Band Wittgenstein is a relatively band-shaped team since Shin Hae-Chul's previous big band "Next." The album, which features Shin Hae-Chul's unique lyrics and specific concepts, is also similar to the Next albums. However, there is a difference in sounds used on the album that are properly fused sampling based work and computer music. This album is a low-budget home recording album produced at a total cost of 3 million won. Shin Hae-Chul was in charge of the main vocals and programming, and all of the works were done together by the band members. In this album, Shin Hae-Chul focused on teamwork rather than producing his own music. The low budget could have been a constraint on music production, but it must be highly appreciated for it being a novel attempt. Musicians who create music always create conflicts between their favorite music and popular ones. However, without creative efforts, there is no evolution or development in the music industry. It is clear that constant changes can continue to develop musical ability, which leads to the development of Korean pop music.
Basuki Tjahaja Purnama, Jakarta's Ex-Governor, lost his re-election bid in 2017 and then was jailed on a charge of blasphemy. After his defeat, the rhetorics of Indonesian politics was divided into two opposing sides: anti-Communism and 'pribumi' of the radical Islamic movements and Pancasila of the Jokowi administration. Although Islamic political parties are now preoccupied with their own coalitional politics and survivals, rather than solidarity of Islamic forces, the rising Islamic sentiments confirmed by the Jakarta election indicate that religion will continue to be a key variable in Indonesian politics. Meanwhile, ex-military generals who declared themselves as candidates in the 2018 regional election and the 2019 presidential election, as well as a few measures used by the Jokowi administration against extra-parliamentary political opponents, remind us of Suharto's New Order. Steady growth continues in economy. The raise of minimum wage enlarged middle classes and led to a decline of the poverty rate. Jokowi's commitment to building infrastructure has made tangible achievements. Under these circumstances, enhanced cooperation between Indonesia and South Korea is laudable, though any such cooperation must fully incorporate local sociocultural contexts, such as the strengthened halal certification system.
The subject of this study is whether the relevant ordinances of Chungcheongnam-do's five local governments, operating intermediary support organizations for contracted-out community building, comply with the regional innovation and cooperative governance-based perspective. The examination results are summarized as follows. About the normative system: first, village building does not present that it is a participation- and cooperation-based collective activity of various related actors; second, the cooperative governance-based implementation system was not presented as a key term; third, "numerous relevant subjects' participation" and "democratic decision-making and cooperative promotion" are not presented as basic principles; fourth, the subjects are limited to residents and the administration, and only their responsibilities are presented. About the effectiveness system: first, the establishment of a master plan, a primary means, and the establishment of an in-charge department and collaboration system in the administration are presented as optional provisions; second, the nature of the relevant committees and intermediary support organizations is not presented as "public-private cooperation-based system"; third, the area of the function and authority of the relevant committees is limited to review and consultation. Fourth, the related information about the intermediary support organization structure and system, the establishment and operation of the secretariat, and the practical operation of the center is not presented. In sum, to make related ordinances become institutional grounds with stronger effectiveness, reconstructing them by strictly applying the perspectives of regional innovation and cooperative governance is necessary.
This study was done through survey of the school and the small and medium enterprise which participated in "Human resources development program of small and medium enterprise technical high school's customized link", and we researched the problem with the actual condition of the program operation and analyzed the results of them. The analysis results are as follows. Firstly, the teachers recognized the purpose of this program operation as the activation of the occupation education between school and job world, On the other hand, people in charge of the company recognized the purpose of this program operation as the professional human resources supply to the small and medium enterprises. Secondly, the teachers perceived that the students' performative competence had improved through the operation of this program, while the inducement of some excellent students was not always available. Finally people in charge of the company responded that this program was helpful for the manpower guarantee, the profits of the company, the enhancement of the performative competence and adaptability of the high school graduates, and the cooperation of the technical high school and the company. However, they admitted that this program lacked the maintenance and repairing competence of the utilities, ability of grasping problems and the problem-solving skills, and the competence of the functional expertise of the high school graduates. Generally, the teachers of technical high school and people in charge of the company which participate in "Human resources program of small and medium enterprise technical high school's customized link" expressed positive appreciation for efficient management and potential development of this program.
