최근 IT 제품의 활용 분야가 다양화 되면서 소프트웨어의 활용 분야가 컴퓨터, 스마트폰, 의료기기 등 다양한 환경에서 이용되고 있다. 이처럼 소프트웨어의 활용분야가 다양해짐에 따라 소프트웨어 보안 취약점을 악용하는 공격사례가 증가하고 있으며 이에 따라 다양한 시큐어코딩 프로그램이 출시되었지만 이력관리, 업데이트, API 모듈 등의 취약점이 존재하고 있다. 본 논문에서는 안전한 소프트웨어 개발을 위해 송신모듈에 형상관리를 연동하는 시스템과, 콘텐츠 단위로 소스코드의 취약점을 점검할 수 있는 CMS 연동 시스템을 구현하고, 프로그램의 기능을 세분화하여 국내외 시큐어코딩 관련 표준을 분석 및 적용함으로서 효율적인 시큐어코딩 시스템 방법을 구현하였다.

For effective management and processing for civil affairs, online public services are in operation in every administrative organizations. However, due to the lack of links in each government departmental business processes on e-Government system, the satisfaction of the civil petitioners has not improved. In this paper, we propose an improved business process for the implementation of one-stop integrated civil affairs and suggestions services on e-Government system to reduce the time and cost for processing civil affairs and to improve the efficiency of the public services by cutting down the cost and time. This paper also suggests the ways to improve the quality of public service through redesigning civil affairs processing in the light of integrated system for the civil affairs and its suggestion.

21세기의 행정은 급속도로 변화하고 있다. 정보사회의 고도화를 통해 제시되고 있는 유비쿼터스 기반의 재구성은 정보지식사회로의 패러다임 환경 변화를 반영하고 있다. 공공부문에서의 행정조직의 재구조화(restructuring)와 조직혁신(organization reengineering)을 통해 행정서비스를 개선시키려는 시도도 역시 지속되고 있다. 이에 본 연구에서는 지금까지 추진되어 온 전자정부의 진행과정을 정리해보고, 진단과 성과 측정을 위한 시론적 접근을 시도하고 있다. 이는 앞으로 대두될 미래의 전자정부가 지속성을 유지하기 위한 차원에서 점검이 필요하다. 또한 향후 보다 분석적 연구를 통해 전자정부에 관한 명확하고 다양한 성과관리 및 평가가 이루어져야 할 것이다.

정부는 새로운 영역의 전자정부 서비스를 창출하기 위한 계획을 추진 중이다. 업무절차 개선 측면에서 dBrain과 e-사람, 전자결재 및 업무관리를 위한 온나라 등은 상당한 성과를 이루었으며, 현재는 새로이 부각된 정보기술을 도입하여 기존의 행정서비스를 개선하고 지능형 전자정부를 구현하기 위한 노력을 지속하고 있다. 본고에서는 그중 자가학습기반의 지능형 행정서비스 구축이 실제 업무를 추진하는 공무원들의 업무프로세스에 효율적인지, 지속사용하는데 영향을 미치는지를 파악하고자 하였다. 인공지능, 빅데이터, 블록체인 등의 발전된 정보기술에 대한 개인의 인식 및 태도를 바탕으로 개인 혁신성을 선행변수로 하여 UTAUT 변수들이 지속사용의도에 영향을 미치는 지에 대해 공무원 대상 설문 결과를 이용하여 지능형 정부서비스를 대상으로 검증하여 행정서비스에 대한 영향요소를 파악하였다. 정부행정서비스 사용자들은 혁신적인 행정서비스의 구축 및 도입이 국민에게 더욱 효율적으로 활용될 수 있다고 믿으며, 정보기술 발전에 따라 서비스의 활용 및 제공에 대한 기대감을 높게 가지고 있다고 파악되었다. 향후 전자정부 서비스를 활용하는 국민을 대상으로도 모형을 적용하여 연구할 예정이다.

e-Health/u-Health has generally been considered as an expansion of current medical and medical relevant segments. However. as e-Health/u-Health has been known to have typical attributes and characteristics of services supporting a physically and mentally well-balanced life of its users, we can rationally assume that e-Health/u-Health can be not only an expansion of the existing medical field but also a result of the complex and sophisticated convergence among diverse industries such as the ICT industry. traditional care-relevant segments, etc. Thus, in this study, we carefully and cautiously consider e-Health/u-Health in accordance with both possible scenarios: 1) an expansion of a typical industry, and 2) a result of a convergence among various industries. The advent of new technologies, rapid development of current technologies, and convergence trends in various fields are creating dramatic innovations in the next generation health services market. Consumerism as a characteristic of c-Health/u-Health can be expected to find a solution of the existing healthcare service problems. In the initial phase. mainly due to the absence of a vanguard, as well as to various legalistic and regulative limitations, the role of the government would be immensely critical for the successful early settlement of the e-Health/u-Health industry. Both the government and private sector need to practice continuous and effective public education and publicity mainly to increase the overall recognition and usability of e-Health/u-Health services. Nursing as a unique professional discipline should be well aware of the new paradigm shift of the healthcare market, and make maximum use of the possibility of this trend to the advent of the professional nursing's new role.

