The government of South Korea and its medical personnel must make a way by which health professionals who have escaped from the Democratic People's Republic of Korea (DPRK) can play a positive and practical role in unification and south-north medical unification while south-north authority talks on DPRK public health and medicine manpower development are not going smoothly. Medical personnel escaped from the DPRK have to be recruited for the interviewer of the national examination, to improve the accuracy of national examination interviews. For those medical professionals who have escaped from the DPRK with 6 years' medical college education, but failed the interview on the national examination, we propose here a course of 3.6 months for them to have a right to apply the Korean Medical Licensing Examinations (KMLE). We also propose that medical professionals who have escaped from the DPRK who have graduated from a 6-year medical college in the DPRK and who are medical doctors over the fifth grade or with more than 6 years of experience can be qualified as unification medical doctors and be exempted from the KMLE, getting the right to go directly into an internship and residency. They should be permitted to work in manpower development projects for the health professions. They should also be given opportunities such as to become psychiatrists who treat the mental illness of persons escaped from the DPRK and people from North Korea after unification. Medical students in South Korea should earn college credits on the topic of medical unification and not only students, but all South Korean medical personnel, should prepare for north-south medical unification with an open mind. A way for each medical college to participate in DPRK manpower development for the health professions through a memorandum of understanding between the medical colleges of the south and north.
This study aims to establish the direction of development of Korean cinematography technology in the era of the 4th Industrial Revolution and present future development plan. First, in order to diagnose the current status, supporting policies of various countries and film technology research trends were analyzed. Each country is expanding the support for film technology including tax credits. Through the analysis of patents and research papers, recent issues have shown that Virtual Reality, HMD, Artificial Intelligence, and Big Data are applied to film technology. Next, the survey results of Korean film technology level for filmmakers were 70% for production, 47.5% for distribution, and 60.3% for screening comparing to the level of the leading country. The gap was caused by the lack of funds for research and development and insufficient government support policies. In addition, interviews with film makers revealed the need to support filmmaking that combines technologies such as localized film technology, artificial intelligence, and deep learning. Finally, it is suggested that technology sharing platform should be developed in the future through the discussions of technology, science and academic experts', and technology development should be carried out in the field. As a result, film technology R&D should be promoted in order to develop technologies specific to movies. Advanced technology foundation for the growth of film technology should be developed to systematically equip the infrastructures such as education and human resources. In addition, technology development that links standardization should be carried out. In this study, we propose the development of Korean film technology to prepare for the 4th Industrial Revolution, and it is expected that the 2022 film technology power nation will be realized.
Introduction: All work of dental hygienists in Korea is to be carried out under the supervision of a dentist, but the main tasks of dental hygienists are systematic and sufficiently trained within the college curriculum. The purpose of this study was to compare the curriculum between the Department of Dental Hygiene and the Department of Dentistry to provide a basis for legal revision of the dental hygienist's unique work. Methods: The curriculum was acquired from the homepage of the Department of Dental Hygiene and Dentistry. The curriculum in 23 of 28 dental hygiene schools and 6 of 11 dental schools was identified on the homepage. The swere classified based on the scope of dental hygienist work. Results: The Department of Dentistry has more than twice the number of credits and subjects compared to the Department of Dental Hygiene, and the top subjects belong to the treatment and rehabilitation of dental diseases. However, in the field of preventive dentistry, which is a unique work of dental hygienists, the Department of Dental Hygiene has a score of 9.3 times higher than that of dentistry. In the public oral health field, the oral health education field, and the dental management field, dental hygienists scored twice as high as dentists. Conclusion: Since dental hygienists are receiving more education than dentists in the areas of preventive dentistry, public oral health, oral health education, and dental management, which are unique tasks, it is suggested that the work can be performed independently without supervision of the dentist.
