Causes and Countermeasures on the Hate Crime (증오 범죄의 원인과 대책)

  • Hate crimes should be viewed as a social problem, not a personal crime, and a preventive system should be established to have an acceptance system for people who can engage in antisocial behavior outside of the social integrated value norms. In particular, in order to reduce tragic hate crimes, society and the government should actively work to resolve polarization, and personality education linked to families, schools, and society should be provided, and policies to establish social safety network such as social security systems should be prepared. In addition, it is necessary to switch to a society in which principles are emphasized, and a society that cares for the weak rather than the strong, rather than the expedient policy of words.

  • This article investigates intelligent security integrated platform for real-time crime response and preventive crime prevention. This study analyzed intelligent crime prevention platform elements by analyzing crime prevention system/platform research, intelligent crime prevention research, and case study of municipality integrated operation center crime prevention system. Through this, we developed a practical intelligent security platform, and suggested a linkage with existing municipalities and smart city integrated platform system considering scalability. This enables CCTV monitoring, which is used only for existing post processing, to cope with real-time crime. It is expected that it will be able to solve the incidents in golden-time by grasping the precise position of the complainant not only in the outdoor but also indoors. It is also possible to provide citizen-centered crime-prevention social safety net information sharing service by enhancing citizen participation as well as improving control efficiency. The intelligent security platform has advantages that it is easy to spread the municipality because it is developed considering existing municipal system, smart city integration platform, and linkage and expansion with other security services.

  • Korean Peninsula is surrounded by ocean on three sides. Because of this geographical quality over 97% of export and import volumes are exchange by sea. Foreign ship and international passenger vessels carries foreign tourist and globalization and internationalization increases this trends. Leisure population grows with national income increase and interest of ocean. And accidents and incidents rates are also increases. Korea Coast Guard's jurisdiction area is 4.5 times bigger than our country. The length of coastline is 14,963km including islands. One patrol vessel is responsible for 24,068km and one coast guard substation is responsible for 94km. Efficient patrol activities can not be provided. This research focus on this problem. Analyze the status and trends of maritime crime and suggest efficient patrol activities. To deal with increasing maritime crime rate this study suggest to use geographical profile method which developed early 1900s in USA. This geographical profile analyse the spatial characteristic and mapping this result. With this result potential crime zone can be predicted. One of the result is hot spot management which gives data about habitual crime zone. In Korea National Police Agency adopt this method in 2008 and apply on patrol and crime prevention activity by analysis of different criteria. Korea National Police Agency analyse the crime rate with crime type, crime zone and potential crime zone, and hourly, regionally criteria. Korea Coast Guard need to adopt this method and apply on maritime to make maritime crime map, which shows type of crime with regional, periodical result. With this geographical profiling we can set a Criminal Point which shows the place where the crime often occurs. The Criminal Points are set with the data of numerous rates such as homicide, robbery, burglary, missing, collision which happened in ocean. Set this crime as the major crime and manage the data more thoroughly. I expect to enhance the reinforcement of marine crime using this Criminal Points. Because this points will give us efficient way to prevent the maritime crime by placing the patrol vessel where they needed most.

  • Endless criminal act has serious effect on safety of the nation and lives of the citizens and it is causing major disorder in ruling of the nation and the society. Also internet generalization in public put country's information foundation on the latest trend on the other hand, due to lack of security concept, cyber crime is on the rise such as hacking and viruses. But with various crime occurrence and increased desire for safety of citizens, there is limit to provide high quality public security service with just police force and equipments. To solve the problems, advanced crime prevention system, not on the nation's level but on the private level was activated private security business some time ago. And now it has its firm place as a corresponding existence with crime prevention capability of police force. Still private security industry of Korea has relatively many weak points when compared with advanced countries and it should be backed up with improvement of the law and the system.

  • Violent crimes have increased continuously due to the development of urban society and have become a threatening factor against the residential safety of citizens. The prevention of these crimes is always a major topic in human society and one of the fundamental elements of the quality of life and safety of citizens. In recent years, much attention has been paid to environmental design through the Crime Prevention Through Environmental Design (CPTED) as a preventive measure. Currently, South Korea is promoting the openness and utilization of public data, and crime prevention is one of the fields that can utilize public data actively. This approach to crime prevention utilizing public data will be helpful for the proposal of policies from new viewpoints departing from the general utilization measures of CPTED that improve streetlights and closed-circuit television (CCTV) installations, whose limitations have been pointed out as they are only mechanical surveillance. Thus, this study sets the research scope based on the statistics of the status of five criminal offenses by administrative district in recent years provided by the data portal in Seoul City, the capital of South Korea, as the utilization data and concentrates on the analysis. Based on the analysis results, this study proposes a method to utilize classical music as a new policy for regions where the improvements are most needed. The open-source Python analysis program was employed as the main data analysis and visualization method.