CCTV는 범죄예방에도 효과가 있을 뿐 아니라, 녹화 된 영상정보는 범죄의 증거물로서도 상당한 법적 효력을 지닌다. 그러나 CCTV영상정보를 증거물로 활용하여 고소/고발 등의 행정 처리 시 현재 오프라인으로 운영되고 있는 업무처리 절차 상 나타나는 복잡성과 불필요한 시간 비용 낭비, 개인프라이버시 유출 등은 해결해야 할 문제점으로 남아 있다. 본 논문에서는 오프라인 업무처리 상 발생하였던 문제점을 해결하기 위해 CCTV영상자료 통합포털 구축을 제안하고, 기존 전자 민원 서비스 시스템의 효율성을 연구한 선행 연구를 분석하여 전자정부법과 개인정보보호법에 의거, CCTV영상자료 통합포털 구축 모델에 적용 하여 발생 된 문제점을 효과적으로 해결하고자 한다.

Due to the development of information technology, Convergence and Creative Economy became hot issues. For example, products become more intelligent and services are likely to be connected and integrated around core services or provided as bundle solution. Meanwhile products and services are integrated in the context of mutual supplementation, which leads to Servitization of Products and Productization of Services in many industries. Previous studies have addressed Convergence with different terms and definitions such as Convergent, Multicategory Multifunctional Product, Clouding Service, Bundle and so on from one perspective such as consumers, suppliers or technology according to a wide range of academic approaches. Thus, this study attempted to suggest the most typical convergence products released in the convergence environment and categorize those products. Furthermore, this study has pointed out the problems in the New Product Development Framework discussed in the studies on marketing by taking the situation of the public sector into account and then suggested "New Service Development Framework in the Public Sector" that are different from traditional e-Gov. approach basically and will enable the government to create public information service and provide them to enterprises or citizens. It also emphasized the importance of Business Conceptualization Stage in the framework; argued that there is a necessity of an integrative study from the perspective of technology on the basis of the approach from the perspective of marketing and Policy such as a study of consumer behaviors, design and marketing channel and Policy Integration for the development and dissipation; and furthermore suggested the cases-the development/Diffusion of Transportation Card Service in Seoul and CFC (Call for Collaboration) in Singapore-in order to verify the framework. There is a need to supplement New Service Development Framework so it is able to reflect the distinct characteristics of the public sector from the academic perspective and be used as practical guidelines for SI (System Integration) business to shift into IT Service business. Last but not the least, this study has suggested the limitations and the directions for the future studies.

본 연구는 전자정부 수용 및 확산에 영향을 미치는 다양한 선행 요인들을 살펴보고 이 요인들이 전자정부 서비스 사용의도에 미치는 영향을 분석하는 데 목적이 있다. 전자정부 서비스 이용자를 대상으로 한 설문조사를 통해 가설을 검증한 결과, 서비스의 본원적 가치와 사회적 영향요인은 서비스 사용의도에 긍정적 영향을 미치는 것으로 나타났다. 또한 사회적 영향요인은 본원적 가치에도 긍정적으로 영향을 주어 사용의도에 간접적인 영향을 주는 것으로 나타났다. 그러나 상호작용은 사용의도에 직접적인 영향을 미치지 못하는 것으로 판정되었다. 다만 상호작용은 본원적 가치의 증대를 통해 간접적으로 영향을 미치며 그 영향이 사회적 영향요인 보다 큰 것으로 나타났다.

전자정부 표준 프레임워크는 국내 정부/공공기관 등 웹 환경 개발을 위한 공통 컴포넌트 재사용, 표준 모듈의 연계와 종속성 해소 등 전반적인 기술을 제공하고 있다. 그러나, 획일화된 개발 환경은 코어 버전에 따른 구버전 업데이트 문제와 해킹이나 컴퓨터 바이러스 등에 의한 개인정보와 기밀정보 유출 가능성이 존재한다. 본 연구는 국내 eGovFrame을 운영하는 웹사이트 중심으로 보안 취약성을 직접 분석한다. 내부 프로그래밍 언어 소스 코드 수준에서 취약점을 분석/분류한 결과, 대표 보안 취약성과 연계되는 5개 항목을 다시 추출할 수 있었다. 이에 대한 대응책으로, 2단계(1, 2차)를 통한 보안 설정과 기능 그리고 보안 정책을 설명한다. 본 연구는 향후 전자정부 프레임워크 보안 기능 개선하고 서비스 활성화에 이바지하고자 한다.

소프트웨어 진흥법 개정 후, 전자정부사업 경험이 적은 중소기업이 공공사업에 참여함에 따라, 정부는 정보화사업의 위험을 줄이고 품질을 확보하기 위해 전자정부사업관리 위탁 제도(PMO)를 2013년 7월 도입하였고, 이는 현재까지 확산되고 있다. 그러나, 현재 공공 PMO 서비스는 과도한 경쟁으로 인해 저가 수주 등의 사업관리 부실이 우려되어 개선안이 필요하다. 본 연구에서는, 이런 개선안을 마련할 때 고려할 수 있는 공공 PMO 서비스의 품질요인에 관한 연구모형을 수립하고, 이를 기반으로 품질요인을 측정 및 평가하여, 서비스 품질이 고객만족 및 고객충성도에 미치는 영향을 분석한다. 이에 공공 PMO 서비스를 이용한 경험자들을 대상으로 SERVPERF 모델을 이용하여 품질요인을 측정하고, 구조방정식 연구모형을 수립하여 품질요인의 영향을 실증분석하고 평가한다. 마지막으로, 공공 PMO 서비스 개선방안과 시사점을 제시하고자 한다.
