An overview and preparation of Korean pediatrician according to the expansion of national immunization program coverage (필수예방접종경비 국가부담 사업의 확대계획에 따른 소아청소년과의 준비)

  • National Immunization Program (NIP) in korea is regulated by government for effective prevention of infectious diseases since 1954. But the program is only performed in public health center, so many people had various complaints such as inconvenience to use public center, high cost when vaccinated in private medical organization and lack of speciality and registration etc. In this reason, it was very difficult to raise the vaccination rate to 95 percent, infectious disease preventable rate. With this background national assembly and government try to expand the NIP coverage both public health center and private medical organization with increasing budget from 2009. So in this paper an overview and preparation of Korean pediatrician according to the expanding plan of NIP are described.

A Semi-Markov Decision Process (SMDP) for Active State Control of A Heterogeneous Network

  • Due to growing demand on wireless data traffic, a large number of different types of base stations (BSs) have been installed. However, space-time dependent wireless data traffic densities can result in a significant number of idle BSs, which implies the waste of power resources. To deal with this problem, we propose an active state control algorithm based on semi-Markov decision process (SMDP) for a heterogeneous network. A MDP in discrete time domain is formulated from continuous domain with some approximation. Suboptimal on-line learning algorithm with a random policy is proposed to solve the problem. We explicitly include coverage constraint so that active cells can provide the same signal to noise ratio (SNR) coverage with a targeted outage rate. Simulation results verify that the proposed algorithm properly controls the active state depending on traffic densities without increasing the number of handovers excessively while providing average user perceived rate (UPR) in a more power efficient way than a conventional algorithm.

  • This paper evaluates the performance of clustering algorithms in the determination of combat fatigues. Among clustering algorithms, GLVQ in neural clustering methods. and ISODATA algorithm are evaluated in this paper. In order to evaluate, this study used the data sets which showed the body measurement of Korean military personnel. For the comparison of the three methods, the coverage rate and fitness for combat fatigues are evaluated and the convergence of final standard sizes are considered. As a result, the mean of the coverage rate and fitness for combat fatigues obtained with the GLVQ are higher than those obtained with -Means and ISODATA algorithms.

Development of Appeal Sizing System of Males in Their Twenties (20대 남성의 의류 치수 체계 개발)

  • The purpose of this study is to characterize body types of males in their twenties, and to provide information on body types of males by classifying them into groups. In addition, this study attempts to provide ways that can help improve the fit and coverage rate of ready-to-wear clothes by developing an apparel sizing system according to body types. 297 male subjects in their twenties participated in this study. 54 anthropometric and 35 photographic measurements were taken from each subject. After combining the body types of the front and the side into a whole body, we selected typical body types out of the combinations. It is shown that 84.64% of males in their twenties belong to the HI type, H/equation omitted/ type, X/equation omitted/ type, Xl type, Yl type, and HS type. To develop a new size system of clothes, the distribution of sizes was determined by using means and standard deviations for basic parts of each body type. Then, the most optimal sizes were selected separately for each body type to maximize the coverage rate.

Phlox subulata, Cover Plant for Soil Conservation in Chinese Cabbage-Cultivated Highland (고랭지배추 재배지 토양보전을 위한 동반작물 지면패랭이)

