This study reviews international discussions about the trade-labor linkage and examines the labor chapters of FTAs enforced by the US and the EU from a comparative perspective. Since early 1990s, starting from the NAFTA, the US has included forceable labor provisions in its FTAs and this trend continues to the TPP which was concluded in October 2015. On the other hand, the EU's labor provisions in its FTAs have been composed of promotional elements on labor rights based on cooperations and dialogues. These different features of labor provisions in the US and European FTAs are mainly due to the motives of the FTAs of the US and the EU respectively as well as their domestic situations with regards to domestic law and institutional set-ups. The coordination of labor provisions involves a long-term institutional as well as regulatory convergence which triggers not only economic but also social changes, compared to a relatively short-term effect of tariff elimination. For Korea which has been a FTA partner country both with the US and the EU, it is significant to keep the different characteristics in the labor provisions in mind, particularly in the process of its implementation. Concerning the implementation of Korea-US FTA, it might be problematic if Korean law and its regulatory practice on labor-management relations do not comply with that of the US. The Korea-EU FTA case can also have an indirect impact on Korea's labor laws since it stipulates in its provisions that both parties should have discussions not only within each government but also with the civil communities including NGOs. Thus, Korea should pay more attention to the true meaning in labor provisions of both FTAs in order to promote its firms to be equipped with the right labor-management system in their operations abroad.
The reference guide for the cost of establishing the digital documents has been used as a basis for establishing the budget for the construction of the knowledge information resource. However, due to the abolition of the nominal unit price notification in terms of IT projects, it is necessary to conduct research to convert the standard of the current labor force grade standard to the national incompetency standard (NCS). In this study, we investigate and revise the system and contents of the current knowledge information cost estimation model. In specific, i) we conducted gap analysis of cost estimation model and existing NCS model. As the contents conforming for the construction of the knowledge information resource were not adoptable, we define the description of the construction of the knowledge information resource and to identify the core elements of NCS prior to the improvement of the cost model. ⅱ) then we proposed improve the cost model considering integration with newly proposed NCS model for knowledge information construction job. In order to ensure the validity of the application of NCS development and cost estimation model, the experts reviewed relevant contents and made plans for improvement by using experts from supply and demand groups of various fields of national knowledge informatization projects.
This study aims to point out what is the basic idea and principle of weed control in or-ganic farming. The korean organic agriculture gets a point in dispute on weed control, be-cause 1) they do not practice the Basic Standard of IFOAM and FAO/WHO Codex Guidelines(draft), and 2) Korean organic farming is defined quite differently from internationally recognized core aspects for organic agriculture. Organic farming, in Korea, is taken to mean just the replacement of chemical fertilizer by organic manure and a-voidance of agricultural chemicals without practicing on rotation, cropping system and so on. As a consequence, organic farmers in Korea are suffering from hard labor to control the weed. In the paper it is discussed on organical weed control method which are required in the Basic Standard of IFOAM and guidelined in the Organic Production Principles of FAO/WHO Codex draft, and furthermore the single or combination effect of those method are also discussed. In conclusion it is suggest the necessity, purpose, and effect of the introduction of the basic stan-dard to korean organic agriculture including organical weed control.

Purpose: South Korea is a close ally of the US and an important partner of China. Caught between the two most powerful countries, South Korea's strategic directions are critical. This article emphasizes that the deeper core of the US-China trade war is to improve the business environment to attract foreign direct investment (FDI) to boost the economy, rather than engaging in the trade war. Research design, data, and methodology: Considering the complexity of this issue, this article applies a systematic analytical tool, the ABCD (Agility, Benchmarking, Convergence, and Dedication) model, to provide strategic guidance for inducing investments into South Korea in the context of the ongoing US-China trade war. Results: Specifically, South Korea needs to provide a more attractive business environment along the four points: expedite commercial activities through deregulation (Agility); adopt global standards of the flexible labor markets and technological developments (Benchmarking); integrate various industries and connect them to global value chains (Convergence); and create more economy-friendly policies rather than politics-oriented ones such as protectionism (Dedication). Conclusion: This study stands out not just by utilizing the ABCD model but, also by providing more systematic analysis and practical implications, particularly within the context of the escalating US-China competition. Unlike many existing studies that analyze the broader impacts of this geopolitical rivalry, this research delves into specific strategic guidelines for South Korea to attract FDI. The findings also provide implications for multinational corporations (MNCs) in choosing the locations for their overseas operations, particularly in South Korea.
This study developed training program to educate professional workers for software industry with growing importance in this area as software industry takes more parts in Korean economy. Additionally, this study developed the program based on national competency standards(NCS) using structured on the job training(S-OJT), For this study, we reviewed economic index about software industry such as economic ratio and the influx of the workforce. Also literature review for S-OJT was conducted to explore its concept for better application of the concept to the program development. In addition, this study used training program development manual suggested by Korean Department of Labor. We selected specific job which needs training program to be developed based on thorough needs analysis for a company A. Previously developed NCS and other documents were reviewed and focus group interviews were conducted to find out core knowledge and skills for the job. 44 training programs were developed and objective of each program, hours, contents and methods were also suggested. Additionally detailed program name, education system, road map and operation strategy were developed and suggested. The result of this study is expected to contribute to other industry and jobs which are facing to the development of NCS based education program by suggesting detailed stage of development process. For more animated development of education program using NCS, the effect of the program should be tested in the future. For the test, appropriate evaluation methods and measures should be developed as well.