In this study, applicability of GHG ETS Offset Program in Korea for a refrigerant sector was analyzed by reviewing foreign management policy and project status in progress related to refrigerants in the disposal stage. In order to derive the implication of the domestic Offset Program, it was looked into approved offset projects and certified offset credits current state in Korea. Offset Program has approved 22 methodologies up to the present, so it is necessary to enhance the accessibility to GHG reduction in various industrial sector including the refrigerant sector by developing appropriate methodologies. In this study firstly, it was investigated that management regulation of countries are managing the refrigerants in the disposal stage such as United States, Japan, Australia. Secondly, of CDM methodologies there were two methodologies associated with the refrigerant reduction(treatment), which were decomposition HFC-23 and destruction of HFC-134a. Also there were a non-registered methodology about destruction of HFC-134a of end of life vehicles. Lastly, in California according to Compliance Offset Program, there was Compliance Offset Protocol in ODS Projects that provided eligible conditions. 산림의 조성 및 경영, 목제품 활용, 전용방지 등을 통한 이산화탄소의 고정 사업은 대기 중의 온실가스 농도를 감소시킬 뿐 아니라, 다양한 생태적, 경제적인 부가 편익을 제공하는 것으로 알려져 있다. 이와 같은 산림 관련 활동을 통하여 획득된 이산화탄소의 순흡수량에 대하여 배출권을 발행하고 거래하는 산림 탄소상쇄 프로그램이 전 세계적으로 운영되고 있다. 산림 탄소상쇄 프로그램은 기업의 사회공헌 활동이나 자발적 배출량 감축, 배출규제의 준수 등에 활용되고 있고, 국내에도 그에 대한 관심이 점차 높아지고 있다. 본 연구에서는 해외의 산림 탄소상쇄 프로그램의 주요 특성들을 비교 분석하여, 프로그램의 구성 요소와 기준, 방안 등에 관하여 고찰하였다. 해외의 산림 탄소상쇄 프로그램의 대상 사업 및 기준, 추가성 분석 방법, 배출권의 발행 형태, 이산화탄소 흡수량의 산정 및 모니터링, 비영속성 관리 방법, 부가 편익에 대한 요구사항 등은 프로그램의 목적과 운영기관, 가치 등에 따라 차이가 있다. 해외의 선진사례들을 참조로 국내 산림 탄소상쇄 사업의 활성화에 기여하면서도 국제적 수준의 품질을 가지는 배출권을 생산하기 위한 프로그램을 개발해야 할 것이고, 이를 위한 방향성과 기본 조건 등을 파악하였다.
The purpose of this study is to analyze the clinical dentistry curriculum in Korea and Japan in order to review the application of integrated curriculum in the field. We collected the clinical dentistry syllabi for 2015-16 of the department of dental hygiene of Korea G University and Japan N University. Using the data from Korea, items that were duplicated and integrated were classified by the subjects covered in clinical dentistry. In addition, through case studies conducted in Korea and Japan, we analyzed and compared the credits, class hours, teaching methods, and evaluation methods, by subject. In Korea the total class hours in clinical dentistry, including clinical practice, was 1,095, and in Japan it was 1,104. In Korea, the syllabus covered by each department consisted of about 200 hours centering on theoretical lectures. In Japan, the integrated form of clinical dentistry was taught, and the instructions included all the contents of clinical dental study and also problem-based learning for approximately 100 hours. To strengthen the competence of dental hygienists as professionals, who are actively involved in dental practice, it is necessary to integrate the education contents of segmented clinical dentistry from the perspective of dental hygiene. It is also important to apply teaching methods that can help students improve their ability to solve problems.
