  • An organization must restructure itself once it makes outsourcing decisions. Outsourcing is a strategy that a company adopts to direct internal efforts into strengthening its core business processes while contracting other companies for strategically less critical tasks thereby improving organizational production efficiency, and the strategy inevitably involves organizational restructuring. While public service organizations have increasingly embraced outsourcing as well, only a handful of studies analyze the change in efficiency from organizational restructuring. Therefore, this study uses Stochastic Frontier Analysis (SFA) to test whether efficiency improved in Korea Expressway Corporation's restructured branch offices. Korea Expressway Corporation evaluated and grouped its branches based on road extensions management, traffic volume, the number of snow days, road deterioration, and the number of junctions to differentially allocate its personnel and budget. The extent of efficiency improvement in each group was compared, and results show that inefficiency did not exist in any of the groups. The efficiency index among the three group categories was similar across the board; 9 offices in the A-group with its expanded personnel and budget had an efficiency index of 0.954, 12 offices in the B-group with unchanged personnel and budget conditions had an index of 0.950, and 12 offices in the C-group with reduced personnel and budget had an index of 0.937. SFA facilitates efficiency analyses because it does not require pre-restructuring data. This study is easy to apply in practice and empirically tests efficiency improvement in organizational restructuring based on data collected from all the branch offices in Korea Expressway Corporation.

Accordingly, applying these trends by analyzing defense related data in such sources as journals, articles, and news will provide crucial clues in predicting and identifying core future technologies that can be used to develop creative and unprecedented future weapon systems that could change the warfare. Methods: To identify technology fields that are closely related to the 4th industrial revolution and recent technology development trends, environmental analysis, text mining, and military applicability survey have been included in the process. After the identification of core technologies that are militarily applicable, future weapon systems based on these technologies as well as their operation concepts are suggested. Results: Through the study, 73 important trends, from which 11 mega trends are derived, are identified. These mega trends can be expressed by 13 promising technology fields. From these technology fields, 248 promising future technologies are identified. Afterwards, further assessment is performed, which leads to the selection of 63 core technologies from the pool. These are named as "future defense technologies" which then become the bases for 40 future weapons systems that the military can use. Conclusion: Predicting future technologies using text mining analysis have been attempted by various organizations across the globe, especially in the fields related to the 4th industrial revolution. However, the application of it in the field of defense industry is unprecedented. Therefore, this study is meaningful in that it not only enables the military personnel to see promising future technologies that can be utilized for future weapon system development, but helps one to predict the future defense technologies using the method introduced in the paper.

  • It was maintained that successful establishment and accomplishment of outsourcing might be possible only when those eating-out companies re-establish their concept of management strategy, identify core competencies through value-chain analysis, make a through cost analysis, select cooperative companies via overall screening, expand the area of outsourcing, enhance partnership to improve service quality, harmonize bilateral organization culture, remove the ambiguity of contract terms, protect core competencies of the rest area, continue with evaluation and control, and spinoff or invest to a new specialized business. Then, it was suggested that highway rest area business construct the core competencies and introduce outsourcing from a future-oriented viewpoint so that they can concentrate the competencies to competitive area and expand outsourcing scope to professional area such as finance and accounting, general affairs, personnel affairs, logistics, marketing, and R&D. They need to make out the problem of productivity reduction resulted from many years working employee's old age, refine human resource, and maintain the standards of skill so that they can improve service quality of the rest area, streamline each organization currently having so a large manpower, reduce manpower, and improve the productivity.

  • An assessment for determining N-16 activity concentrations during the operation condition of Bangladesh Atomic Energy Commission TRIGA Research Reactor was performed employing several governing equations. The radionuclide N-16 is a high energy (6.13 MeV) gamma emitter which is predominately created by the fast neutron interaction with O-16 present in the reactor core water. During reactor operation at different power level, the concentration of N-16 at the reactor bay region may increase causing radiation risk to the reactor operating personnel or the general public. Concerning the safety of the research reactor, the present study deals with the estimation of N-16 activity concentrations in the regions of reactor core, reactor tank, and reactor bay at different reactor power levels under natural convection cooling mode. The estimated N-16 activity concentration values with 500 kW reactor power at the reactor core region was $7.40{\times}10^5Bq/cm^3$ and at the bay region was $3.39{\times}10^5Bq/cm^3$. At 3 MW reactor power with active forced convection cooling mode, the N-16 activity concentration in the decay tank exit water was also determined, and the value was $4.14{\times}10^{-1}Bq/cm^3$.

  • Radioactive nuclides deposited on out-of-core surface after the radiation in the core by the transport of corrosion products (CRUD) through the primary coolant system in PWR which is the major plant type in Korea, are leading sources of radiation exposure to plant maintenance personnel. Thus, the optimal chemistry operation method is required for the reduction of radiation exposure by the corrosion products. This study analysed the actual water chemistry operation data of four operating domestic PWRs. And in order to evaluate the coolant chemistry operation data, a computer code which can calculate the activity buildup in the various chemistry conditions of PWR coolant was employed. Through the analysis of comparison between the activity buildup of actual water chemistry operation mode and that of assumed Elevated Li operation mode calculated by the computer code, it was found that the out-of core radioactivity can be reduced by diminishing the deposition of corrosion products on the core in case that the Elevated Li operation mode is applied to the coolant chemistry operation of PWR. And the higher coolant pH operation was shown to have the advantage of the reduction of out-of-core activity buildup if the integrity of system structural materials and fuel cladding is guaranteed.