The reliability of the results of LCC analysis is determined by accurate analytical procedures and energy data from which the uncertainty is removed. Until now, systems that can automatically measure these energy data and produce databases have not been commercialized. Therefore this paper proposes a concept model of an S-LCC platform that can automatically collect and analyze electric energy consumption data of equipment systems using the IOT, which is the core tool in the Fourth Industrial Revolution and operates the equipment system efficiently using the analyzed results. The proposed concept model was developed by the convergence of existing BLCS and IOT and was comprised of five modules: Facility Control Module, LCC Analysis Module, Energy Consumption Control Module, Efficiency Analysis Module, and Maintenance Standard Reestablishment Module. Using the results of LCC analysis deduced from this system, the deterioration condition of an equipment system can be identified in real-time. The results can be used as the baseline data to re-establish standards for the maintenance factor, replacement frequency, and lifetime of existing equipment, and establish new maintenance standards for new equipment. If the S-LCC platform is established, it would increase the reliability of LCC analysis, reduce the labor force for entering data and improve accuracy, and would also change disregarded data into big data with high potential.
This study is primarily aimed at conducting conceptual research that reinforces corporate social responsibility and gives direction to how local firms' CSRs should evolve in line with global CSR core values. To this end, a comprehensive approach was made to the Korean CSR system or standards in terms of research methods, and the direction of development was derived by comparing them with global standards. While the social responsibility activities of Korean companies are still focused on social contribution, CSR activities of global companies take social responsibility not only in various business areas but also in the circumstance surrounding companies, labor, environment and others. In particular, they are conducting stable CSR activities within the value chain of companies. Moreover, the CSR function is required in both the original and the primary sub-contractors and the secondary sub-contractors. This can confirm that the CSR activities of companies contribute to the development of society as they attract better working conditions and a better living environment based on the CSR. Therefore, the CSR direction presented by the study is meaningful and worthwhile in that it can contribute not only to Korean companies' global advancement but also to transform our society into a better society.

At construction sites, interest in the production of precast materials is increasing due to off-site conditions due to changes in construction site conditions due to increased labor costs and the Act on the Punishment of Serious Accidents. In particular, the precast prestressed hollow slab has a hollow shape in the cross section, so structural performance is secured by reducing weight and controlling deflection through stranded wires. With the application of structural standards, the urgency of securing fire resistance performance is emerging. In this study, a fire-resistance cross section was developed by reducing the concrete filling rate in the cross section and improving the upper and lower flange shapes by optimizing the hollow shape in the cross section of the slab to have the same or better structural performance and economic efficiency compared to the existing hollow slab. The PC hollow slab to which this was applied was subjected to a two-hour fire resistance test using the cross-sectional thickness as a variable, and as a result of the test, fire resistance performance (load bearing capacity, heat shielding property, flame retardance property) was secured. Based on the experimental results, it is determined that fire resistance modeling can be established through numerical analysis simulation, and prediction of fire resistance analysis is possible according to the change of the cross-sectional shape in the future.
The National Defense Reformation bill of "National Defense Reformation 2020" which have been constantly disputed and reformed by the government went through various levels of complementary measures after the North Korean sinking on the Republic of Korea (ROK) Naval Vessel "Cheonan". The final outcome of this reform is also known as the 307 Plan and this was announced on the 8th March. The reformed National Defense Reformation is to reduce the number of units and military personnel under the military structure reformation. However, in order for us to undertake successful National Defense Reformation, the use of privatized civilian resources are essential. Therefore according to this theory, the ROK Ministry of National Defense (MND) have selected the usage of privatized resources as one of the main core agenda for the National Defense Reformation management procedures, and under this agenda the MND plans to further expand the usage of private Especially the MND plans to minimize the personnel resources applied in non-combat areas and in turn use these supplemented personnel with optimization. In order to do this, the MND have initiated necessary appropriate analysis over the whole national defense section by understanding various projects and acquisition requests required by each militaries and civilian research institutions. However for efficient management of privatized civilian resources, first of all, those possible efficient private resources which can achieve optimization will need to be identified, and secondly continuous systematic reinforcements will need to be made in private resource usage legislations. Furthermore, we would need to consider the possibility of labor disputes because of privatization expansion. Therefore, full legal and systematic complementary measures are required in all possible issue arising areas which can affect the combat readiness posture. There is another problem of huge increase in operational expenses as reduction of standby forces are only reducing the number of soldiers and filling these numbers with more cost expensive commissioned officers. However, to overcome this problem, we would need to reduce the number of positions available for active officers and fill these positions with military reserve personnel who previously had working experiences with the related positions (thereby guaranteeing active officers re-employment after completing active service). This would in tum maintain the standards of combat readiness posture and reduce necessary financial budgets which may newly arise. The area of maintenance, supply, transportation, training & education duties which are highly efficient when using privatized resources, will need to be transformed from military management based to civilian management based system. For maintenance, this can be processed by integrating National Maintenance Support System. In order for us to undertake this procedure, we would need to develop maintenance units which are possible to be privatized and this will in turn reduce the military personnel executing job duties, improve service quality and prevent duplicate investments etc. For supply area, we will need to establish Integrated Military Logistics Center in-connection with national and civilian logistics system. This will in turn reduce the logistics time frame as well as required personnel and equipments. In terms of transportation, we will need to further expand the renting and leasing system. This will need to be executed by integrating the National Defense Transportation Information System which will in turn reduce the required personnel and financial budgets. Finally for training and education, retired military personnel can be employed as training instructors and at the military academy, further expansion in the number of civilian professors can be employed in-connection with National Defense Reformation. In other words, more active privatized civilian resources will need to be managed and used for National Defense Reformation.