  • This study set out to identify crime vulnerable areas with the GIS spatial analysis technique for the prediction of crimes. Crime vulnerable areas were extracted from the statistics of crimes with the GIS hotspot analysis technique and the inverse distance weighted(IDW) method applied to different crimes according to places and use districts. The scope of surveillance and weight were calculated for each of CPTED surveillance elements including CCTV, streetlamp, patrol division, and police substation. Maps of crime vulnerable areas were overlapped one after another to make a CPTED-based one expressed in four grades(safety, attention, warning, and risk).

A Study on the Modus Operandi of Smishing Crime for Public Safety (국민안전을 위한 스미싱 범죄수법분석)

  • The purpose of this study is to analyse Modus Operandi of smishing. For the study, 87 cases of smishing crime reports and smishing experiences of victims were analysed and 10 police officers who investigates smishing crime were interviewed. The results indicated that smishing crime can be divided into the preparation stage and the implementation stage. In the preparation stage, two modus operandi patterns, collection of personal information and text message script composition, were identified. In the implementation stage, seven modus operandi patterns were identified: sending smishing text messages and installation of malicious mobile applications, leak personal information, sending personal information to smishing crime organization through online server, payment attempt using collected personal information, intercept authorization code, completion of payment using intercepted authorization code, and payment amount was delivered to victims. Further implications were discussed.

  • Crimes occurring in residential areas make an atmosphere of anxiety and are spread throughout the whole society as well as the residential areas, regardless of the number of crimes and how serious they are. Thus, due to their huge negative impact on the whole society, it is crucial to relieve anxiety of residents from the crimes occurring in the residential areas, which plays an important role in determining the quality of a residential environment. Before conducting the research, 18 apartment complexes in Daejeon constructed since 2006 were chosen to apply six principles of CPTED. The main purpose of the research is to observe main spaces in residential areas and analyze crime prevention environment in order to find out safe spatial composition. The data of the research demonstrate the main spaces and their composition. Henceforth, it is necessary to establish accurate data and a new evaluation method in order to obtain objective statistics and data. Furthermore, a study on development of safety and amenity of residential areas should be continued.

  • This study provides the basic resource for establishing the environment design policies around elementary school for the students and analyzes the actual pedestrian environment conditions of elementary school in order to improve safety of from crime for them. For this, the field survey are conducted on risk of from crime in 10 sidewalks of 5 elementary schoolin Ilsan new town. The result of this are the followings ;1) There are schools which have difference between the height of road and the height of pedestrian path. 2) There are schools which are insufficient distance for securing front sight because of shape of pedestrian path. 3) In entrance there are facilities interfering with natural surveillance within school boundaries such as stone written school motto, storehouse, wash room, doorpost. 4) In entrance there are schools with no security office, emergency bell and CCTV. 4) The openness in the bottom of fence is lower than that of upper because of shrubs and material of fence. 5) There are concealed places and cars in back gate area interfering with natural surveillance.

  • A safe residential environment enhances the quality of human life and promotes community development through self-actualization. It significantly affects regional stability by influencing the physical and psychological environment necessary to satisfy basic needs, providing a sense of security and alleviating anxiety. Safety is a major housing need; however, current housing policies tend to focus predominantly on housing supply. This emphasis limits the fulfillment of higher-level needs due to poor housing conditions and housing cost burdens faced by young households. Therefore, this study aims to identify areas affected by the stigma effect by analyzing the discrepancy between perceived crime risk and actual crime occurrence among single-person young households. The study compares these stigmatized areas with regions where the perceived crime risk is lower than the actual crime occurrence to identify differences in housing needs satisfaction and to prioritize policy interventions. Additionally, the study examines differences in housing needs satisfaction and importance based on gender to inform policy priorities. By considering the stigma effect on regional housing needs and gender-specific deficiencies, this study provides significant policy implications.
