Optimized Evaluation of Counter Drone System for Defending National Major Facilities through a Thinking Process of RMA (군사혁신(RMA) 사고과정을 적용한 국가중요시설 대드론체계 평가점검표 최적화)

  • Evalution of counter drone systems is conducted in order to designate plausible countermeasues against possible drone threats, assess the level of safety of national major facilities and derive complementary measures for detected weakness. Recently drone threats by North Korea have heavily impacted ROK(Republic of Korea) people and it has been stronly stressed to build efficient counter drone system for make the society protected and secured against drone threats. The researchers has conducted field investigations for some of national major facilites. There is, however, no standardized evaluation checklist, so we have proposed an evaluation checklist for counter drone systems though thinking process of RMA(Revolution in Military Affairs). This paper is to introduce the evaluation checklist for properly diagnosing each counter drone system.

  • On December 26, 2022, North Korea's drone provocation resumed for the first time in eight years. The threat covered not only the Seoul metropolitan area but also the no-fly zone for the presidential office's security, and the South Korean military's response to it is not appropriate, which is a major controversy. In the midst of this, problems caused by the prohibition of small drones' flight and illegal intrusion into restricted areas are increasing in Korea, and the threat is becoming a reality, such as being used for terrorist attacks abroad. In this paper, the concept of "Counter-Drone" and related technologies were considered for these drone threats, and implications were derived through domestic and overseas small drone threats, and the direction of development of the Counter-Drone system was presented. North Korea's drone threat is expected to be more diversified, massified, and advanced, resulting in bolder attacks and provocations. Therefore, the South Korean military should push for early powering of the integrated control system and the conter drone system, joint and military cooperation in response to the threat of small drones, and the ability to carry out joint operations between South Korea and the U.S.

  • Vertical particle size distribution, total particle concentration, wind velocity, temperature and humidity measurement was performed with a drone. The drone was equipped with a wind sensor, house-made optical particle count(Hy-OPC), condensation particle counter(Hy-CPC), GPS, Temperature, Relative Humidity, Pressure and communication system. Base on the wind velocity and the particle size vertical distribution measurement with drone, the particle mass flux was calculated. The vertical particle distribution showed that the particle number concentration was very strongly correlated with the relative humidity.

  • Recently there are increasing number of claims that it is necessary to build a countermeasure in case of aggressive threats by small drones. During Russia-Ukraine war ignited by Russian invasion on February 2022, attacking drones have been being used widely to damage other country's national major facilities. On December 2022, 5 drones sent by North Korea made a flight around Seoul, South Korea about 7 hours, but it was not successful to search and track them. Furthermore, none of these were destroyed and shot down. Counter-drone system is essential system to search and identify unintended small drones and disable them. This paper is for proposing required functions for building a counter-drone system for national major facilities. We conducted focus group interviews with relevant government officials and analyzed their suggestions on how to augment protection capabilities to defend against small drone attacks.

  • Recent aggressive threats by North Korea using small drones have heavily impacted on ROK(Republic of Korea) society and it seems to be agreed that counter-drone systems are required to protect our properties. ROK government has been investigating current counter-drone systems for national important facilities. However, there is no consensus standard to evaluate the systems. This paper is to propose a counter-drone system evaluation framework which is the outcome through RMA(Revolution in Military Affairs) thinking process. The RMA thinking process is currently well-implemented in ROK army to develop future military strategy. The proposed framework has 4 categories - threat analysis of North Korea small drones, convergence of detection, tracking and neutralizing systems, integrated operations and available experts and organization - which have corresponding criteria.

  • Drones are emerging as a new security threat, and the world is working to reduce them. Detection and identification are the most difficult and important parts of the anti-drone systems. Existing detection and identification methods each have their strengths and weaknesses, so complementary operations are required. Detection and identification performance in anti-drone systems can be improved through the use of artificial intelligence. This is because artificial intelligence can quickly analyze differences smaller than humans. There are three ways to utilize artificial intelligence. Through reinforcement learning-based physical control, noise and blur generated when the optical camera tracks the drone may be reduced, and tracking stability may be improved. The latest NeRF algorithm can be used to solve the problem of lack of enemy drone data. It is necessary to build a data network to utilize artificial intelligence. Through this, data can be efficiently collected and managed. In addition, model performance can be improved by regularly generating artificial intelligence learning data.

