Road to Community Sustainability: Development of Community-based Housing for Rural Elderly

  • Community-based housing is widely recognized as one unique mode of affordable housing provision discussed in the agenda of urban housing policy in the midst of global economy. While economic development of rural communities are severely blocked by many factors, the local housing needs at grass roots level are addressed in the response to the growing number of the elderly and shortage of adequate housing to accommodate the group, and the availability of affordable housing is primarily seen as a viable option to the sustainability of rural community. This research study is to examine the case study of community-based housing development in rural areas, and to explore the drives and hurdles that influence the success of each development. The on-site visits and in-depth interviews with community leaders were employed to meet the research goals. The findings show that the driving factors making the successful housing development include the firm commitment to the importance of affordable and adequate housing, strong leadership of community leaders, public support, well-advised dispersion of public resources and strong bond between the public sector and local people. In spite of all the contributing factors, the unfamiliarity of collective ownership is the leading hurdle to proceed the development in a timely manner.

국내 계획공동체 마을의 주민참여의 실태 및 특성 (Actual Condition and Characteristics of Residents' Participation of Intentional Communities in Korea)

  • In Korea, a movement for forming intentional communities is gathering people's interests to improve individualistic living environment, and to create a humanistic lifestyle. However, it is difficult to say if its management is successful or not, because intentional community is just in the experimental stage in Korea. The purpose of this study is to identify actual condition of residents' participation in forming process, shared activities in their daily lives, residents' regulation, common facilities and its management in order to offer basic information for revitalization of intentional communities in Korea. 7 intentional communities including eco-friendly villages, religious communities and a cooperative housing community were collected as the study objects. Upon analysis, those communities were divided into two groups according to their purpose of establishment; "HC (Housing-life focused Community includes cooperative housing community and eco-friendly community)" and "IC (Ideology focused Community includes ideology community and religious community)" in order to identify difference in residents' participation between the two groups. In-dept interviews with representatives of 7 intentional communities by a structured questionnaire were used as study method. The findings of this study are as follows; In general, more active residents' participation is identified in ICs than in HCs. There is no common house, which is considered as essential in intentional community, in HCs, while it was facilitated in all ICs. Role of leader seems more important in ICs than in HCs. About the ownership of housing and land, private owned is common in HCs, while community owned is common in ICs. Shared activities and residents' regulations are evidently less in most HCs than in ICs. Furthermore, in order to run a community sustainable, it is crucial to encourage sense of community among residents, and developing common house and activity programs. Common house design, which can promote proactive residents' participation in shared activity should be studied fitted to Korean circumstances. Above all, proactive participation in the shared activities is one of the most important factors in intentional community.

근대 이상주거 고댕의 사회궁전에 나타나는 건축특성 연구 (A Study on the Architectural Characteristics of Godin's Social Palace System of Modern Ideal Housing)

  • This study analyzes the architectural characteristics of Godin's Social Palace system of ideal housing for laborers during the 19th century. Utopian socialists in the first half of the 19th century proposed different solutions to reform their chaotic capitalist society, in response to the maladies of the Industrial Revolution. Fourier designed an ideal housing referred to as the Phalanstere, in which residences coexisted in a cooperative society. His disciples tried in vain to make this ideal housing system real. The only realization of this type of ideal housing was called Godin's Social Palace, which was constructed in Guise, France. The main architectural characteristics of Godin's Social Palace are as follows: dwelling units in consideration of function and expansion are applied basically in the housing. Further, a natural ventilation system is applied between housing and courtyard, and water supply is established in the housing. In Particular, natural lighting and artificial illumination are used in the entire building appropriately. In addition, a device which promotes a community between inhabitants is established. As for such modern facilities and social devices, inhabitants were able to live a more comfortable life. Hence, it is confirmed to have been one of the important factors for sustaining the Social Palace for more than 100 years.

