it should focus on indirect support such as regulatory reforms in the high value-added and private-led industries, and, for small business related service sector and non-capital region which have had limited opportunity of renovation and growth, the more active effort of government and government-driven gowth strategy would be desirable.
Since the 1960s, the United States' (U.S.) deinstitutionalization policy has reinstated people with mental illness into communities. Unfortunately, when untreated, some people with psychiatric disorders become homeless, and some commit serious crimes during a psychological crisis. Assisted Outpatient Treatment (AOT), also known as Kendra's Law in New York and Laura's Law in California, provides treatment, services and support to people with mental illness in the community. AOT has repeatedly been found effective and is recognized as an evidence-based practice. The response to the mental health crisis (crisis intervention) in the U.S. has also been successful in preventing worsening mental illness and related criminality and other issues. This paper provides an opportunity to create a platform from which to learn how to successfully apply the AOT and crisis intervention of the U.S. to South Korea within the cultural and societal context when establishing social services for people with mental illness in South Korea's communities.

The subject of this paper is the practical examples of technoculture that critically thinks network technology, a strong material foundation in the era of data capitalism in the 21st century, and appropriates its socio-cultural metaphor as an artistic potential. In order to analyze its alternatives and the meaning of cultural politics, this paper examines the properties and influence of data capitalism after the 2008 global financial crisis, and the cultural and artistic context formed by its reaction. The first case considered in this paper, Furtherfield's workshop, provided a useful example of how citizens can participate in social change through learning and education in which art and technology are interrelated. The second case, Greek hackerspace HSGR, developed network technology as a tool to overcome the crisis by proposing a new progressive cultural commons due to Greece's financial crisis caused by the global financial crisis and a decrease in the state's creative support. The third case, Paolo Cirio's project, promoted a critical citizenship towards the state and community systems as dominant types of social governance. These technoculture cases can be evaluated as efforts to combine and rediscover progressive political ideology and its artistic realization tradition in the context of cultural politics, paying attention to the possibility of signifying practices of network technology that dominates the contemporary economic system.
This study examined sexual violence characteristics among the individuals who utilized victim support services provided by National Rape Crisis Intervention Centers in Korea. The study is the part of a Korean longitudinal study on sexual assault characteristics and its implications for post-abuse adjustments, which is supported by Korean Mental Health Technology R&D Project. Eleven national rape crisis centers nationwide and 29 NGO's participated in the study. The participating centers provided the data on sexual abuse characteristics from their standardized case management system. The cases were randomly selected from the system. Total of 1077 cases were gleaned from the system and utilized for this analysis. Results indicated that the abuse characteristics differed by victims' age (children, adolescent vs. adults) as well as relationship with perpetrator. We could identify six different profile groups based on the detailed violence characteristics. The results assured us of the importance to understand the detailed characteristics of sexual violence and the old notion that 'one size may not fit all'. The results from the profile analyses may have important implication for developing victim support programs and appropriately allocating agency resources according to the different profiles of the service users.
