  • A concept of Aircraft crime includes an Air range, unlawful seizure of aircraft and unlawful acts against the safety of civil aviation. There are international treaties and conventions which have mainly been enacted by ICAO. The following treaties and conventions are categorical and unconditional norms that any States are clearly condemned. Convention on Offences and Certain other Acts Committed on Board Aircraft, Convention for the Suppression of Unlawful Seizure of Aircraft, Convention for the suppression of unlawful acts against the safety of civil aviation, Protocol for the Suppression of Unlawful Acts of Violence at Airports Serving International Civil Aviation, Convention on the Marking of Plastic Explosives for the Purpose of Detection In this essay, I present the meaning of the aircraft crime mentioned on the treaties above and jurisdiction of the crime. Moreover, I explain how to demand reparation for damages onboard or on the surface when an aircraft crime is occurred. Lastly, I indicate legal bases of how to protect the victims of the aircraft crime by mentioning specific cases relating to the crime.

Quantitative EEG Analysis on Emotional characteristics of Children experiencing Domestic Violence (가정폭력을 경험한 피해자녀의 감정 특성에 관한 정량화 뇌파연구)

  • This study examined children from two families exposed to domestic violence and had psychological counseling in July 2017 at KOVA, a support organization for crime victims. The subjects were exposed to family violence in excess of 10 years and was protected by the shelter with their mothers who had filed complaints with the local police. Victims of domestic violence often face difficulty in avoiding the source of aggression, and thus experience repetitive attacks. This research was conducted at the Buddhism Brain Research Facility, Seoul University, to identify and quantify the emotional characteristics of the affected children in which it is difficult to escape from their living conditions. Data was collected by BrainMaster, a 19-channel examination kit, and analyzed by NeuroGuide. As a result of analyzing the emotional characteristics of the affected children through Quantitative EEG and brain topographical map, we found an increase of slow wave and problems with abnormality of Alpha, High Beta in the left and right Frontal area asymmetry.

  • Victim Impact Statement, adopted as a crime victims' right, has been implemented in Korean criminal justice system since 2007, and known that the statement enlarges victims' right in courts and alleviates their suffering resulted from the crime. The statement, however, has raised concerns of infringing on a defendant's procedural rights. Scholars and practitioners had focused more on the legal issue, overlooking psychological effect of the statement to decision-makers in courts. This research reviews fallacy of impact assessment and therapeutic effect from psychological perspective, and also suggests alternatives to assuage the concerns by admission of the statement.

Stalking Crimes and the Need for Private Security (스토킹 범죄와 민간경비의 필요성)

  • Purpose: Recently, crimes caused by stalking crimes have become a social issue. Following the "Stalking Response Manual", we would like to examine measures and problems to protect victims, and to examine the necessity of private expenses as a supplementary alternative. Method: The victim protection measures of stalking crimes and the police's 'stalking response manual' were identified, and problems and the necessity of private expenses were analyzed. Result: The number of people in charge of the police is 398 per person, and the police alone have limitations in protecting stalking victims. It is necessary to find ways to actively utilize the parts that cannot be solved only by the police while cooperating by entrusting them to private expenses. Conclusion: With the enactment of the Stalking Punishment Act in 2021, measures to protect victims were stipulated in the stalking response manual, but there are limitations in protecting victims due to various problems. Therefore, it is necessary to study ways to protect victims using private expenses.

  • Following the social consensus for the need to stop sexual violence, the government has amended juvenile sex protection laws to impose fees on education practitioners who do not report sexual crimes against women, and amended the 'domestic violence prevention and victim protection laws' (2012. 2) so that the police can investigate on site. However, regardless of these wide efforts, the reality is that sexual crimes against the socially weak do not seem to be dwindling, raising concerns of the effectiveness of such amendments. Generally sexual crimes are hard to prove, and even if reports are filed, most cases are dropped with non-prosecution disposition. Victims are usually limited to women and children and this leads to secondary victims. As this thesis states, developed countries have a more systematic protection methods than our country. Therefore, the purpose of this thesis lies on the construction of public safety infrastructure for the protection of sexual abuse victims (enhancing safety protocols with related organizations, implementing a bill of rights for the victims, prevention-centered police education, amendments to current law) to limit human rights violations and criminal injuries.