대규모 협동조합형 임대주택 입주예정자의 공동체 의식과 공동체 프로그램 요구에 관한 연구 (A Study on Community Sense and Needs of Community Programs for Large-scale Cooperative Rental Housing Resident)

  • 본 연구는 대규모 협동조합형 임대주택의 입주예정자가 느끼는 공동체 의식과 공동체 프로그램의 요구를 파악하여 대규모 협동조합형 임대주택의 건축계획방향을 설정하는데 목적이 있다. 이를 위하여 위스테이별내 모델하우스 방문자와 입주예정자를 대상으로 설문조사를 실시하였다. 분석결과, 모델하우스 방문자는 20대와 30대가 가장 많았으나, 입주예정자는 30대가 가장 많았다. 모델하우스 방문자 대부분은 현재 공동체 활동에 참여하지 않으나, 입주예정자는 주1회 정도 이웃과 교류하기를 원하고 있었다. 입주예정자들은 운동시설과 육아관련 시설에 대한 요구가 높았으며, 생활협동조합 및 아이돌봄 서비스에 대한 요구가 가장 많았다. 다만, 연령별로 요구하는 이웃의 범위, 만남정도, 공동시설 및 요구 프로그램이 달랐다. 본 연구는 방문자와 입주예정자가 동일한 설문을 실시하지 않은 점, 수도권에 한정된 하나의 사례만을 분석한 점이 한계이며, 입주 후의 공동체 의식과 운영 중인 공동체 프로그램 등에 대한 추가적인 연구가 필요하다.

농촌지역의 정주환경 개선을 위한 일본우량전원주택 사례분석 연구 (Case Analysis of Japanese Excellent Rural Housing for Improvement of Settlement Environment in Agricultural Region)

  • Purpose: The purpose of this study is to suggest a implication and improvement which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. Method: Accordingly this study reviewed for rural housing regulations and policies that appear in the process of developing Japanese Excellent Rural Housing. According to the case study, municipal organizations have implemented independent housing programs base on the Promotion of Rural Residence Act for returning farmers. Result: They provide service to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. The service program is run by a cooperative way. In addition the Japanese Excellent Rural Housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for local community formation and interaction for harmony between existing residents and returning farmers. In the case of Korea, targeting existing residents and returning farmers for settlement environment in rural areas need jobs, child care, education, and comprehensive housing counseling. In addition, this suggests the need for linkages between the various community programs and residents.

  • The purpose of this study is to analyze the characteristic of street markets in land development district, Dae-gu(Sung-su, Yeoung-san and Si-gy Land development districts). The result of this study is as follows, Street markets are located between detached housing estates and cooperative housing estates. Street markets are classified as private road type, linear street type and mixed type, The influential area of street markets is extended form inside of detached housing estates to arterial road. The vitality of street markets is explained by the scale of dwelling area, road system and variety of function.

중학교 기술·가정 '주거와 거주환경' 단원에 인성교육 요소와 STAD 협동학습 전략을 적용한 교수·학습 과정안 개발 (Development of teaching-learning plans applying character education components and STAD cooperative learning strategy focusing on 'Housing and residential environment' unit of middle school Technology·Home Economics)

  • 본 연구는 중학교 2009년 개정 기술·가정교육과정 내용에서 가정생활 영역에 속하는 '주거와 거주환경' 단원을 중심으로 하여 인성 교육 요소와 STAD 협동학습을 적용한 교수 ·학습 과정안을 개발하는 데 목적을 두고 있다. 연구목적을 이루기 위해 분석, 설계, 개발, 평가의 단계로 수행하였다. 먼저, 분석 단계에서는 선행 연구 고찰, 기술·가정교육과정 및 12종 교과서의 '주거와 거주환경' 내용을 분석하였다. 설계 단계에서는 선정한 인성교육 요소를 활용하여 교수·학습 과정안의 목표와 내용 구성, 차시별 활동내용, 학생평가자료, 학생용 활동 자료 및 교사용 자료 등을 설계하였다. 개발 단계에서는 '주거와 거주환경' 단원에 적용할 수 있는 총 8차시의 교수·학습 과정안, 학생 활동지, 개인학습지(형성평가지) 등을 개발하였다. 평가 단계에서는 개발한 교수·학습 과정안과 학습 활동지의 1차 타당도 평가를 가정교육학 전공 교수 1인과 가정 교육학 박사학위 소지자인 현장 중등교사 2인에게 받고, 2차 타당도 평가는 현직 가정과교사 7인으로부터 검토 받아 이를 바탕으로 교수·학습 과정안과 학습 활동지를 수정하여 최종적인 교수·학습 과정안을 완성하였다. 타당도 평가 결과, 개발된 교수·학습 과정안과 학습 활동지에 대한 타당도가 대체로 높은 수준에서 확보되었으며, 중학생을 대상으로 인성교육을 향상시키는데 적합하다고 볼 수 있다. 본 연구에서 인성교육 요소와 STAD 협동학습을 적용하여 개발된 교수·학습 과정안이 현장 교사들 및 교육과정 개발자에게 유용한 자료로 활용되기를 기대한다.

