Universal service policy is the core of telecommunications policy and, therefore, in many countries, governments have been accomplished universal service as the critical goal of telecommunications policy. In the past when the market was under monopoly, the monopolist had the responsibility of supplying for universal service, whereas supply cost complemented through internal assistance. From 1998 when WTO basic telecommunications negotiation took effect, however, telecommunications markets fully opened, it was impossible to supply of universal service under the past system. Therefore, governments of major countries are trying to renew laws and institutions for policies compatible with competition environments. In this paper, I analyse and compare major countries' policies for the universal services and try to find out policy implication for Korea.

This paper presents an implementation of a new type of architecture to improve an overflow problem on the network buffer. Each receiver channel of network system stores the message in its own buffer. If some receiver channel receives many messages, buffer overflow problem may occur for the channel. This paper proposes a network controller that implements a receiver channel with shared-memory to save all of the received messages from the every incomming channels. The proposed architecture is applied to ARINC-429, a real-time control network for commercial avionics system. For verifying performance of the architecture, ARINC-429 controller is designed using a SOPC platform, designed by Verilog and targeted to Xilinx Virtex-4 with a built-in PPC405 core.

IEEE LOM 기반의 ADL SCORM, KEM 등을 통해 생산된 학습 콘텐츠는 데이터의 표준을 준수하여 이종의 학습시스템에서도 연동 될 수 있도록 상호운용성이 크게 향상되었고, 이를 통해 학습 콘텐츠의 유통과 검색, 접근이 매우 수월하게 개선되었다. OAI-PMH는 XML 기반의 학술 정보에 대한 메타데이터 통합을 통하여 개방형 검색이 가능하도록 시스템을 구현하기 위한 프레임워크로써 학술 정보의 통합 유통 체제에 매우 활용도가 높다. 본 논문에서는 OAI-PMH 의 SP/DP 개념의 메타데이타 수확(Harvesting) 기술을 활용하여 국내의 교육기관(학교), 연구 기관, 학술단체, 기업연수원 등에서 보유하고 있는 SCORM, KEM 기반의 학습 콘텐츠와 DC(Dublin Core) 기반의 학술 정보를 통합하여 사용자에게 정보 서비스를 제공하기 위한 개방형 학습.학술 정보 공유 시스템 설계를 제안하고자 한다.

Many companies have integrated their internal processes with the aid of information technology. Now the focus is on interconnecting trading partners. Collaborative commerce (also known as c-Commerce) has a key role. It is not just about making it easier for business to communicate. It is about by breaking down barriers along the entire length of the supply chain. Some c-Commerce links are permanent, others get established when and where they are needed. c-Commerce is helping business in electronic supply chains to improve product delivery while cutting costs, to strengthen relationships and to reduce lead time. In this paper, we propose the concept of collaborative commerce, and design and implement Collaborative Commerce Portal (CCP) system of small and medium enterprise for marketing support. The technical definition of CCP is set of all technical elements can do collaborative commerce between small and medium enterprises with Internet or Internet. The target information of CCP includes usual and unusual information and all other information of companies used as process events. Through this, it enhances efficiency of business processes, core information sharing and marketing activation.

The core of cloud computing is to provide efficient computing resource sharing. In this paper, we have designed and implemented a virtual computer lab system using open source cloud computing infrastructure. The proposed virtual computer lab system can be used to reduce computer upgrade and maintenance cost significantly.

IT companies make a lot of efforts for sharing and utilizing of experiences of their members and transforming them into the organizational knowledge as a competitive core. But they face a dilemma that they have to spend time and financial resource to perform activities around knowledge management for the long-term gains, while carrying field-works for making short-term profits. As an initial attempt to tackle this managerial problem, this paper try to investigate the mechanism of knowledge management in a small IT company in Korea with a synthetic view-point using system dynamics simulation model. It depicts the dynamic behaviors of knowledge management and presents some findings of political leverage. Although it has to be replenished further, the scheme for the dynamism of knowledge management and the findings presented in the paper could be useful for the decision makers particularly of knowledge-intensive organizations

We designed a SIMD-DSP/FPU that can efficiently improve multimedia processing performance when integrated into high-performance embedded microprocessors. We proposed partitioned architectures and new schemes for several functional units to reduce chip area. Sharing functional units reduces the area of FPU significantly. The proposed architecture is modeled in HDL and synthesized with a 0.35$\mu\textrm{m}$ standard cell library. The chip area is estimated to be about 100,000 equivalent gates. The designed unit can run at higher than 50MHz clock frequency of CPU core under the worst-case operating conditions.

As the importance and the need for network security is increased, many organization uses the various security systems. They enable to construct the consistent integrated security environment by sharing the vulnerable information among firewall, intrusion detection system, and vulnerable scanner. And Policy-based network provides a means by which the management process can be simplified and largely automated. In this article we build a foundation of policy-based network modeling environment. The procedure and structure for policy rule induction from vulnerabilities stored in SVDB (Simulation based Vulnerability Data Based) is conducted. It also transforms the policy rules into PCIM (Policy Core Information Model).

This paper presents a soft switching converter to achieve the functions of zero voltage switching (ZVS) turn-on for the power switches and dc voltage step-up. Two circuit modules are connected in parallel in order to achieve load current sharing and to reduce the size of the transformer core. An active snubber is connected between two transformers in order to absorb the energy stored in the leakage and magnetizing inductances and to limit the voltage stresses across the switches. During the commutation stage of the two complementary switches, the output capacitance of the two switches and the leakage inductance of the transformers are resonant. Thus, the power switches can be turned on under ZVS. No output filter inductor is used in the proposed converter and the voltage stresses of the output diodes is clamped to the output voltage. The circuit configuration, the operation principles and the design considerations are presented. Finally, laboratory experiments with a 340W prototype, verifying the effectiveness of the proposed converter, are described.

In this paper, a semi-automated mapping system, which can produ¬ce digital maps by using information acquired from pre-processing procedure, was introduced. To get a binary edge image, which is very important in vectori¬zation process, we applied adaptive smoothing and connection preserving thresho¬Iding algorithm. In mapper program, binary images are converted to vectors and for in-core data structure, extended PR quad tree was used. These procedures are dispatched to personal computers and workstations and through network resource sharing, the whole process was unified and simplified.
