Terrestrial Broadcasting Content Distribution Strategy in the Multi Platform Environment (멀티 플랫폼 시대 지상파 방송 콘텐츠 유통 전략 방안)

  • Due to the development of network and device, it is called mobile age that boosts various distribution routes of multi-media content and it constructs a new digital content consumption trend. N-screen is one of the new-introduced examples in the digital age and broadcasting industry believes it as a crisis and challenge as well. It becomes a ubiquitous multi-media environment that people watch multi-media content everywhere and any time they want to and competition happens beyond the boundaries such as network industry, terminal industry, pay TV market, traditional terrestrial TV, etc. And then how should the broadcasting service prepare for the N-screen business? The present research proposes a few terrestial broadcasting content strategies in the multi platform environment. First, instead of N-screen, it proposes multi platform, especially One Source Multi Platform(OSMP). Second, so-called 'Integrated Terrestrial Broadcasting OSMP Alliance(IBPA)' must be founded. Third, IBPA should support multi-tasking UX for viewers to have rich experience. Last, it becomes more important and necessary to support local terrestrial broadcasting service for public service in the multi platform age.

  • As the number of single-person households is increasing in Korea, the demand for emergency support networks for the elderly and women is also growing. To meet the need, systemic solutions, such as a wide distribution of cell phones with embedded motion sensors that can alert the first responders or police in case of health or safety crisis, are regarded as critical issues. This paper introduces a design which registers the user's motions to process emergency reports via a mobile app running in the background. The method offers an affordable solution to reporting emergencies taking place both indoors and outdoors as it does not require an addition of hardware but only simple hand gestures.

  • The COVID-19 outbreak had a substantial impact on our lives. Social distancing policies are especially causing severe concern for the cultural and creative industries across the globe. Most performing arts festivals and other venues are being canceled due to COVID-19 fears and social distancing measures. Instead, many individual artists and organizations attempt to deliver their arts online using ICT and live streaming. The actions of the Government in responding to the COVID-19 crisis also provide financial support toward freelance artists and creators, and company. Finally, future directions and areas that need further support are described.

  • As part of the government's efforts to stabilize the people's livelihood in response to the economic downturn arising from the global financial crisis, this research focuses on a more efficient and appropriate political operation of gift certificate issuance (Onnuri, Hope Labor, regional gift certificates) to support the socially disadvantaged class and increase the income of less affluent regions to stimulate local economy through employment opportunities. This study extends beyond a short-term solution for distributors in traditional markets to provide a framework to improve regional competitiveness.

  • As the COVID-19 crisis continues, working environments and lifestyles have been changed unexpectedly, therefore the importance of mental health in the working environments has been highlighted. When the workers' mental health deteriorates, there will be personal losses but also human resources losses caused productivity decrements of the company or the organization. Many researchers have been tried to solve these issues with the help of ICT technologies such as wearable devices. Most wearable healthcare devices have been designed to detect the physiological status of users and collect the physical activities of users, and their applications are gradually expanding. Those devices may be good candidates to prevent loss of human resources from working environments especially under the COVID-19 situation by continuously monitoring mental health status in connection with mobile devices and managing the mental health on their own by combining mental well-being with support solutions. In this paper, the development trend of mental health measurement and mental well-being support technologies is analyzed, and development prospects are examined.

  • Background & Objectives: The purpose of this study is to present infectious diseases control and crisis response plans for International students by investigating the management of International students and prevention of infectious diseases targeting International students infectious disease control managers at universities in Busan in a situation where the risk of infectious diseases increases due to the spread of COVID-19. Methods: The data were collected from 14 International students infectious disease control managers at universities in Busan. Statistical analysis was done by using SPSS 22.0. Results: There were differences in the importance and performance of COVID-19 infectious disease control and support work by university. Conclusions: It is necessary to integrate management of support and roles of infectious diseases control for foreign students. Furthermore, strengthening the competence of experts and communication tools with international students are needed.

  • Research of reusability and variability design for embedded system development is insufficient. An embedded system should be designed to support new devices. If extensibility of embedded system is not considered, it is difficult to reconstruct. Currently, the development productivity and reusability of embedded system are very poor, and this will be cased about problems of increasing maintenance and development cost, and decreasing system quality such as software crisis. In this paper, we present framework of embedded system that address those problems of embedded system. We suggest a plug-in technique, based on reusability framework, which can support various devices dynamically. Also, we propose a dynamic Meta model which is base on plug-in technique.

A study on the relationship between R&D information support programs and SME Performances: with focus on ICT SMEs (중소기업 R&D 정보 지원과 성과의 관계에 대한 연구: ICT 기업을 중심으로)

  • As Korea strive to bolster their respective economies and to minimize the repercussions of the global financial crisis, policies for strengthening the innovative capabilities of small and medium enterprises have emerged as an important means for pursuing these governmental efforts. In this study, possibilities and limitations of R&D information support policy are researched empirically and implications are provided to enable evidence based policy. Futhermore, the effects of government R&D information support policy on the technological and economic performances of SMEs (small and medium enterprises) are analyzed by using survey results of SMEs technology statistics in 2014. According to the results, R&D information support program (SME R&D planning support program and technology information support program) provided to SMEs was significant for R&D investment. On the other hand, the program, did not exhibit any significant correlation to technological and economic outcomes of SME. The program was also found to have a significant correlation to SMEs' technological outcomes in the case of the specific groups of ICT technology category. I anticipate that the results of this study will serve as a guide to various policy-related issues for policymakers who are conceptualizing programs to support ICT technology-oriented SMEs, and I particularly hope that this study will provide various insights for companies and researchers in their efforts to build R&D information support program for SMEs.

A Study on the Level of Family Adaptation to Schizophrenic Patients: An Application of the Family Resiliency Model (가족탄력 모델을 이용한 정신분열병 환자가족의 부적응에 관한 연구)

  • The purpose of this study is to examine the variables that may influence the level of family adaptation to schizophrenic patients using the Family Resiliency Model. The Family Resiliency Model is the most current extension of family stress Model. According to the Family Resiliency Model, The level of family adaptation in the face of a crisis situation is determined by a number of interacting components. The subjects are 151 family members with schizophrenic patient. The result from the research were as follows: 1) The following variables significantly correlated with the family adaptation: income of the family, educational level of the family, intimacy between family and patient, knowledge on schizophrenia, recognition of prognosis on schizophrenia. 2) The factors that compose the Family Resiliency Model significantly correlated with the level of family adaptation. 3) The result of stepwise multiple regression analysis indicated that factors which predict the level of family adaptation were the family control, the quality of family communication, and the support from the extended family, these findings give us significant practical implications for social work intervention.

Democratic Values, Collective Security, and Privacy: Taiwan People's Response to COVID-19

  • In the pandemic crisis, many governments implemented harsh interventions that might contradict democratic values and civil liberties. In Taiwan, the debate over whether or not to reveal personal information of infected persons to limit the coronavirus's spread poses the democratic dilemma between public health and civil liberties. This study examines whether and explains how Taiwan's people respond to the choice between individual privacy and collective security. We used survey data gathered in May 2020 to show that, first, the democratic values did not deter the pursuit of collective safety at the cost of civil liberty; rather, people with higher social trust were more likely to give up their civil liberties in exchange for public safety. Second, people who support democratic values and pursue collective security tend to avoid violating privacy by opposing the release of personal information. This study proves that democratic values do not necessarily threaten collective safety and that the pursuit of common good can co-exist with personal privacy.