  • Due to recent small unmanned aircraft threats by North Korea and unsuccessful reponses, severe concerns about future national security have been being increasingly surged. Especially it is notable and unaccpetable to see that North Korea's small drones flying over capical areas over 7 hours were not efficiently detected and identified even though South Korea already recognized the threats since early 2010s. Meanwhile a US military troop operating THAAD system on Seung-Joo, South Korea successfully shot down unidentified small drone on Jan 2023. The threats caused by small unmanned aircraft is worrisome not only to South Korea, but also to international nations. This paper surveyed US DoD Strategy for countering small aircraft systems and suggest how to improve our current anti-dron systems so that small unmanned aircraft threats will be dynamically diminished or neutralized as fast as we can.

  • In major wars of the 21st century, drones are expanding beyond surveillance and reconnaissance to include land and air as well as sea and underwater for purposes such as precision strikes, suicide attacks, and cognitive warfare. These drones will perform multi-domain operations, and to this end, they will continue to develop by improving the level of autonomy and strengthening scalability based on the High-Low Mix concept. Recently, drones have been used as a major means in major wars around the world, and there seems to be a good chance that they will evolve into game changers in the future. North Korea has also been making significant efforts to operate reconnaissance and attack drones for a long time. North Korea has recently continued to engage in provocations using drones, and its capabilities are gradually becoming more sophisticated. In addition, with the recent emergence of new strategic Drones, wartime and peacetime threats such as North Korea's use of these to secure surveillance, reconnaissance and early warning capabilities against South Korea and new types of provocations are expected to be strengthened. Through this study, we hope to provide implications by analyzing the capabilities of North Korea's strategic Drones, predicting their operation patterns, and conducting active follow-up research on the establishment of a comprehensive strategy, such as our military's drone deployment and counter-drone system solutions.

  • Due to the development of technology and popularization of drone, the so-called "dirty drone" that exploits drones for crimes and terrorism has become a social problem, and it is time to seriously consider the "revenge of drones." Indeed, the cases of threats posed by drones are expanding not only to threats to ground facilities, but also to aviation safety threats, more recently to large-scale events, demonstrations and crimes targeting specific personnel, and terrorism. This research clearly defined the concept of anti-drone when it emerged as a new type of social safety threat as it was abused in crime and terrorism, while response to it was not enough yet. Through this process, it was intended to present an effective anti-drones system. We analyzed the major controversial elements of anti-drone, and defined them as "comprehensive response activities at the legal, institutional and technical levels performed by law enforcement agencies, related technology and industrial entities in a way that prevents, detects, and blocks acts that violate public well-being and order, such as crimes and terrorism caused by the drones." To effectively respond to dirty drones, the authority of law enforcement agencies and the enactment of relevant laws were proposed. In the future, a comprehensive and systematic follow-up study of the anti system should be conducted.

Design of a GCS System Supporting Vision Control of Quadrotor Drones (쿼드로터드론의 영상기반 자율비행연구를 위한 지상제어시스템 설계)

  • The safety and autonomous flight function of micro UAV or drones is crucial to its commercial application. The requirement of own building stable drones is still a non-trivial obstacle for researchers that want to focus on the intelligence function, such vision and navigation algorithm. The paper present a GCS using commercial drone and hardware platforms, and open source software. The system follows modular architecture and now composed of the communication, UI, image processing. Especially, lane-keeping algorithm. are designed and verified through testing at a sports stadium. The designed lane-keeping algorithm estimates drone position and heading in the lane using Hough transform for line detection, RANSAC-vanishing point algorithm for selecting the desired lines, and tracking algorithm for stability of lines. The flight of drone is controlled by 'forward', 'stop', 'clock-rotate', and 'counter-clock rotate' commands. The present implemented system can fly straight and mild curve lane at 2-3 m/s.