The purpose of this study is to ascertain whether the effect of introduction of OCS(Order Communication System) to the hospital is satisfied or not comparing the anticipated effect with the actual effect. For this purpose, a domestic hospital which has introduced and has been operating OCS for several years was chosen. Based on the internal data of S Hospital prepared before introducing OCS, researcher has analyzed the basic direction, design standard and status of operation after the introduction of OCS, etc. After analyzing the status of operations of several departments using OCS and interviewing with the chiefs of pertinent departments, a survey form was designed. Actual survey and interviews were conducted by the researcher for weeks to know whether doctors, nurses, medical technicians and clerks of the patient management dept. were satisfied with OCS and to find if they have any recommendations to improve OCS. Based on the analysis of survey, the effect of OCS was evaluated whether it has satisfied the anticipated effectiveness. For the question if they feel convenient in using OCS, doctors, nursing staffs in charge of ward and the staffs of billing dept. has answered that they were all satisfied(100%). The answers for the same question were relatively high in the case of nurses in charge of outpatient and staffs of radiography. Of course, there have been some nurses and staffs who complained for the inconvenience. However, overall satisfaction was high on the average. Some common problems occurred after the introduction of OCS were frequent errors due to instability of OCS system, paralysis of function of hardware on data back-up system and redundant investment due to erroneous choice of DB program in setting DB. It was also pointed out that lack of computer education and low participation of medical staffs has resulted in failure of developing effective software. As a result, it has lowered the efficiency of OCS. For example, some works have to be done by hands even after OCS. Based on the result of this research, recommendations to maximize the effect of OCS were presented as follows. First, strong leadership of CEO and active cooperation of doctors are mandatory. Second, all the process of hospital work should be analyzed and be redesigned in more efficient ways. Third, OCS should be designed to be user-based system which can be used efficiently by all staffs of the hospital. Forth, prior to the operation of OCS, proper tests of the program and trainings of the pertinent staff are required. Fifth, prior to the selection of hardware, BMT(Bench Marking Test) should be conducted. Sixth, before introducing OCS, staffs in charge of OCS should visit many hospitals operating the OCS system and take their cases into account.

The Ecosystem Conservation Levy (formerly known as the Ecosystem Conservation Cooperation Fund) system has been in place for 20 years, and it can be said that it has now entered the settlement stage. Based on an analysis of publicly available project implementation data from 2014 to 2020, we found that: 1) As the number of return projects increases, the targets of restoration technologies are also strengthening, and it is necessary to frame a series of processes from application, creation, and monitoring for some detailed projects to improve the effectiveness and efficiency of utilizing the levy. 2) Most of the implemented projects are applied as micro-ecosystem creation, but there are many cases where the contents of the project can be seen as other project categories. This shows that the purpose of the return project needs to be approached more clearly and suggests that institutional complementation is needed from the project application stage. 3) The detailed technologies applied tend to be gradually expanding, but most of them are technologies that are not differentiated from general development projects. It is urgent to secure a more technical identity, such as a range and list of utilized technologies suitable for the characteristics and purposes of return projects. 4) It is necessary to establish a relevant evaluation system or framework to utilize the monitoring results of restoration projects. 5) There have been few cases of application of single restoration technologies since the beginning, but the content and scope of the complexity tend to expand in recent years. Even if the objectives are not comprehensive and diverse, it can be seen that many parts of the projects are oriented toward convergence, so it is necessary to conduct separate research on this. 6) As for the direction of improvement of the return project, it is possible to consider expanding the restoration and conservation focus to partially accommodate the complexity of the natural environment and human ecology. It seems that the expansion of restoration technologies that consider the role and function of humans in the natural environment should be explored.