  • To evaluate the effect of companion plant (Phlox subulata and Glechoma hederacea var. longituba) on conservation of soil in slopped highland, coverage of crops and soil erosion were investigated with 3 different conditions. The coverage rate of Phlox subulata with Chinese cabbage cultivation was kept on approximately 100% from Chinese cabbage-transplanting to -harvest. The coverage rate of Glechoma hederacea var. longituba with Chinese cabbage cultivation was low at it's early stage, however, reached to approximately 100% at the time of Chinese cabbage harvest. In contrast, the coverage rate of Chinese cabbage cultivation without cover crop, and simultaneous transplanting with Chinese cabbage and cover crop were approximately 60%. Losses of soil and nitrate nitrogen were much lower in Phlox subulata with Chinese cabbage cultivation ($0.1{\sim}0.2ton\;ha^{-1}$, $0.2{\sim}0.4kg\;NO_3{^-}-N\;ha^{-1}$) than those in Chinese cabbage cultivation without cover crop ($20.8ton\;ha^{-1}$, $2.1kg\;NO_3{^-}-N\;ha^{-1}$), and simultaneous transplanting with Chinese cabbage and cover crop ($8.9{\sim}10.5ton\;ha^{-1}$, $1.5{\sim}2.2kg\;NO_3{^-}-N\;ha^{-1}$). Cover plants suppressed the weed occurrence up to about 70%. Live mulching with cover plants set a good effects on weed suppression and reduction of soil and nutrient loss. Therefore intercropping with Phlox subulata will make great contributions to soil conservation in Chinese cabbage cultivated highland.

Effect of Soft Handoff Technique on CDMA Cell Coverage in a Lognormally Shadowed Channel (전파음영 채널 환경에서 소프트 핸드오프 기법이 CDMA 셀룰러 시스템의 셀 커버리지에 미치는 영향)

  • In this paper, the effect of soft handoff technique on CDMA cell coverage is analyzed in a lognormally shadowed channel, which uses the Hata propagation model, Also, the rate of increase for the cell coverage is analyzed by calculating the hard and soft handoff margin. When the outage probability is 0.02 and the standard deviation of the received signal is 2.5 dB in a lognormally shadowed channel, the transmit power of the mobile station which is located in the cell boundary is increased by the hard handoff margin of 5.13 dB and by the soft handoff margin of 3.68 dB, respectively. So, the rate of increase for the cell coverage is 1.39 in case of using the soft handoff technique. It is shown that if the (E$\_$b//N$\_$0/)$\_$req/ value is 7 dB, the cell coverage of the CDMA cellular system with soft handoff technique in city area is 3.33 km in case of the 850 MHz frequency and 1.36 km in case of the 1900 MHz frequency. Also, the accurate cell coverage with soft handoff technique is supported that could be serviced by the base-station in CDMA cellular system.

Leading Study for the Restoration of Pediatric Immunization Systems in North Korea following Reunification of Korean Peninsula (통일 후 북한지역 영·유아 대상 예방접종체계 수복을 위한 선행연구)

  • Background: 8,000 children in North Korea died before they reached the 1 year after births in 2013. The high mortality rate of children under five years of age is mainly caused by infectious diseases and malnutrition. The need for national pediatric immunization and supply of vaccines will be vital when the abrupt reunification occurs. Objective: The purpose of this study is to scrutinize the pediatric immunization coverage of North Korea. Additionally it is to estimate the amount and the costs needed to vaccinate. Methods: The target population is the children of North Korea. The method is based on a pre-survey and an interview of North Korea defectors. The target interviewees searched for are as follows; doctors, teachers, and others. The interview includes questions on mortality rates and immunization coverage. The analysis is largely based on the statements of the health care providers within the selected group. Results: The interviewees are 8; 7 female and 1 male. The birth years range from 1956 to 1982. 3 out of 8 are former health care providers; a doctor, a pharmacist, and a nurse. The morbidity rate of infectious diseases exceeds the data from WHO. The immunization coverage is nearly 0% after 1980s. In order to ensure the welfare of North Korean children, at least 8,234,000 vaccine doses, requiring over 105 million U.S. dollars, are needed. Conclusion: The morbidity rate of infectious disease in North Korea is conspicuous. The preparation for supply and expenditure of vaccines is vital.