  • The purpose of this paper is to provide basic data for related studies by comparing and analyzing crimes committed by security guards through criminal statistical analysis, and to contribute to the sound development of the private security industry by strengthening the professional ethics of security guards and reducing guard crimes. The purpose. As a results of a comparative analysis of the number of crimes by security guards and the crime rate are as follows. Although the total number of crimes committed in Korea and the number of crimes committed by security guards decreased every year, the crime rate of security guards was higher than the average crime rate. felonious crimes, violent crimes, customs crimes, and special economic crimes were consistently high. As a countermeasure against the results, first, interest in security guard crimes as perpetrators rather than as victims, second, reinforcement of professional ethics education through new training and job training, third, academic development and systematic It appeared as a specification of the definition and current status of security guards for the study.

  • Purpose: This study compares and analyzes the characteristics and progress of existing voice phishing and new voice phishing to present a basic policy plan to prepare countermeasures against new voice phishing based on psychological descriptions. Method: The criminal progress and characteristics of the two were compared and analyzed through damage cases on various portal sites centered on voice phishing crime scenarios. Result: As a result of analyzing the progress of the third stage of new voice phishing, the scenario of new voice phishing that can deceive victims was written more carefully and the scope of the crime was expanded. In the crime execution stage, the victim was socially isolated, reducing the victim's judgment ability, making it more difficult for investigative agencies to investigate, and in the final stage, the continuity and expansion of criminal damage such as extortion of money and valuables are shown. Conclusion: There were differences in the target and scope of the crime and the method of the crime strategy between the two, and the possibility of damage is much greater, so a more efficient response strategy should be prepared.

  • Just how does one make sense of the genocide perpetrated by the Khmer Rouge during its rule in the 70's and the numerous human rights violations in the Philippines during the Marcos period? Like the conflicts that have marked human history at the close of the 20th century, Southeast Asia is no exception, similar to the many attempts to come to terms with the past and put to account wrongdoers worldwide. The paper is an attempt to historicize these two seemingly unrelated events and analyze them from the synoptic frameworks of transitional justice and reparations. Similar to the experiences faced by many societies transitioning towards democratic rule, notably in Latin America, the dilemma of whether to pursue justice or preserve the peace and the newfound status quo has characterized the length at which justice had eluded the victims in Cambodia and the Philippines. Yet, no matter what the limits are in pursuing accountability, or these so called historical injustices, closure is still achievable. The paper would like to argue that closure is possible when one, all or a combination of the following, depending on the gravity of the crime, is present-truth-telling, prosecution for the crimes committed, and a grant of compensation.

  • 현대사회 환경의 변화와 개인생활의 복잡 다양화는 시민의 안전한 삶을 위협하는 요인들로 특히 범죄피해를 당하게 되면 피해당사자는 정신적 물질적으로 회복이 힘들고 피해의식과 두려운 기억에 의한 원만한 대인관계의 불가능이나 가족과 친지에게도 큰 상처를 남기게 된다. 경찰의 국민보호는 기본 임무이며, 주요 임무 중 하나인 수사도 국민보호의 차원에서 이루어지고 있는 활동임에도 이러한 경찰활동은 피해자의 신뢰와 협력 없이는 목적을 이룰 수 없으므로 이들 범죄피해자를 위하여 경찰에서도 적극적인 노력을 기울여야 한다. 본 연구에서는 경찰의 범죄피해자 보호 실태와 문제점의 주된 내용을 살펴보고, 그에 대한 대책을 살펴보도록 한다.

  • This study identifies the aspects and characteristics of 'Digital Sexual Crimes' that changed rapidly in recent years. It has identified the so-called "Telegram sexual harassment and exploitation" incident on the front page. We also want to analyze this and draw up policy suggestions that can help prepare social measures. In the wake of the Telegram sexual exploitation scandal, The National Assembly is quickly proposing related bills. However, the reality is that even a clear concept and definition of "Digital sexual Crimes" have not been made yet. The effective support system for victims is also insufficient. Therefore, this paper examines the definition and concept of child sexual exploitation and harassment. We will look at the features, causes, and conditions. In addition, it will examine the current status of Digital Sexual Crimes distribution and deletion of domestic, foreign platforms. Major foreign countries, including the U. S. A. refer to cases in which big data and artificial intelligence technologies are actively used to protect victims and track perpetrators.