The microstructure, flexural properties, electrical conductivity, thermal conductivity and electromagnetic interference (EMI) shielding effectiveness (SE) of epoxy composites filled with multi-walled carbon nanotubes (CNTs), exfoliated graphite nanoplatelets (xGnPs) and CNT-xGnP hybrid filler were investigated. The EMI SE of the CNT-xGnP hybrid composite was higher than 25 dB at 100 MHz while that of the xGnP based composite was almost zero. The flexural modulus of the CNT-xGnP based epoxy composite continuously increased to 3.32 GPa with combined filler content up to 10 wt% while that of the CNT based epoxy composites slightly decreased to 1.96 GPa at 4 wt% CNT, and dropped to 1.57 GPa at 5 wt% loading, which is lower than that of epoxy. The CNT and CNT-xGnP samples had the same EMI SE at the same surface resistivity, because samples with the same surface conductivity have the same amount of the charge carriers.

Bimodal Tram developed by KRRI is driven by a series Hybrid propulsion system which has both the CNG engine, generator and LPB(Lithium Polymer Battery) pack. It has three driving modes; Hybrid mode, Engine mode and Battery mode. Even in case of Battery mode, LPB pack to get enough power to drive the vehicle only by itself onsists of 168 LPB cells(80Ah per lcell), 650V. It is important thing to manage LPB pack in a right way, which will extend the lifetime of LPB cells and operate in the hybrid mode effectively. This paper has shown the development of battery management system(12 BMS, 1 BMS per 14cells) to manage LPB pack which is connected with CAN(Controller Area Network) each other and measure the voltage, current, temperature and also control the cooling fan inside of LPB pack. Using the measured data, BMS can show the SOC(State of Charge), SOH(State of Health) and other status of LPB pack including of the cell balancing.
The sustainable development of local communities is faced with limitation due to poor infrastructure and lack of cooperation among stake-holders. To overcome such circumstances and thus to ensure balanced development of the local communities, the central government is driving construction of innovative cities mainly through transfer of public institutions to local cities. In this study, to contribute to the development of plans for the future agropolis' associated with the transfer of public institutions, efficient organization mechanisms of the agropolis such as basic structure and spatial allocation was examined through analyses of advanced cases(Sophia Antipolis, St. Hyacinthe Science Part Food Valley, Stoneleigh Park) of foreign countries. The analyses showed that the organization of agropolis were consisted of three main components; 1) agricultural and food industry complex conducting R&D, 2) service facilities(information, trade, consulting and advertisement) supporting agricultural and food industries and rural enterprise center in charge of a variety of events including exhibition, rural experience, education, and contest, 3) silver facilities such as hospital and town providing medical service and residence. Based on the results, inventories of facilities which are necessary in 'the future agropolis' and their spatial allocation were suggested.

This paper is to introduce recent collaborative activities in agricultural weather information services among institutions in Korea as well as key concepts for understanding agrometeorological services. KMA and RDA have agreed upon the establishment of the Joint Committee for Agrometeorolgy at national level to strengthen the national agrometeorological services in data collection, information production, research, and services to end-users of agrometeorological information in Korea. Several on-going joint projects in agrometeorology by RDA/KMA are introduced in brief. The projects being developed are : Strengthening of the Joint Committee of agrometeorology, Extension of observation network for agricultural weather, Production of the detailed agrometeorological information based on numerical weather forecasts, Development of seasonal and interannual weather forecasts for agricultural applications, Information network system for supporting agrometeorological research, and Improvement of agrometeorological information services at national and regional level. Strengthening of programs for the education and training of agrometeorologists will be impending responsibilities of the government. The government must consider establishment of organizations dedicated to and in charge of national agrometeorological services to end-users. RDA and KMA should play a major role to obtain this goal, based on a close cooperation with universities, scientific societies, and other relevant institutions. If this plan is successful, major infrastructures and services in agrometeorology shall be established in the next 5 years, and we can contribute to regional and global societies through sharing experiences and know-hows.