In-situ phosphorus doping effect on epitaxial growth of $Si_{1-x}Ge_{x}$ film with high ge fraction (고농도 ge fraction을 갖는 $Si_{1-x}Ge_{x}$ 막의 epitaxial growth에 대한 in-situ phosphorus doping 효과)

  • We studied phosphorus doping effect on the epitaxial growth of $Si_{1-x}Ge_{x}$ film with high Ge fraction on Si substates at 550.deg. C by LPCVD. In a low $Ph_{3}$ partial pressure region such as below 1.25 mPa, the phosphorus dopant concentration increased linearly with increasing $PH_{3}$ partial pressure while the deposition rate and the Ge fraction were constant. In a higher $PH_{3}$ partial pressure region, the phosphorus dopant concentration and the deposition rate decreased, while the Ge fraction slightly increased. The deposition arate and the Ge fraction increased with increasing $GeH_{4}$ partial pressure while the phophours dopant concentration decreased. But the increasing rate of Ge fraction with incrasing $PH_{3}$ partial pressure was reduced at a high $GeH_{4}$ partial pressure. According to test results, it suggests that high surface coverage of phosphorus atoms suppress both the $SiH_{4}$ adsorption/reasction and the $GeH_{4}$ adsorption/reaction on the surfaces, and the effect is more stronger on $SiH_{4}$ than on $GeH_{4}$. In a higher $PH_{3}$ partial pressure region, the epitaxial growth is largely controlled by surface coverage effect of phosphorus atoms. The phosphorus surface coverage was slimited at a high $GeH_{4}$ partial pressure because adsorbed Ge atoms effectively suppresses the adsorption of phosphorus atoms.

The Effect of Catastrophic Health Expenditure on the Transition to Poverty and the Persistence of Poverty in South Korea (과부담 의료비 지출이 빈곤화 및 빈곤 지속에 미치는 영향)

  • Objectives: The low benefit coverage rate of South Korea's health security system has been continually pointed out. A low benefit coverage rate inevitably causes catastrophic health expenditure, which can be the cause of the transition to poverty and the persistence of poverty. This study was conducted to ascertain the effect of catastrophic health expenditure on the transition to poverty and the persistence of poverty in South Korea. Methods: To determine the degree of social mobility, this study was conducted among the 6311 households that participated in the South Korea Welfare Panel Study in both 2006 and 2008. The effect of catastrophic health expenditure on the transition to poverty and the persistence of poverty in South Korea was assessed via multiple logistic regression analysis. Results: The poverty rate in South Korea was 21.6% in 2006 and 20.0% in 2008. 25.1 - 7.3% of the households are facing catastrophic health expenditure. Catastrophic health expenditure was found to affect the transition to poverty even after adjusting for the characteristics of the household and the head of the household, at the threshold of 28% or above. Conclusions: 25.1% of the households in this study were found to be currently facing catastrophic health expenditure, and it was determined that catastrophic health expenditure is a cause of transition to poverty. This result shows that South Korea's health security system is not an effective social safety net. As such, to prevent catastrophic health expenditure and transition to poverty, the benefit coverage of South Korea's health security system needs to the strengthened.

A Study on the Sizing System of Pantyhose (팬티스타킹의 치수표시에 관한 연구)

  • The pantyhose is a close-fitting garment, and consumers are highly sensitive to any progress made in fitting the garment to their lower body and increasing comfort. However, the pantyhose manufactured in Korea are only one-sized. The purpose of this study is to suggest a sizing system for pantyhose. The results of this study are as follows: 1. As a results of questions regarding the sizing system of pantyhose, 88.2% of people who responded to our questionnaire preferred multi-sized pantyhose. In particular, larger women opposed to thin women expressed some dissatisfaction in the length and the width of the pantyhose. In addition, most of women preferred an indication of the sizing system and the body size of the control dimension (body mass and height). 2. The 13 species of pantyhose that were manufactured abroad are of all sizes, and only one type of pantyhose is one-sized. However, most domestic pantyhose except one, are one-sized. 3. As a result of the experiment, the spandex content in pantyhose was approximately 12∼18%. Moreover, the elongation rate was approximately 200-370%, which differed according to the features of the material. The stretch size of the pantyhose had varies greatly, add has not yet been standardized. 4. The methods for indicating the pantyhose size in this study are the square method and the stair method. The characteristics of the square method are simple, but the coverage is relatively low. The characteristic of the stair method are so complicated that older women have a low preference for this method. However, the coverage rate is high.