최근 교사 직업에 대한 선호도가 높아짐에 따라 사범대학 및 교육대학의 선호도가 높아지고 있다. 모든 학생들이 교사에 진출 할 수 있는 것이 아니라 졸업 후 교원임용 후보자 경쟁시험이라는 시험을 통과하여야한다. 그러나 인구수 감소에 따른 임용T.O는 매년 줄어들고 있고 경쟁률은 가파르게 오르고 있는 사정이다. 때문에 입학하면서 임용시험에 매진하고자 대학교가 학문을 연구하고 배우는 곳이 아닌 시험을 위한 거대한 학원이 되어가는 중이다. 이에 본 연구에서는 학점뿐이 아니라 학생들의 전반적인 학교생활 및 스터디그룹 활용 여부 등을 종합하여 딥 러닝을 이용한 교원임용 후보자 경쟁시험 합격여부의 연관성을 파악하였다. 합격에 대하여 학과활동 등이 크게 영향을 미치지는 않았고 합격률 예측에 대한 정확도는 대체적으로 70%의 정확성을 보였다.
2015년 1월부터 시행된 시장기반 온실가스감축수단인 한국 탄소배출권시장의 가격결정체계와 2차 이행연도로의 진행과정에서 발생하는 학습효과에 대하여 고찰한다. 분석결과, 1차와 2차 이행연도 간에 차이점이 존재하는 것으로 추정되었다. 장내요인의 경우, 2차 이행연도에서는 1차 이행연도에서 추정되지 않았던 KCU와 KOC 가격 거래량 변수가 유의하게 추정되었다. 또한, 대내외 경제상황 변수의 경우, 1차 이행연도에서는 모든 변수들이 유의하지 않았으나, 2차 이행연도에서는 금리, 환율, 주가변수에서 통계적 유의성이 확보되었다. 이는, 1차에서 2차 이행연도로 진행하면서 시장운영자인 정부와 시장참여자인 기업들이 1차 이행연도에서의 경험과 지식을 바탕으로 2차 이행연도에서의 배출권 관련 의사결정을 보다 효율화하는 학습효과에 기인한다. 한편, 중점분석대상인 KAU15와 KAU16 가격에 대하여 공통적으로 유의미한 설명변수로는 각 배출권의 이행연도 이듬해 2월과 3월의 명세서 작성 및 제출에 대한 제도이항변수가 존재하였다.
현재 국제사회에서 가장 비용효과적인 온실가스 감축방안으로 제시되고 있는 REDD를 UNFCCC 체제 내에 도입하기 위한 논의가 두 가지 측면에서 진행되고 있다. 첫째, 산림전용과 산림황폐화의 방지를 통한 탄소배출감축량의 산정방법과 그에 대한 측정방법개발, 둘째, REDD 사업 수혜대상국인 개발도상국에 대한 인센티브 체제 결정이 그것이다. 우리나라의 REDD 사업이 추진된다면 적절한 수준의 상쇄배출권 확보를 통해 포스트 교토체제에서 한국에게 온실가스 감축을 위한 폭넓은 기회를 제공해 줄 수 있을 것이다. 그를 위해 REDD를 국내에 도입하기 위해서는 무엇보다 법제도적 확실성 보장과 더불어 적절한 투자대상국들과의 거버넌스 구축이 필요하다.
한국은 지난 10년간 몽골 지역을 대상으로 산림복구 및 사막화방지 조림사업을 추진해 오고 있다. 본 연구는 몽골을 대상으로 기존 조림사업을 기후변화대응 A/R CDM 사업과 연계 추진의 타당성을 평가하기 위해 수행되었다. 할간트(Khyalganat), 토진 나르스(Tujiin Nars), 룬솜(Lun soum) 등 소규모 A/R CDM 시범사업 가능지를 선정하고, 특징 및 장단점, 경제성, 실행가능성 등을 분석하였다. 평가 대상지 중 토진나르스가 조림목 생장, 경제성 및 기존경험 활용가능성 측면에서 가장 유리한 것으로 나타났다. 황사피해 저감 등 환경에의 기여효과가 큰 몽골 조림사업을 소규모 A/R CDM 사업으로 추진하게 되면 탄소배출권 수익을 통해 조림비용의 절감, 주민에 의한 조림지의 지속가능한 관리, 지역사회에의 기여, 참여기업의 사회공헌 및 그린이미지 상승, 한-몽 간 임업협력 강화 등의 효과가 기대된다.