"살고 싶은 도시만들기"를 위한 지역사회의 역할 (The Significance of Participants' Role in Local Community Level for Making Livable City)

  • This paper attempts to solve the problems what is Making Livable City for and how to implement their scheme in the future. The purpose of this article is two. First, it is a examination of the background and main concept of Making Liviable City that was proposed last year end and compare with similar urban development strategies. Second, it is proposed direction and scheme that is workable to implement in local community level especially, throuth the participants' role for Making Livable City. It is concluded that is needed to develop indicator for Livable City, reinforcement of administrative capacity, formation of political mood for paticipation, and enactment of Act of Making Livable City. Impications are discussed for significance of mutual cooperative endeavour and partnerships between participants in decision-making.

유니버설 디자인 개념을 적용한 "가족 생활과 주거 공간"단원의 협동학습 수업지도안 개발 및 적용 (A Study of the Development and the Application of the Concept of Universal Design into the LT Lesson Plan for the Chapter "Family life and Housing")

  • The purpose of this study is to develop lesson plan and to evaluate its application for the chapter of 'family life and housing'in the class of Home Economics in the third grade of middle school through the application of the Universal Design. This study has been done in three phases : analysis. development. and evaluation phase. The results of this study were as follows : First. in the development of the concept of the Universal Design. the objective of learning aimed to build the housing and utilities for all family members. Moreover. the various learning materials such as computer program. video materials. and worksheets of the group work were utilized to enhance the effectiveness of the lesson plan. Second. the evaluation of the students was examined through the assessment of the concept of the design. and the degree of class participation of student at the end of class. The LT cooperative learning as an instructional method was perceived to be appropriate and the participation of the cooperative work was also enhanced. The use of the computer programs. and video tapes was considered to be useful. Third. the response of the teachers was found to be both positive and negative. Teachers'positive reactions indicated that the use of the Universal Design facilitated student's participation in class stimulating their motivations and creative ideas not only in the classroom but also in the real life as for the negative reactions. teachers perceived understanding of the concept of the Universal Design. the activities of the students and class hours were relatively shout. These should be added to by the further study with the teachers endeavor.

Housing Welfare Policies in Scandinavia: A Comparative Perspective on a Transition Era

  • It is commonplace to refer to the Nordic countries of Sweden, Norway, Denmark, Finland and Iceland as a distinctive and homogenous welfare regime. As far as social housing is concerned, however, the institutional heritage of the respective countries significantly frames the ways in which social housing is understood, regulated and subsidized, and, in turn, how housing regimes respond to the general challenges to the national welfare states. The paper presents a historical institutionalist approach to understanding the diversity of regime responses in the modern era characterized by increasing marketization, welfare criticism and internationalization. The aim is to provide outside readers a theoretically guided empirical insight into Scandinavian social housing policy. The paper first lines up the core of the inbuilt argument of historical institutionalism in housing policy. Secondly, it briefly introduces the distinctive ideal typical features of the five housing regimes, which reveals the first internal distinction between the universal policies of Sweden and Denmark selective policies of Iceland and Finland. The Norwegian case constitutes a transitional model from general to selective during the past quarter of a decade. The third section then concentrates on the differences between Denmark, Sweden and Norway in which social housing is, our was originally, embedded in a universal welfare policy targeting the general level of housing quality for the entire population. Differences stand out, however, between finance, ownership, regulation and governance. The historical institutional argument is, that these differences frame the way in which actors operating on the respective policy arenas can and do respond to challenges. Here, in this section we lose Norway, which de facto has come to operate in a residual manner, due to contemporary effects of the long historical heritage of home ownership. The fourth section then discusses the recent challenges of welfare criticism, internationalization and marketization to the universal models in Denmark and Sweden. Here, it is argued that the institutional differences between the Swedish model of municipal ownership and the Danish model of independent cooperative social housing associations provides different sources of resistance to the prospective dismantlement of social housing as we know it. The fifth section presents the recent Danish reform of the governance model of social housing policy in which the housing associations are conceived of as 'dialogue partners' in the local housing policy, expected to create solutions to, rather than produce problems in social housing areas. The reform testifies to the strategic ability of the Danish social housing associations to employ their historically grounded institutional relative independence of the public system.
